ABSTRACT. The limited success of command-and-control policies for reducing nonpoint source (NPS) water pollution mandated under the Federal Water Pollution Control Act (FWPCA) has prompted increased interest in economic incentive policies as an alternative control mechanism. A variety of measures have been proposed ranging from fairly minor modifications of existing policies to substantial revisions including watershed-wide polices that rely on economic incentives. While greater use of economic incentive policies, such as environmental bonds and point/nonpoint source trading is being advocated in the reauthorization of the CWA, the expected effects of individual proposals will be modest. The characteristics of NPS pollution, namely uncertainty and asymmetrical information, underscores that there is no single, ideal policy instrument for controlling the many types of agricultural NPS water pollution. Some of the usual incentive-based policies, such as effluent taxes, are not well suited to the task. Individual incentive policies proposed for the reauthorized CWA, such as pollution trading or deposit/refund systems, are not broadly applicable for heterogeneous pollution situations. Economic incentive policies may be appropriate in some cases, and command-and-control policies will be preferable in others and may in fact complement incentive policies.  相似文献

An economic analysis of nonpoint source pollution management was conducted for the Nansemond River and Chuckatuck Creek watersheds in Southeast Virginia. The potential effects of alternative public policies on farm income, land use, and pollution loadings were investigated. Regulatory programs could have quite different impacts depending on which pollutant is targeted. Cost-share rates greater than 50 percent would have little additional effect on pollution from crop enterprises, but would reduce pollution from livestock  相似文献

ABSTRACT: Forest management activities may substantially alter the quality of water draining forests, and are regulated as nonpoint sources of pollution. Important impacts have been documented, in some cases, for undesirable changes in stream temperature and concentrations of dissolved oxygen, nitrate-N, and suspended sediments. We present a comprehensive summary of North American studies that have examined the impacts of forest practices on each of these parameters of water quality. In most cases, retention of forested buffer strips along streams prevents unacceptable increases in stream temperatures. Current practices do not typically involve addition of large quantities of fine organic material to streams, and depletion of streamwater oxygen is not a problem; however, sedimentation of gravel streambeds may reduce oxygen diffusion into spawning beds in some cases. Concentrations of nitrate-N typically increase substantially after forest harvesting and fertilization, but only a few cases have resulted in concentrations approaching the drinking-water standard of 10 mg of nitrate-NIL. Road construction and harvesting increase suspended sediment concentrations in streamwater, with highly variable results among regions in North America. The use of best management practices usually prevents unacceptable increases in sediment concentrations, but exceptionally large responses (especially in relation to intense storms) are not unusual.  相似文献

Environmental and economic damages caused by agricultural nonpoint source inputs of sediment and associated pollutants are examined. Widespread water quality problems are identified in lakes, rivers, and estuaries in agricultural areas, and billions of dollars of on-site and offsite costs result from this eroded soil every year. Some water bodies have been irretrievably damaged, and expensive rehabilitation programs are needed to remedy in-place water pollution problems if Clean Water Act goals are to be achieved. Unless effective abatement and rehabilitation programs are established, billions of dollars of benefits to future generations will not be realized as more waters become irretrievably damaged, and billions more will continue to be spent by government to treat symptoms of these sediment-related problems.  相似文献

ABSTRACT: A 155,947 ha portion of the Shenango River watershed in western Pennsylvania was evaluated as to the potential impact of agriculture drainage on water quality. Approximately a third of the area is being used as either cropland or pasture with approximately an equal percentage in forest lands. Eleven subwatersheds were evaluated as to their potential for nonpoint source pollution according to the criteria established by the Pennsylvania Department of Environmental Resources for the Chesapeake Bay Pollution Abatement Program. The individual components and overall rating for each subwatershed were then evaluated as to their correlation with four water quality variables based on 104 samples collected at 26 sampling stations throughout the watershed. There was a significant correlation between the overall rating factor for each subwatershed and each of the four water quality variables. In general, the watershed delivery factor, animal nutrient factor, and management factors were correlated with fecal coliform and phosphorus in the receiving streams, whereas the ground water delivery factor appeared to be more important in determining nitrate concentrations in these streams. These results indicate that manure and nutrient management, along with the exclusion of livestock from streams and the enhancement and/or replacement of riparian wetlands, are important approaches in reducing agricultural impacts in fresh water ecosystems.  相似文献

ABSTRACT: This paper summarizes key provisions of the Clinton Administration's proposals for change in the Clean Water Act. Two of the important themes for change are tougher controls for non-point source pollution and the use of market-based instruments. A detailed analysis of market-based abatement suggests limited potential for reducing costs. The keys to nonpoint source pollution control are clearer definition of property rights combined with changes in government programs that encourage polluting activities.  相似文献

