In recent years, the surface area affected by land degradation (LD) has significantly increased in southern European regions where the socioeconomic development has been proposed as a basic factor underlying the degree of vulnerability to LD. This paper investigates the correlation between several socioeconomic indicators and the level of vulnerability to LD in Italy, expressed as changes (1990–2000) in a composite index of land vulnerability (ΔLVI). The analysis was carried out over 784 local districts. The impact of per capita value added, agricultural intensity, industrial and tourism concentration, and urban growth was separately tested on ΔLVI. Results indicate that a lower district value added, crop intensification, irrigation, and the level of land vulnerability to degradation are strongly associated with the increasing level of land vulnerability over time, highlighting the role of the socioeconomic development as a main process underlying LD. In this framework, spatially equitable sustainable development may represent the effective strategy to mitigate the detrimental effects of economic growth and regional disparities on Mediterranean LD.  相似文献

Vulnerability assessment is increasingly recognised as a starting point to identify climate adaptation needs and improve adaptive capacity. However, vulnerability assessments are challenging because of the complexity of multifaceted biophysical, human and institutional factors, interacting at different scales and levels within socio-ecological systems. Using a participatory approach across levels and genders, this paper explores the vulnerability of livestock- and forest-based livelihoods to climate variability and change in Lake Faguibine, northern Mali, where drastic ecological, political and social changes have occurred. Our results show that the distribution of vulnerabilities within livelihoods and groups shifted when the ecosystem evolved from a lake to a forest. New vulnerability drivers have emerged, related to resources availability, access and power relations. In addition, political interests and psychological barriers hinder the local transition to an equitable and sustainable use of forest ecosystem services. Divergent perceptions, social identities, interests and power explained why different actors—governmental and non-governmental, men and women, local, sub-national and national—differed in their vulnerability assessments. This is exemplified in the way actors at different levels and of different gender analysed the effects of herders’ mobility and in the way women analysed men’s migration. This case study confirms the need for participatory and gender-sensitive vulnerability assessments across different scales and levels that consider the interaction between socio-ecological systems and the dynamics and distribution of vulnerability across different social sub-systems.  相似文献

Predicting hot-spots of land use changes in Italy by ensemble forecasting   总被引:1,自引:0,他引:1  
In the context of environmental change projections at the regional level, not only the climate but also the land use plays a key role. The limited availability of historical information reduces the possibility to calibrate land use change (LUC) models. Even in case of successful calibration, using it both for diagnostic and prognostic studies does not guarantee the reliability of single future simulations. Through ensemble forecasting, useful LUC predictions are evaluable. In this work, after introducing a modified version of the well-assessed CLUE-S model, we present reasonable hot-spots of LUC in Italy for the end of 21st century, derived from the agreement of a 32 simulation ensemble performed alternating two choices for five model configurations or inputs: (1) two different climate projections (reflecting A2 and B2 emission scenarios by IPCC, respectively); (2) two different degrees (slight and strong) of demographic increase; (3) the conservation (or not) of protected areas; (4) the influence (or not) among adjacent land uses in determining their shift; and (5) the importance (or not) of past/recent LUC trends. Results, in terms of LUC hot-spot distribution, were evaluated at administrative, biogeographical, physiographic, and watershed level. The main findings highlighted that some trends of land use substitution will be likely opposite to the past and that a more detailed spatial scale can detect situations neglected by coarser scale evaluations, and due to different transpositions of directives from high-levels to local scales. Biogeographical and physiographic settings seem strongly influencing LUCs, and administrative and catchment units across Italy show very different developments and a highly fragmented territory in terms of LUC hot-spots, all that to be considered in landscape and resource planning.  相似文献

Due to the favorable weather, abundant water resources and fertile soil, the area has been known as the homeland for crops and fish. However, being one of the most developed regions in China, the environmental quality of the Pearl River delta has deteriorated due to recent socio-economic changes during the past two decades. The drivers are industrialization and economic growth, population growth and agricultural development; and the pressures are water pollution which include nutrients and suspended solids, pesticides, other persistent toxic substances (PAHs and PCBs) and oil. These have imposed various impacts such as eutrophication, formation of red tides and biomagnification of organic contaminants through food chains. In response to these, regulatory measures have been established by the Environmental Protection Bureau of Guangdong Province, joining forces with environmental protection authorities in all urban cities and most counties, in addition to the Hong Kong Environmental Protection Department, to control pollution in order to prevent further environmental deterioration and economic loss. The present paper is an attempt by following the DPSIR approach promoted by the OECD in the early 1990s and further developed by IGBP LOICZ to review the environmental quality of Pearl River with emphasis on water quality and the impact of rapid socio-economic changes.  相似文献

