Does the state of the economy condition public concern for the environment? Scholars have long argued that environmental preferences decline during economic downturns as individuals prioritize short-term economic needs over longer-term environmental concerns. Yet, this assumption has rarely been subjected to rigorous empirical scrutiny at the individual level. The presumed link between economic and environmental preferences is revisited, using the first individual-level opinion panel (n = 1043) of US climate attitudes, incorporating both self-reported and objective economic data. In contrast with prior studies that emphasize the role of economic downturns in driving environmental preference shifts, using a stronger identification strategy, there is little evidence that changes in either individual economic fortunes or local economic conditions are associated with decreased belief that climate change is happening or reduced prioritization of climate policy action. Instead, the evidence suggests that climate belief declines are associated with shifting political cues. These findings have important implications for understanding the dynamics of political conflict over environmental policy globally.  相似文献

How do choices among information sources reinforce political differences on topics such as climate change? Environmental sociologists have observed large-scale and long-term impacts from news media and think-tank reports, while experimental science-communication studies detect more immediate effects from variations in supplied information. Applying generalized structural equation modeling to recent survey data, previous work is extended to show that political ideology, education and their interaction predict news media information choices in much the same way they predict opinions about climate change itself. Consequently, media information sources serve as intervening variables that can reinforce and, through their own independent effects, amplify existing beliefs about climate change. Results provide empirical support for selective exposure and biased assimilation as mechanisms widening political divisions on climate change in the United States. The findings fit with the reinforcing spirals framework suggesting partisan media strengthens climate change beliefs which then influences subsequent use of media.  相似文献

ABSTRACT

Across the political spectrum, people favour renewable energy. For political liberals, this support has been attributed to concern for the environment; in contrast, the bases of conservatives’ support are less clear. Derived from interviews with a diverse sample of households in Washington State, USA, and a vignette experiment with a representative sample of American households, results show that Democrats (liberals) and Republicans (conservatives) have different moral intuitions, with Democrats emphasizing communion and both Democrats and Republicans valuing self-sufficiency. These findings explain how politically polarized environmental attitudes can exist alongside a shared support for renewable energy. The study therefore contributes to the literature on environmental concern and behaviour, and has implications for policies aimed at increasing adoption of renewable energy as well as pro-environmental behaviour more broadly.  相似文献

There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

2012 American National Election Study data supplemented with monthly temperature data from the United States Historical Climatology Network are used to examine how religion, politics, and weather and climate affect views of global warming. Evangelical fundamentalism is the most consistent factor among all religion-related variables in determining perceptions of global warming, those more oriented toward evangelical fundamentalism being less likely than others to believe in the existence, anthropogenic cause, and adverse impact of global warming. Controlling for the effects of traditional political predisposition variables, including party identification and political ideology, support for the Tea Party plays a dominant role in determining views of global warming; support for the Tea Party leading to higher likelihood of disbelief in the existence, anthropogenic cause, and negative impact of global warming. Warming winters coupled with cooling springs of the past decade are positively related with belief in the existence of global warming.  相似文献

Unconventional oil and gas extraction (UOGE) has spurred an unprecedented boom in onshore production in the US. Despite a surge in related research, a void exists regarding inquiries into policy outcomes and perceptions. To address this, support for federal regulatory exemptions for UOGE is examined using survey data collected in 2015 from two Northern Colorado communities. Current regulatory exemptions for UOGE can be understood as components of broader societal processes of neoliberalization. Free market ideology increases public support for federal regulatory exemptions for UOGE. Perceived negative impacts do not necessarily drive people to support increased federal regulation. Utilizing neo-Polanyian theory, interaction between free market ideology and perceived negative impacts is explored. Free market ideology appears to moderate people’s views of regulation: increasing the effect of perceived negative impacts while simultaneously increasing support for deregulation. To conclude, the ways in which free market ideology might normalize the impacts of UOGE activity are discussed.  相似文献

ABSTRACT

Our understanding of the determinants of public concern about climate change relies heavily on survey research in the United States. But can those findings be generalized to the rest of the world? Analysis of the Pew Research Center’s 2015 Global Attitudes Survey shows fairly similar patterns in the English-speaking Western democracies and, to a lesser extent, western Europe, but party identification and political ideology matter much less in most of the globe, and demographic factors have very different impacts. Female, younger, and less religious people tend to worry more about climate change in English-speaking Western democracies. In most of the world, however, concern is only weakly correlated with gender, rises with age and religiosity, and is more strongly correlated with education. A new measure of commitment to democratic values proved to be the most consistent predictor of concern globally.  相似文献

