Researchers have devised many criteria that could assist with the development of an effective public participation process. Few studies, however, have linked these criteria to the effectiveness of decision-making resulting from these processes. We assess whether several criteria postulated by others for designing an effective decision-making process are associated with evaluations of the effectiveness of decision-making by advisory group members from a forest management planning process in Ontario, Canada. Data were collected by written questionnaires from 197 advisory group members in 2001. Four criteria were linked to the effectiveness evaluations including process control (influence), trust in decision-makers, information credibility, and process efficiency. The criterion of knowledge along with contextual variables related to experience, economic dependence on forestry, and geographical residence were not associated with evaluations of effectiveness. 相似文献

/ As federal land management agencies such as the USDA Forest Service increasingly choose to implement collaborative methods of public participation, research is needed to evaluate the strengths and weaknesses of the technique, to identify barriers to effective implementation of collaborative processes, and to provide recommendations for increasing its effectiveness. This paper reports on the findings of two studies focused on the experiences of Forest Service employees and their external partners as they work to implement collaborative planning processes in national forest management. The studies show both similarities and differences between agency employees and their partners in terms of how they evaluate their collaborative experiences. The studies reveal that both Forest Service employees and external partners are supportive of collaborative planning and expect it to continue in the future, both see the trust and relationships built during the process as being its greatest benefit, and both see the Forest Service's organizational culture as the biggest barrier to effective collaborative efforts. The groups differed in terms of evaluating each other's motivation for participating in the process and in whether the process was a good use of time and resources, with external partners seeing it as too drawn out and expensive. The paper concludes with a discussion of the policy implications and changes necessary to increase the effectiveness of collaborative efforts within the Forest Service and other federal land management agencies.KEY WORDS: Public land management; Collaborative planning; National forests; Public participation 相似文献

The separate collection of waste, and especially of recyclables with specific collection systems, would not be possible without
the involvement of the users. Apart from the physical installations such as collection containers, collection points, etc.,
the motivation of the users is an essential component. Motivation can be reinforced through public relations work. In addition
to the underlying technical considerations, this paper describes the difference between communication in general and public
relations and specifically examines public involvement in recycling. Through the use of examples, we look at the targeted
users and typical media employed. Furthermore, we analyzes the development of public involvement. The examples show that public
relations for recycling strategies relies to a great extent on attitudes, habits, and access to the target group. Thus, standardized
procedures cannot be developed. For these reasons, public relation activities must be planned carefully and professionally
and include an analysis of the target group, choice of media, and verification of success. 相似文献

The apparently unresolvable differences between managing national defense and local conservation, public recreation, and scientific
research can be overcome through an advisory committee, with a strong and dedicated entity to drive the processes of governance
and change. The case of the Garden Island Environmental Advisory Committee shows how the organizational and political difficulties
of integrating state interests and federal concerns were met. Garden Island, off the coast of Perth, the capital of the State
of Western Australia, is a base for the Royal Australian Navy which is administered by the federal Department of Defence.
Examples are given of the committee's approach to integrated environmental management and the implementation of the Navy's

The literature guides environmental planning and, specifically, how to use ecological rehabilitation projects to achieve long-term
planning goals and landscape-scale environmental sustainability. There is, however, a perceived gap between principles in
the literature and the use of them by practitioners involved in smaller-scale ecological rehabilitation projects. Using interviews
with practitioners involved in 11 projects within the Regional Municipality of Waterloo, Ontario, Canada, we tested whether
practitioners used five principles for effective planning and implementation of ecological rehabilitation that we derived
from the literature. These five principles were: establishing political and ecological context, using ecologically appropriate
objectives and practices, using comparative multidisciplinary and cross-scale approaches, using adaptive planning and implementation,
and establishing good communication within and external to projects. Few projects followed all five principles, and practitioners
indicated that they used three more project-specific principles: obtaining political/social support, promoting projects and
changing attitudes about projects, and securing sufficient and persistent funding to maintain a project's life. While the
literature emphasizes that ecological rehabilitation is only effective if projects are coordinated on a watershed basis, most
practitioners focused solely on the goals of their specific project. The gap between literature and practice may arise because
most practitioners are new to the field of ecological rehabilitation and still are focused on the methods involved. Time pressures
force practitioners to obviate the literature and get projects started quickly, lest support evaporate. Complicating these
difficulties is decreased support from federal and provincial governments for large-scale environmental planning. It is unclear
whether ecological rehabilitation projects in Waterloo Region (at least) will ever become effective at promoting landscape-scale
ecological goals or remain smaller-scale stop-gaps. 相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques. 相似文献

