ABSTRACT: Ecosystem management has become an important unifying theme for environmental policy in the past decade. Whereas the science of ecosystem dynamics suggests that it will remain difficult to define ecosystem borders and all of the natural and anthropogenic effects that influence them, the politics of ecosystem management require that a national ecosystem delineation standard be adopted. Moreover, a political framework for ecosystem management decision making must be designed in such a way as to complement the hierarchical, interrelated nature of ecosystems generally. This paper advocates that a watershed-based ecosystem delineation standard is the most politically suitable because it will be easily understood by the public and watersheds have a long history as a medium of environmental policy. The paper then proposes that the political framework for watershed-based ecosystem management must depend heavily on state and local autonomy, subject to federally prescribed standards and goals. The Coastal Zone Management Act provides a model for how a national ecosystem management policy can work within state and local watershed cultures and economies.  相似文献

ABSTRACT: We propose that some watersheds may be better candidates for watershed management than others. The extent of success of watershed management may depend, in part, on attributes intrinsic to watersheds: scientific feasibility, social feasibility, and motivational feasibility. Using illustrations from New Jersey watershed management efforts, we tie scientific feasibility to the nature of environmental problems and the scientific capability to solve them. Social feasibility encompasses civic infrastructure and engagement. Motivational feasibility includes issue salience linked to values or economic considerations. We suggest that assessments should be made about the viability of watershed management in specific watersheds and that priorities should be developed based on these assessments. Research on watershed management should explore not only how to improve watershed management but also where to conduct it.  相似文献

ABSTRACT: The growing concern for public participation in water resource decision-making has invited researchers to improve and develop reliable, quick, and inexpensive techniques for measuring public preferences. It is increasingly clear that traditional participation mechanisms, though useful, are no longer sufficient in providing the level of participation desired by many. A combination of microcomputer technology with Nominal Group Process (a step-by-step process ending in ranked recommendations) offers numerous possibilities for active participatory planning. Efforts at participation occurring through a well developed and defined process cannot be successful without a sensitivity to the conceptual, methodological, and pragmatic problems involved. This paper prefaces presentation of an alternative active process technique with discussion of the theoretical basis of participatory democracy and the frustration with practical implementation procedures.  相似文献

ABSTRACT: New Zealand is one of the first countries in the world to enshrine the concept of watershed management in law, through institutional arrangements and the Resource Management Act of 1991 ‐ a law constructed on a watershed management legacy begun in 1941. This paper outlines the development of New Zealand's Resource Management Act (as it applies to water management) and the lessons that have been learned in its implementation.  相似文献

A multi-tier approach for agricultural watershed management has been proposed. The approach involves identification of a watershed management issue/problem, selection or development of simple conceptual model suitable for the exploration of the issue/problem identified and appropriate to the database available, and application of the model the address the identified issue/problem. The procedure is repeated by increasing the complexity in the conceptual model until the identified issue/problem has been addressed satisfactorily. An application of the procedure to an example watershed in southern Ontario conditions is shown. The application example has revealed that for identification of temporal pattern of runoff and sediment loads a simple conceptual model is adequate. For identification of spatial location of the sediment source areas and for the development of a monitoring program for the evaluation of remedial strategies a more complex distributed agricultural watershed model is necessary.  相似文献

ABSTRACT: Watersheds are widely accepted as a useful geography for organizing natural resource management in Australia and the United States. It is assumed that effective action needs to be underpinned by an understanding of the interactions between people and the environment. While there has been some social research as part of watershed planning, there have been few attempts to integrate socio‐economic and biophysical data to improve the efficacy of watershed management. This paper explores that topic. With limited resources for social research, watershed partners in Australia chose to focus on gathering spatially referenced socio‐economic data using a mail survey to private landholders that would enable them to identify and refine priority issues, develop and improve communication with private landholders, choose policy options to accomplish watershed targets, and evaluate the achievement of intermediate watershed plan objectives. Experience with seven large watershed projects provides considerable insight about the needs of watershed planners, how to effectively engage them, and how to collect and integrate social data as part of watershed management.  相似文献