Analysis of morphological, geological and environmental characteristics of the Fusaro Lagoon has shown the present degraded condition of the lagoon and the perilagoon area. The lagoon developed during the mid-Holocene within a wide marine bay confined between the coastal volcanic structures of Mt. Cuma to the north and Torregaveta to the south in the western part of the Phlegrean Fields. Subsequently, the bay was gradually filled with pyroclastic materials from phlegrean eruptive vents and sediments carried by the rivers Volturno and Clanis, thus, creating an open lagoon. It then evolved into a partially closed lagoon due to the formation of a continuous littoral spit during the late Holocene, probably wider than the present-day one and surrounded by marshlands. Finally, the total closure of the lagoon took place in the Graeco-Roman period, following the stabilization of the dune ridge, and it assumed a shape similar to present-day one only towards the end of the 18th century.Between the Roman period and 1941, three lagoon channels were opened in order to avoid the frequent environmental crises which continue to affect, although for different reasons, this salt-water basin. The basin has been exploited for more than 2000 years not only for mollusc culture and pisciculture, but also for the maceration of hemp and flax. In the 1980s, in order to reduce the effects of the environmental crises, dredging of the lagoon bottom has been carried out, altering the hydrogeological equilibrium and that of the ecosystem. Over the past 30 years, the supply of raw sewage of domestic, agricultural and industrial origin has ensured the presence of a high concentration of pollutants, including heavy metals.On the basis of the data obtained and in order to restore this sensitive transitional environment, eco-compatible interventions are proposed which aim at morphological and hydrologic resettlement, abatement of pollutants on the bottom of the basin, reintroduction of endemic molluscs, together with monitoring the quality of sediments and both sea-lagoon waters and groundwater.  相似文献

The assessment of the environmental quality of coastal lagoons is rather difficult as their intrinsic high variability limits the power of analytical chemistry and ecotoxicological approaches. Aim of the present work was to integrate geochemical and biological data which were simultaneously collected from the Pialassa Baiona lagoon (Ravenna, Italy), and evaluate the usefulness of a biomonitoring strategy based on sentinel organisms and biomarkers. Geochemical analysis on suspended, surface, and subsurface sediments were performed at five different sites of the lagoon; moreover the heavy metal bioaccumulation and a battery of biomarkers was evaluated in Mytilus galloprovincialis transplanted in the same sites. Heavy metals appeared to be diffused throughout the lagoon reaching higher levels in the southernmost sites, and mainly concentrated in suspended sediments. Lysosome membrane stability, neutral lipid and lipofuscin accumulation, and metallothionein levels in mussels indicated the development of a stress syndrome in animals exposed to the polluted sites.  相似文献

There is no certainty that adaptation to climate change is sustainable, and new approaches to assess current climate change adaptation trajectories are sorely needed. In this paper, we review the farmer-focused approaches (typical of vulnerability approaches) and agro-ecosystem-focused approaches (typical of resilience approaches). We propose that a combination of the two may be a better way to conceptualize sustainable adaptation to future climate change within an agro-ecological system. To test our hypothesis, we use the case study of Iran, a land that has shown both tremendous resilience and vulnerability in its agro-ecological system. We explore the changes that have occurred in the Iranian farming system and their implications for farmers’ resilience to climate change through an integrated lens combining vulnerability approaches and resilience approaches. During the previous five decades, we describe how Iranian peasants have become small farmers, the land tenure system has changed from a traditional landlord-sharecropping system to family farms, and the quantity and quality of the agro-ecological resources have changed considerably. Our integrative approach provides important insights for both research and policy. We show that combining the two approaches can have far-reaching implications for farmers’ adaptation to future climate change knowledge, policy, and practice since one approach aims to decrease farmers vulnerability and the other approach aims to build resilient agro-ecosystems.  相似文献

As in many other developing countries, cities in Bangladesh have witnessed rapid urbanization, resulting in increasing amounts of land being taken over and therefore land cover changing at a faster rate. Until now, however, few efforts have been made to document the impact of land use and land cover changes on the climate, environment, and ecosystem of the country because of a lack of geospatial data and time-series information. By using open source Landsat data integrated with GIS technologies and other ancillary data, this study attempts to classify land use and create land cover maps, enabling post-classification change detection analysis. By this method, we document the spatial and temporal trajectory of urban expansion in Chittagong, the second largest city in Bangladesh, over a 36-year period. The findings suggest that, over the study period, 56 % of the land cover has undergone change, mainly because of the expansion of built-up areas and other human activities. During the 36-year period, the built-up area around Chittagong city has expanded by 618 %, with an average annual rate of increase of 17.5 %. As a result of rapid urbanization, the vegetated hills near urban development areas face serious threats of further encroachment and degradation, given that 2178 ha of hills have already been intruded over the study period. Because urbanization processes in Bangladesh have traditionally been viewed as the result of population growth and economic development, very little work has been done to track the potential growth trajectory in a physical or spatial context. This study, therefore, will contribute to the current understanding of urban development in Bangladesh from a temporal and spatial point of view. Findings will be able to assist planners, stakeholders, and policy makers in appreciating the dynamism of urban growth and therefore will facilitate better planning for the future to minimize environmental impacts.  相似文献