/ The search for sustainable development provides the impetus forexamining the role of indigenous institutions and their ecological knowledgein environmental assessment and local sustainability. This paper attempts totrace the evolution of environmental assessment in Ghana. Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. / Despite the suspension and closing down of many pollutingindustrial facilities and corresponding expectations of positive change inthat field, it is argued that the environmental situation in Russia in thefirst half of the 1990s has not improved. Collaborative planning processes have become increasingly popular for addressing environmental planning issues, resulting
in a number of conceptual models for collaboration. A model proposed by Selin and Chavez suggests that collaboration emerges
from a series of antecedents and then proceeds sequentially through problem-setting, direction-setting, implementation, and
monitoring and evaluation phases. This paper summarizes an empirical study to evaluate if the Selin and Chavez model encompasses
the range of factors important for the establishment and operation of collaboration in watershed planning from the perspective
of the planning coordinator. Analysis of three case studies of watershed based planning efforts in the Intermountain West
suggests the model realistically describes some of the fundamental collaborative elements in watershed planning. Particularly
important factors include the involvement of stakeholders in data collection and analysis and the establishment of measurable
objectives. Informal face-to-face dialog and watershed field tours were considered critical for identifying issues and establishing
trust among stakeholders. Group organizational structure also seems to play a key role in facilitating collaboration. From
this analysis, suggestions for refining the model are proposed. 相似文献

With the ending of the Cold War, several federal agencies are reclaiming land through remediation and restoration and are
considering potential future land uses that are compatible with current uses and local needs. Some sites are sufficiently
contaminated that it is likely that the responsible federal agency will retain control over the land for the foreseeable future,
providing them with a stewardship mission. This is particularly true of some of the larger Department of Energy (DOE) facilities
contaminated during the production of nuclear weapons. The use of the term “restoration” is explored in this paper because
the word means different things to the public, ecologists, and environmental managers responsible for contaminated sites,
such as Superfund sites and the DOE facilities. While environmental restoration usually refers to remediation and removal
of hazardous wastes, ecological restoration refers to the broader process of repairing damaged ecosystems and enhancing their
productivity and/or biodiversity. The goals of the two types of restoration can be melded by considering environmental restoration
as a special case of ecological restoration, one that involves risk reduction from hazardous wastes, and by broadening environmental
restoration to include a more extensive problem-formulation phase (both temporal and spatial), which includes the goal of
reestablishing a functioning ecosystem after remediation. Further, evaluating options for the desired post remediation result
will inform managers and policy-makers concerning the feasibility and efficacy of environmental restoration itself. 相似文献

While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been
criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim
that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously
excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This
paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization
will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully
brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers
to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project,
piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental
justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge
to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better
address environmental justice concerns in decision-making. 相似文献

The state of North Carolina's Department of Environment and Natural Resources (NCDENR) conducts routine water quality monitoring
throughout the state to assess the health of aquatic systems. The current study reports the results of a retrospective (1990–2000)
ecological risk assessment of six heavy metals (arsenic, cadmium, copper, lead, mercury, and zinc) in 17 North Carolina basins
that was conducted to estimate the risk of heavy metal toxicity to freshwater organisms and assess the sufficiency of NCDENR's
monitoring data to identify water-quality-related ecological threats. Acute and chronic ecotoxicological thresholds (ETs)
were calculated for each metal based upon the 10th percentile of species sensitivity distributions and were normalized for
water hardness. Statewide probabilities (expressed as percentages) of a random sample exceeding acute or chronic ETs among
the six metals ranged from 0.01% to 12.19% and 0.76% to 21.21%, respectively, with copper having the highest and arsenic and
mercury the lowest risk. Basin-specific probabilities varied significantly depending upon water hardness and presumably watershed
development. Although the majority of specific sites where data were collected were at low risk for metal toxicity, some specific
sites had a high probability of toxic events associated with one or more metals. Analytical detection limits for metals were
frequently higher than estimated chronic ET, limiting the ability to assess the risk of chronic toxicity in soft-water basins.
Results suggest risk-based criteria may be useful for assessing and validating the sufficiency of monitoring programs and
prioritizing management goals. 相似文献

