Soil erosion is a Europe-wide problem, causing both loss of soil fertility and pollution due to nutrient transport into water bodies. This process is particularly important in the Mediterranean area, where the climate, characterised by long periods of drought followed by intense precipitation, favours soil erosion. Research carried out in this field has amply described this process, showing that climate and land use/land cover (LU/LC) are the two main factors regulating this phenomenon. However, the interaction between these factors is complex and experimental research is needed to understand the nutrient loads deriving from different land uses. This paper shows the results of a long-term monitoring project carried out in the Lake Vico basin (central Italy), using high resolution data and runoff samples to determine the phosphorus (P) export from four different LU/LC classes resulting from the same climatic event. The results highlight the fundamental role that LU/LC plays in terms of phosphorus load. Furthermore, the results appear to indicate that the maximum rainfall registered for 30′ (I 30, max), rather than the total quantity of precipitation, has the greatest effect on levels of erosion, and consequently on the migration of nutrients rather than the total quantity of precipitation can affect on erosion and therefore the migration of nutrients. These data could contribute to scientific planning support for land management choices aimed at controlling water pollution from non-point pollution sources.  相似文献

Just as it is now widely accepted that the planning system has a role to play in achieving sustainable development, so the concept of environmental capacity has achieved increasing prominence as a means of realizing that role. This paper considers the debate on the concept of environmental capacity, reviewing both the mainstream model and Jacobs' more nuanced social constructionist model. In doing so, it raises concerns about the appropriateness of regulatory policy tools and the implications for the distribution of environmental and other impacts. The discussion highlights the potential for using the planning system to promote change rather than resist it. In doing so, it suggests the need to consider a wider range of policy tools to achieve change at the local level and to clarify the dimensions of sustainable development that local planning can contribute to.  相似文献

This article contributes to the understanding of adaptive capacity within national sectors by utilising two perspectives from institutional theory. Resting on data from 21 interviews the paper analyses the Norwegian electricity sector and the influence on adaptive capacity to climate change from changes in formal structure and institutional culture. The sector underwent transformational change between the beginning of the 1980s and mid-2000s, with the reform from 1991 as a watershed, and gradual consolidation from about 2000. From a self-regulated vertically integrated sector with an emphasis on robustness of supply the sector changed into a liberalised and unbundled structure, with economic efficiency as the guiding principle. These changes reduced adaptive capacity to climate change. After 2000, gradually adaptive capacity has increased somewhat. The paper argues that also social contextual factors need to be taken account of, both to understand adaptive capacity to climate change and to provide practitioners with an ability to increase it.  相似文献

Journal of the American Water Resources Association (JAWRA) 45(6):1352‐1360. Abstract: The roles that agencies and other partners play in collaborative watershed management are not always clearly identified. Key factors contributing to group‐level outcomes in watershed groups include both structural and procedural elements. Structural elements include membership systems, project partners, and funding, while procedural elements include leadership, shared vision, and mission development. The current research reports on a case study conducted with a Midwestern watershed group that received Clean Water Act Section 319 funds to undertake a watershed planning process. Data come from focus groups, interviews, public comments, and meeting observation, and were analyzed using grounded theory. Findings of this study indicate that homogenous skill set, discord over group and partner roles, and failed problem identification contributed to the organizational inertia experienced by the watershed group. Implications of this research for groups receiving 319 funds are provided.  相似文献

This paper explores the English land use planning system's actual and potential abilities to both facilitate and constrain the advancement of sustainable development through the preparation of statutory development plans. The exploration is empirically based, focusing upon the conceptual and procedural issues most pertinent to the incorporation of sustainable development within this sector of public policy making. The findings reveal a lack of unified coherence in approach amongst local planning authorities as they struggle to translate the rhetoric of sustainable development into practice. One can detect, however, areas of difficulty and potential opportunity surfacing in the plan preparation process relating to issues of public participation, Local Agenda 21, environmental appraisal, data gathering, resources and guidance. There is also an indication that the institutional framework for incorporation lacks the facility to adopt a consistent position with regard to what one can consider as sustainability-orientated application principles.  相似文献

