ABSTRACT: Routine data collection currently consumes a large amount of the total resources devoted to water quality management. All too often data collection becomes an end in itself, with little thought given to the purpose of the data collection. The problem generally stems from a lack of proper routine surveillance system design and a failure on the part of the designers to initially identify the data needs of the management program. This study attempts, in a general way, to delineate the data needs of a water quality management program. This first required an identification of the activities involved in water quality management. The activities were then discussed in terms of the types of information needed to successfully complete their assigned tasks. Several detailed examples are given. The results of the discussion are summarized and several strategies are proposed to relate the results to surveillance system design.  相似文献

Water quality monitoring conducted routinely over time at fixed sites has been a part of most water quality management efforts for many years. It has been assumed that such monitoring plays a major role in management. However, the lack of routine data analysis, and reporting of information derived from such analysis, points up the fact that the exact nature of the role of routine, fixed-station monitoring is poorly defined.There is a need to very clearly define this role in the design of such systems if routine monitoring is to efficiently and effectively meet the information expectations placed on it. Design of routine monitoring systems will therefore have to consider not only the where, what, and when of sampling, but also why. A framework for including the why of monitoring in the design process is proposed and experience with using the framework in New Zealand is discussed.  相似文献

ABSTRACT: A model of comprehensive environmental monitoring process with integral quality assurance is presented. This model views the monitoring process as iterative cycles of a series of elements: design, plan, protocols, preparation, field liaison, sample collection, sample handling, laboratory analysis, data transmission, data validation, data approval, data provision, statistical analysis, and reporting. Quality assurance is linked to each element, not just to laboratory analysis. The program of quality assurance ensures that environmental monitoring data are compatible with the project goals, are comparable between various sampling agencies, and maintain a high degree of scientific credibility. The key characteristics of the overall quality assurance process are detailed documentation, timely resolution of problems, regular reporting, and routine independent audits.  相似文献

Any scheme for developing our water resources must eventually focus on the hydrologic theme for answers to pressing questions about anticipated availability of water. These answers will only be as realistic as the data is reliable, inferring accuracy as well as sufficiency. To that effect, more hydrologic and meteorologic data collection stations must be added to the existing network throughout the country, and the basic instrumentation presently in use should be made more versatile, but without an accompanying near-astronomical increase in cost and in complexity. The ubiquitous so-called current meters are a case in point. Current meters have almost certainly received more man-hours of use in the field of Water Resources than any other instrument ever devised to measure stream velocity. In spite of more esoteric equipment appearing on the specialized market each year, the time-honored method of stream gaging by the velocity-area method is still widely practiced, and the basic instrument remains the current meter. The same persistent use is essentially true for the anemometer, or “wind current meter.” Over the past 30 years, a great many studies have been made to define operational parameters, particularly with respect to the statistics of data reliability. Today's needs are different from those acceptable a few years back, yet in many instances yesterday's instrument can be metamorphosed to satisfy present practice. Besides a discussion of some of the fundamental problems of data collection which must be accounted for in all areas of water resources where water and air currents must be known in space and in time, the authors present a brief critique of several new hybrid types of current meters. Two of these meters were designed especially to fill the gap between sophisticated and specialized equipment of high cost, and relatively inexpensive simpler devices lacking however the advantages of automation and self-recording features. Since the mechanical performance of current meters has been the subject of many past studies fully reported in various professional journals, it appeared advantageous to develop electronic refinements on such a type of widely used instrument. A period of research, first at Washington State University and presently at Clarkson College of Technology, produced two electronic packages applicable to current meters. The rationale of these studies was to increase the usefulness of current meters by providing velocity readout, either instantaneous or time-averaged; to include data recording on tape if and when such would be desired, together with the necessary playback facility; and to keep the electronic system independent of the current meter size. The paper describes in some detail the photo-electronic tachometer which seems to offer more reliability and flexibility of operation than induction-type transducers. One of the features most worthy of consideration is the adaptability of such device to any size of current meter frame and vanes. The rotation of an impeller one-half inch in diameter is recorded by the instrument as faithfully as that of one six inches in diameter. Where velocity transients are to be observed, the advantages of a greatly reduced inertia are evident. The inherent ruggedness of low current drain transistors and integrated circuits should make this light-actuated meter readout device well-suited for remote applications.  相似文献