Public values toward forests have changed since the late 1980s, from a commodity-oriented perspective toward a more inclusive
(commodity and non-commodity) orientation. This study examines the influence of four indicators of population diversity (age,
ethnic background, place of residence, and gender) on amenity values of forests, environmental attitudes, and forest value—attitude
correspondence. Four values of public and private forests were assessed, wood production (utilitarian value), clean air (a
life support value), scenic beauty (an aesthetic value), and heritage (a spiritual value). Environmental attitudes were measured
using a modified version of the New Environmental Paradigm scale. Five hundred and forty-eight randomly selected residents
of households in 13 states of the Southern United States participated in a telephone interview. Age and ethnic background
were found to moderate the value—attitude relationship, with the strength of the association being dependent upon the type
of forest (i.e., public or private) and the forest value (i.e., utilitarian, life support, spiritual, and aesthetic). Females,
younger persons (less than 43 years old), and whites reported lower utilitarian values of forests than their respective counterparts.
Results are interpreted within the context of an emerging post-material society, in which a biocentric orientation to forests
and the natural environment may be favored more by a younger (versus older) generation and increasingly racially diverse U.S.
population. Implications for managing forests using a multiple-values (versus multiple-uses) approach are discussed. 相似文献

Self‐help extensions to government‐built housing are now accepted as a valuable addition to the housing stock in many third world countries. This paper describes self‐help extensions being made to five‐storey walk‐up flats in Helwan, Egypt, to provide more living space for households which have grown too large for the two rooms initially provided. It is argued that the cooperative effort and standard of construction are resulting in an acceptable new environment. / This study is concerned with the role that communication can play in facilitating the utilization of ecological information by different sectors of society involved in environmental decision-making. The ecological information system is used as a conceptual framework. This system is a model for the analysis of interactions between three sectors involved in the management of natural resources: researchers in ecology, change agents, and rural producers. Two case studies of organizations carrying out scientific research aimed at finding and implementing sustainable strategies of resource management were carried out. The purpose was to examine how real situations function in terms of communication strategies and to analyze such situations in relation to the model proposed. The analysis revealed the importance of promoting the feedback of information from change agents and rural producers to the research sector and the incorporation of this information into the research process. It also emphasized the relevance of having "active utilizer constituencies" within the rural producers who make demands upon the entire system in order to satisfy information needs. The creation of linkage systems facilitating the connection between the generation and utilization of information was supported. In particular, the establishment of special teams within research institutions is proposed, which could promote the links between the sectors through the use of communication as an instrument of work. 相似文献

Many countries' water resources are limited in both quantity and quality. While engineering solutions can now safely produce recycled and desalinated water from non-potable sources at a relatively low cost, the general public is sceptical about adopting these alternative water sources. Social scientists, policy makers and technical experts need to better understand what is causing this lack of acceptance by the general population and how acceptance levels for recycled and desalinated water can be increased. This study is the first to conduct a comparative analysis of knowledge, perceptions, and acceptability, and determine segments of residents who are more open-minded than the general population toward the use of recycled and desalinated water. The Australian population once perceived desalinated water as environmentally unfriendly, and recycled water as a public health hazard. The general level of knowledge about these two concepts as potential water sources has historically been low. After nearly five years of serious drought, accompanied by severe water restrictions across most of the country, and subsequent media attention on solutions to water scarcity, Australians now show more acceptance of desalinated water for close-to-body uses, and less resistance to recycled water for garden watering and cleaning uses. The types of people likely to be strong accepters of the two alternative water sources are distinctly different groups, and can be reached through different media mixes. This finding has significant implications for policy makers and water practitioners. 相似文献

