In the 1980s, tropical forest-management principles underwent a shift toward approaches giving greater responsibilities to rural people. One argument for such a shift were the long-term relations established between rural people and their natural resources. In Madagascar, a new law was drawn up in 1996 (Gelose law), which sought to integrate rural people into forest management. A gap was observed between the changes foreseen by the projects implementing the Gelose law and the actual changes. In this article, we use the concept of the social-ecological system (SES) to analyze that gap. The differences existing between the planned changes set by the Gelose contract in the village of Ambatoloaka (northwest of Madagascar) and the practices observed in 2010 were conceptualized as a gap between two SESs. The first SES is the targeted one (i.e., a virtual one); it corresponds to the designed Gelose contract. The second SES is the observed one. It is characterized by the heterogeneity of forest users and uses, which have several impacts on forest management, and by very dynamic social and ecological systems. The observed SES has been reshaped contingent on the constraints and opportunities offered by the Gelose contract as well as on other ecological and social components. The consequences and opportunities that such an SES reshaping would offer to improve the implementation of the Gelose law are discussed. The main reasons explaining the gap between the two SESs are as follows: (1) the clash between static and homogeneous perceptions in the targeted SES and the dynamics and heterogeneity that characterize the observed SES; and (2) the focus on one specific use of forest ecosystems (i.e., charcoal-making) in the targeted SES. The ‘Perfect Storm’ metaphor describes a combination of events that causes a surprising or dramatic impact. It lends an evolutionary perspective to how social-ecological interactions change. Thus, we argue that an improved understanding of how social-ecological systems have evolved up to the present is necessary for the modelling, understanding and anticipation of current and future social-ecological systems. Here we consider the implications of an evolutionary perspective for designing research approaches. One desirable approach is the creation of multi-decadal records produced by integrating palaeoenvironmental, instrument and documentary sources at multiple spatial scales. We also consider the potential for improved analytical and modelling approaches by developing system dynamical, cellular and agent-based models, observing complex behaviour in social-ecological systems against which to test systems dynamical theory, and drawing better lessons from history. Alongside these is the need to find more appropriate ways to communicate complex systems, risk and uncertainty to the public and to policy-makers.  相似文献

Addressing environmental problems requires sophisticated approaches to complexity and uncertainty. Conceptual models are increasingly used to improve understanding of complex system interactions. However, cursory treatment of governance limits their analytical potential. This study included governance considerations in a social-ecological system model of biodiversity conservation in the Tasmanian Midlands (Australia). Effectiveness of engagement processes and conservation programme longevity were identified as critical governance influences. The conceptual representation of this system enabled exploration of how governance influences interact with social drivers (e.g. landholder engagement in conservation practices) to modify the effect of biophysical drivers (e.g. land use) on biodiversity outcomes. Such a methodology provides essential information for identifying and guiding governance related points of intervention.  相似文献

ABSTRACT: Regulatory water quality monitoring has evolved to the point where it is a rather complex system encompassing many monitoring purposes and involving many monitoring activities. Lack of a system's perspective of regulatory monitoring hinders the development of effective and efficient monitoring programs to support water quality management. In this paper the regulatory water quality monitoring system is examined in a total systems context. The purposes of regulatory monitoring are reviewed and categorized according to their legal evolution. The activities of regulatory monitoring are categorized and organized into a system which follows the flow of information through the monitoring program. The monitoring purposes and activities are combined to form a monitoring system matrix - a framework within which the total regulatory water quality monitoring system is defined. The matrix, by defining the regulatory monitoring system and clarifying many interactions within the system, provides a basis upon which a more thorough approach to managing, evaluating, and eventually optimizing regulatory monitoring can be developed.  相似文献