ABSTRACT The use of satellite telemetry is playing a major role in the collection of hydrologic data. Advancing technology and availability of government satellites have permitted many agencies to take advantage of new procedures for acquiring data from automated remote data collection stations. Experiments with Earth satellite technology started in the 1960's and 1970's, with the polar-orbiting National Aeronautics and Space Administration Nimbus and Landsat satellites. Subsequent advancements took place through the development phase to operational systems using the Geostationary Operational Environmental Satellite (GOES) of the National Oceanic and Atmospheric Administration. This satellite system supports more than 2,500 active telemetry sites, of which approximately 1,200 are Geological Survey stream-gaging stations for the collection of hydrologic data. A satellite data collection system is made up of three primary components; a small battery-operated radio, and Earth-orbiting satellite, and an Earth receive and data processing station. The data relay satellites' vast aerial view of the Earth's surface gives satellite telemetry a large advantage over ground-based systems for the collection of real-time hydrologic data for flood warning, reservoir management, irrigation water control, hydropower generation, and the operation of hydrologic stations.  相似文献

ABSTRACT. The Texas Water Development Board, the principal water resource planning agency of the State, has been conducting extensive estuarine data collection activities and associated research to determine the required quantity and quality of fresh water inflows necessary to maintain various environmental conditions in Texas estuaries to preserve the estuarine ecosystems. These activities are a consequence of a statutory directive to the Board to make provisions in its State Water Plan for the effects of upstream water resource development on the associated estuaries. This paper reports on the results of the first phase of an extensive estuarine research project. The objectives of the research project are to (1) define the interrelationships between estuarine ecosystems and fresh water and nutrient inflows, and (2) develop and test quantitative simulation techniques which describe these relationships. In order to accomplish the first objective, physical and chemical water quality data and biological data on the estuarine ecosystems are being collected, compiled and analyzed. The second objective is being satisfied by the development of hydrodynamic and ecologic simulation models of the estuarine environment.  相似文献

ABSTRACT: Electronic instruments are increasingly being used to gather water quality data. Quality assurance protocols are needed which provide adequate documentation of the procedures followed in calibration, collection, and validation of electronically acquired data. The level of precision of many data loggers exceeds the technology which is commonly used to make field measurements. Overcoming this problem involves using laboratory quality equipment in the field or enhanced quality control at the time of instrument servicing. Time control procedures for data loggers are needed to allow direct comparisons of data between instruments. Electronic instruments provide a mechanism to study transient events in great detail, but, without time controls, multiple loggers produce data which contain artifacts due to timing errors. Individual sensors deployed with data loggers are subject to different degrees of drift over time. Certain measurements can be measured with defined precision and accuracy for long periods of time, while other sensors are subject to loss of both precision and accuracy with increasing time of use. Adequate quality assurance requires the levels of precision and accuracy be documented, particularly those which vary with increasing time deployment.  相似文献

Summary There has been a paucity of reliable data on the contribution of Nigerian women in rural development, particularly with respect to water projects. From a detailed survey of many rural settings, and an evaluation of the availability of sources of water and the existing methods of purification, it was discovered that rural women, especially those of younger years, were heavily involved in water collection. The time and energy involved in water fetching and purification could sometimes be so high that other economic and domestic activities were adversely affected. The participation of Nigerian women in water development and quality improvement is hindered by problems, such as their standard of education, low level of awareness of the benefits of a good water source, lack of funds and organisational constraints. In general, this study has recognised an urgent need for more imaginative, better funded and better co-ordinated water development projects for the enhancement of the quality of life, especially for women in rural settings.  相似文献

Prefabrication has been widely regarded as a sustainable construction method in terms of its impact on environmental protection. One important aspect of this perspective is the influence of prefabrication on construction waste reduction and the subsequent waste handling activities, including waste sorting, reuse, recycle, and disposal. Nevertheless, it would appear that existing research with regard to this topic has failed to take into account its innate dynamic character of the process of construction waste minimization; integrating all essential waste handling activities has never been achieved thus far. This paper proposes a dynamic model for quantitatively evaluating the possible impacts arising from the application of prefabrication technology on construction waste reduction and the subsequent waste handling activities. The resulting model was validated based on an actual building project in Shenzhen, China.The simulation results of the design scenarios indicate that the policy on providing subsidy for each square meter of the prefabrication adopted in the construction would have more significant effect on promoting the use of prefabrication and improving the performance of construction waste reduction compared to the increase of income tax benefits. The results also show that (1) interaction exists among different management measures, and (2) the combined effect of multiple policies is larger than the simple sum of their individual impacts, indicating the need for comprehensive consideration on the combined effect of these potential polices. This paper demonstrates the potential benefits of using a system dynamics approach in understanding the behavior of real-world processes. The developed model not only serves as a practical tool for assessing the impact of off-site prefabrication on construction waste reduction and the corresponding waste handling activities, but also help provide a valuable reference to policy makers through the comparison of simulation results generated under various scenarios such that the best policy mix can be identified prior to production.  相似文献

ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. The second example deals with the DBMS as a means of analyzing water quality data in the North Penn Water Authority (NPWA) distribution system.  相似文献

DOI: 10.1111/j.1752-1688.2011.00630.x Abstract: Freshwater resources of coastal communities in the United States and world over are threatened by the rate of sea level rise. According to recent estimates by various governmental agencies and climate researchers, the global sea level rise is likely to be between 0.6 and 2.1 m by the year 2100. South Florida is a coastal community and much of its coastline is subject to sea level rise and potential impacts to wetlands and the water resources of the area. To understand what the impact of sea level rise would cause to the groundwater level and salinity intrusion, an integrated groundwater and surface water model was developed for North Miami-Dade and Broward Counties of South Florida. The model was calibrated against daily groundwater heads, base flows in canals, and chloride concentrations for a period of one year and six months. Three separate sensitivity analyses were conducted by increasing the sea level by 0.6, 0.9, and 1.22 m. Results of the simulations shows increase of groundwater heads in some areas from 4 to 15%; whereas the average relative chloride concentrations increased significantly by 100-600% in some wells. The increase in groundwater elevations and chloride concentrations varies from location of the wells and its proximity to the coast. The model results indicate that even a 0.6 m increase in sea level (which is the conservative estimate) is likely to impair the vital freshwater resources in many parts of South Florida.  相似文献

ABSTRACT: Storm water management is a concept being applied in many urban areas to deal with the increasing problems of storm runoff control and flood damage prevention. This paper introduces the concept and describes the recently completed storm water management program in Columbus, Georgia. Columbus has spent five years and over $200,000 in the development of their problem which includes several basic elements: soils inventory and analysis, hydrologic data collection, sediment and erosion control ordinance, storm water management handbook, urban flood simulation model, interdepartment coordination study, drainage problem categorization study, and a pilot basin study. The results of the pilot basin study are presented including example output from the urban simulation model. The computer output illustrates both the hydrologic-hydraulic and economic capabilities of the model.  相似文献

ABSTRACT: A deep water-resource and stratigraphic test well near the center of Nantucket Island, about 40 miles (64 km) off the New England Coast, has encountered freshwater at greater depth than predicted by the Ghyben-Herzberg principle. An uppermost lens of fresh-water, which occupies relatively permeable glacial-outwash sand and gravel to a depth of 520 ft. (158 m), is probably in hydrodynamic equilibrium with the present level of the sea and the height of the water table. However, two zones of freshwater between 730-820 ft. (222-250 m) and 900-930 ft. (274-283 m) are anomalously deep. A third zone extending from 1150-1500 ft. (350-457 m) contains slightly salty ground water (2 to 3 parts per thousand dissolved solids). Several explanations are possible, but the most likely is that large areas of the Continental Shelf were exposed to recharge by precipitation during long periods of low sea level in Pleistocene time. After the last retreat of glacial ice, seawater rapidly drowned the shelf around Nantucket Island. Since then, about 8000 years ago, the deep freshwater zones which underlie dense clay layers have not had time to adjust to a new equilibrium. Under similar circumstances freshwater may remain trapped under extensive areas of the Continental Shelf wherever clay confining beds have not permitted saltwater to intrude rapidly to new positions of hydrodynamic equilibrium. The implications are far reaching because all continental shelfs were exposed to similar hydrologic influences during Pleistocene time.  相似文献

Current environmental issues emerging in the world are reflected in the environmental legislation of several countries. Because environmental issues are important, industries actively seek ways in which to reduce their environmental footprint. One effective method is through the use of reverse logistics. Reverse logistics is the concept of reusing used products in order to reduce wastes and to increase an industry's environmental performance and resulting profits. Stock selection, transportation, centralized collection, data collection, refurbishing, and remanufacturing are some of the more commonly utilized reverse logistic operations. An effective reverse logistics network is essential for increasing the flow of goods from customers to producers. The objective of this paper is to develop a multi-echelon reverse logistics network for product returns to minimize the total reverse logistics cost, which consists of renting, inventory carrying, material handling, setup, and shipping costs. Industries need to give more attention to the task of collecting used products from customers and establishing collection facilities. In this study, a mixed integer non-linear programming (MINLP) model is developed to find out the number and location of initial collection points and centralized return centers required for an effective return and collection system, and also the maximum holding time (collection frequency) for aggregation of small volumes of returned products into large shipments. Two solution approaches, namely genetic algorithm and artificial immune system, are implemented and compared. The usefulness of the proposed model and algorithm are demonstrated via an illustrative example.  相似文献

