/ Data from historical aerial photographs analyzed with a GIS show that river channel change on the Salt River in the Phoenix metropolitan area of central Arizona has been driven by large-scale regional flood events and local human activities. Mapping of functional surfaces such as low-flow channels, high-flow channels, islands, bars attached to channel banks, and engineered surfaces shows that during the period from 1935 to 1997, the relative areal coverage of these surfaces has changed. Flood events have caused general changes in sinuosity of the low-flow channel, but islands have remained remarkably consistent in location and size, while channel-side bars have waxed and waned. The most important determinant of local channel form and process is sand and gravel mining, which in some reaches occupies more than 70% of the active channel area. The general location of mining is closely related to the location of the moving urban fringe, which serves as a market for sand and gravel during construction. Quantitative spatial analysis of imagery supplemented by field mapping shows that for each location within the general channel area, it is possible to specify a probability of encountering a low-flow channel or other fluvial features. Maps showing the distribution of these probabilities of occurrence reveal the most probable location and configuration of the channel as it occurred in the past. Some reaches have the low-flow channel located persistently within a limited area as a result of bedrock or sinuosity controls, but other reaches dominated by flow separation or shallow gradient have almost no persistence in channel location from one flood to another.  相似文献

During the last 200 years, many rivers in industrialized countries have been modified by canalization. In the last two decades, the philosophy of river management has changed considerably, and restoration of ecological integrity has become an important management goal. One appealing restoration approach is to create “river widenings” that permit braiding within a limited area. This study presents a new and efficient framework for rapidly assessing such widening projects and offers a novel method to comparing restored sites with near-natural stretches (stencil technique). The proposed framework evaluates spatial patterns of riparian habitat types using landscape metrics as indicators. Three case studies from river restoration (river widening) in Switzerland are presented for demonstration purposes.The method compares restored sites with prerestoration conditions and near-natural conditions, which are assumed to represent the worst and best case states of a river system. To take into account the limited spatial extent of the restored sites, the so-called “stencil technique” was developed, where the landscape metrics of the near-natural reference sites are calculated for both the entire study area and smaller sections (clips). The clips are created by using a stencil that has the exact shape and size of the restored area (random window-sampling technique). Subsequently, the calculated metrics for the restored sites are compared to the range of values calculated for the near-natural data subset. Our studies show that the proposed method is easy to apply andprovides a valid way to assess the restoration success of river widenings. We found that river widenings offer real opportunities for establishing riparian habitats. However, they promote mainly pioneer successional stages and the habitat mosaic of the restored section is more complex than at the near-natural reference sites.  相似文献

Initial river rehabilitation efforts along the North Fork Gunnison River in Colorado focused on the use of in-stream structures and channel stabilization to create a single-thread channel with pools along a braided river. These efforts were based on the assumption that the river’s braided planform results primarily from land use during the past century. In order to establish a context for further rehabilitation, we evaluated the possibility that the river might be braided as a result of processes independent of land use. We estimated volume, grain-size distribution, and lithology of sediment sources along the river corridor and evaluated the planform stability of the river during the past century using historical sources, aerial photographs covering 1939–1997, and comparison of bankfull discharge and gradient in the study area to values published for braided and meandering rivers. Our results indicate that the North Fork Gunnison River has been primarily braided in its lower reaches during the past few hundred years, although the channel planform tends toward a single-thread channel during decades of lower precipitation and discharge. Although land use is not the primary cause of braiding along the North Fork Gunnison River, it has decreased channel stability, and rehabilitation efforts should be designed to reduce these effects. Our results illustrate the importance of planning river rehabilitation measures within a historical context that accounts for both catchment-scale and reach-scale controls on channel processes and planform.  相似文献