The use of spatial methods to detect and characterize changes in land use has been attracting increasing attention from researchers. The objectives of this article were to formulate the dynamics of land use on the temporal and spatial dimensions from the perspectives of the Change-Pattern-Value (CPV) and driving mechanism, based on multitemporal remote sensing data and socioeconomic data. The Artificial Neural Networks were used to identify the factors driving changes in land use. The Pearl River Delta Region of southeast China, which was experiencing rapid economic growth and widespread land conversion, has been selected as the study region. The results show that from 1985 to 2000 in the study region (1) the most prominent characteristics of change in land use were the expansion of the urban land at the expense of farmland, forests, and grasslands, (2) the land-use pattern was being optimized during this period, (3) in an analysis of value, built-up land can yield a return of more than 30 times that of farmland, water area, and forests lands, and (4) rapid economic development, growth in population, and the development of an infrastructure were major driving factors behind ecological land loss and the nonecological land expansion.  相似文献

In recent decades, there has been considerable debate in the Metropolitan Region of Barcelona regarding the role of spatial planning in influencing general land-use trends. There is a widespread belief amongst geographers, environmentalists, planners and some politicians that spatial planning of the metropolitan region has not been particularly successful in reducing urban pressures on rural areas. The aim of this study is to explore the apparent links between urban sprawl, spatial planning and changing land use in the rural-urban fringe of Barcelona. The paper demonstrates that the main impacts of sprawl have been concentrated in agricultural areas, and that the planning system has not been capable of containing urban growth.  相似文献

The concept of eco-industrial sites or sustainable business sites is a noteworthy newcomer in the family of location types. The origin of this type may be considered as a consequence of two development trends, namely the segmentation of the location market on the one hand (an outcome of changing locational tendencies) and the aim of government policy to integrate economic and environmental objectives on the other. In this paper, both trends are analysed. The central aim is to establish the progress of implementing the newly developed location concept in practice and to identify factors of success and failure. The situation in the Netherlands is used as a frame of reference. After the outline of the background, the concept of sustainable business sites, including its definition, is considered and criticized. Then a tentative inventory is presented of the approximately 60 eco-parks which have developed in the past 10 years in the Netherlands, including the results of a questionnaire survey of these 60 parks. To get a better insight into the factors which determine success or failure, short case-studies of a number of the parks are presented. Finally, a number of conclusions are presented, including a discussion of an alternative view of the concept of eco-industrial sites which applies to the continuity of both firm and environment.  相似文献

With environmental change set to affect the developing world in significant ways, examination of the process of adaptation is increasingly being brought to the fore. Common to all forms of adaptation in rural livelihoods will be a process of change in resource use and the resource rights that will either facilitate or subvert adaptation. This paper looks at Darfur and the repercussions from the multi‐year drought and land degradation that led to forms of adaptation that involved change in relationships between groups over land resources. The analysis looks at how changes in land resource rights relationships have been dealt with historically, as adaptation developed. Approaches involving highly flexible customary institutions were used to effectively manage the change in land resource rights relationships inherent in adaptation, and considerable opportunity existed for positive interaction between customary and statutory law. Initial success at adaptation was followed by interventions by the Sudanese government to manage these relationships for specific objectives that worked against adaptation. This resulted in competition, animosity, confrontation and the subsequent collapse of the institutions, legitimacy, and trust necessary for successful management of land resource rights change. These national policies debilitated the adaptation opportunities and instead led to profoundly negative repercussions in relationships about land in Darfur, eventually becoming a primary driver in the current war. This highlights both the importance of land resource rights relationships to adaptation and how these relationships can be changed (positively and negatively) by specific practices and policies.  相似文献

Increasingly, ethical concerns are being raised regarding bioenergy production. However, the ethical issues often do not stand out very clearly. The aim of the present paper is to improve on this situation by analyzing the bioenergy discussion from the perspective of land use. From this perspective, bioenergy production may give rise to ethical problems because it competes with other forms of land use. This may generate ethical problems mainly for two reasons. First, bioenergy production may compete, directly or indirectly, with food production; and as consequence the food security of poor people may be adversely affected (social aspects arguments). Secondly, the production of bioenergy may directly or indirectly lead to deforestation and other changes of land use that have a negative effect on greenhouse gas emissions (environmental arguments). So from this perspective the main challenge raised by bioenergy production is to secure responsible land use. The purpose of the paper is not to advocate, or promote, a specific ethical position on bioenergy, but to structure the main arguments found. The paper falls in two parts. One part addresses social aspects arguments for using agricultural land for bioenergy—where food insecurity, malnourishment, and significant food poverty are the main concerns. The second part scopes environmental implications—notably greenhouse gas emissions impact, as affected by deforestation and other (indirect) land-use changes. Alongside showing some of the current dilemmas presented by wider land-use changes, arguments are analyzed from two ethical angels: a consequentialist and a deontological.  相似文献