ABSTRACT. The task of resource management, in this case water resources, is rapidly becoming more complex, particularly because decision making is often contingent upon various prior activities and sets of data. Comprehensive planning is required in order to prevent misallocation of resources or mismanagement in resource development. Such planning involves five general phases which are applicable to any problem faced by society: (1) problem identification; (2) formulation of alternatives; (3) evaluation of alternatives; (4) implementation; (5) review. There have been many attempts to simplify the planning process and effectively carry out these five phases. The experience of the Alberta Water Resources Division has been that the Critical Path Method is one of the most useful tools available today for planning. It involves two basic steps: (1) preparation of a network diagram which (a) identifies all the activities necessary for the completion of a project, (b) correctly sequences these activities, (c) allocates resources; and (2) mathematical computations for scheduling the activities. In other words, this approach breaks a task down into smaller units or activities for easier organization, scheduling, and performance for eventual completion of the project. This paper will illustrate the effectiveness of the Critical Path Method by discussing its application to actual water resources projects.  相似文献

新安江水库是钱塘江的重要水源,对保障钱塘江中下游的生态安全和水体功能起着举足轻重的作用。为阐明新安江水库在流域经济发展和人类活动的影响下水环境的主要问题及保护对策,促进饮用水安全保障及构建健康水域生态系统,本文对新安江水库历年的水环境指标、浮游生物群落结构及其变化及水域生态灾变事件资料进行了综合分析。目前新安江水库存在上游来水变差、局部水域藻类异常增殖、渔业生产不合理、营养程度加重等众多问题,但其突出问题是藻类生物量增长过快。新安江水库水环境保护工作要从关注水质向维持生态系统健康转变,并尽快开展生态保育工作,控制流域污染、降低藻类数量、减少藻类异常增殖影响、科学合理渔业生产是其下一步保护的关键。而关于新安江水库的研究,虽然有一定的研究基础和资料,但对水域生态系统缺乏系统认识。研究气候变化条件下新安江水库水域生态系统的结构和功能以及长期演变规律;水利调度导致水位调整对区域水动力学条件、营养物输送过程的影响及评价水利调度对水库重要环境因子和生态系统影响;渔业养殖对水环境的影响,特别是鲢、鳙鱼大水面积养殖对水库生态系统的影响应是今后新安江水库主要的研究领域和方向。  相似文献

Fourier inference is a collection of analytic techniques and philosophic attitudes, for the analysis of data, wherein essential use is made of empirical Fourier transforms. This paper sets down some basic results concerning the finite Fourier transforms of stationary process data and then, to illustrate the approach, uses those results to develop procedures for: 1) estimating cloud and storm motion, 2) passive sonar and 3) fitting finite parameter models to nonGaussian time series via bispectral fitting. This last procedure is illustrated by an analysis of a stretch of Mississippi River runoff data. Examples 1), 2) refer to data having the form Y(xj, yj, t) for j = 1, …, J and t = 0, …, T-l say, and view that data as part of a realization of a spatial-temporal process. Such data has become common in geophysics generally and in hydrology particularly. The goal of this paper is to present some new statistical procedures pertinent to problems in the water sciences, equally it is to illustrate the genesis of those procedures and how their properties may be approximated.  相似文献

Shared, trusted, timely data are essential elements for the cooperation needed to optimize economic, ecologic, and public safety concerns related to water. The Open Water Data Initiative (OWDI) will provide a fully scalable platform that can support a wide variety of data from many diverse providers. Many of these will be larger, well‐established, and trusted agencies with a history of providing well‐documented, standardized, and archive‐ready products. However, some potential partners may be smaller, distributed, and relatively unknown or untested as data providers. The data these partners will provide are valuable and can be used to fill in many data gaps, but can also be variable in quality or supplied in nonstandardized formats. They may also reflect the smaller partners' variable budgets and missions, be intermittent, or of unknown provenance. A challenge for the OWDI will be to convey the quality and the contextual “fitness” of data from providers other than the most trusted brands. This article reviews past and current methods for documenting data quality. Three case studies are provided that describe processes and pathways for effective data‐sharing and publication initiatives. They also illustrate how partners may work together to find a metadata reporting threshold that encourages participation while maintaining high data integrity. And lastly, potential governance is proposed that may assist smaller partners with short‐ and long‐term participation in the OWDI.  相似文献