ABSTRACT: Policy and management plans can be enhanced through effective communication between researchers and decision makers. Differences in understanding can come from differences in professional cultures. Scientists deal with facts, proof and incremental progress whereas the decision makers are often faced with perceptions, emotions and deadlines. A case study is presented illustrating the interaction between the political system and science on a water management issue. Irrigation projects in the western San Joaquin Valley of California lead to a situation requiring subsurface drainage and disposal of the drainage water. The original plan was to discharge the drainage water in the Suisun Bay east of the San Francisco Bay. Severe damage to birds associated with selenium in the water led to a reevaluation of irrigation and drainage management options. Federal and state agencies cooperated to establish a San Joaquin Valley Drainage Program (SJVDP) which was to develop plans for solving the problem. Discharge to the Bay was politically eliminated as an option for evaluation, an action criticized by a National Research Council Committee as not being scientifically based. The SJVDP published a Management Plan in 1990 which contained proposals viewed by the scientific community as not necessarily incorrect but not completely justified based on the scientific knowledge at the time. A segment of the Citizens Advisory Committee that was part of the SJVDP consisting of representatives from the interest groups viewed the Management Plan as a negotiated agreement between the environmental and agricultural interests. Presently, an Activity Plan exists, consisting of technical committees to evaluate the current technical and economic evaluation of the management options proposed in the Management Plan. This case study illustrates that factors other than scientific facts have bearing on decisions. Successful management plans must be technically sound, economically viable and socially acceptable. The scientific community needs to evaluate its role in the policy making arena and to focus research on questions of greatest value to decision makers, as well as to scientific peers.  相似文献

ABSTRACT: A complex watershed-scale water quality simulation model, the Hydrological Simulation Program-FORTRAN (HSPF) model, was calibrated for a 16 km2 catchment. The simulation step size was 0.33 hours with predicted and recorded hydrologic flows compared on an annual and monthly basis during a total calibration period of four years. Unguided numerical optimization when applied alone did not yield a model parameter set with acceptable predictive capability; instead, it was necessary to apply a critical process that included sensitivity analysis, numerical optimization, and testing of derived model parameter sets to evaluate their performance for periods other than those for which they were determined. Using this critical calibration process, the model was proven to have significant predictive capability. Numerical optimization is an aid for model calibration, but it must not be used blindly.  相似文献

ABSTRACT: There is a lamentable absence of comprehensive planning in the current cursade to improve water quality. A serious shortcoming is the lack of evaluation of the effects of waste water treatment upon environmental quality. At some point in time the public may ask what they have obtained for their money. The nature of pollution in a river basin demands a coordinated attack against it. Engineering and economic criteria suggest that a properly empowered river basin authority would be the logical organization to plan and operate a water quality management system. Several forms of such authorities have operated effectively and efficiently for many years in the United States and other industrialized countries. Examples of successful river basin authorities and their advantages and methods of operation are discussed.  相似文献

ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission.  相似文献

ABSTRACT: Over the last decade, the Jamestown S'Klallam Tribe has formed partnerships with their neighboring county government, irrigation districts, property owners, and state and federal agencies in an effort to save the dwindling runs of Dungeness River salmon. Although considerable progress has been made to begin the recovery process, the watershed is included in recent listings of Pacific Northwest salmon under the Endangered Species Act. Under the coordination of an active watershed council, significant improvements have been made in water conservation and the protection of instream flows. Cooperation between the Tribe, irrigation districts and the Washington Department of Ecology resulted in a trust water rights agreement and the reduction of late summer water withdrawals by one‐third.  相似文献

ABSTRACT: This paper pursues more specifically the recommendations of a recent National Research Council report recommending greater attention to research on institutions in the field of water resource management. The important challenge for the future in institutional research lies in going beyond the observation that institutions are important and in explaining instead how institutions actually affect management options and outcomes. It is possible to illuminate the relationships between institutional features and water management through comparative institutional research. This paper offers recommendations for studying water institutions in a comparative context, including methodological recommendations concerning approaches to comparative institutional research, and topics for comparative institutional research that appear especially fruitful at this time. The example of conjunctive management is used to illustrate the importance of institutional factors in water management, drawing to some extent on the authors’ recent experience with a comparative study of conjunctive management institutions.  相似文献

ABSTRACT: The Truckee River is a vitally important water source for eastern California and western Nevada. It runs 100 miles from Lake Tahoe to Pyramid Lake in the Nevada desert and serves urban populations in greater Reno-Sparks and agricultural users in three Nevada counties. In the 1980s and 1990s, a number of state and local groups initiated projects which, taken collectively, have accomplished much to improve watershed management on the Truckee River. However, the task of writing a management plan for the entire watershed has not yet been undertaken. Key players in state, federal and local government agencies have instead chosen to focus specific improvement efforts on more manageable, achievable goals. The projects currently underway include a new agreement on reservoir operation, restoration of high priority sub-watersheds, public education and involvement, water conservation education, and water resource planning for the major urban population centers. The approach which has been adopted on the Truckee River continues to evolve as more and more people take an interest in the river's future. The many positive projects underway on the watershed are evaluated in terms of how well they meet the definition of the ambitious water resources strategy, “integrated watershed management.”  相似文献

