通过建立环境经济耦合协同模型,对苏州市近年来的环境与经济协调发展状况进行分析。结果显示,2011—2020年,苏州市环境经济协调度处于均衡发展状态,且协调程度在不断提升。环境经济协调发展动态耦合过程表明,经济系统和环境系统协同发展具有一定的耦合关联性。对苏州市经济系统序参量与环境系统序参量演化速度分析,结果表明,经济发展与环境发展二者之间存在一定的冲突,但总体而言经济发展带动环境的发展,目前苏州市经济与环境之间处于高度协调状态。  相似文献

Although environmental management in Turkey is evolving, its performance needs to be assessed in terms of the extent to which polluters and dischargers are complying with their legal obligations. In spite of this necessity, however, not a single study evaluating the effectiveness of command-and-control strategy of environmental management has been conducted. It is for this reason that it was decided to conduct an analysis of the impact of environmental legislation on a major industrial area in Turkey. Accordingly, Turkish environmental legislation was analyzed, and all relevant obligations and responsibilities of industry are identified. Based upon this appraisal, a questionnaire was prepared and used to conduct interviews in Tuzla, Istanbul. From the results, it can be concluded that environmental compliance performance of industry is low. The total of 92 parameters has been questioned. Fifty-three parameters have been found as satisfactory compliance, whereas 26 parameters have been classified as partial compliance and 13 as unsatisfactory compliance. The most important reason for inadequate performance is the lack of an effective national and local environmental compliance management system. The other leading reasons are found to be low-level environmental consciousness of the people, absence of environmental management system at the sites, inadequacies in environmental subsidies, and insufficiencies in public environmental infrastructure. Four recommendations are made to increase the effectiveness of compliance management: establishing an effective environmental compliance management system, accelerating public investment for environmental infrastructure, developing financial subsidies and incentive schemes for environmental investments, and encouraging voluntary initiatives.  相似文献

Habitat suitability maps are commonly created by modeling a species’ environmental niche from occurrences and environmental characteristics. Here, we introduce the hyper-envelope modeling interface (HEMI), providing a new method for creating habitat suitability models using Bezier surfaces to model a species niche in environmental space. HEMI allows modeled surfaces to be visualized and edited in environmental space based on expert knowledge and does not require absence points for model development. The modeled surfaces require relatively few parameters compared to similar modeling approaches and may produce models that better match ecological niche theory. As a case study, we modeled the invasive species tamarisk (Tamarix spp.) in the western USA. We compare results from HEMI with those from existing similar modeling approaches (including BioClim, BioMapper, and Maxent). We used synthetic surfaces to create visualizations of the various models in environmental space and used modified area under the curve (AUC) statistic and akaike information criterion (AIC) as measures of model performance. We show that HEMI produced slightly better AUC values, except for Maxent and better AIC values overall. HEMI created a model with only ten parameters while Maxent produced a model with over 100 and BioClim used only eight. Additionally, HEMI allowed visualization and editing of the model in environmental space to develop alternative potential habitat scenarios. The use of Bezier surfaces can provide simple models that match our expectations of biological niche models and, at least in some cases, out-perform more complex approaches.  相似文献

The impact of human activities and environmental factors on the fluctuation of chemical and physicochemical parameters along the Pinios River and its tributaries was studied. Their seasonal variations throughout the years 1996-1998 are also presented. Most of the parameters (physical or chemical) measured in this survey exhibited high spatial and temporal variability. High temperatures during the warm period, attributed both to meteorological conditions and to the geographical relief of Thessalia plain, cause a restriction of the water flow, an accumulation of organic matter and the depletion of the dissolved oxygen in the water. Conductivity and hardness are high during the warm and wet period for different reasons. At the seaward part of the river high conductivity and hardness values indicate extended admixture of seawater. COD values fluctuated seasonally. Among the studied stations along the Pinios River the most polluted was the area where the river has passed the city of Larissa.  相似文献

This paper addresses quarries rehabilitation issue within a Metropolitan Area. Areas where mining activity is carried out have been subjected to physical and environmental degradation linked both to pursue the building materials extraction and to the city expansion continuously asking for new areas to be developed with residential and service functions. These changes also occurred where environmental and landscape values are present. It has been therefore pointed out the issue of such areas redevelopment that, to be functionally reintegrated, must be consistently linked to the activities and the territorial local contexts characteristics. In this paper the quarries reuse issue is carried out through parameters identification able to define the quarries relationship with the neighboring towns and with their surroundings besides to identify their physical, environmental and landscaping characteristics. Quarry reuse alternatives have been identified among those consistent with the rehabilitation goals, as defined by the planning sector and internationally approved, while their selection is derived from the application of a two-step methodology: a multi-criteria analysis related to punctual parameters at a "site-specific" level, followed by a further territorial indicators checking over the wide area. This application has led to socially accepted results identifying the examined quarries for reuses ranging from agricultural-forestry and urban to functional or naturalistic. The proposed method has also proved to be suitable to address the abandoned quarries reuse problem with a systemic and consultative approach, as it is able to correlate the many variables present in the social and spatial complexity of the Metropolitan Areas.  相似文献