ABSTRACT: Fifteen years of streamflow and water quality data were evaluated to determine the effectiveness of Best Management Practices (BMP's) in controlling nonpoint source pollution from an 110. acre commercial clearcut located in the Ridge and Valley Province of central Pennsylvania. The analyses addressed both short- and long-term changes in the physical and chemical properties and the hydro-logic regime of the stream draining this 257-acre watershed. Overall, the BMP's employed on this commercial clearcut were very effective in preventing serious deterioration of stream quality as a result of forest harvesting. Although statistically significant increases in nitrate and potassium concentrations and temperature and turbidity levels were measured the first two years following harvesting, the increases were relatively small and, with the exception of turbidity, within drinking water standards. Nevertheless, such increases may violate EPA's anti-degradation policy. Nitrate and potassium concentrations and turbidity levels remained above pre-harvesting levels for as long as nine years following harvesting. Clearcutting also significantly increased water yield, which in turn initially lowered the concentrations of most solutes because of dilution. Increased water yields returned to pro-harvesting levels within four years as a result of rapid regrowth. The export of some ions increased; however, the increased export appeared to be insufficient to affect site fertility. Implementation of periodic post-harvest inspections of harvested areas, increasing the width of the buffer zone, and utilizing buffer zones on all perennial and intermittent channels would reduce further impacts of silvi-cultural activities on water quality.  相似文献

ABSTRACT: Recently, Congress designated irrigated agriculture under the “nonpoint source” category, covered by Section 208 of P.L. 92-500 and involves the use of “best management practices.” Generally, the most appropriate solutions for pollution abatement from irrigated agriculture involve the delivery and use of water rather than the treatment of irrigation return flows. 1. Technological alternatives should be utilized that are sensitive to local conditions and acceptable to the farmers. 2. Informational and educational programs to assist farm operators individually and collectively must be instituted prior to the start of the project; imaginatively conceived, and continuously modified and upgraded if motivation for change is to be encouraged. 3. Technical assistance personnel should be given short courses in skills needed for working effectively with irrigators. 4. Communication techniques used for working with farmers as individuals and groups should be designed into the implementation program and evaluated. 5. Credibility and trustworthiness of Federal and state agencies in the eyes of the irrigators provide the important final ingredient in effectively implementing change and reducing nonpoint source pollution from irrigated agriculture.  相似文献

ABSTRACT: In developing strategies for nonpoint pollution control in designated 208 areas, one of the issues facing planners is the relative emphasis which should be placed upon urban versus agricultural non-point control. Five criteria which should be considered in designing an appropriate BMP strategy mix are discussed: 1) BMP cost effectiveness; 2) information and administrative cost; 3) flexibility, which relates to the cost of reversibility given substantial uncertainties; 4) associated effects, both direct and indirect; and 5) acceptability to local jurisdictions and groups. Whatever an evaluation on the basis of the first four criteria may suggest, acceptance of agricultural BMPs will be difficult to achieve, thus favoring urban oriented strategies, unless local revenue sources are developed to offer payments to farmers for BMP adoption.  相似文献

ABSTRACT: The effectiveness of urban Best Management Practices (BMPs) in achieving the No-Net-Increase Policy (NNTP), a policy designed to limit nonpoint nitrogen loading to Long Island Sound (US), is analyzed. A unit loading model is used to simulate annual nitrogen exported from the Norwalk River watershed (Connecticut) under current and future conditions. A probabilistic uncertainty analysis is used to incorporate uncertainty in nitrogen export coefficients and BMP nitrogen removal effectiveness. The inclusion of uncertainty in BMP effectiveness and nitrogen export coefficients implies that additional BMPs, or BMPs with a greater effectiveness in nitrogen removal, will be required to achieve the NNIP. Even though including uncertainty leads to an increase in BMP implementation rates or BMP effectiveness, this type of analysis provides the decision maker with a more realistic assessment of the likelihood that implementing BMPs as a management strategy will be successful. Monte Carlo simulation results indicate that applying BMPs to new urban developments alone will not be sufficient to achieve the NNIP since BMPs are not 100 percent effective in removing the increase in nitrogen caused by urbanization. BMPs must also be applied to selected existing urban areas. BMPs with a nitrogen removal effectiveness of 40–60 percent, probably the highest level of removal that can be expected over an entire watershed, must be applied to at least 75 percent of the existing urban area to achieve the NNIP This high rate of application is not likely to be achieved in urbanized watersheds in the LIS watershed; therefore, additional point source control will be necessary to achieve the NNIP  相似文献