Governments differ significantly in their attempts to mitigate the effects of mining disturbance. The approaches of Australia, Canada and the United States are reviewed here, relative to coal-mining reclamation. State and provincial examples (Queensland, Alberta and Montana) are used to illustrate legislation and planning below the national level. This paper explores three main issues that contribute to coal-mining reclamation: governmental level of legislation and planning; legislative scope; and inter-governmental co-ordination. The legislative histories vary, but are young and evolving. All require the submission of a reclamation plan before granting mining permits, enforce reclamation standards by security deposits and contain provisions for non-compliance. Australia and Canada are only beginning to address reclamation planning at the national level, whereas the United States has done so since 1977. The relationship to the environmental impact assessment process is uneven across the three nations. The United States and Canada have a larger percentage of their mined landscapes in a reclamation process, due partly to more stringent regulation. Reclamation effectiveness seems to centre less on centralization versus decentralization, and more on comprehensive scope, preventive approaches and multi-level governmental co-ordination.  相似文献

In both England and Wales (UK) and New South Wales (Australia) the respective planning systems permit the applicant a right of appeal to challenge the merits of a town planning decision. These systems have experienced a growing appeal workload over the last 10 years whilst their administrators have sought to increase the speed of decision making. To deal with such pressures, as well as to provide an alternative method of resolving appeal disputes, the Land and Environment Court of New South Wales has introduced a mediation facility in planning appeals. The Court itself has estimated that some 736 hours have been spent in mediation with an estimated saving of Court time of approximately 405 days. This paper examines how these reforms have sought to reduce the level of dispute in the planning system and consequently the number of appeals with their associated time and expense. Comparison will be made with reforms introduced into the UK system, in particular the Informal Hearing method. The extent to which such mediation could operate in the UK is considered.  相似文献

Currently, mitigation and adaptation measures are handled separately, due to differences in priorities for the measures and segregated planning and implementation policies at international and national levels. There is a growing argument that synergistic approaches to adaptation and mitigation could bring substantial benefits at multiple scales in the land use sector. Nonetheless, efforts to implement synergies between adaptation and mitigation measures are rare due to the weak conceptual framing of the approach and constraining policy issues. In this paper, we explore the attributes of synergy and the necessary enabling conditions and discuss, as an example, experience with the Ngitili system in Tanzania that serves both adaptation and mitigation functions. An in-depth look into the current practices suggests that more emphasis is laid on complementarity—i.e., mitigation projects providing adaptation co-benefits and vice versa rather than on synergy. Unlike complementarity, synergy should emphasize functionally sustainable landscape systems in which adaptation and mitigation are optimized as part of multiple functions. We argue that the current practice of seeking co-benefits (complementarity) is a necessary but insufficient step toward addressing synergy. Moving forward from complementarity will require a paradigm shift from current compartmentalization between mitigation and adaptation to systems thinking at landscape scale. However, enabling policy, institutional, and investment conditions need to be developed at global, national, and local levels to achieve synergistic goals.  相似文献

Major coastal flooding events over the last decade have led decision makers in the United States to favor structural engineering solutions as a means to protect vulnerable coastal communities from the adverse impacts of future storms. While a resistance‐based approach to flood mitigation involving large‐scale construction works may be a central component of a regional flood risk reduction strategy, it is equally important to consider the role of land use and land cover (LULC) patterns in protecting communities from floods. To date, little observational research has been conducted to quantify the effects of various LULC configurations on the amount of property damage occurring across coastal regions over time. In response, we statistically examine the impacts of LULC on observed flood damage across 2,692 watersheds bordering the Gulf of Mexico. Specifically, we analyze statistical linear regression models to isolate the influence of multiple LULC categories on over 372,000 insured flood losses claimed under the National Flood Insurance Program per year from 2001 to 2008. Results indicate that percent increase in palustrine wetlands is the equivalent to, on average, a $13,975 reduction in insured flood losses per year, per watershed. These and other results provide important insights to policy makers on how protecting specific types of LULC can help reduce adverse impacts to local communities.  相似文献