Management by objectives (MBO) is a technique for integrating ecological concerns into national political and administrative
structures. Politicians determine environmental objectives and interim targets to be implemented and assessed by civil servants
in national, regional, and local contexts. Well-developed organizational communication is a prerequisite for MBO. However,
communication-related obstacles can arise when using MBO in public environmental management. We examine communicative aspects
of environmental MBO, looking specifically at the implementation, administration, and assessment of Swedish environmental
quality objectives. Our argument is illustrated by quotations from individual and focus group interviews. We conclude that
communicative problems may arise, because different actors interpret messages from different perspectives, depending on their
agendas, prior knowledge and experience, and positions in the administrative system. It is crucial to recognize the dialogical
aspects of communication, by involving the receiver of a message in a process of response. In addition, the different timeframes
underlying different arguments could contribute to misunderstandings between actors involved in handling environmental issues.
In assessing the achievement of environmental objectives, indicators are used as communicative tools. It is important to investigate
whether and how these indicators contribute to the de- and recontextualization of environmental objectives. 相似文献

Environmental Effects of Aquifer Overexploitation: A Case Study in the Highlands of Mexico 总被引:7,自引:0,他引:7
There are several environmental processes occurring under aquifer overexploitation conditions. These processes include groundwater
table decline, subsidence, attenuation and drying of springs, decrease of river flow, and increased pollution vulnerability,
among others processes. Some of these effects have been observed on the Upper Basin of the Lerma River. The Lerma River begins
in the SE of the Valley of Toluca at 2,600 m asl, in the wetland known as Lagoons of Almoloya del Río. This wetland is made
up of a group of lagoons, which are an important aquatic system from an environmental point of view. The water inflow of this
wetland is a discharge of springs, which occur between the fractured volcanic material of the mountain range and granular
volcanic–continental deposits of the Valley of Toluca aquifer. The intensive exploitation of the Valley of Toluca aquifer
to supply urban and industrial water to Mexico City and Toluca began in 1950 and is responsible for a steady decline of piezometric
levels of 1–3.5 m/yr. Other effects of this exploitation—the drying of the wetland, the decrease of river flow and the land
subsidence—caused serious ecological and social impacts. The authorities declared this aquifer as overexploited in order to
reduce the exploitation and preserve the availability of water resources in this important region. 相似文献

Polluting substances are spread as a consequence of the construction and use of roads. This article provides a summary of
the substances with which traffic pollutes the environment on a local, regional and global level. The mechanisms of dispersion
of pollutants to soil and groundwater are described. Based on environmental quality requirements established in rules and
regulations in the Netherlands, the paper discusses mitigating measures necessary to limit the distribution of pollutants
along highways. Most of the data in this article come from original research carried out by or by order of the Road and Hydraulic
Institute. For comparison, other data from the Netherlands have been included. It is shown that source-oriented measures (volume
and technical) will have more effect on environmental quality than measures with regard to treating runoff. The use of porous
asphalt instead of nonporous asphalt on highways in the Netherlands has environmental benefits. The article also pays attention
to combined use of the roadside verges for treatment of runoff using ecological engineering techniques in the form of natural
processes in helophyte filter systems in combination with enhancement of ecological values along highways. 相似文献

Strategic environmental assessment (SEA) is gaining widespread recognition as a tool for integrating environmental considerations in policy, plan, and program development and decision-making. Notwithstanding the potential of SEA to improve higher-order decision processes, there has been very little attention given to integrating SEA with industry planning practices. As a result, the benefits of SEA have yet to be fully realized among industrial proponents. That said, SEA practice is ongoing, albeit informally and often under a different label, and is proving to be a valuable tool for industry planning and decision-making. Based on a case study of the Pasquai-Porcupine forest management plan in Saskatchewan, Canada, this paper illustrates how an integrated approach to SEA can contribute to industry environmental decision-making and can enhance the quality and deliverability of industry plans. 相似文献