Resilience thinking has developed separately in the bodies of literature on social-ecological systems, and that published principally within developmental psychology and mental health on the resilience of individuals. This paper explores what these bodies of literature might learn from the other towards a more integrated and enriched understanding of both social-ecological systems and social resilience. The psychology-based literature recognises a strong set of factors that enhance the strengths of individuals and communities, but lacks a sophisticated integration of the physical environmental context. The social-ecological systems literature offers an excellent foundation in complex adaptive systems, but tends to superimpose ecological concepts of system function onto the human domain, and needs to include an array of core social science concepts that are important to a full understanding of social-ecological systems. An example on north eastern Australia suggests how a converged understanding of social resilience could assist managers to acknowledge, enhance and foster social resilience in linked social-ecological systems.  相似文献

The state of human-environment (ecosystems) interactions—ecosystems (land cover classes), population, biodiversity hotspots and protected status—is examined in the eastern coastal zones, the eastern region, the middle region, the western region and the whole of China. The analysis is based on consistent, comprehensive, geo-referenced and recent datasets and advanced analytical Remote Sensing and Geographic Information System (GIS) techniques. A comparative national and regional priority ranking of the provinces was conducted using the total score of eight indicators, for the four dimensions of human-environment (ecosystems) interaction. Using, these ranks, all the provinces were grouped in low, high and medium priority provinces. The comparative ranking and categorization of provinces will be useful for designing policies and management operations for spatially-differential scientific planning and management of environment (ecosystems) at the regional and national levels in China.  相似文献

Successful biodiversity conservation requires high quality monitoring data and analyses to ensure scientifically defensible policy, legislation, and management. Although monitoring is a critical component in assessing population status and trends, many governmental and non-governmental organizations struggle to develop and implement effective sampling protocols and statistical analyses because of the magnitude and diversity of species in conservation concern. In this article we describe a practical and sophisticated data collection and analysis framework for developing a comprehensive wildlife monitoring program that includes multi-species inventory techniques and community-level hierarchical modeling. Compared to monitoring many species individually, the multi-species approach allows for improved estimates of individual species occurrences, including rare species, and an increased understanding of the aggregated response of a community to landscape and habitat heterogeneity. We demonstrate the benefits and practicality of this approach to address challenges associated with monitoring in the context of US state agencies that are legislatively required to monitor and protect species in greatest conservation need. We believe this approach will be useful to regional, national, and international organizations interested in assessing the status of both common and rare species.  相似文献

化工产业园区化是政府合理规范化工园区且将化工园区外化工生产企业关停并搬迁至化工园区内的产业集聚化,是解决目前中国化工产业安全事故频发、环境污染严重等问题,推进化工产业转型升级的重要政策之一。中国化工产业园区化的社会—生态系统框架刻画了化工园区、化工产品、化工园区管委会、企业和公众四个核心子系统的关联,在此基础上,中国化工产业园区化的博弈模型将参与者简化为政府(包括化工园区管委会)、企业(化工生产企业)和公众(化工生产企业现址影响半径内的居民群体),并分别构建了政府与企业间的博弈模型与公众参与下的政府与企业间的博弈模型。根据模型推论,此两类情景博弈的纳什均衡都可以为(政府行政政策,企业按期搬迁入园)或(政府经济政策,企业按期搬迁入园)。中国化工产业园区化的驱动机制,是在作为外在驱动主体的政府和公众的引导和监督下,作为内在驱动主体的化工生产企业,在各驱动因素的协同作用下,实现其"按期搬迁入园"的机制。进而得出化工生产企业与化工园区"按期匹配搬迁入园"、提升化工园区公共服务能力、差异化地一企一策及建立公众和企业与政府的三方对话机制的四点政策建议。  相似文献

ABSTRACT: One of the biggest challenges in managing cold water streams in the Midwest is understanding how stream temperature is controlled by the complex interactions among meteorologic processes, channel geometry, and ground water inflow. Inflow of cold ground water, shade provided by riparian vegetation, and channel width are the most important factors controlling summer stream temperatures. A simple screening model was used to quantitatively evaluate the importance of these factors and guide management decisions. The model uses an analytical solution to the heat transport equation to predict steady‐state temperature throughout a stream reach. The model matches field data from four streams in southwestern Wisconsin quite well (typically within 1°C) and helps explain the observed warming and cooling trends along each stream reach. The distribution of ground water inflow throughout a stream reach has an important influence on stream temperature, and springs are especially effective at providing thermal refuge for fish. Although simple, this model provides insight into the importance of ground water and the impact different management strategies, such as planting trees to increase shade, may have on summer stream temperature.  相似文献