ABSTRACT: Research suggests that conflict over public participation in water resource planning is due, in part, to confusion over the nature of the policies involved. This article examines the roadblocks to citizen involvement in water resource planning in terms of two policy models: (1) the Social Feasibility Model and (2) the Political Feasibility Model. Each model posits a different role for public participation. Although the Political Feasibility Model has been widely accepted in water resource planning, changes in the nature of the policies involved in water resource management have weakened its appropriateness. Currently, social and redistributive policies involving value conflicts often dominate water planning and these policies are best chosen through the Social Feasibility Model. The article discusses the nature of the social feasibility model, the new types of policy decisions facing water resource managers, and how the social feasibility model can help overcome the roadblocks to increased public participation in water resource policy making.  相似文献

ABSTRACT: Integrated watershed management in the Lower Mississippi Alluvial Plain (Delta) requires blending federal, state, and local authority. The federal government has preeminent authority over interstate navigable waters. Conversely, state and local governments have authority vital for comprehensive watershed management. In the Delta, integrating three broad legal and administrative regimes: (1) flood control, (2) agricultural watershed management, and (3) natural resources and environmental management, is vital for comprehensive intrastate watershed, and interstate river basin management. Federal Mississippi River flood control projects incorporated previous state and local efforts. Similarly, federal agricultural programs in the River's tributary headwaters adopted watershed management and were integrated into flood control efforts. These legal and administrative regimes implement national policy largely in cooperation with and through technical and financial assistance to local agencies such as levee commissions and soil and water conservation districts. This administrative infrastructure could address new national concerns such as nonpoint source pollution which require a watershed scale management approach. However, the natural resources and environmental management regime lacks a local administrative infrastructure. Many governmental and non governmental coordinating organizations have recently formed to address this shortcoming in the Delta. With federal and state leadership and support, these organizations could provide mechanisms to better integrate natural resources and environmental issues into the Delta's existing local administrative infrastructure.  相似文献

ABSTRACT: Statutory and case law at the state level provide critical legal frameworks for water management. As many state governments struggle to improve efficiency in water management and resolve conflicts over water usage, they must continually assess the efficacy of their state water law. Most states have water laws that are disconnected and overlapping. This article presents a methodology to assess state water law and take first steps toward a comprehensive state water resources act. The methodology is driven by issues and conflicts in water management. It synthesizes management and legal analyses into a process that incorporates the diverse perspectives of state water stakeholders. The results of the analysis are identification of management issues, profiles of state water law, and explorations of legal options that are available to the state government. Illinois is provided as a case study for this methodology.  相似文献

ABSTRACT: A number of studies conducted since the late 1970s have evaluated state and federal responses to drought in the United States. Each of these studies identified a number of key issues and impediments that needed to be addressed to improve the nation's ability to cope with and prepare for future episodes of drought. A content analysis of these studies was performed to identify common threads in their recommendations. The premise of this analysis was that the series of drought years that occurred between 1986 and 1992 and recurred between 1994 and 1996 increased awareness of our nation's continuing and apparent growing vulnerability to drought. This awareness has led to greater consensus among principal constituents and stakeholders, and also a greater sense of urgency to implement actions now to lessen vulnerability. The results of this analysis revealed that several themes recur: create an integrated national drought policy and plan; develop an integrated national climate monitoring (drought watch) system; incorporate drought in FEMA's National Mitigation Strategy; conduct post-drought audits of response efforts; establish regional drought forums; and encourage development of state drought mitigation plans.  相似文献

ABSTRACT: Techniques employed to simulate infiltration and subsurface ground-water flow were examined for a number of available watershed models. The large number of processes that these models simulate prohibits detailed analysis of subsurface flow, due to excessive computer and data requirements. Such models emphasize surface flow and include only that portion of water lost to the subsurface and the portion returned to the stream as baseflow. Problems were examined in adopting conjunctive use models, which allow the coordinated exploitation and management of both surface and ground-water resources. The application of conjunctive use models in water resources management is expected to increase dramatically over the next decade.  相似文献

ABSTRACT: Access to clean and sufficient amounts of water is a critical problem in many countries. A watershed approach is vital in understanding pollution pathways affecting water resources and in developing participatory solutions. Such integration of information with participatory approaches can lead to more sustainable solutions than traditional “crisis‐to‐crisis” management approaches. This study aims at applying a watershed based joint action approach to manage water resources. Since most watersheds have urban and rural sources of pollution and a wide disparity in access to and use of water, alternative solutions need to take an integrated approach through cooperative actions. An institutional model was applied to seven subwatersheds in Honduras to evaluate various sources and effects of water contamination and water shortages. Two specific pathways of water resources degradation were studied (contamination from coffee pulp manufacturing and urban nonpoint sources) to develop alternative solutions that mitigate downstream impacts of access to clean water. A locally driven joint mechanism to reuse coffee pulp in farming systems is proposed. Such an institutional solution can maximize benefits to both farms and the coffee pulp industry. A combination of education and investment in sanitary facilities in urbanizing areas is proposed to minimize urban sources of water contamination.  相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献
