Sound ecosystem management meshes socioeconomic attitudes and values with sustainable natural resource practices. Adaptive management is a model for guiding natural resource managers in this process. Ecosystems and the societies that use them are continually evolving. Therefore, managers must be flexible and adaptable in the face of uncertainty and lack of knowledge. To couple good science to management, it is important to develop goals, models, and hypotheses that allow us to systematically learn as we manage. Goals and models guide the development and implementation of management practices. The need to evaluate models and test hypotheses mandates monitoring, which feeds into a continuous cycle of goal and model reformulation. This paper reviews the process of adaptive management and describes how it is being applied to oak/pine savanna restoration at Necedah National Wildlife Refuge as an illustration. Our aim is to help managers design their own adaptive management models for successful ecosystem management.  相似文献

A number of options are available to those professionals interested in pest management through an integrated approach. The components of this approach are manipulation of vegetation; manipulation of population structure, dynamics, and interaction; and manipulation of the values associated with animal and plant crop production. Each component has numerous methods, which when used alone or in combination, offer a nearly infinite number of alternatives to the successful use of pesticides.Dr. Giles has taught a course in integrated plant pest management at Virginia Tech since 1977. The course is largely taught using computers. Students make management decisions to control pest damage and the computer determines how right they were.  相似文献

Although espoused by many, integrated environmental management (IEM) has been difficult to accomplish in practice. There are many reasons for this shortfall, but certainly a key factor is the lack of agreement among scholars and practitioners regarding the concept and its defining elements. Our purpose here is to sharpen the conceptual basis for IEM by elaborating and pragmatically characterizing a framework for the practice of more integrated environmental management. We outline four fundamental dimensions of IEM: (1) comprehensive, (2) interconnective, (3) strategic, and (4) interactive/coordinative. IEM efforts in the Black Earth Creek watershed in Wisconsin illustrate specific attributes and examples pertaining to our conceptualization of IEM. Acceptance of the conceptual framework elaborated here should alleviate some of the confusion associated with IEM and help move this widely heralded approach from theory into practice.  相似文献

This paper presents a system framework whose purpose is to improve understanding of environmental management. By analyzing the links between elements of the environmental management system, it is possible to construct a model that aids thinking systematically about the decision-making subsystem, and other subsystems, of the entire environmental management system.Through a multidisciplinary environmental approach, each of the individual subsystems is able to adapt to threats and opportunities. The fields of government, market economics, social responsibility and ecology, for example, are so complex that it is extremely difficult to develop a framework that gives full consideration to all aspects. This paper, through the application of a highly idealized system framework, attempts to show the general relationships that exist between complex system elements.  相似文献

Input- and output-oriented approaches to landscape management have distinct roles for resource protection, environmental restoration, and sustainable land management. Implementing recent proposals for ecosystem management in the western United States involves a synthesis of input and output management. Within the broader context of ecosystem management, input management focuses on tailoring land use to the landscape, whereas output management employs assessments of resource condition to trigger modified management activity once resources are degraded to specified threshold conditions. Current approaches to landscape-scale management, however, tend to rely primarily on output-oriented strategies that are most effective for monitoring environmental conditions. Current uses of input management focus on environmental impact assessments, which generally are site- or project-specific analyses. The compeexity and dynamic nature of ecosystems, and the range of scales over which ecological processes operate, imply that development and incorporation of input-oriented approaches into landscape-scale management is necessary to implement ecosystem management as a strategy for sustainable land use.  相似文献

