英国自20世纪80年代初期实施职业健康与安全资质制度以来,有十多万人通过了不同等级和专业的职业安全健康考试,为英国的职业安全健康保障做出了重大贡献。为了解英国职业健康与安全资质,学习借鉴其成功经验,在简要介绍英国国家职业资格制度的基础上,详细地介绍了英国职业健康与安全资质等级、种类、课程和考核评估方式等内容,总结了其主要特点,并结合我国注册安全工程师执业资格制度实施现状,提出了完善制度的建议。     

The determinants of employee participation in occupational health and safety management

This article focuses on employee direct participation in occupational health and safety (OHS) management. The article explains what determines employee opportunities to participate in OHS management. The explanatory framework focuses on safety culture and safety management at workplaces. The framework is empirically tested using Estonian cross-sectional, multilevel data of organizations and their employees. The analysis indicates that differences in employee participation in OHS management in the Estonian case could be explained by differences in OHS management practices rather than differences in safety culture. This indicates that throughout the institutional change and shift to the European model of employment relations system, change in management practices has preceded changes in safety culture which according to theoretical argument is supposed to follow culture change.     

Whole-body vibration knowledge survey of U.S. occupational safety and health professionals

Problem

Whole-body vibration (WBV) is an occupational issue of concern due to adverse health effects or simple discomfort and annoyance. Unlike in Europe, WBV is an emerging topic in the U.S. safety and health (S&H) professional community. We hypothesized that at least one-half of the U.S. occupational S&H professionals knew little or nothing about WBV.

Method

We conducted a cross-sectional study (survey) of WBV knowledge among members of the American Society of Safety Engineers. A Likert scale (1-none to 5-expert) was used to determine WBV topic knowledge levels (KL_1-5).

Results

Analysis of 2,764 responses revealed that 69.5% of the participants self-reported a less than basic WBV understanding. The WBV KL_1-5 mean for all participants was 1.94 ± 1.00, corresponding to an awareness of WBV without a depth of understanding.

Summary

Many at-risk U.S. workers may not be supported by occupational S&H professionals with adequate WBV knowledge.

Impact on Industry

A significant number of U.S. workers may be exposed to unhealthy levels of whole-body vibration. However, the U.S. occupational safety and health community is generally unprepared to anticipate, monitor, and control the whole-body vibration hazard.

Home based workers at risk: Outworkers and occupational health and safety

Outwork is work done for payment at, about or from home. Outworkers generally work under conditions which are less favourable that those of their counterparts doing similar work ‘on site’. There are significant occupational health and safety issues associated with outwork. Terms and conditions of work (e.g. rate of pay, hours of work, degree of worker control over the work process, legislative coverage etc.) will significantly influence health and safety outcomes for outworkers. The paper addresses these more general issues as well as detailing specific workplace hazards and injuries, and other health impacts arising from the work.     

Employee representation and occupational health and safety: the significance of Europe

This paper considers the implementation and operation of provisions for employee representation in health and safety in a number of member states of the European Union. It describes the results of two studies undertaken in seven European countries, including the UK, between 1989 and 1993. These studies compared legislative provisions for employee representation in health and safety in different countries and analysed the information available on the implementation and operation of these provisions. With regard to the coverage and implementation of legislation, the research found a similar pattern in all of the countries studied, with Britain distinguished by a number of features, most notably the very specific rights on this subject given to trade unions. However, analysis of information on operation of the provisions in all of the countries studied pointed to the strong association between trade union workplace organization and support as a powerful influence and determinant of the effectiveness of employee representation in health and safety. Taking this finding into account, the paper discusses the present and future situation in Britain with special reference to the implications of the provisions on employee representation found in the CEC Framework Directive 89/391.     

An airport occupational health and safety management system from the OHSAS 18001 perspective

Occupational health and safety represents a set of technical, medical, legal, psychological, pedagogical and other measures with the aim to detect and eliminate hazards that threaten the lives and health of employees. These measures should be applied in a systematic way. Therefore, the aim of this study is to review occupational health and safety legislation in Serbia and the requirements that airports should fulfill for Occupational Health and Safety Assessment Series certification. Analyzing the specificity of airport activities and injuries as their outcomes, the article also proposes preventive measures for the health and safety of employees. Furthermore, the airport activities which are the most important from the standpoint of risks are defined, as the goals for occupational health and safety performance improvement.     