Riparian buffer zones have been incorporated in land and water management policy for England since 1994, when the Ministry of Agriculture, Fisheries and Food introduced a Water Fringe Option (WFO) as part of a broader habitat conservation scheme. Whilst natural scientists have examined the functioning of riparian buffer zones, understanding of farmers' decision making regarding the adoption or non-adoption of voluntary buffer zone policies is very limited. This paper examines the factors influencing the decision making of farmers who were eligible to join the WFO in three river catchments. Quantitative and qualitative information was collected from farmers using semi-structured interviews and was supplemented with in-depth interviews with representatives of public agencies, agricultural groups and independent experts. Data analysis was completed using the 'Framework' analytical approach and the Statistical Package for the Social Sciences 8.0 computer software. The research revealed that decisions to participate in the WFO were influenced by a mix of situational, psychological and sociological characteristics, which suggests that policy makers must attach greater importance to implementation conditions and farmers decision making if riparian buffer zones are to play a more prominent role in the management of land and water in rural catchments. Tightly structured schemes will only appeal to a narrow segment of the farming population and will not lead to widespread re-creation of riparian habitats. A more flexible and collaborative style of policy development is needed in order for riparian buffer zone policies to meet the circumstances and needs of the diverse UK farming community.  相似文献

In urban ecosystems, the ecological system has become completely unbalanced; this, in turn, has led to an increase in well-known problems such as air pollution, ground pollution, and water pollution. This imbalance has also led to the growth and spread of pathogens harmful to man, animals, and plants. Urban sustainability indicators, both global and local, also “indicate” the percentage of population, but these refer only to the human population, not the animal population. Cities need good waste, water, and air management, effective traffic planning, and good zoning of businesses, crafts, and services; over and above these activities, cities also need for planning to take into account the existence of pets (dogs, cats, and etc.) and nonpet animals (insects, birds, mice, etc.). Cities tend to be designed around humans and “on a human scale,” without taking into account the fact that a huge animal population is living side by side with people. That explains why overcrowding tends to go hand in hand with urbanization; all these populations, including humans, need to adapt to new spaces and often need to drastically change their behavior. This is a fact that must be included when drafting sustainable city plans. The supposed strategy is that of “integrated-participatory” control of the interactions between the environment and animals in the cities. Strategy will focus on the development of integrated approaches and tools for environment and animal management in the context of urban settings. This will require such specific methods as ecological balance sheets and ecoplans for the planning, management, and control of the interrelation among environment, animal, and public health. The objective is to develop a better understanding of urban biodiversity and of urban ecosystem functioning, in order to understand and minimize the negative impacts of human activities on them. The research will focus on assessing and forecasting changes in urban biodiversity, structure, function, and dynamics of urban ecosystems, with relationships among society, economy, biodiversity, and habitats.  相似文献

We synthesized nine studies that examined the influence of land use at different spatial scales in structuring biotic assemblages and stream channel characteristics in southeastern Minnesota streams. Recent studies have disagreed about the relative importance of catchment versus local characteristics in explaining variation in fish assemblages. Our synthesis indicates that both riparian- and catchment-scale land use explained significant variation in water quality, channel morphology, and fish distribution and density. Fish and macroinvertebrate assemblages can be positively affected by increasing the extent of perennial riparian and upland vegetation. Our synthesis is robust; more than 425 stream reaches were examined in an area that includes a portion of three ecoregions. Fishes ranged from coldwater to warmwater adapted. We suggest that efforts to rehabilitate stream system form and function over the long term should focus on increasing perennial vegetation in both riparian areas and uplands and on managing vegetation in large, contiguous blocks. Legislation and institutional structure have restricted opportunities for the integrated planning and management of Scotland's water resources. There is growing recognition that a more holistic and integrated approach to river management may enable progress in solving some of the problems facing Scottish freshwaters. The River Valleys Project established case studies of participatory integrated catchment planning for two rivers in Lothian Region, the Water of Leith and the River Almond. Nine stages were identified in the development of participatory integrated catchment plans. These involved all agencies and individuals with an interest in river management and a high degree of community participation.The developmentof plans for the Water of Leith and River Almond revealed a wide variety of benefits that can be derived from an integrated approach to river management.  相似文献