The present US Federal wetland management strategy under Section 404 of the Clean Water Act does not account for the differences in the natural values of wetlands and their different vulnerability to development pressure. The strategy, aimed at reducing the regulatory burden, provides for different levels of wetland protection, primarily by designating certain activities in or affecting wetlands as essentially harmless, having only minor impacts even when considered for their cumulative effects. Such activities are authorized under general permits precluding any evaluation of project impacts. A sounder, yet practical, rationale for wetland management and regulatory relief should be linked to the scarcity of certain wetland habitats, the habitat diversity or carrying capacity, the degree of degradation from past development, and the incremental losses already incurred within the same wetland ecosystem. The regulatory effort should be concentrated where these characteristics indicate high-value wetlands.Wetland impacts appear to fit into five basic orders of magnitude; these pertain to the relative cost and difficulty of impact mitigation. Up to 13 ecological and public-interest variables can modify the seriousness of the basic impact. Together, the basic orders of impact and modifying variables describe the theoretical framework for wetland management. The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management. Many agencies have developed fire organizations as separate entities that set their own objectives. The many land and resource managers who have recognized the need to incorporate fire considerations into land-use planning have so far lacked the techniques to do so.As a natural process, fire has an important function in forest and range ecosystems. Fire can greatly influence the quantity and quality of resource outputs; it is a two-edged sword that can either harm or benefit our goals, depending upon the complex effects of fire and the nature of our wants.The Fire in Multiple-Use Management Research, Development, and Applications (RD&A) Program was initiated by the U.S. Department of Agriculture, Forest Service, at the Northern Forest Fire Lab in Missoula to assist land managers. Land and water management is increasingly focused upon the drainage basin. Thirty-six terms recently used for schemes of “integrated basin management” include reference to the subject or area and to the aims of integrated river basin management, often without allusion to the multiobjective nature. Diversity in usage of terms has occurred because of the involvement of different disciplines, of the increasing coherence of the drainage basin approach, and the problems posed in particular parts of the world. The components included in 21 different approaches are analyzed, and, in addition to showing that components related broadly to water supply, river channel, land, and leisure aspects, it is concluded that there are essentially five interrelated facets of integrated basin management that involved water, channel, land, ecology, and human activity. Two aspects not fully included in many previous schemes concern river channel changes and the dynamic integrity of the fluvial system. To clarify the terminology used, it is suggested that the termcomprehensive river basin management should be used where a wide range of components is involved, whereasintegrated basin management can signify the interactions of components and the dominance of certain components in the particular area.Holistic river basin management is advocated as a term representing an approach that is both fully comprehensive and integrated but also embraces the energetics of the river system and consideration of changes of river channels and of human impacts throughout the river system. The paradigm of working with the river can be extended to one of working with the river in the holistic basin context.  相似文献

Principles of good practice for collaborative resource management were derived from the literature and their use studied in a range of integrated catchment management processes. Desk-based reviews and interviews with participants allowed the principles to be refined and described within a framework that illustrates the interrelationships between core principles, enabling principles, precursors to a project and the influence of external factors on such collaborative processes. The findings illustrate the importance of these relationships in understanding how success is defined and under what conditions successful outcomes can be achieved. Understanding how these procedural aspects influence outcomes contributes to the wider literature on collaborative resource management that often treats processes separately from their context.  相似文献

In a landscape of fragmented private ownership, the need to coordinate game management across large areas presents challenges for landowners and public agencies alike. This paper describes how a recent reorganization of moose management in Norway achieves landscape-level planning while maintaining a tradition of local management by hunting teams. These two seemingly contradictory imperatives – coordinating wildlife management across large areas while keeping benefits and control in the hands of local resource users – are resolved through a nesting of management institutions, wherein the state serves a regulatory function and mid-level government (the county) serves to facilitate inter-local cooperation. This paper documents how the system is structured and describes the balance of incentives that enable the system to work. Information was gathered via interviews with staff at the Norwegian Directorate for Nature Management (now called the Norwegian Environment Agency), with wildlife management officials at the municipal level, with hunters, and from the most recent regulatory documents.  相似文献

Economic approaches to the valuation of ecological services have several limitations. Some of these limitations can be overcome using the multiple attribute decision-making model developed in this paper. The model postulates that a private or public decision-maker selects a site/landscape management plan based on the biophysical and economic attributes of alternative management plans, the decision-maker’s preferences for attributes, and constraints on the selection of a management plan.Two cases are examined. Case A is a watershed consisting of publicly owned land that is managed at the site, management unit and landscape scales. Management is based on the philosophy of ecosystem management. Case B is a watershed composed of several privately owned units that are managed at the site scale by decision-makers whose primary motivation is economic profit. The preferred management plan in both cases is determined using a two-stage procedure. The first stage uses a stochastic programming model to identify the most efficient management plans for a site/landscape. The second stage determines which efficient management plan for a site/landscape is preferred by maximizing an expected utility function that is additive in the attributes and assumes that the decision-maker is risk neutral.Whether a land-management plan results in strongly or weakly sustainable resource conditions is evaluated. Strong sustainability requires the probability of exceeding the minimum acceptable value of an attribute to be greater than or equal to a pre-determined reliability level for each attribute. Weak sustainability requires the same condition except that it applies to a composite index of the attributes rather than each attribute. Bayes theorem is used to evaluate uncertainty about whether the state of a landscape is sustainable.  相似文献

