The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management. Many agencies have developed fire organizations as separate entities that set their own objectives. The many land and resource managers who have recognized the need to incorporate fire considerations into land-use planning have so far lacked the techniques to do so.As a natural process, fire has an important function in forest and range ecosystems. Fire can greatly influence the quantity and quality of resource outputs; it is a two-edged sword that can either harm or benefit our goals, depending upon the complex effects of fire and the nature of our wants.The Fire in Multiple-Use Management Research, Development, and Applications (RD&A) Program was initiated by the U.S. Department of Agriculture, Forest Service, at the Northern Forest Fire Lab in Missoula to assist land managers. This profile explains what an RD&A program is; discusses its mission, goals, and approach to the problem; and tells why the approach involves federal laboratories, universities, and private research foundations.  相似文献

The primary role of remote sensing in land management and planning has been to provide information concerning the physical characteristics of the land which influence the management of individual land parcels or the allocation of lands to various uses These physical characteristics have typically been assessed through aerial photography, which is used to develop resource maps and to monitor changing environmental conditions These uses are well developed and currently well integrated into the planning infrastructure at local, state, and federal levels in the United States.Many newly emerging uses of remote sensing involve digital images which are collected, stored, and processed automatically by electromechanical scanning devices and electronic computers Some scanning devices operate from aircraft or spacecraft to scan ground scenes directly; others scan conventional aerial transparencies to yield digital images. Digital imagery offers the potential for computer-based automated map production, a process that can significantly increase the amount and timeliness of information available to land managers and planners.Future uses of remote sensing in land planning and management will involve geographic information systems, which store resource information in a geocoded format. Geographic information systems allow the automated integration of disparate types of resource data through various types of spatial models so that with accompanying sample ground data, information in the form of thematic maps and/ or aerially aggregated statistics can be produced Key issues confronting the development and integration of geographic information systems into planning pathways are restoration and rectification of digital images, automated techniques for combining both quantitative and qualitative types of data in information-extracting procedures, and the compatibility of alternative data storage modes  相似文献

Features of the land management history over a 125,755 km(2) area of central Queensland, Australia were determined from a variety of sources. A random sample of 205 site locations provided the basis for determining trends in land use. Trends in vegetation clearing were determined using sequential aerial photography for the sample sites, revealing a steady rate averaging nearly 1% of the region per annum over 41 years. This measure of sustained clearing over a large region is higher than recently published clearing rates from South America. Land types have been selectively cleared with over 90% of the Acacia on clay land type having been cleared. A land-holder questionnaire pertaining to the random sites yielded a response rate of 71% and provided information on vegetation clearing, ploughing, tree killing (ring-barking or tree poisoning), and fire frequency, season and intensity. The land-holder responses were compared with independent data sources where possible and revealed no mis-information. However, land-holders may have been marginally less likely to respond if the sample area had been cleared, although this effect was not statistically significant. Ploughing and tree killing are variable depending on land type, but the former has affected about 40% of the Acacia on clay land type, effectively eliminating options for natural regrowth. The proportion of decade-site combinations that were reported as having no fires increased from 22% in the 1950s to an average of 42% for subsequent decades, although the reporting of more than one fire per decade has been relatively constant through the study period. The reporting of at least one fire per decade varies from 46% for the Acacia on sand land type to 77% for the Eucalypt on sand land type for decade-site combinations. Fires are more intense when associated with clearing than in uncleared vegetation, but the proportion of cool and hot fires is relatively constant between land types in uncleared vegetation. Nearly all fires reported were either in spring or summer and this seasonally restricted regime is probably at variance with Aboriginal fire regimes. This study describes the rapid transformation of central Queensland. This has yielded substantially increased agricultural production but may also result in a range of negative impacts and these are discussed.  相似文献

Land use planning is an important element of the integrated watershed management approach. It not only influences the environmental processes such as soil and stream bed erosion, sediment and nutrient concentrations in streams, quality of surface and ground waters in a watershed, but also affects social and economic development in that region. Although its importance in achieving sustainable development has long been recognized, a land use planning methodology based on a systems approach involving realistic computational modeling and meta-heuristic optimization is still lacking in the current practice of integrated watershed management. The present study proposes a new approach which attempts to combine computational modeling of upland watershed processes, fluvial processes and modern heuristic optimization techniques to address the water-land use interrelationship in its full complexity. The best land use allocation is decided by a multi-objective function that minimizes sediment yields and nutrient concentrations as well as the total operation/implementation cost, while the water quality and the production benefits from agricultural exploitation are maximized. The proposed optimization strategy considers also the preferences of land owners. The runoff model AnnAGNPS (developed by USDA), and the channel network model CCHE1D (developed by NCCHE), are linked together to simulate sediment/pollutant transport process at watershed scale based on any assigned land use combination. The greedy randomized adaptive Tabu search heuristic is used to flip the land use options for finding an optimum combination of land use allocations. The approach is demonstrated by applying it to a demonstrative case study involving USDA Goodwin Creek experimental watershed located in northern Mississippi. The results show the improvement of the tradeoff between benefits and costs for the watershed, after implementing the proposed optimal land use planning.  相似文献