Vulnerabilities to floods in Thailand are changing as a result of many factors. Formal and informal institutions help shape exposure, sensitivity and capacities to respond of individuals, social groups and social-ecological systems. In this paper we draw on several case studies of flood events and flood-affected communities to first assess how current practices reflect various laws, procedures, programs and policies for managing floods and disasters and then explore the implications for dealing with additional challenges posed by climate change. Our analysis identifies several institutional traps which need to be overcome if vulnerability is to be reduced, namely capture of agendas by technical elites, single-level or centralized concentration of capacities, organizational fragmentation and overemphasis on reactive crisis management. Possible responses are to expand public participation in managing risks, build adaptive capacities at multiple levels and link them, integrate flood disaster management and climate change adaptation into development planning, prioritize risk reduction for socially vulnerable groups and strengthen links between knowledge and practice. Responses like these could help reduce vulnerabilities under current climate and flood regimes, while also improving capacities to handle the future which every way that unfolds.  相似文献

The interdisciplinary concept of landscape multifunctionality provides a suitable platform to combine or disentangle effects of multiple environmental stressors acting on the landscape. The concept allows mapping of trade-offs, synergies, and priority conflicts between individual landscape functions, thus providing easily accessible, hands-on means to communicate findings of environmental research to decision makers and society. Climate change impacts on individual species are various and range from shifts in phenology and functional properties to changes in productivity and dispersal. The combination of impacts determines future biodiversity and species composition, but is difficult to evaluate with a single method. Instead, a comparison of mutually independent approaches provides information and confidence in patterns observed beyond what may be achieved in individual approaches. Here, we carried out such comparison to assess which ecosystem types in the Netherlands appear most vulnerable to climate change impacts, as arising from changes in hydrology, nutrient conditions and dispersal limitations. We thus combined meta-analyses of species range shifts with species distribution modelling and ecohydrological modelling with expert knowledge in two respective impact studies. Both impact studies showed that nutrient-poor ecosystems and ecosystem types with fluctuating water tables—like hay meadows, moist heathlands and moorlands—seem to be most at risk upon climate change. A subsequent meta-analysis of species–environmental stress relations indicated that particularly endangered species are adversely affected by the combination of drought and oxygen stress, caused by fluctuating moisture conditions. This implies that adaptation measures should not only aim to optimise mean environmental conditions but should also buffer environmental extremes. Major uncertainties in the assessment included the quantitative impacts of vegetation-hydrology feedbacks, vegetation adaptation and interactions between dispersal capacity and traits linked to environmental selection. Once such quantifications become feasible, adaptation measures may be tailor-made and optimised to conserve vulnerable ecosystem types.  相似文献

Reuse is generally considered to have environmental benefits, but it has not yet been widely adopted in environmental policy or strategy. In this paper, a simple model of second-hand markets is explored with a case study of used books that illustrates the behavior of the model and shows that such a model is consistent with the data. Three questions of the dynamics of reuse are addressed: (1) If it becomes easier to buy and sell used goods (via Internet markets or other means), by how much will sales of used goods increase? (2) When sales of used goods increase, by how much will sales of new goods decrease? (3) When is reuse better than recycling? Expanding from the case study, the model is used to examine how reuse affects the consumption of new goods, and the relative merits of reuse versus recycling. When the used goods market is small, the ratio of the price of used and new goods, an observable quantity, is approximately equal to the fractional decrease in sales of new goods that will result from increased sales of used goods. A formulation of the environmental impact of reuse and recycling is developed that includes the market impact of reuse. Illustrating this formulation for books with a simplified analysis, reuse of books through sales in a second-hand market is estimated to save more than twice as much energy, with considerable uncertainty, than making books from recycled paper. The formulation provides a basis for identifying products and markets for which reuse can be an effective environmental strategy.  相似文献