A differential optical absorption spectrometer (DOAS) technique has been applied to monitor airborne trace pollutants including NO(2), SO(2), O(3), and HNO(2) in the ultraviolet (UV) region (290-350 nm) over a 1.5 km beam path (two ways) during an intensive measurement campaign held at Gwangju, Korea (March 2002). Their mean mixing ratios (and standard deviations) were computed as 11.3 (8.8), 1.9 (1.7), 17.1 (19.3), and 0.5 (0.4)ppbv, respectively. As a means to evaluate the performance of the long-path DOAS (LP-DOAS) system with conventional point monitoring systems (PMS), correlation analysis was conducted between the two data sets. These data sets were then inspected to account for the influence of the environmental conditions on the correlation strength between the two systems, especially with respect to light level and wind speed. To facilitate the comparison, correlation analyses were conducted after dividing the data sets for those parameters into several classes. The strength of the correlations between DOAS and meteorological parameters was also examined to evaluate their effects on the DOAS performance. It was found that, among the four pollutant species, O(3) is the most sensitive to changes in meteorological conditions in relation with atmospheric mixing conditions. The overall results of our study indicate that open-path monitoring techniques can be used to effectively diagnose air quality and be substituted for the conventional point monitoring methods with the proper consideration of those parameters affecting the DOAS sensitivity (e.g., light level and wind speed).  相似文献

An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Increasing environmental awareness and pressure is focusing attention on metal removal leading to the accelerated development of contaminated land reclamation technologies. The majority of wastes associated with base metal mining activity are fine tailings. Depending on the age and history of the metals, their characteristics vary considerably and each deposit requires individual characterisation. This paper investigates the treatment of lead-zinc mine wastes by the multi-gravity separator, a novel mineral processing machine. A laboratory study was carried out to find the most effective conditions using parameters such as drum angle and size fraction. A material and mass balance for the laboratory system has demonstrated that approximately 12% of the Pb can be removed in the form of concentrate with 12% Pb content.  相似文献

Mathematical modelling of the oxidation reduction redox potential (ORP) of an electrolyte has been carried out for a batch system comprising an electrochemical reactor and an electrolyte circuit containing a redox couple. The ORP can be useful to monitor the environmental impact of chemical species in solution that represent a risk to the environment. Considerations of four fundamental equations, namely, the Nernst equation, a mass balance, Faraday's laws of electrolysis and a first order kinetic equation, leads to an expression for the electrolyte redox potential as a function of the batch time, the electrical charge and the redox concentration. Such an expression facilitates graphical plots which can be used to estimate kinetic parameters, current efficiency and the relative redox concentration. The Ce(IV)/Ce(III) system has been chosen as a model reaction for electrolyte redox potential measurement in a batch recycle system consisting of a pumped flow through a divided FM01-LC parallel-plate electrochemical reactor (64cm(2) projected electrode area) and a well mixed tank (3600cm(3)). The fifth Action Programme on the Environment: Towards Sustainability, defines European Union (EU) environmental policy until the year 2000 and emphasises the need for greater disclosure of environmental information. This paper discusses the Eco-management and audit scheme (EMAS), and EU market based instrument designed to bring more industrial environmental performance data into the public domain. The paper discusses the purpose of the Regulation's environmental statement identifying the potential audiences and their requirements. Using six corporate environmental reports, the paper analyzes how these meet the Regulation's reporting requirements and what modifications would be needed in current reporting trends. The paper concludes that existing reporting requirements will need to change to satisfy EMAS requirements and the increasing public demands for industrial environmental performance information.Ruth Hillary successfully completed a MSc in Environmental Technology at Imperial College, University of London, and is currently undertaking a doctorate to continue her research into the fields of environmental auditing and environmental management. She was placed at the European Commission's Industry and Environment Division of DG XI where she worked on the draft Eco-management and audit Regulation during its progress towards adoption and application. The local authority version of the Eco-Management and Audit Scheme (LA-EMAS) can already be used as a tool for managing towards sustainability. But it can also be used in a much less ambitious 'procedural' way. This article suggests how LA-EMAS could be developed more fully into a sustainability management tool embracing social issues, a concern over environmental carrying capacities, and stakeholder involvement. This raises questions which should be considered in the run-up to the review of the EMAS regulation in 1998.  相似文献