The Yellow River has been intensively affected by human activities, particularly in the past 50 years, including soil–water conservation in the upper and middle drainage basin, flood protection in the lower reaches, and flow regulation and water diversion in the whole drainage basin. All these changes may impact sedimentation process of the lower Yellow River in different ways. Assessing these impacts comprehensively is important for more effective environmental management of the drainage basin. Based on the data of annual river flow, sediment load, and channel sedimentation in the lower Yellow River between 1950 and 1997, the purpose of this paper is to analyze the overall trend of channel sedimentation rate at a time scale of 50 years, and its formative cause. It was found in this study that erosion control measures and water diversion have counteractive impacts on sedimentation rate in the lower Yellow River. Although both annual river flow and sediment decreased, there was no change in channel sedimentation rate. A regression analysis indicated that the sedimentation in the lower Yellow River decreased with the sediment input to the lower Yellow River but increased with the river flow input. In the past 30–40 years, the basin-wide practice of erosion and sediment control measures resulted in a decline in sediment supply to the Yellow River; at the same time, the human development of water resources that required river flow regulation and water diversion caused great reduction in river flow. The former may reduce the sedimentation in the lower Yellow River, but the reduction of river flow increased the sedimentation. When their effects counterbalanced each other, the overall trend of channel sedimentation in the lower Yellow River remained unchanged. This fact may help us to better understand the positive and negative effects of human activities in the Yellow River basin and to pay more attention to the negative effect of the development of water resources. The results of this study demonstrate that, if the overuse of river water cannot be controlled, the reduction of channel sedimentation in the lower Yellow River cannot be realized through the practice of erosion and sediment control measures.  相似文献

The San Lorenzo River on the central California coast was the site of a major US Army Corps of Engineers flood control project in 1959. By excavating the channel below its natural grade and constructing levees, the capacity of the river was increased in order to contain approximately the 100 year flood. Production and transport of large volumes of sediment from the river's urbanizing watershed has filled the flood control project with sand and silt. The natural gradient has been re-established, and flood protection has been reduced to containment of perhaps the 30 year flood. In order for the City of Santa Cruz, which is situated on the flood plain, to be protected from future flooding,it must either initiate an expensive annual dredging program, or replan and rebuild the inadequately designed flood control channel. It has become clear, here and elsewhere, that the problem of flooding cannot simply be resolved by engineering. Large flood control projects provide a false sense of security and commonly produce unexpected channel changes.  相似文献

Resource-rich states throughout the developing world are prone to rent-seeking, excessive borrowing, wasteful spending, and unbalanced growth as well as states with weak institutions and authoritarian regimes. Are the five energy-rich Soviet successor states necessarily doomed to repeat this experience, often referred to as the “resource curse”? This paper advances and tests the hypothesis that Russia and Kazakhstan are more likely to avoid the “resource curse” than Uzbekistan, Turkmenistan, and Azerbaijan because they privatized their energy sectors. Specifically, we find that privatization offers a potential path out of the “resource curse” when it involves a transfer of ownership to domestic actors. Although Kazakhstan initially appeared to be developing a viable tax regime in response to foreign investors, over the long term Kazakhstan’s tax regime has become increasingly volatile and dependent upon these foreign investors. In contrast, domestic oil companies are helping to foster the development of an increasingly viable tax regime in Russia.  相似文献

This paper explores some ways in which differing views about the human–nature relationship reflect and are reflected in people's experiences of the places and environments they encounter in their lives. I first describe how ideas of humans being “part of” versus “apart from” nature have appeared in discussions of environmental ethics and management, and suggest how these contrasting views might relate to people's actual experiences of the natural and human aspects of places. Using qualitative survey responses about outdoor places in the midwestern USA to illustrate ideas from phenomenological and gestalt psychology, I show how a sense of the human–nature relationship is conveyed in the gestalt qualities of places and how this may give rise to a feeling of moral responsibility toward nature. I conclude that the experience of human and natural aspects of real places points toward a dialectical view of the human–nature relationship, in which humans can be seen as simultaneously “part of” and “apart from” nature.  相似文献

