In the space of a few years, China’s global image with regard to environmental matters has significantly improved. Particularly since Xi Jinping’s coming-to-power in 2012 China’s reputation in the global climate change regime has improved markedly and it has gained accolades for a new determination to reverse environmental degradation at home. China’s incipient green transformation is partly due to a new actor constellation in environmental governance, a striking feature of which is the prominence of ad hoc campaigns that offer quick results but that may undermine the creation of law-based enforcement mechanisms in the long term. Another development – China’s increasing use of emerging technologies and big data analytics – has given rise to new forms of government-business alliances. These new players and innovative approaches have injected momentum into China’s environmental governance system and suggest that, contrary to conventional wisdom, authoritarian regimes can be responsive to citizen demands under certain circumstances. Yet it remains to be seen whether long-term environmental goals can be met, due to a pervasive lack of accountability, the weakening of civil society and heavy constraints on public participation. 相似文献

The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Green radicalism among local environmental officials in Sweden is examined with the aims of theoretically elaborating on different dimensions of Green radicalism in the context of public administration, exploring the dimensionality of Green radicalism among officials, and examining the extent to which Green radicalism is associated with policy influence. Three types of Green radicalism are identified: Green ethics, Green institutional change, and Green activism. Survey data (N = 701) show that the three theoretical dimensions are present among officials, and that there is no negative association between radicalism and influence. It is primarily officials with Green activism beliefs who perceive themselves as able to influence policy. These findings suggest a need for more nuanced understanding of and further studies into the role of public administration in the quest for more radical Green reforms. 相似文献

The ‘social licence to operate’ (SLO) concept is increasingly associated with environmental activism in nations with prominent resource extractive industries. Environmental non-governmental organisations (ENGOs) deploy it as a campaigning strategy to contest corporate activity, in particular, the environmental sustainability of existing or planned commercial projects. Drawing on two prominent Australian ENGO campaigns – against Seafish Tasmania’s Abel Tasman vessel and Tassal’s proposed fish farm operations on Tasmania’s east coast – the SLO strategy is assessed in the context of the governance literature, arguing that it constitutes ‘governance via persuasion’, a mode that incorporates appeals to normative values. Australian SLO campaigns are primarily directed at the state, promoting opportunities for ENGOs to shape reviews and revisions to environmental regulation alongside governmental and corporate actors. SLO campaigns are therefore a contemporary expression of environmental strategies seeking regulatory change in contrast to ENGO-led private governance initiatives that often bypass the state. 相似文献

ABSTRACTPolicy evaluation has grown significantly in the EU environmental sector since the 1990s. In identifying and exploring the putative drivers behind its rise – a desire to learn, a quest for greater accountability, and a wish to manipulate political opportunity structures – new ground is broken by examining how and why the existing literatures on these drivers have largely studied them in isolation. The complementarities and potential tensions between the three drivers are then addressed in order to advance existing research, drawing on emerging empirical examples in climate policy, a very dynamic area of evaluation activity in the EU. The conclusions suggest that future studies should explore the interactions between the three drivers to open up new and exciting research opportunities in order to comprehend contemporary environmental policy and politics in the EU. 相似文献

ABSTRACTOver the last decade, innovative governance architectures have been progressively promoted across European Union (EU) environmental and climate policies with the purpose of improving the effectiveness of intervention through better cross-sectoral policy integration and increased involvement of sub-state and non-governmental actors in the policy process. By combining the theoretical insights of polycentric governance and the concept of usage, the case of the Covenant of Mayors (CoM) is analysed to uncover the extent to which this voluntary programme has empowered local authorities within the EU strategy for sustainable energy by encouraging coordination and learning. Scholars have proposed the analytical concept of the environmental state, a state where government actively addresses negative environmental externalities of economic activities. The mapping of environmental regulatory expansion in Western countries has been central in recent attempts to identify the environmental state empirically. Surprisingly little is known, however, when it comes to the environmental regulatory expansions in non-Western countries. Are there similar trends towards the emergence of environmental states in the non-West as well? From analysing data covering 25 policies in 37 countries, it appears that regulatory expansion has also occurred in the non-Western world, and the distinction between the West and the non-West has been reduced over time. There are non-Western countries among environmental pioneers, and there is some evidence for the trend of global convergence. Future research on environmental states should take into account emerging environmental states in the non-West. 相似文献