美国职业安全健康标准体系现状研

为提高我国安全生产标准化水平,进一步发挥标准的技术支撑作用,收集了美国职业安全健康标准有关资料,对美国职业安全健康标准的分类、管理机构和管理模式、标准体系构成等进行了系统的梳理,归纳了美国金属非金属矿山（包括露天和井下）职业安全健康技术法规体系和职业安全健康技术法规体系（矿山除外）的要素构成,以及各要素规范的主要技术内容,分析了美国职业安全健康标准及标准体系的特点。为完善我国安全生产标准体系,加强标准制修订工作以及相关标准科研工作提供依据和参考     

Transfer activities among Canadian researchers: Evidence in occupational safety and health

The purpose of this paper is to investigate activities of research transfer, the extent of the use of these activities, and the research transfer determinants. This study is based on a population of more than 400 researchers in the field of occupational safety and health (OSH) in Canada, who completed an electronic questionnaire. The results show notably that there is no significant statistical difference between fields for the four activities of research transfer and that several factors have a significant impact on research transfer. Researchers in OSH constituted a rather homogenous unit and can improve the research transfer notably by the adaptation of knowledge, by focusing the research on users’ needs and by improving their link with users.     

Pushing and pulling: an assessment tool for occupational health and safety practitioners

A tool has been developed for supporting practitioners when assessing manual pushing and pulling operations based on an initiative by two global companies in the manufacturing industry. The aim of the tool is to support occupational health and safety practitioners in risk assessment and risk management of pushing and pulling operations in the manufacturing and logistics industries. The tool is based on a nine-multiplier equation that includes a wide range of factors affecting an operator’s health risk and capacity in pushing and pulling. These multipliers are based on psychophysical, physiological and biomechanical studies in combination with judgments from an expert group consisting of senior researchers and ergonomists. In order to consider usability, more than 50 occupational health and safety practitioners (e.g., ergonomists, managers, safety representatives and production personnel) participated in the development of the tool. An evaluation by 22 ergonomists supports that the push/pull tool is user friendly in general.     

完善我国职业安全健康监察体制的构想

结合我国经济社会发展历程,对新中国成立60年来职业安全健康监察体制的发展沿革分4个阶段进行回顾分析,总结存在的问题及值得借鉴的经验。针对我国职业安全健康监察工作融合度不够、监管层级不明确、现场监察执法工作独立性不强、现场执法频度有限等方面的不足,结合我国省直管县的行政体制改革趋势,提出建立横向层面上职业安全监察与职业健康监察相融合、监察执法与业务管理相分离,纵向层面上自上而下垂直管理的体制优化构想,以期能够为我国职业安全健康监察体制的完善提供一定的借鉴。     

基于过程方法的职业健康安全管理体系探讨

职业健康安全管理体系在煤炭行业获得了广泛认可和应用,对提高煤炭行业的职业健康安全管理水平起到了较大的促进作用.OSAS18001、ISO9001与ISO14001等管理体系标准均推荐采用过程方法,但煤炭行业鲜有应用.为了更好地在煤炭行业职业健康安全管理体系中贯彻过程管理模式,本文从TS煤矿职业健康安全管理体系的建立与运行、过程分析以及审核方法等方面入手,结合TS煤矿的实际,介绍了过程方法在煤矿职业健康安全管理体系中的应用.     

British directors perspectives on the impact of health and safety on corporate performance

Occupational health and safety is established as a factor in international competitiveness, but we question the relevance of this economic argument at the organisational level. On this basis we assess the place of health and safety in the senior management agenda, based on findings from recent market research. Out of this we take a brief perspective on the literature on performance assessment and corporate reputation, and their relationship with health and safety in the workplace. We then report original in-depth research on directors' attitudes to and practice in workplace health and safety. We conclude with a summary of the key issues and a discussion of directions for further work.     

Software for occupational health and safety risk analysis based on a fuzzy model

Risk and safety management are very important issues in healthcare systems. Those are complex systems with many entities, hazards and uncertainties. In such an environment, it is very hard to introduce a system for evaluating and simulating significant hazards. In this paper, we analyzed different types of hazards in healthcare systems and we introduced a new fuzzy model for evaluating and ranking hazards. Finally, we presented a developed software solution, based on the suggested fuzzy model for evaluating and monitoring risk.

Occupational health and safety professionals and management: identity, marriage, servitude or supervision?

The role and training of occupational health and safety professionals is a continuing subject of debate in the light of recent European legislation. This paper discusses the possible roles of professionals in the context of the complexities of Occupational Health and Safety (OHS) management. It presents the roles using the metaphor of parent-adult-child relationships (Harris, 1970) and discusses the ways in which different relationships can lead to different problems of functioning. It concludes with presenting the possible role of training in tackling these problems.