The aim of this article is to further our understanding of the “GM is unnatural” view, and of the critical response to it. While many people have been reported to hold the view that GM is unnatural, many policy-makers and their advisors have suggested that the view must be ignored or rejected, and that there are scientific reasons for doing so. Three “typical” examples of ways in which the “GM is unnatural” view has been treated by UK policy-makers and their advisors are explored. These are the Government’s position (DEFRA Report), the account of the Nuffield Council on Bioethics, and the position of Nigel Halford, a scientist with an advisory role to the Government. I show that their accounts fail to mount a convincing critique. Then, I draw on an empirical research project held during  2003–2004 at the University of Newcastle-upon-Tyne in the north east of England. Scientists met with non-scientists in a range of facilitated one-to-one conversations (“exchanges”) on various environmental issues, one of which was on GM. Our findings show that some scientists who rejected the “GM is unnatural” view struggled to do so consistently. Their struggle is interpreted in terms of a conflict between a so-called “scientific” worldview, and a different worldview that underlies the concerns of those who held the “GM is unnatural” view. This worldview is explored further by an examination of their concerns. What distinguishes this worldview from the “scientific” worldview is that the instrumentalization of the nonhuman world is questioned to a larger extent. I conclude that, because the underlying concerns of those who held the “GM is unnatural” view were not with GM as such, yet with a worldview that was considered to be problematic, and of which many GM applications were held to be expressions, policy-makers and their advisors should reflect on the critical worldview of those who claim that GM is unnatural if they want to engage seriously with their concerns.  相似文献

An experimental and theoretical comparison is made between a “zig-zag” air classifier and a straight-duct type. Equations are presented, based on a model already published, for the effective diffusivity of spherical particles in a turbulent air stream. The diffusivity reflects the tendency of particle species to diffuse the “wrong” way, that is to be lost. The lower the value of the effective diffusivity, the more efficient is the classifier. It is shown that the effective diffusivities are lower in the “zig-zag” classifier than in the straight-duct type especially for the “light” species. It is also shown that the effective diffusivities of “light” and “heavy” species are similar in value, indicating the mid-point as the optimum feed location. It is also shown that, at high values of the air/solids ratio, the effective diffusivities can be easily estimated by using mixtures of regular particles, or simply by feeding a single species of spherical particles. The effective diffusivities were found to be independent of the number of stages in the “zig-zag” classifier, and took values similar to freestream diffusion values.The method described represents a very simple test which could be applied to proposed designs of air classifier to enable a comparison of effectiveness to be made.  相似文献

Conservation biologists and other environmentalists confront five obstacles in building support for regulatory policies that seek to exclude or remove introduced plants and other non-native species that threaten to harm natural areas or the natural environment. First, the concept of “harm to the natural environment” is nebulous and undefined. Second, ecologists cannot predict how introduced species will behave in natural ecosystems. If biologists cannot define “harm” or predict the behavior of introduced species, they must target all non-native species as potentially “harmful”. an impossibly large regulatory task. Third, loss of species richness may constitute harm to an environment, but introduced organisms typically, generally, and significantly add to species richness in ecosystems. If species richness correlates with desirable ecosystem properties, moreover, such as stability and productivity, as some ecologists believe, then introduced organisms, by increasing species richness, would support those desirable properties. Fourth, one may plausibly argue that extinction constitutes environmental harm, but there is no evidence that non-native species, especially plants, are significant causes of extinction, except for predators in certain lakes and other small island-like environments. Fifth, while aesthetic, ethical, and spiritual values may provide a legitimate basis for invasive species policy, biologists often cite concepts such as “biodiversity” and ecosystem “health” or “integrity” to provide a scientific justification. To assert that non-native species threaten biodiversity or undermine ecosystem health, however, may be to draw conceptual entailments or consequences from definitions of “biodiversity” and “integrity” that arbitrarily exclude non-native species or make the presence of exotic species a per se indicator of decline.  相似文献