An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. The case of the changing role of natural fire management is used as an example in developing this rationale.  相似文献

As human influences fragment native communities and ecosystems, remaining land must be better managed to conserve many elements of biodiversity. Much of this land is privately held, yet traditional private land-use management practices often further diminish biodiversity by promoting favored or edge-adapted species. Today, private land stewards are increasingly aware of and concerned about biodiversity, but little guidance exists for them to make land-use decisions incorporating principles and knowledge from conservation biology. Consequently, most management strategies are highly subjective. This article addresses that problem by introducing current conservation wisdom to management and use of private lands. The result is a model program for developing land management plans, with the goal of maintaining viable populations and natural distributions of native species and communities from a landscape perspective. The program establishes a protocol for classifying sites according to the importance of their species, communities, and other elements to global and regional biodiversity. These site classifications are based on the management objectives necessary to maintain important elements. Once managers classify a site, the program provides management standards, general stewardship principles, examples of land management strategies, and basic monitoring and evaluation procedures.  相似文献

Vegetation fires have become an increasing problem in tropical environments as a consequence of socioeconomic pressures and subsequent land-use change. In response, fire management systems are being developed. This study set out to determine the relationships between two aspects of the fire problems in western Indonesia and Malaysia, and two components of the Canadian Forest Fire Weather Index System. The study resulted in a new method for calibrating components of fire danger rating systems based on satellite fire detection (hotspot) data. Once the climate was accounted for, a problematic number of fires were related to high levels of the Fine Fuel Moisture Code. The relationship between climate, Fine Fuel Moisture Code, and hotspot occurrence was used to calibrate Fire Occurrence Potential classes where low accounted for 3% of the fires from 1994 to 2000, moderate accounted for 25%, high 26%, and extreme 38%. Further problems arise when there are large clusters of fires burning that may consume valuable land or produce local smoke pollution. Once the climate was taken into account, the hotspot load (number and size of clusters of hotspots) was related to the Fire Weather Index. The relationship between climate, Fire Weather Index, and hotspot load was used to calibrate Fire Load Potential classes. Low Fire Load Potential conditions (75% of an average year) corresponded with 24% of the hotspot clusters, which had an average size of 30% of the largest cluster. In contrast, extreme Fire Load Potential conditions (1% of an average year) corresponded with 30% of the hotspot clusters, which had an average size of 58% of the maximum. Both Fire Occurrence Potential and Fire Load Potential calibrations were successfully validated with data from 2001. This study showed that when ground measurements are not available, fire statistics derived from satellite fire detection archives can be reliably used for calibration. More importantly, as a result of this work, Malaysia and Indonesia have two new sources of information to initiate fire prevention and suppression activities.  相似文献

Regulations to implement the National Environmental Policy Act state that environmental impact statements shall be written in plain language. Federal land management agencies operate under this guideline when they prepare plans for their lands. We examined 23 agency plans, using the Flesch Reading Ease Scale, to determine if they met this criterion. The scores show that the plans are written for people with three to six years of college education, far beyond the reading ability of the average person. The results suggest that the plans may limit or bias who participates in agency planning. National policy on the readability of the plans needs to be clarified, and agencies need to evaluate, and defend or revise, their writing programs.  相似文献

Every year approximately half a million hectares of land are burned by wildfires in southern Europe, causing large ecological and socio-economic impacts. Climate and land use changes in the last decades have increased fire risk and danger. In this paper we review the available scientific knowledge on the relationships between landscape and wildfires in the Mediterranean region, with a focus on its application for defining landscape management guidelines and policies that could be adopted in order to promote landscapes with lower fire hazard. The main findings are that (1) socio-economic drivers have favoured land cover changes contributing to increasing fire hazard in the last decades, (2) large wildfires are becoming more frequent, (3) increased fire frequency is promoting homogeneous landscapes covered by fire-prone shrublands; (4) landscape planning to reduce fuel loads may be successful only if fire weather conditions are not extreme. The challenges to address these problems and the policy and landscape management responses that should be adopted are discussed, along with major knowledge gaps.  相似文献

