Over the past decade many developing and transition economies have liberalized their investment regimes for mining and privatized formerly state-owned mineral assets. In response, these economies have witnessed increased foreign investment in exploration and development, growth in the number and diversity of mineral projects, and the opening up of new channels for harnessing increased economic and social benefits from development in the minerals sector. The restructuring of fiscal and regulatory regimes to encourage foreign investment, and the associated influx of mining capital, technology and skills, is transforming traditional relationships between mining firms, local communities and the government. This transformation necessitates a re-evaluation of the most effective policy approaches to capture increased economic and social benefits from mineral production. This article considers effective mechanisms for improving the capacity of developing and transition countries to maximize the economic and social benefits of mineral production. Common challenges associated with minerals economies are reviewed. Consideration is given to the opportunities for harnessing foreign direct investment and the possibilities for creating new partnerships between local communities, industry, government, and multilateral development agencies through social investment projects. The article concludes with a series of recommendations for the design and implementation of policy approaches towards harnessing mineral production for economic and social benefit following the liberalization of investment regimes for mining. 相似文献

Environmental legislation and stakeholders are putting pressure on organizations to change. The role of management is a key factor. The aim of the present work is to determine the key characteristics required of a manager with environmental responsibilities and determine which are the critical aptitudes and attitudes for environmental success through a deep review of the literature. We include three kinds of characteristic: (a) managerial attitude and social influence, (b) individual characteristics (demographic characteristics, capability to perceive strategic opportunities, leadership, individual entrepreneurial ability and international awareness) and (c) organizational characteristics (organizational culture, capability to influence strategy, long‐term orientation, organizational structure and demographic characteristics). With this purpose, we have collected and integrated the most relevant contributions of the literature. We have also suggested future research streams: for example, analysis of the interdependences among the diverse dimensions of a manager with environmental responsibilities, analysis of the characteristics typical of external stakeholders that condition the managerial behaviour and other aspects of environmental strategy on which management attitude has an influence. The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated. 相似文献

日益增加的固体废弃物和工业废弃物已成为主要的社会问题。回收服务相对来说还很不足,导致很多废弃物只能进行简单的填埋、焚烧处理。这将导致严重的环境污染。借鉴国外一些发达国家废物管理领域的政策趋势,我国近年来出台了一系列关于电子废弃物管理的政策法规,但也暴露出正规的废物处理企业无法取得规模收益,入不敷出,电子废弃物处理基金的征收及补贴对象不明确等诸多问题。引入生产者责任延伸制将外部影响内部化,在理念和功能等方面适应了电子废弃物管理的需要。 相似文献

Countries that possess rich mineral deposits, it is widely assumed, are fortunate. Such deposits are assets, part of a country's natural capital. Mining is the key that converts dormant mineral wealth into schools, homes, ports, and other forms of capital that directly contribute to economic development. Over the past two decades, however, a more negative view of mining has emerged that questions the positive relationship between mineral extraction and economic development. The impetus for the alternative view came from empirical studies suggesting that countries where mining is important have not grown as rapidly as other countries. More recent studies have explored the possible reasons behind the disappointing performance of many mineral producing countries. While the central point of contention between the conventional and alternative views — namely, whether or not mining usually promotes economic development — remains unresolved, there is widespread agreement that rich mineral deposits provide developing countries with opportunities, which in some instances have been used wisely to promote development, and in other instances have been misused, hurting development. The consensus on this issue is important, for it means that one uniform policy toward all mining in the developing world is not desirable, despite the recent suggestions by some to the contrary. The appropriate public policy question is not should we or should we not promote mining in the developing countries, but rather where should we encourage it and how can we ensure that it contributes as much as possible to economic development and poverty alleviation. 相似文献

Abstract: The synthetic biocides triclosan (5‐chloro‐2‐(2,4‐dichlorophenoxy)phenol) and triclocarban (3,4,4′‐trichlorocarbanilide) are routinely added to a wide array of antimicrobial personal care products and consumer articles. Both compounds can persist in the environment and exhibit toxicity toward a number of biological receptors. Recent reports of toxicological effects in wildlife, human cell cultures, and laboratory animals have heightened the interest in the occurrence of these biocide and related toxic effects. The present study aimed to summarize published environmental concentrations of biocides and contrast them with toxicity threshold values of susceptible organisms. Environmental occurrences and toxicity threshold values span more than six orders of magnitude in concentration. The highest biocide levels, measured in the mid parts‐per‐million range, were determined to occur in aquatic sediments and in municipal biosolids destined for land application. Crustacea and algae were identified as the most sensitive species, susceptible to adverse effects from biocide exposures in the parts‐per‐trillion range. An overlap of environmental concentrations and toxicity threshold values was noted for these more sensitive organisms, suggesting potential adverse ecological effects in aquatic environments. Affirmative evidence for this is lacking, however, since studies examining environmental occurrences of biocides vis‐à‐vis the health and diversity of aquatic species have not yet been conducted. 相似文献