Since the 1970s, the water fluxes to the sea of the Yellow River have declined significantly. Based on data of precipitation, air temperature, the measured and “natural” river flow, the water diversion and consumption, and the areas of erosion and sediment control measures over the drainage basin, water fluxes to the sea of the Yellow River are studied in relation with the influences of changing climate and human activities. The Yellow River basin can be divided into different water source areas; multiple regression indicates that the variation in precipitation over different water source areas has different effect on water fluxes to the sea. In the period between 1970 and 1997, averaged air temperature over the whole Yellow River increased by about 1.0°C, from 16.5°C to 17.5°C, a factor that is negatively correlated with the water yield of the Yellow River. Water diversion and consumption has sharply increased and resulted in a significant decline in the water fluxes to the sea. Since the 1960s, erosion and sediment control measures have been practiced over the drainage basin. This factor, to a lesser degree, is also responsible for the decrease in water fluxes to the sea. A multiple regression equation has been established to estimate the change in water fluxes to the sea caused by the changes in precipitation, air temperature, water diversion and consumption, erosion, and sediment control measures, indicating that the contribution of water diversion and consumption to the variation in annual water flux to the sea is 41.3%, that of precipitation is 40.8%, that of temperature is 11.4%, and that of erosion and sediment control measures is 6.5%.  相似文献

Over the past century, channelization, agricultural tiling, and land use changes have resulted in significant stream channel degradation of the Cache River in southern Illinois. With the increasing interest in restoration of the watershed's bottomland forests and swamps, we sought to characterize geomorphic change over the past 110 years to inform restoration and management. A previously surveyed stretch of river was resurveyed in the fall of 2011, following a record flood in the spring of that year. Results suggest that the slope of the channel in this section of the river has increased 345% between 1903 and 1972 (p < 0.01), but has not changed significantly since (p = 0.12). Within that same time period, bank heights increased between 1 and 7 m and bed elevation decreased between 1 and 5 m. Changes in resurveyed cross sections appear to be primarily due to recent flood scour. It appears as though early 20th Century stream channel modifications had immediate effects on the geomorphology of the channel; however, channel geometry is now at or near equilibrium. This case study of the Cache River watershed demonstrates how and why successful restoration will require integration of geomorphic processes of the system.  相似文献

Arid zone rivers have highly variable flow rates, and flood control projects are needed to protect adjacent property from flood damage. On the other hand, riparian corridors provide important wildlife habitat, especially for birds, and riparian vegetation is adapted to the natural variability in flows on these rivers. While environmental and flood control goals might appear to be at odds, we show that both goals can be accommodated in the Limitrophe Region (the shared border between the United States and Mexico) on the Lower Colorado River. In 1999, the International Boundary and Water Commission proposed a routine maintenance project to clear vegetation and create a pilot channel within the Limitrophe Region to improve flow capacity and delineate the border. In 2000, however, Minute 306 to the international water treaty was adopted, which calls for consideration of environmental effects of IBWC actions. We conducted vegetation and bird surveys within the Limitrophe and found that this river segment is unusually rich in native cottonwood and willow trees, marsh habitat, and resident and migratory birds compared to flow-regulated segments of river. A flood-frequency analysis showed that the existing levee system can easily contain a 100 year flood even if vegetation is not removed, and the existing braided channel system has greater carrying capacity than the proposed pilot channel.  相似文献

Organic farming is expected to contribute to conserving national biodiversity on farms, especially remnant, old, and undisturbed small biotopes, forests, and permanent grassland. This objective cannot rely on the legislation of organic farming solely, and to succeed, farmers need to understand the goals behind it. A set of indicators with the purpose of facilitating dialogues between expert and farmer on wildlife quality has been developed and tested on eight organic farms. “Weed cover in cereal fields,” was used as an indicator of floral and faunal biodiversity in the cultivated land, and “uncultivated biotope area” on the farm was used as a general measure of wildlife habitats. Functional grouping of herbaceous plants (discriminating between “high conservation value” plant species and “competitive”/“ruderal” species) and low mobility butterflies were used as indicators of conservation value, especially focusing on the few sites left with considerable remnant conservation value. The dialog processes revealed that the organic farmers’ ideas and goals of conservation of wildlife quality were not necessarily the same as for biologists; the farmers expressed very different opinions on the biological rooted idea, that wildlife quality is related to the absence of agricultural impact. However, farmers also stated that the information given by the indicators and especially the dialogue with the biologist had influenced their perception and awareness of wildlife. We conclude that, combined with a dialogue process, using these indicators when mapping wildlife quality could be an important key component of a farm wildlife management advisory tool at farm level.  相似文献