Research suggests that previous, current, and prospective extractive industry activities influence perceptions of new development. Studies that have drawn this conclusion, however, have usually focused on specific projects in specific communities. Here, these factors are examined on an aggregate, national scale. Combining geospatial data on extractive industry activities and survey data from a nationally representative sample (N = 1061), the influence of extractive industry activities on support for fracking is studied. While limited evidence is found for the impact of proximity to oil and gas wells or production on support for fracking, employment levels in the natural resources and mining sector in the respondent’s county and residence in an area experiencing active oil and gas development significantly increase support for fracking. The results highlight the role of spatial and community factors in shaping support for energy development.  相似文献

The political mobilization of American business elites in the 1970s and 1980s has been well studied by political scientists. Environmental sociologists have explored how industries in this elite countermovement have organized to prevent environmental legislation. The literature often focuses on the efforts of this movement to shape public opinion on climate change. However, political scientists argue business elites are running several parallel strategies simultaneously in order to protect their interests. FEC data are utilized in multilevel logit models to examine how donations from industrial Political Action Committees (PACs) relate to Congressional representative’s environmental voting behavior over a 20-year period. Industries associated with the environmental countermovement have increasingly used PAC donations over time, and every additional $10,000 a representative received from countermovement industries significantly decreased odds of their taking the pro-environmental stance even when controlling for representatives’ demographics, districts, Congressional polarization and time-period.  相似文献

The socio-demographic profiles and occupations of the members of the Green League and other Finnish political parties are examined using survey data collected from the members of Finland’s six major political parties (n = 12,427). Significant differentiation in occupational structure is revealed among Green party members. The importance of understanding how Green party members differ by background is emphasised while providing new approaches to studying party members’ interests and goals.  相似文献

A survey-embedded experiment implemented around the time of the 2014 annual Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (N ≈ 1200) examined whether such summits are able to increase citizens’ awareness of climate problems. This study finds that exposure to positive or negative cues about the COP increases climate change awareness, particularly among participants who start out with a low level of awareness. Neither positive nor negative cues about the COP significantly affect people’s policy preferences. Our finding resonates with Bernard Cohen’s observation that the mass media may not often be successful in telling people what to think, but they are successful in telling readers what to think about.  相似文献

ABSTRACT

To what extent has the European Union (EU) had a benign or retarding effect on what its member states would have undertaken in the absence of EU climate policies during 2008–2012? A measurement tool for the EU policy’s effect is developed and shows a benign average EU effect with considerable variation across countries. The EU’s policy effectiveness vis-à-vis its member states is explained by the EU’s non-compliance mechanism, the degree of usage of the Kyoto flexible mechanisms, and national pre-Kyoto emission reduction goals. Time-series cross-sectional analyses show that the EU’s non-compliance mechanism has no effect, while the ex-ante plans for using Kyoto flexible mechanisms and/or the ambitious pre-Kyoto emission reduction targets allow member states to escape constraints imposed by EU climate policy.  相似文献

ABSTRACT

Recent scholarship has argued that effective and credible national climate policy mixes should encompass measures that promote new low-carbon technologies alongside those instruments aimed at constraining and phasing out support for existing polluting industries. The creative and disruptive policy measures in Norway´s climate policy mix are analysed by focusing on both national and international climate mitigation efforts. Norway´s climate policy mix at home has been more ambitious in the transport sector with a growing electric vehicle market than in the energy sector where niche support and disruptive policies have remained weak. Abroad, Norway has been increasingly active in supporting new low-carbon technologies and disrupting the fossil-fuel industry, especially coal. This is explained by the consensus-seeking and oil and gas dominated small-state social-investment political economy in Norway, combined with a forward-looking foreign policy based on norm-setting and multilateralism.  相似文献

The divergent roles of education in predicting environmental support among liberals, conservatives, and moderates in the United States are explained by integrating ideological-consistency and information-deficit models. Increased political polarization among elites has led to divergent environmental positions advocated by liberal and conservative political and media leaders; it was predicted that education would increase public attention to these elite cues and, consistent with the ideological-consistency model, increased education would lead to attitudes in line with consensual positions endorsed by party elites. Across two nationally representative data sets, higher levels of education were associated with stronger environmental support among liberals and weaker environmental support among conservatives. Moderates were predicted to have fewer elite cues on which to base their attitudes; consistent with the information-deficit model, higher levels of education among moderates were associated with strengthened environmental support. A moderated-mediation model supported the differential application of these two theories.  相似文献