Degradation of farmland caused by salinisation is a major environmental issue in Australia. To combat salinisation a community-based approach has been adopted. This paper reviews the nature and effectiveness of this approach, describing its rationale, strengths and weaknesses. The community-based approach is shown to have been highly successful in raising awareness and providing education about the problem of dryland salinity in Australia, and has encouraged group participation in managing the problem. The approach has allowed some internalisation of the externalities associated with dryland salinity, with peer group and community pressure helping to address some salinity problems. However, the approach has not greatly lessened the threat of salinisation. Community and regional groups continue to receive the bulk of salinity management funding yet it is funding for development of new innovations, technologies and policies that is also critical to combating salinity. A conclusion is that there may have been an over-investment in the community-based approach and under-investment in the development of skills and research infrastructure required to develop innovative solutions to lessen the cost of salinity. International Disaster Risk Reduction Frameworks and Indian Plans advocate shared responsibility for reducing disaster risk, in which community vulnerability and resilience conditions are central. This paper presents a case study from the Indian Himalaya (Kullu District) of community vulnerability and resilience conditions following damaging floods, primarily the 1994 Phojal Nalla flood, through the concepts of community heritage and capital. Data were collected in the period 2013–2016, using semi-structured interviews (n?=?129), village reconnaissance and archival/contemporary data searches. The connections between heritage, capital, vulnerability and resilience are complex, but results demonstrate ‘knowledge’ is the principal driver of resilience conditions, via facets of heritage (e.g. religious infrastructure and activities, traditional architectural vernacular, and multi-generational attachments to place) and capital (e.g. income diversification, access to communication technologies, societal welfare measures and positive interactions with water). Persisting vulnerabilities stem from differential access to and implementation of best practice knowledge, governed by social, economic and political conditions. Further improvements in risk reduction require greater consideration of the following: (1) the integration of community local knowledge into the overall disaster management process; (2) the opportunities offered by mobile phone and other technologies for generating and sharing knowledge across society; and (3) the value of under-utilised knowledge of past disaster events, assembled from a systematic evaluation of oral, documentary and landscape evidence, to risk reduction.  相似文献

There is high demand in environmental health for adoption of a structured process that evaluates and integrates evidence while making decisions and recommendations transparent. The Grading of Recommendations Assessment, Development and Evaluation (GRADE) framework holds promise to address this demand. For over a decade, GRADE has been applied successfully to areas of clinical medicine, public health, and health policy, but experience with GRADE in environmental and occupational health is just beginning. Environmental and occupational health questions focus on understanding whether an exposure is a potential health hazard or risk, assessing the exposure to understand the extent and magnitude of risk, and exploring interventions to mitigate exposure or risk. Although GRADE offers many advantages, including its flexibility and methodological rigor, there are features of the different sources of evidence used in environmental and occupational health that will require further consideration to assess the need for method refinement. An issue that requires particular attention is the evaluation and integration of evidence from human, animal, in vitro, and in silico (computer modeling) studies when determining whether an environmental factor represents a potential health hazard or risk. Assessment of the hazard of exposures can produce analyses for use in the GRADE evidence-to-decision (EtD) framework to inform risk-management decisions about removing harmful exposures or mitigating risks. The EtD framework allows for grading the strength of the recommendations based on judgments of the certainty in the evidence (also known as quality of the evidence), as well as other factors that inform recommendations such as social values and preferences, resource implications, and benefits. GRADE represents an untapped opportunity for environmental and occupational health to make evidence-based recommendations in a systematic and transparent manner. The objectives of this article are to provide an overview of GRADE, discuss GRADE's applicability to environmental health, and identify priority areas for method assessment and development.  相似文献

Over the next century, society will increasingly be confronted with the impacts of global change (e.g. pollution, land use changes, and climate change). Multiple scenarios provide us with a range of possible changes in socio-economic trends, land uses and climate (i.e. exposure) and allow us to assess the response of ecosystems and changes in the services they provide (i.e. potential impacts). Since vulnerability to global change is less when society is able to adapt, it is important to provide decision makers with tools that will allow them to assess and compare the vulnerability of different sectors and regions to global change, taking into account exposure and sensitivity, as well as adaptive capacity. This paper presents a method that allows quantitative spatial analyses of the vulnerability of the human-environment system on a European scale. It is a first step towards providing stakeholders and policy makers with a spatially explicit portfolio of comparable projections of ecosystem services, providing a basis for discussion on the sustainable management of Europe’s natural resources.

Civic ecology practices, such as community gardening and citizen-led urban reforestation and wetland restoration, provide opportunities for social learning. Because social learning is an important component of community resilience, we suggest that civic ecology practices can be a strategy for responding to and mitigating environmental disturbances in an era threatened by climate change. Despite the links between civic ecology, social learning and community resilience, empirical research that systematically considers these connections is limited. This study addresses this gap by introducing ‘frames’ as an approach to considering social learning outcomes and process. More specifically, we provide a model for investigating the role civic ecology education programs play in shaping youths’ capacity to understand and respond to environmental disturbance. We used participant observation and cognitive mapping to assess social learning among three youth restoration programs working in the wake of Hurricane Sandy in New York, NY, and after the 2013 floods in Boulder, CO. In all three programs, youth demonstrated social learning and cognitive change by shifting their emphasis from the impacts of disturbance towards a solutions-based framing that focused on community, action, and mitigation. However, the depth of these changes was not uniform across all programs, suggesting that variations in program length, community context, social identity, and opportunities for self-defined action may shape overall impacts of programs and youth capacity for future action.  相似文献