ABSTRACT: The Rural Clean Water Program has provided a unique opportunity to study the economics of agricultural nonpoint source pollution control. Several implications for improving the economic efficiency of future agricultural nonpoint source pollution control programs can be drawn from the results. First, individual projects should be targeted towards water bodies that have water quality problems causing economic damages. Considerable variation can exist among areas in the magnitude of economic damages, which may not be proportional to physical impacts. Second, the relative costs and effectiveness of the practices selected to reduce the delivery of pollutants can vary dramatically from one location to another. Early identification and emphasis on cost-effective BMPs can substantially reduce project costs and may make a project economically justifiable that would not otherwise be so. Finally, some projects that do not hive potential economic benefits from water quality improvements exceeding government cost may have on-farm benefits from reduced costs and increased long-term yields that are sufficient to make total benefits (water quality and on-farm) exceed costs.  相似文献

ABSTRACT: Fecal contamination and organic pollution of an agricultural drainage in northeast Indiana was high. Bacterial counts (total coliform, TC; fecal coliform, FC; and fecal streptococcus, FS) and biochemical oxygen demand (BOD) were used to assess waste concentrations. Coliform counts indicated that sections of the drainage receiving septic effluent had waste concentrations far in excess of public health standards (mean FC = 550,000/100 ml). Areas of drainage remote from septic tank pollution were found to occasionally meet federal public health standards for whole body contact recreation but generally these areas had twice the allowable limit of 200 FC/100 ml. Bacterial contamination was highest during runoff events when the median values for TC, FC, and FS were 5, 3, and 17 times greater, respectively, than the median values during low stream discharge. Surface flows carried contaminants from unconfined livestock operations and fecally contaminated sediment was transported by high waters. During one runoff event a BOD loading of 36.7 kg/km2 was recorded and the peak BOD concentration observed was 16 mg/l. A discharge of liquid manure from a confined livestock operation caused a major fish kill. Pollution from septic tanks and unconfined livestock is greatest at high stream discharge when dilution reduces the impact on aquatic life.  相似文献

n integrated approach coupling water quality computer simulation modeling with a geographic information system (GIS) was used to delineate critical areas of nonpoint source (NPS) pollution at the watershed level. Two simplified pollutant export models were integrated with the Virginia Geographic Information System (VirGIS) to estimate soil erosion, sediment yield, and phosphorus (P) loading from the Nomini Creek watershed located in Westmoreland County, Virginia. On the basis of selected criteria for soil erosion rate, sediment yield, and P loading, model outputs were used to identily watershed areas which exhibit three categories (low, medium, high) of non-point source pollution potentials. The percentage of the watershed area in each category, and the land area with critical pollution problems were also identified. For the 1505-ha Nomini Creek watershed, about 15, 16, and 21 percent of the watershed area were delineated as sources of critical soil erosion, sediment, and phosphorus pollution problems, respectively. In general, the study demonstrated the usefulness of integrating GIS with simulation modeling for nonpoint source pollution control and planning. Such techniques can facilitate making priorities and targeting nonpoint source pollution control programs.  相似文献

ABSTRACT: A field monitoring study of a riparian forest buffer zone was conducted to determine the impact of the riparian ecosystem on reducing the concentration of agricultural nonpoint source pollutants. Groundwater samples were collected from 20 sampling locations between May 1993 and December 1994, and analyzed for NO3-N, PO4, and NH4-N. Statistical analyses such as Friedman's test, cluster analysis, cross correlation analysis and Duncan's test were performed for the nutrient data. The study showed that the ripanan buffer zone was effective in reducing nitrate concentrations originating from upland agricultural fields. Instream nitrate concentrations were 48 percent less than those measured in the agricultural field. Reductions in concentrations in sampling locations at the wetland edge ranged from 16 to 70 percent. The mean nitrate concentrations in forested hill slope were 45 percent less than concentrations in a well located in an upland agricultural field. Meanwhile, the concentrations of phosphate and ammonia did not follow any specific spatial trend and were generally higher during the summer season for most sampling locations.  相似文献

ABSTRACT: A spatial decision support system (SDSS) was developed to assess agricultural nonpoint source (NPS) pollution using an NPS pollution model and geographic information systems (GIS). With minimal user interaction, the SDSS assists with extracting the input parameters for a distributed parameter NPS pollution model from user-supplied GIS base layers. Thus, significant amounts of time, labor, and expertise can be saved. Further, the SDSS assists with visualizing and analyzing the output of the NPS pollution simulations. Capabilities of the visualization component include displays of sediment, nutrient, and runoff movement from a watershed. The input and output interface techniques/algorithms used to develop the SDSS, along with an example application of the SDSS, are described.  相似文献