Natura 2000 is a network of natural sites whose aim is to preserve species and habitats of relevance in the European Union. The policy underlying Natura 2000 has faced widespread opposition from land users and received extensive support from environmentalists. This paper addresses the ethical framework for Natura 2000 and the probable moral assumptions of its main stakeholders. Arguments for and against Natura 2000 were analyzed and classified according to “strong” or “weak” versions of the three main theories of environmental ethics – anthropocentrism, biocentrism, and ecocentrism. Weak (intergenerational) anthropocentrism was found to underlie the Natura 2000 network itself and the positions of environmentalists, while strong (traditional) anthropocentrism pervaded the positions of economic developers. Land users seemed to fall somewhere between weak and strong anthropocentrism. The paper discusses the relation between ethics and different attitudes towards Natura 2000, highlighting some of the implications for the network’s ongoing implementation. It is shown that Natura 2000 achieves a strong reversal of the burden of proof from conservation to economic development and land use change under anthropocentrism. It is argued that the alleged theoretical divide between anthropocentrism and non-anthropocentrism in relation to the burden of proof does not seem to hold in practice. Finally, it is predicted that the weak versions of anthropocentrism, biocentrism, and ecocentrism, are likely to converge extensively in respect to nature conservation policy measures.“Charting the depths of law and policy disputes yield an understanding of ethical differences.” Paul B. A recent article in Environmental Management by All argued that flood flows in North America’s Colorado River do not reach the Gulf of California because they are captured and evaporated in Laguna Salada, a below sea-level lakebed near the mouth of the river. We refute this hypothesis by showing that (1) due to its limited area, the Laguna Salada could have evaporated less than 10% of the flood flows that have occurred since 1989; (2) low flow volumes preferentially flow to the Gulf rather than Laguna Salada; (3) All’s method for detecting water surface area in the Laguna Salada appears to be flawed because Landsat Thematic Mapper images of the lakebed show it to be dry when All’s analyses said it was flooded; (4) direct measurements of salinity at the mouth of the river and in the Upper Gulf of California during flood flows in 1993 and 1998 confirm that flood waters reach the sea; and (5) stable oxygen isotope signatures in clam shells and fish otoliths recorded the dilution of seawater with fresh water during the 1993 and 1998 flows. Furthermore, All’s conclusion that freshwater flows do not benefit the ecology of the marine zone is incorrect because the peer-reviewed literature shows that postlarval larval shrimp populations increase during floods, and the subsequent year’s shrimp harvest increases. Furthermore, freshwater flows increase the nursery area for Gulf corvina (Cynoscion othonopterus), an important commercial fish that requires estuarine habitats with salinities in the range of 26–38‰ during its natal stages. Although flood flows are now much diminished compared to the pre-dam era, they are still important to the remnant wetland and riparian habitats of the Colorado River delta and to organisms in the intertidal and marine zone. Only a small fraction of the flood flows are evaporated in Laguna Salada.  相似文献