ABSTRACTOver the last three decades, ecological modernisation (EM) has emerged as a powerful political discourse, in which economic growth, environmental protection and energy security are mutually reinforcing. Here, the trajectory of EM in the European Union is traced, using a discourse analysis of the seven Environmental Action Programmes. The discourse articulated in these documents points towards an encroaching ‘double depoliticisation’. First, political decisions are discursively constructed as a matter of market rationality rather than a democratic process that engages with different political positions. Second, EM is reified as the only feasible solution, and alternative and contesting discourses are marginalised. Thus not only are political differences erased from the discourse, but the discourse is itself removed from political debate. 相似文献

Tackling China’s grave environmental problems increasingly turns on questions of sub-national interjurisdictional relations. What are the conditions under which neighbouring localities cooperate in stewardship of the natural environment? What factors give rise to interjurisdictional conflict such as pollution spillovers? Through a combination of empirical and theoretical reflections, a research agenda to better understand these issues is outlined. First, China’s recent innovative approaches to the promotion of interjurisdictional cooperation are examined. An in-depth case study of interjurisdictional ecological protection ‘redline’ zones underscores the difficulties of inculcating environmental neighbourliness between local governments. Yet, a precise diagnosis of the problem remains elusive because too little is known about the underlying drivers of interjurisdictional relations in China. An analytical framework that draws insight from contemporary China studies and comparative environmental governance scholarship is offered for the study of interjurisdictional environmental relations in China. 相似文献

The primary task for the environmental state is to address problems related to the market’s externalisation of environmental costs. It has four main resources at its disposal: regulation, redistribution, organisation, and knowledge generation. The way these four resources are deployed make up a state’s environmental governance arrangements. Using data on environmental regulation, taxes, public administrations, and knowledge production from 28 countries, and a hierarchical cluster analysis, four different types of environmental states are identified: established, emerging, partial, and weak. The rise of China’s photovoltaic (PV) industry, and the concomitant curtailment problem, provides an opportunity to reconsider China’s industrial governance. It is argued here that the curtailment is intertwined with the multi-level character of China’s energy governance. Borrowing the insights of multi-level governance (MLG), we identify the relevant stakeholders situated at different levels and clarify their positions and considerations concerning the solar PV industry. MLG analysis reveals that curtailment in China’s solar PV industry was primarily the result of uncoordinated development at different levels – sub-provincial, provincial, national, and international. China’s response to the curtailment problem is then examined, considering whether such policy adjustments will contribute to greater societal participation, changes in development ideas, an improved coordination mechanism, or alternative institutional arrangements. 相似文献

‘Bringing the state back in’ to research on comparative, inter-, and trans-national environmental politics and policy will contribute to better understanding of the limits and prospects of contemporary approaches to environmental politics and the overall evolution of contemporary states once environmental issues become central. The rationale for the state as an analytical perspective in environmental policy and politics is explained, and an empirically oriented concept of the environmental state is introduced, along with a tentative sketch of its evolution in historical perspective. A research agenda on the environmental state is mapped out, centring around variation and convergence in environmental states across space and time; the political/economic dynamics of contemporary environmental states; and inter-linkages among environmental problems, the constitution of political communities, and the functioning of the public power. Does increasing government transparency in an authoritarian regime, absent electoral forms of accountability, change outcomes? The case of China, which has adopted a number of open governance and public information laws, is examined to see whether increased transparency by local environmental protection bureaus affects key environmental outcomes, specifically reductions in air and water pollution. Several unique environmental performance measurements, developed by the authors, are used to supplement standard government-reported measurements of environmental outcomes, and a widely used environmental transparency index (the PITI). By testing information that is newly supplied to the public, but already available to government, government and public monitoring are distinguished from one another, and the effect of public knowledge of government functions is tested. In the absence of a mechanism for the public to hold local government accountable, public transparency alone has no impact on outcomes other than information provision itself. 相似文献

Emerging environmental norms gain strength and diffuse more quickly when scientific evidence of harm is consolidating, when activism is intensifying, and when political and corporate resistance is relatively weak. The anti-microbead norm – that plastic microbeads should be removed from personal care products – has been gaining global influence since 2012; witness the upsurge in anti-microbead activism, public concern, voluntary corporate phasedowns and governmental bans. By 2018, the world was on track to eliminate microbeads from ‘rinse-off’ products within a decade, reducing microplastics flowing into oceans by 1–2%. This confirms the power of environmental norms, but how and why this phaseout is occurring – unequally across jurisdictions, with firms creating loopholes, missing deadlines and limiting the scope of reforms – also reveals innate weaknesses of bottom-up, ad hoc norm diffusion as a way of improving marine governance. These weaknesses are heightened when economic stakes are high, solutions are complex and costly, authority is fragmented across jurisdictions and corporate resistance is strong. 相似文献

