Democratic theory holds that active participation in governmental planning and decision making is critical to furthering the public interest. As a result, public participation in urban planning in the US is arguably the most extensive and intensive in the world. Required by federal, state and local laws, citizen involvement is a staple of local plan making. However, as this paper shows, citizen interest in participating in the formulation of hazard mitigation policies in comprehensive plans is low, despite mounting evidence of perils to life and property from floods, hurricanes and earthquakes. Using evidence from case studies in Florida and Washington, the causes of disinterest are dissected and ways to increase public input to hazard mitigation policies in local comprehensive plans are recommended. 相似文献

/ This paper presents a case study of an American barrier island devastated by a hurricane to show how it is addressing the free-riding problem and protecting its public goods, thereby contributing to hazard mitigation. It examines hazard mitigation and the free-riding problem within the public goods framework. Free-riding is a term used in the public choice theory and common pool resource literature. It is a term used for describing the actions of rational individuals who freely exploit a collective or public good at the expense of others. Free-riding is a major problem faced by public goods. The problem very frequently occurs in the context of hazard mitigation and coastal resource management. Very little is known about the factors that contribute to the promotion of hazard mitigation. This paper identifies some of the important factors that help local institutions provide and sustain hazard mitigation measures. Theoretical and practical implications for hazards research and disaster management policy are presented. 相似文献

This study presents a GIS-based database framework used to assess aggregate terrestrial habitat impacts from multiple highway
construction projects in California, USA. Transportation planners need such impact assessment tools to effectively address
additive biological mitigation obligations. Such assessments can reduce costly delays due to protracted environmental review.
This project incorporated the best available statewide natural resource data into early project planning and preliminary environmental
assessments for single and multiple highway construction projects, and provides an assessment of the 10-year state-wide mitigation
obligations for the California Department of Transportation. Incorporation of these assessments will facilitate early and
more strategic identification of mitigation opportunities, for single-project and regional mitigation efforts. The data architecture
format uses eight spatial scales: six nested watersheds, counties, and transportation planning districts, which were intersected.
This resulted in 8058 map planning units statewide, which were used to summarize all subsequent analyses. Range maps and georeferenced
locations of federally and state-listed plants and animals and a 55-class landcover map were spatially intersected with the
planning units and the buffered spatial footprint of 967 funded projects. Projected impacts were summarized and output to
the database. Queries written in the database can sum expected impacts and provide summaries by individual construction project,
or by watershed, county, transportation district or highway. The data architecture allows easy incorporation of new information
and results in a tool usable without GIS by a wide variety of agency biologists and planners. The data architecture format
would be useful for other types of regional planning. 相似文献

In 1998 the Washington State Legislature enacted the Watershed Planning Act, which encourages local governments to develop watershed plans using collaborative processes. Objectives of the statute are to address water resource and water quality issues, salmon habitat needs and to establish instream flows. This exploratory study sought to examine two aspects of how local governments are implementing the Act: challenges and benefits associated with collaborative watershed planning and the capacity of local governments to conduct collaborative watershed planning. Using documents and interview data from four cases, it was found that all planning groups experience similar challenges, although newer planning groups experienced more challenges than groups with previous planning experience. Challenges include issues surrounding the collaborative process, interagency co-ordination and trust. Local governments struggle with building capacity to plan, particularly in the areas of funding, technical expertise, incentives for participation, adequate time to conduct planning and questions regarding appropriate scale and scope of their planning efforts. Despite the challenges, collaborative watershed planning is well underway, with more than 37 planning units conducting planning under the Act. 相似文献

Recent efforts by the United States Department of the Interior (DOI) have the potential to make climate zones the basic geographic
units guiding monitoring and resource management programs in the western U.S. We evaluated a new National Park Service approach
for delineating climate zones that will likely be a model for other DOI agencies. Using the test case of the Greater Yellowstone
Area in Wyoming, Montana and Idaho, we conducted three separate analyses, each based on a different dataset. Cluster analysis
of 1971–2000 temperature and precipitation normals grouped weather stations according to similarities in seasonal patterns.
Principal Components Analysis (PCAs) of 1895–2008 monthly data grouped stations by similarities in long-term variability.
Finally, an analysis of snow data further subdivided the zones defined by the other two analyses. The climate zones produced
by the cluster analysis and the PCAs were roughly similar to each other, but the differences were significant. The two sets
of zones may be useful for different applications. For example, studies that analyze links between climate patterns and the
demography of threatened species should focus on the results of the PCAs. The broad similarity among results produced by the
different approaches supported the application of these zones in climate-related monitoring and analysis. However, since choices
in data and methodology can affect the details of maps depicting zone boundaries, there are practical limitations to their

/ An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. 城市自然生态型河流的景观设计方案质量评价受多种因素的影响,这些因素之间存在着复杂的非线性关系,有些甚至是随机的、模糊的,利用传统的方法难以表达它们之间的内在关系.研究建立三层次BP神经网络模型,以30份河流景观设计方案为样本,分别根据水质、水量、水空间、植被、经济、设施、交通等7项指标对景观方案的质量进行评价.结果表明,BP神经网络模型具有极强的非线性逼近能力,能真实反映景观质量与影响因素之间的非线性关系,预测结果与实测值之间误差小,相对误差小于5%.该方法操作性强,结果可靠. 相似文献