Using an analytical framework based on current implementation theory, this research examines the transposition of the EU Waste Framework Directive into UK law and local government development control procedures. The study which forms the basis of this paper was commissioned by the UK Government to evaluate the effectiveness of the construction Waste Management Plans introduced as a legal requirement in 2008. It was found that its implementation had largely failed and that these new laws had been ineffective. Subsequently, in March 2012 the UK Government announced its intention to withdraw these Regulations. In the context of current deregulatory pressures, but with the continuing need to minimise construction waste, this research concludes that more attention should be paid by central government to their current ‘top-down’ implementation procedures in order to better roll-out new environmental legislation in the future. 相似文献

随着经济全球化的发展,跨国公司的经济影响力剧增,成为众多发展中国家外资的主要来源,然而与之伴随的"三高"产业的转移给主要东道国的发展中国家造成了巨大的环境问题,再加上发展中国家地方政府政绩观的错位、公众环保意识的欠缺,这一问题更加凸显,而有限责任的原则使得各跨国公司母公司避开了责任的承担。对此,必须借助"公司法人格否认"制度,"揭开公司面纱",将公司是否滥用控制权的举证责任赋予母公司,并考虑环境侵权的特殊性,以无过错责任原则和因果关系推定为基础完善对跨国公司环境法律责任的追究机制。 相似文献

Abstract: A public opinion survey was carried out in Montana to ascertain if the public identifies a level of benthic (bottom‐attached) river and stream algae that is undesirable for recreation. The survey had two parts; an On‐River survey and a By‐Mail survey. The On‐River survey was conducted via 44 trips randomly scheduled throughout the state during which recreators were interviewed in‐person at the stream. Selection of stream segments and survey dates/times was based on known, statewide recreational use patterns. By‐Mail survey forms were sent to 2,000 individuals randomly selected from Montana’s Centralized Voter File (CVF) available from the Montana Secretary of State. The CVF was current through 2004 and represented over 85% of the state’s eligible voting population. In both surveys, eight randomly ordered photographs depicting varying levels of stream benthic algae were presented, and participants were asked if the algae level shown was desirable or undesirable for recreation. Survey form design, selection of photographs, and pretesting followed acceptable protocols that limited unintentional bias through survey execution. There were 433 returned forms (389 complete) for the By‐Mail survey, while the On‐River survey documented 563 interviews. In both surveys, as benthic algal chlorophyll a (Chl a) levels increased, desirability for recreation decreased. (Other measures of benthic algae biomass are presented as well.) For the public majority, mean benthic Chl a levels ≥200 mg/m2 were determined to be undesirable for recreation, whereas mean levels ≤150 mg Chl a/m2 were found to be desirable. Error rates were within the survey’s statistical design criteria (≤5%). The largest potential error source was nonresponse in the By‐Mail survey; however, the population represented by nonrespondents would have to exhibit profoundly different perceptions of river and stream algae to meaningfully alter the results. Results support earlier work in the literature suggesting 150 mg Chl a/m2 represents a benthic algae nuisance threshold. 相似文献

Abstract: The U.S. Environmental Protection Agency recommends two statistical methods to States and Tribes for developing nutrient criteria. One establishes a criterion as the 75th percentile of a reference‐population frequency distribution, the other uses the 25th percentile of a general‐population distribution; the U.S. Environmental Protection Agency suggests either method results in similar criteria. To evaluate each method, the Montana Department of Environmental Quality (MT DEQ) assembled data from STORET and other sources to create a nutrient general population. MT DEQ’s reference‐stream project provided reference population data. Data were partitioned by ecoregions, and by seasons (winter, runoff, and growing) defined for the project. For each ecoregion and season, nutrient concentrations at the 75th percentile of the reference population were matched to their corresponding concentrations in the general population. Additionally, nutrient concentrations from five regional scientific studies were matched to their corresponding reference population concentrations; each study linked nutrients to impacts on water uses. Reference‐to‐general population matches were highly variable between ecoregions, as nutrients at the 75th percentile of reference corresponded to percentiles ranging from the 4th to the 97th of the general population. In contrast, case studies‐to‐reference matches were more consistent, matching on average to the 86th percentile of reference, with a coefficient of variation of 13%. 相似文献