New models of sustainable development stress the importance of the efficient management of resources, including labour, capital equipment and natural resources. Overuse of the resource base today will lead to shortages tomorrow; yet it can be a difficult task persuading politicians and planners in developing countries of the importance of resource management. A variety of tools can be employed in support of environmental policy objectives, but achieving preferred outcomes also requires the cooperation of private landholders and others with vested interests in the land. The Land Stewardship project in the state of Victoria, Australia, is an initiative devoted to exploring the ways in which private landholders could be encouraged towards more sustainable land management. Following the view that the success of policy initiatives is contingent on effective stakeholder engagement, a component of the Land Stewardship project involved a dialogue with landholders about policy tools (e.g., regulation, economic instruments) that might be deployed to encourage improved land management practices. This paper provides an account of the views and attitudes of landholders, as revealed in a series of three workshops, which consisted of discussions about the factors influencing agriculture, participants' interpretations of sustainability, and policy methods. The focus of the paper is on what landholders believe to be the strengths and limitations of standard policy tools, and the essential requirements for these tools to deliver the best land management outcomes. One of the main findings of the project was a 'preference hierarchy' in respect of policy methods, according to which the strongest support was expressed for voluntary and education-based tools, followed by market-based instruments, with command-and-control regulation identified as a measure of 'last resort'. In the paper we reflect also on how the views and outlook of landholders should be positioned relative to other inputs in the design of policy interventions.  相似文献

Urban-wildland issues have become among the most contentious and problematic issues for forest managers. Using data drawn from surveys conducted by the authors and others, this article discusses how public knowledge and perceptions of fire policies and fire hazards change over time, the kinds of policy responses homeowners prefer as a way of preventing fire hazards at the urban-wildland interface, and how citizens view their own obligations as participants in interface issues. These data show that public attitudes toward fire have changed significantly over the past two decades and that educating the public about fire and the managers' use of fire can have positive effects on behavior. Yet, modifying the individual's behavior in regard to interface fire risks must also deal with important issues of individual incentives, the distribution of costs, and unanticipated policy impacts.  相似文献

Land degradation continues to be a major threat to local and national food security. With limited potential to develop new land, any increase in agricultural production must be sought largely through the better use of land already under cultivation. Concerns for the global environment associated with agriculture worldwide have also increased in recent years and require more coordinated efforts at global and national levels with decentralisation of activities at the local level.
This article presents an overview of land resources potential for food production, the processes and extent of land degradation and its economic and environmental costs and impacts, and highlights some macro-economic policies and institutional measures for the prevention of land degradation and rehabilitation of degraded lands. A people-centred programme is presented as a basis for decentralising activities for sustainable land use and land management. Finally, the need for better coordinated efforts of concerned UN, multinational agencies and NGOs for the implementation of Agenda 21 and related conventions is stressed.  相似文献

The fire simulation processes of the National Fire Management System's (NFMAS) Initial Attack Analysis (IAA) processor were evaluated by conducting two types of sensitivity analysis: one based on a hypothetical set of data to assess IAA's outputs under a wide range of fire input values, and the other using an actual Stanislaus National Forest database to test IAA's validity with a real set of data. The results revealed that IAA's outputs (projected annual number of fires and area burned) were most sensitive, in descending order, to the input values of the fire spread rate, the productivity rates of the suppression forces, and the initial attack time, for all fuel models tested. In contrast, IAA's outputs were extremely insensitive to variations in the fire size at discovery. Changes are necessary in the ways IAA incorporates the fire size at discovery to facilitate the comparison among various fire detection options. The program's “escaped fire situation” analysis was found inadequate, because the projected annual frequencies and final sizes of the simulated escaped fire events produced unacceptable results with the Stanislaus National Forest database. Assigning final sizes to simulated escaped fires according to the fire intensity level in which they are historically expected to occur provides a consistent way of calculation of the projected annual area burned and the consequent cost plus net value change (C + NVC).  相似文献

This article is the first in a series of three. These articles were prepared to document the growth management process undertaken in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue, or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2, a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5 involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step 9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs. It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado. Land cover change has always had a central role in land change science. This central role is largely the result of the possibilities to map and characterize land cover based on observations and remote sensing. This paper argues that more attention should be given to land use and land functions and linkages between these. Consideration of land functions that provide a wide range of goods and services makes more integrated assessments of land change possible. The increasing attention to multifunctional land use is another incentive to develop methods to assess changes in land functions. A number of methods to quantify and map the spatial extent of land use and land functions are discussed and the implications for modeling are identified based on recent model approaches in land change science. The mixed use of land cover, land use and land function in maps and models leads to inconsistencies in land change assessments. Explicit attention to the non-linear relations between land cover, land use and land function is essential to consistently address land change. New methods to map and quantify land function dynamics will enhance our ability to understand and model land system change and adequately inform policies and planning.  相似文献

Mediation support systems for facilitating resolution of natural resources conflicts must be able to systematically identify and use a full complement of data and value sets relevant to the spectrum of issues underlying the conflict. A stepwise computer-supported procedure for developing and then blending contrasting issue-sensitive stakeholder plans in map form for forest use is described and demonstrated. The goal is a balanced plan that efficiently satisfies the more important land-use guidelines of each stakeholder reasonably well. This procedure, SIRO-MED, can be applied at any level of detail compatible with available analytical resources and to resources other than forests.  相似文献