Issue frames portraying climate science as uncertain are cited as a key impediment to new climate change and energy policies. However, some have recently argued that the debate over policy impacts, especially policy impacts on consumers, has become more politically salient than the debate over science. This study applies qualitative content analysis to 340 documents from the conservative think tank, the Heartland Institute, to test whether certain policy frames have become more common among leading opponents of climate policy in the United States. The results indicate a continued reliance on science framing, with more directed attacks on climate scientists and fewer frames stressing the uncertainty of climate science. An increase in the use of policy frames related to effects on consumers also suggests that opposition to climate policy is taking new forms as the political debate evolves, with ramifications for climate change policy opposition on an international scale. 相似文献

Which organisations saw their positions on two contentious issues reflected in the Irish climate law of 2015, and what role did advocacy coalitions play in the policy process? These questions are answered drawing theoretically from the Advocacy Coalition Framework (ACF) and by conducting a network analysis of survey data collected from the organisations involved in the national climate policy process. The study finds that several institutionally important or economically powerful organisations, particularly those involved in the agricultural sector, as well as the government parties saw their preferences reflected in the law. This resulted in legislation that excluded binding emission reductions targets, differentiating it from similar laws introduced in other European countries. Organisations in favour of stronger regulation formed a coalition to advocate for their positions, but they largely failed to get their way. 相似文献

A framework is presented for thinking about state intervention in developed capitalist economies in two domains: social policy and environmental policy (and, within that, climate-change policy). Five drivers of welfare state development are identified, the ‘five Is’ of Industrialisation: Interests, Institutions, Ideas/Ideologies, and International Influences. Research applying this framework to the postwar development of welfare states in the OECD is summarised, distinguishing two periods: up to 1980, and from 1980 to 2008. How far this framework can contribute to understanding the rise and differential patterns of environmental governance and intervention across advanced capitalist states since 1970 is explored, before briefly comparing and contrasting the determinants of welfare states and environmental states, identifying common drivers in both domains and regime-specific drivers in each. The same framework is then applied to developments since 2008 and into the near future, sketching two potential configurations and speculating on the conditions for closer, more integrated ‘eco-welfare states’. 相似文献

ABSTRACTEuropean climate policy faced increasing constraints during the economic and Eurozone crises (2008–2014). The European Commission subsequently refocused policymaking toward integrating climate objectives into other policy areas such as energy and the 2014–2020 European Union (EU) budget. The conditions for successful climate policy integration (CPI) are analyzed, focusing on the compatibility of key actors’ beliefs. In renewable energy policy, CPI was successful as long as the co-benefits and related policy-core beliefs of energy security, rural economic development and climate action coexisted harmoniously. Once conflict among these policy-core beliefs emerged during the biofuels controversy, CPI was weakened as actors with competing economy-focused beliefs controlled the decision-making process. The case of EU budget climate mainstreaming illustrates how actors can add climate objectives into legislation despite meaningful discussion being ‘crowded out’ by other priorities. The findings highlight the importance of low conflict between departments, compatible beliefs and policy priorities for successful CPI. 相似文献

ABSTRACTThe European Union (EU) has become the main driver for environmental policy output for its member states whose number has more than tripled over the past four decades. The EU’s deepening and widening has led researchers to expect more non-compliance with EU environmental legislation. In fact, however, the implementation gap has narrowed over the past 25 years. Except for Southern enlargement, taking on new member states has not exacerbated the EU’s compliance problem in the field of environmental policy. Nor has the expansion of the environmental acquis. This is explained by the European Commission’s strategies of managing and enforcing compliance. EU environmental policy has become less demanding on member states since it increasingly tends to amend existing rather than set new legislation. ABSTRACTThe European Union (EU) has had a profound effect upon its members’ environmental policy. Even in the United Kingdom (UK), the EU’s most recalcitrant member state (historically labeled the ‘Dirty man of Europe’), environmental policy has been Europeanised. As the UK moves to the EU’s exit door it is timely to assess the utility of Europeanisation for understanding policy dynamics in the UK. Drawing upon interviews and extensive engagement with stakeholders, this article analyses the potential impact of Brexit upon environmental policy and politics. The analytical toolkit offered by de-Europeanisation is developed to identify the factors that drive and inhibit de-Europeanisation processes, thereby providing insights that may be applicable in other settings. Disengagement and policy stagnation are presented as more likely environmental outcomes of Brexit, with capacity emerging as a central explanatory variable. 相似文献