ABSTRACT: In the absence of detailed outlines such as those characteristic of the National Pollution Discharge Elimination System permit program, Nonpoint source pollution control is being initiated in a variety of ways in different states. In California, Regional Water Quality Control Boards play a strong enforcement role in point source control, but agricultural Nonpoint source needs are still being evaluated. Tentative approval of State Board of Forestry Forest Practice Rules by the State Water Resources Control Board has the potential of bringing Nonpoint control to all State and private forestry operations in the state. Wisconsin had developed an agricultural Nonpoint control program which emphasizes a state-wide policy of selecting priority watersheds under the administration of the state Department of Natural Resources, and developing implementation programs under the guidance of local county Land Conservation Committees. The Priority Watershed program institutes BMP's with cost-share funds authorized by the legislature. Wisconsin had not seen a problem in silvicultural activities, and has developed no statewide control program in that area. Common to effective land use control in both states is a state-level policy implemented by agencies within the state. This pattern may be the model for successful programs as development of areawide management strategies continue.  相似文献

ABSTRACT: Agricultural and urban activities in the West Wellfield Interim Protection Area (WWIPA), located in West Dade County in South Florida, have the potential to impact both the environmentally sensitive Everglades and the Biscayne Aquifer. The Hydrological Simulation Program-FORTRAN (HSPF) is used to simulate surface runoff, ground water recharge, and transport of sediments, nutrients, and pesticides in the WWIPA, as a basis to quantify impacts and evaluate alternatives. Presented are four model test runs that consider current conditions, the effect of future urbanization of the agricultural land, as well as two preventive actions to minimize pollution levels. Preventive actions include application of minimum required rates of fertilizers and replacement of fertilizers by sewage sludge. Model results show that under current practices, sediments, nutrients, and pesticides are present in surface runoff and nutrients enter the ground water, and that both urbanization and preventive actions result in pollutant reductions.  相似文献

ABSTRACT: Enforceable standards play a crucial role in the design and implementation of most water quality policies. The impacts of these standards on farm income and nonpoint source (NPS) pollution can provide valuable information to develop economic policies that can improve water quality with minimal loss in income and minimal risk. This study uses an integration of nonlinear programming and a simulation model to assess the impacts of enforceable standards at technology and farm boundary levels. The results indicate that the type of pollutant regulated, enforcement type, and the level of standard had a significant impact on farm income and water quality. Choice of farm boundary standards over technology standards is dependent on the impact of the policy on other NPS pollutants, in addition to the reduction of nitrate and phosphorus pollutants. Enforcing farm boundary standards on nitrates had desirable effects on subsurface and percolate nitrogen and variance in income. Technology standards were uncertain in their effects because of the restriction on the choice of technologies available to farmers. A comparative policy analysis considering incentives, multiple impacts, transaction costs of implementation, and regional consideration is important to an effective policy design.  相似文献

ABSTRACT: EPIC, a soil erosion/plant growth simulation model, is used to simulate nitrogen losses for 120 randomly selected and previously surveyed cropland sites. Simulated nitrogen losses occur through volatilization, surface water and soil runoff, subsurface lateral flow, and leaching. Physical and crop management variables explain a moderate but significant proportion of the variation in nitrogen losses. Site slope and tillage have offsetting effects on surface and ground water losses. Nitrogen applications in excess of agronomic recommendations and manure obtained off the farm and applied to the sites are significant contributors to nitrogen losses. Farm characteristics such as production of confined livestock, total manure nitrogen available, and farm income per cropland acre explain a relatively large portion of the variability in manure nitrogen applied to survey sites. The results help to identify farm characteristics that can be used to target nutrient management programs. Simulation modeling provides a useful tool for investigating variables which contribute to agricultural nitrogen losses.  相似文献

ABSTRACT: Agricultural drainage water is a major source of environmental pollution in many areas. This paper reviews the literature on the economics of nonpoint-source pollution and applies it to the regulation of agricultural drainage water. Four types of regulatory policies are considered. The empirical analysis is carried out for cotton production in the San Joaquin Valley of California. Variable inputs are the quantity of water applied and the type of irrigation system. All four policies can achieve economic efficiency under the conditions assumed here, but the policies differ in terms of the distributional impacts and administrative requirements.  相似文献