In the last decade, “resilience” has gained increasing recognition as a theoretical framework for understanding and managing change in complex social–ecological systems. Resilience assessments are increasingly used to inform sustainability initiatives, strategies, and policies. The Lewes Pound represents a new complementary currency model in the UK, aiming to build community resilience. However, there have been no empirical studies to date assessing the socio-economic impacts of this model. This article addresses the need to understand how such currencies function by measuring whether the Lewes Pound is capable of building resilience. This is done by developing a novel framework for estimating economic, social, and environmental outcomes, which uses a mixed-methods approach. Findings suggest that complementary currencies can enhance social-ecological resilience through awareness-raising and changes in consumption. Although economic localisation – a key indicator – is lacking, there is evidence that the Lewes Pound has developed social interactions and changed consumption patterns of its users.  相似文献

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems.  相似文献

This paper presents the first principles of the MameLuke framework, an agent-based modelling framework for studying environmental issues and land use and cover change (LUCC). The MameLuke framework enhances the understanding of the relationship between societal processes and LUCC by modelling individual and group decisions and human-environment interactions. The framework allows for the transformation of real-life stories into computerised models following a predetermined sequence. By doing so, the framework allows for a truly integrative approach, because it is not bound to any particular scientific discourse. Even better, the framework enables its users to combine scientific discourses regarding human decisions and behaviour on multiple scales and levels. The agents (actors and locations) in the framework are heterogeneous. This heterogeneity of agent behaviour is established by dividing the agents into categories. If an agent is a member of an agent category or combination of categories, it has access to a defined set of implementable actions. The actions are constructed out of potential option paths (POPs) and potential option nodes (PONs). The whole of POPs represent a theoretical construct of agent behaviour and decisions that the framework user wishes to explore. The POP defines a sequence of PONs. The PON is a transaction interface between an initialising agent and a recipient agent where they exchange material and immaterial capital. This paper explains the basic architecture of the MameLuke framework and shows its applicability with a model of a Philippine case study. This case study concerns the dynamics of migration and deforestation. It is part of a larger study on land use change in the San Mariano watershed area at the forest fringe of the Sierra Madre mountains in the Philippines.  相似文献

ABSTRACT

Sustainability has emerged as a central concept for discussing the current state of the human-environment system and planning for its future. To delve into the depths of sustainability means to talk about ecology, economy, and equity as fundamentally interconnected. However, each continues to be colonised by normative epistemologies of ecological sciences, neoclassical economics, and development, suggesting that with enough science and development, a more equitable sustainability is achievable. In our analysis, place emerges as an alternative epistemology through which to analyze sustainability. Place exists at multiple spatial and temporal scales, understood through direct observation of boundaries, processes and patterns, phenomenologically through individual experience, and as a complex hybrid: always emerging through interactions among individuals and institutions. Despite the ubiquity of place in the socio-ecological literature, the complexity of place in relation to sustainability is under-theorised, and in as much as sustainability happens or does not happen in real places rather than in policies and models, a place-based sustainability framework is necessary to move forward. To address this gap, we developed the emplacement framework, consisting of four domains: displacement, misplacement, replacement, and emplacement. Each domain is dynamic, constructing place as praxis, and reframing sustainability as a site of collective inquiry and choices. Our goal is to facilitate the active and on-going practices of place-based research and engagement among scholars, activists, and other community members by providing a structure for transdisciplinary dialogue and the application of transdisciplinary research to enable better decision-making.  相似文献