/ As federal land management agencies such as the USDA Forest Service increasingly choose to implement collaborative methods of public participation, research is needed to evaluate the strengths and weaknesses of the technique, to identify barriers to effective implementation of collaborative processes, and to provide recommendations for increasing its effectiveness. This paper reports on the findings of two studies focused on the experiences of Forest Service employees and their external partners as they work to implement collaborative planning processes in national forest management. The studies show both similarities and differences between agency employees and their partners in terms of how they evaluate their collaborative experiences. The studies reveal that both Forest Service employees and external partners are supportive of collaborative planning and expect it to continue in the future, both see the trust and relationships built during the process as being its greatest benefit, and both see the Forest Service's organizational culture as the biggest barrier to effective collaborative efforts. The groups differed in terms of evaluating each other's motivation for participating in the process and in whether the process was a good use of time and resources, with external partners seeing it as too drawn out and expensive. The paper concludes with a discussion of the policy implications and changes necessary to increase the effectiveness of collaborative efforts within the Forest Service and other federal land management agencies.KEY WORDS: Public land management; Collaborative planning; National forests; Public participation 相似文献

This paper draws on a research report recently produced (1996) by the authors for the UK Department of the Environment. The principal aim of the research was to establish clearly what changes, if any, there have been in the quality of Environmental Impact Statements (EISs) since the inception of mandatory EIA in 1988, and to explain reasons for the changes. The paper provides a critique of the meaning of 'quality' in an area such as this. Quality relates both to the EIS and to the EIA process. EIS quality can be assessed against various review frameworks in a structured and systematic way; quality can also be assessed according to the perspective of the individual participant in the EIA process. The findings of both macro and micro studies of quality are discussed. The macro study uses a range of review frameworks (minimum regulatory requirements, an EU framework, and comprehensive frameworks developed by EIA academics at UK universities, including Oxford Brookes University) for a large sample of EISs. The micro study uses a structured questionnaire of the participants (local planning officers, developers, consultants and others) involved in a smaller set of detailed case studies. The findings reveal that there has been a learning from experience and an improvementin quality, but they also highlight a number of problems in the EIA process. The paper outlines some of the determinants of the changes in quality, and concludes with recommendations for developments in EIA in response to particular issues raised. We demonstrate an approach for evaluating the level of protection attained using a variety of forms and levels of past, current,
and proposed Air Quality Standards (AQSs). The U.S. Clean Air Act requires the establishment of ambient air quality standards
to protect health and public welfare. However, determination of attainment of these standards is based on ambient pollutant
concentrations rather than prevention of adverse effects. To determine if a given AQS protected against adverse effects on
vegetation, hourly ozone concentrations were adjusted to create exposure levels that “just attain” a given standard. These
exposures were used in combination with a physiologically-based tree growth model to account for the interactions of climate
and ozone. In the evaluation, we used ozone concentrations from two 6-year time periods from the San Bernardino Mountains
in California. There were clear differences in the level of vegetation protection achieved with the various AQSs. Based on
modeled plant growth, the most effective standards were the California 8-hr average maximum of 70 ppb and a seasonal, cumulative,
concentration-weighted index (SUM06), which if attained, resulted in annual growth reductions of 1% or less. Least effective
was the 1-hr maximum of 120 ppb which resulted in a 7% annual reduction. We conclude that combining climate, exposure scenarios,
and a process-based plant growth simulator was a useful approach for evaluating effectiveness of current or proposed air quality
standards, or evaluating the form and/or level of a standard based on preventing adverse growth effects. 相似文献

This paper investigates the performance of district local authorities in their delivery of nature conservation in the 1990s, both through the land use planning system and in their wider operational functions. Studies conducted in the 1980s revealed a large gap in performance between the best and the worst performers.The last decade, however, has witnessed far reaching changes within local government as well as external influences which are likely to have affected the ability of local authorities to promote the conservation of nature. The research shows that performance has significantly improved in a number of the roles which local authorities exercise in relation to conservation. In this paper the authors raise some important questions about the extent to which planning is fostering an environment susceptible to flooding. They argue that severe UK flooding incidents in recent years should result in the government re-examining the planning system to ensure relevancy and effectiveness in dealing with such problems in the future. They identify where the current policy and practice weaknesses lie in planning to limit both flood source and flood impact areas and suggest ways in which the government and the profession could take remedial steps to increase local and regional sustainability. 相似文献

In the United States, the federal government is increasingly relying on local governments to implement policies that address the nation's lingering environmental problems. Yet, little is known about the factors that influence local level implementation of a federal mandate. This paper explores local government response to the NPDES Phase II Stormwater Program in California and Kansas by investigating local conditions, perceptions of the federal program, and implementer characteristics. The study found that fiscal resources, a well-educated public, positive perceptions of the federal policy, and co-operative planning efforts lead to better compliance with the mandate and a higher quality response. 相似文献

Abstract: Alabama is a water rich state. Yet, agriculture is limited in both scale and productivity and the state regularly suffers from drought. Climate variability adds to this paradox even while water users, particularly farmers, have few coping mechanisms. In this paper, we argue that more significant than the water resource itself in Alabama is the governance structure of that resource. The riparian doctrine, as it stands, stymies effective management. The role of water doctrines, and resultant policy, is, therefore, crucial to enhancing decision‐making opportunities for agricultural end‐users in Alabama. After exploring different doctrine types as applied across the states we conclude that a move towards “regulated riparianism” consistent with the American Society of Civil Engineers Regulated Riparian Water Code (2004) would enhance opportunities for both the state and agriculturalists to cope with variable water supply conditions while maximizing environmental benefits. The paper then concludes with a review of the primary objectives of the Water Code and key places where Alabama’s Water Code would need revision to meet these objectives. 相似文献