ABSTRACT

Corporate climate leadership and its relationship with state regulations are discussed. First, a typology defining corporate climate leadership is introduced and distinguished from the other strategic behaviours corporations may adopt in response to climate change. A conceptual framework to explore the mechanisms enabling corporate climate leadership within a given policy system is then presented. This framework is applied to two big Swiss food retailers, considered as typical of corporate climate leaders, firms that showed an early interest in climate protection, as a result of ecological values, third actors’ lobbying and particular market incentives. Most importantly, the two companies were set in motion by a regulatory framework that featured stringent policy goals associated with flexible instruments and economic sanctions. The importance of these findings for understanding the role of corporate leadership in polycentric climate governance is discussed.  相似文献

In the United States, few constituents know and understand climate policy, prioritize it as a political topic, or let their voting decisions depend on it. In these conditions, representatives would not be expected to pay heed to constituents’ climate concern in their voting decisions. Still, even after controlling for the presence of interest groups, campaign finance, and legislators’ party affiliation and ideology, there is a consistent link between public opinion and votes on cap-and-trade legislation in the House (and to a lesser degree in the Senate). The same is true when public opinion is simulated based on pre-vote district characteristics. Explanations for these findings are discussed.  相似文献

ABSTRACT

Innovative climate governance in small-to-medium-sized structurally disadvantaged cities (SDCs) are assessed. Considering their deeply ingrained severe economic and social problems it would be reasonable to assume that SDCs act primarily as climate laggards or at best as followers. However, novel empirical findings show that SDCs are capable of acting as climate pioneers. Different types and styles of climate leadership and pioneership and how they operate within multi-level and polycentric governance structures are identified and assessed. SDCs seem relatively readily willing to adopt transformational climate pioneership styles to create ‘green’ jobs, for example, in the offshore wind energy sector and with the aim of improving their poor external image. However, in order to sustain transformational climate pioneership they often have to rely on support from ‘higher’ levels of governance. For SDCs, there is a tension between learning from each other’s best practice and fierce economic competition in climate innovation.  相似文献

President Obama’s climate change record is assessed by looking at his success in translating policy goals into policy outputs (laws or regulatory action) during his time in office. Obama’s campaign speeches are examined to identify specific promises to take action on climate change before proceeding to examine whether, how and with what success he managed to act upon these pledges. Obama is shown to have set out a multi-pronged approach to deal with climate change in his campaign speeches and succeeded in translating many of his goals into policy outputs. This finding contributes to debates about Obama’s ‘green’ credentials.  相似文献

Environmental nongovernmental organizations (NGOs) in Australia have struggled to generate and sustain public concern about climate change. If debates about climate policy can be viewed as sites of contestation between competing actors, Australia’s environmental NGOs have found it difficult to compete against countervailing forces that have sought to shape public attitudes to climate action and the contours of policy responses. While to a significant degree this reflects the power of those forces and the sentiments of the government of the day, there is also a case to be made that some of Australia’s most prominent environmental NGOs have appeared wedded to strategies inconsistent with building or sustaining public support for action or guiding policy responses. How have Australia’s largest environmental NGOs engaged climate politics, and why has this engagement taken that form? Pierre Bourdieu’s political sociology provides unique insight for coming to terms with the multifaceted nature of the constraints, opportunities, and drivers of political action, from the context of climate politics to the forces behind Australian NGOs’ engagement with that politics, and the limits of that engagement. Bourdieu’s work also suggests possible avenues for more effective forms of political communication on climate change in the Australian context.  相似文献

ABSTRACT

The momentum achieved for unilateral carbon taxes in seven European countries is examined. Why is it that small countries, despite being vulnerable to forces of international competition, have been able to implement carbon taxes? A review of national experiences does not suggest that the share of fossil fuels in the energy mix defines the room for such taxes, or point to a strong role for traditional left-right ideology. Rather, it is deep-seated patterns of national policy styles with neo-corporatist traits, providing a protective device for the open economies of small countries, which condition the introduction of carbon taxes. The associated routines of decision-making offer coordination mechanisms for proactive macroeconomic policies in which carbon taxation can find a place. Parliamentary democracies with proportional representation, as is common in the smaller countries, provide access to government for political parties that pursue carbon taxation. These in turn sensitise larger political parties to climate concerns, as they benefit from institutionalised practices and routines for problem-solving and consensus-seeking.  相似文献