This paper describes a four-year programme of “action research” (AR) undertaken with six communities in the UK, referred to as the Evaluating Low-Carbon Communities (EVALOC) project. The research combined a programme of research events with phased household-level monitoring of energy and carbon-reduction interventions. The carbon-reduction interventions were funded by the UK’s Department of Energy and Climate Change prior to the onset of the research. AR has recently been adopted within the context of environmental behaviour change programmes in the UK, with a number of methodological challenges. The EVALOC project’s challenges included developing a collaborative research design; building reciprocity between the researchers and research participants; dealing with biases and burdens in the research process; ensuring analytical rigour in the interpretation of the primarily qualitative evidence and dealing with the long-term and process-driven outcomes that arise from such interactions. This paper explores and discusses the challenges of AR in relation to selected research outcomes from EVALOC. We conclude by suggesting that the AR approach has helped to build capacity in the participating low-carbon communities (LCCs), through supporting the design, delivery and evaluation of their energy and carbon-reduction activities.  相似文献

Conservation organizations rely increasingly on integrated planning approaches that explicitly address social and economic goals while pursuing ecological conservation. Moreover, the spatial and temporal scale at which these organizations operate is growing. The Sierra Nevada Conservancy, established as a new state agency by California legislation in 2004 to pursue social, economic and ecological sustainability across a 25 million acre region, exemplifies this large-scale, integrated approach. Therefore, the new agency faces a complex set of policy objectives that must be pursued across a widely varying geography of social, economic and ecological conditions. Using the Conservancy's fire management program area as an example, the paper illustrates how application of an analytic framework from complex adaptive systems theory can guide the Conservancy to deploy its resources more effectively than broader-scale application of a single, agency-wide strategy relying on a more static model. Therefore, the complex adaptive systems framework offers promise in strategic planning. The paper illustrates how the model's four-stage cycle can be applied at the sub-regional and programmatic level to identify opportunities for agency intervention that address varying local conditions. This approach is likely to increase the effectiveness of programs for agencies facing similar complexities and challenges.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

工业园区是中国乃至全球工业经济发展的重要空间载体。工业园区是我国产业发展的主阵地,但对区域环境也形成了较大压力。科学调控工业园区人地关系,推动园区绿色发展,对于工业领域生态文明建设意义重大,亟待深入研究。当前,从人地关系视角入手,多要素耦合的工业园区绿色发展研究仍较匮乏。本文提出了工业园区人地关系内涵及基本分析框架,阐述了国内外关于工业园区人地关系相关研究的概况,重点对工业园区能源、水、土地、环境等方面可持续调控典型研究进行了分析。本文对工业园区人地关系研究的主要难点进行探讨,并提出进一步研究需重点关注的三个基本问题,以期为推进园区绿色发展提供新视角。最后,建议从系统工程角度综合分析园区经济、能源、水、土地、环境等关键子系统的分异特征及相互作用,建立多目标、多属性、多要素协同的园区绿色发展路径优化调控方法,支撑管理决策。  相似文献

Initiating ecosystem management in a coastal region is facilitated if multiple stakeholders recognise common problems. New management initiatives arise from a comparison of shared goals embodied in law and in planning documents with trends in the environment and society. Applying this approach to the Narragansett Bay ecosystem in the north-eastern US produces four types of relationships. Each relationship leads to different actions that managers and others may wish to pursue. First, when trends are consistent with goals, management activities limited to monitoring are appropriate. For example, in the Narragansett Bay ecosystem, the trend of declining metal loading is consistent with the goal of increased water quality and requires only passive observation to confirm its continuation. Second, when trends important to achieve specific goals are uncertain or unknown, applied research is an appropriate management response. Recent questions about the causes of low oxygen in selected Bay waters and about the magnitudes of different nitrogen sources call for additional applied research. Third, when known trends are inconsistent with goals, then managers and stakeholders must collaborate to devise new programmes. Fisheries decline and increasing nitrogen loading are examples where new management initiatives are mandated. The former has received important attention through changes in state legislation. Finally, the goals themselves may be uncertain, as in the case of a major port development. In this situation, managers can play an important role in clarifying goals through creating processes to enable better understanding of underlying values.  相似文献