Based on the reality of (a) soil heterogeneity in the vadose zone, (b) enhanced desorption from soil and solubility in water of water insoluble contaminants in the presence of surfactants, and (c) wetting/drying cycles of groundwater recharge (a major cause of fractures formation), a coherent “short-cut” conceptual approach is advanced to account for enhanced groundwater contamination. This is an attempt to close the gap between theory, lab simulations and conventional modelling-based predictions, and observed higher concentrations and more rapid arrival times of contaminants reaching groundwater. Recent data concerning chloride ion and non-ionic surfactants concentrations in aquifers and groundwater wells, combined with previous results concerning the concentrations of tritium, chlorides, metals, organic hydrocarbons and surfactants in the unsaturated and saturated zones of Israel's aquifers, are accounted for in terms of the “short-cut” approach. The contradiction between predictions of groundwater contamination made with conventional, deterministic, homogeneous models and the actual observed behavior of contaminants in soils and aquifers is thus explaind. The “short cut” approach should not be perceived as a better type of model to guide modelling. Rather, it is a proposal for a conceptual change from the realistically invalid, but commonly accepted, conventional “buffer-protective soil/long-term groundwater contamination” to the “short cut” conceptual model to explain the enhanced groundwater contamination actually observed. Although the validity of the proposed approach is strongly supported by the data here presented for the case of Israel (serving as an illustrative case study), selected results and conclusions drawn from studies conducted worldwide suggest its general applicability and usefulness. A major conclusion evolved from the “short-cut” conceptual model is that contemporary groundwater management policies, based on the current perception of groundwater contamination processes and their modelling, may result in an irreversible detrimental effect on the environmental situation in the long run. In any case, prevention, rather than correction/remediation, is strongly recommended as the strategy of choice for rational long-term management of groundwater resources.  相似文献

ABSTRACT: Ground-water pumpage withdrew 57 cubic feet per second from aquifers beneath the Yahara River Basin in 1970. Forty-six cubic feet per second were exported by the diversion of treated wastewater from the drainage basin. The low-flow hydrology of the upper Yahara River has been impacted by this diversion. Prior to 1959, the wastewater was discharged into the river, augmenting the baseflow during low-flow periods. As much as 85% of streamflow was due to effluent discharge. In 1959 the wastewater was transferred from the river basin. The result was a decrease of about one-third in mean annual streamflow, and a decrease of more than 50% in the 7Q2 and 7Q10. Regression analysis showed the annual 7-day low-flow and 60-day low-flow have a statistically significant correlation with mean annual flow. Using predictions of future mean annual discharge of the river with increasing interbasin transfers, it is shown that by 1990 there is a significant probability that in some years the 60-day low-flow in the river will be zero.  相似文献

Places of natural beauty and/or cultural value in the Mediterranean Sea are presenting adverse effects due to pollution. These environmental threats caused by point and nonpoint sources are mainly the reason why these areas represent “pollution-sensitive areas,” where the risk of deterioration is immediate. However, the risk will decrease and eventually disappear if protective measures are applied. In the present article, a multicriteria decision-making method is proposed for the prioritization of the Mediterranean sensitive coastal areas, taking into consideration criteria of pollution risk such as impact on human health, aquatic ecosystems, and socioeconomic value of the area. Weighting factors were then attributed to the different criteria according to their regional priorities, and a total pollution risk score was calculated for every sensitive area. However, some sensitive areas are more vulnerable than others because of their natural characteristics. Therefore, the total pollution risk score was then multiplied by a vulnerability weighting factor and a Total Sensitivity Score was calculated for every sensitive area. With this method, Mediterranean sensitive areas in coastal zones can be ranked on a priority list and then categorized according to their “sensitivity,” in a way that decision-makers can select the most urgent cases to direct their attention for the effective protection of the Mediterranean marine environment. The method is rapid and practicable and has already been used with existing data and information in several Mediterranean countries.  相似文献

ABSTRACT: Effective planning for use of water resources requires accurate information on hydrologic variability induced by climatic fluctuations. Tree-ring analysis is one method of extending our knowledge of hydrologic variability beyond the relatively short period covered by gaged streamflow records. In this paper, a network of recently developed tree-ring chronologies is used to reconstruct annual river discharge in the upper Gila River drainage in southeastern Arizona and southwestern Arizona since A.D. 1663. The need for data on hydrologic variability for this semi-arid basin is accentuated because water supply is inadequate to meet current demand. A reconstruction based on multiple linear regression (R2=0.66) indicates that 20th century is unusual for clustering of high-discharge years (early 1900s), severity of multiyear drought (1950s), and amplification of low-frequency discharge variations. Periods of low discharge recur at irregular intervals averaging about 20 years. Comparison with other tree-ring reconstructions shows that these low-flow periods are synchronous from the Gila Basin to the southern part of the Upper Colorado River Basin.  相似文献