The newly instituted management plan for the Pemigewasset Wilderness area of New Hampshire, USA, which relies principally on providing information to visitors, represents a departure from traditional plans. Logit analysis of survey data indicates limited evidence of the plan having much direct impact on visitor behavior. There is evidence of success in information dissemination to area users; however, the type of information that is being relayed to backcountry users does not appear to be that which the management plan is attempting to promote.  相似文献

The characteristics of self-organizing systems are described and their implications for environmental management are discussed. It is concluded that the aim of management should be to enhance the capacity of the system for self-management, with active intervention being used only to steer it away from large discontinuities. Environmental managers must view ecosystems and themselves as parts of a larger sociobiophysical system, cultivate the capacity of environmental systems for self-management, and learn to live with change and uncertainty. Practical consequences of this approach for plans, policies, programs, and institutions are discussed.  相似文献

This paper explores the development towards sustainability management systems (SMSs) in three Swedish local authorities. Many local authorities have extensive experience in using standardised Environmental Management Systems (EMSs). Recently EMSs have extended their reach by widening the scope of the systems including other dimensions of sustainable development. Case studies have been performed in three of the most EMS-experienced local authorities in Sweden. These authorities have extended their EMSs into a sustainability management approach in different ways. This paper discusses the development, possible contributions, and constraints with this development. Expanding EMSs into SMSs can be seen as a learning process in which a larger systems perspective leads to increased awareness that the management system becomes limited by only managing environmental issues. Expanding the EMSs into SMSs may lead to a more complete view of the organisation's total impact on nature and society, and issues that need to be managed.  相似文献

Many management processes and tools can provide companies with information to support their environmental decision making. Risk assessment, environmental auditing, life cycle assessment and environmental reporting are but a few examples. Each of these has typically evolved independently as the need for it has arisen. Today, however, this abundance of tools can lead to confusion: What is the exact objective of each tool? How do they differ? Are some ‘better’ than others? Should they be used in parallel, sequentially or in place of each other? More importantly, how do they fit together into a coherent environmental management framework that will ensure sound environmental and economic decision making in a company? This paper seeks to answer these questions. It describes the overall environmental framework that has been developed internally within Procter & Gamble and which allows the company to make coherent economically and environmentally sound decisions, in both the short- and long-term.  相似文献

The aim of this research is to verify the relationship between the maturity levels of environmental management and the adoption of green supply chain management (GSCM) practices by electro-electronic companies in Brazil. In this work a two-phase research was conducted, with one quantitative and the other qualitative. The quantitative phase aimed to test whether a relationship between the maturity levels of environmental management and GSCM exists, while the qualitative phase tried to detail the characteristics of this relationship. The quantitative phase was conducted through a survey with 100 Brazilian electro-electronic companies and the collected data were processed using Structural Equation Modeling. For the qualitative phase, a multiple case study was conducted with three companies located in Brazil. The results indicate that: (1) The main hypothesis was confirmed and considered statistically valid, indicating that, indeed, the maturity level of environmental management influences the adoption of GSCM practices; (2) a coevolution tends to occur between the environmental maturity and the GSCM practices; that is, the more developed is the company's environmental management, more complex GSCM practices are adopted; and (3) the GSCM internal practices tend to present a greater relative adoption than the external practices; these external practices of GSCM tend to be adopted when the company is inserted in a higher environmental stage and/or operates under a scenario of stronger normative environmental pressure. By the way, this is the first research mixing survey and case studies on GSCM in Brazil.  相似文献

An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. The case of the changing role of natural fire management is used as an example in developing this rationale.  相似文献

Adaptive, or 'learning by doing', approaches are often advocated as a means of providing increased understanding within natural resource management. However, a number of organisational and social issues need to be resolved if these approaches are to be used successfully. A case study in the South Island high country of New Zealand is used to review what is needed to support an ongoing community-based monitoring and adaptive management programme. First, the case study is described, paying attention to the social context of the resource management problem. The results of a workshop that explored this problem are then outlined, along with a proposed information flow suggested by participants. Requirements for future steps to resolve these problems (such as information protocols and a multi-stakeholder information system) are discussed. Finally, some broad lessons are drawn from this exercise that could help others developing similar approaches.  相似文献
