以“五评”提升安全教肓培训施教者的能力

安全教育培训是安全工作的基础工程,是企业安全管理的永恒主题。安全教育培训工作开展得好,企业的安全工作就有保障,否则会影响企业的安全稳定。由于企业的安全教育培训工作大多依赖于相关管理人员、专业技术人员以及生产骨干担当兼职教员,没有专门的师资队伍,如果不注重提高施教者的能力,就会制约教育培训质量。因此,笔者认为,必须注重加强对施教者队伍的管理,通过“五评”促进施教者能力的提升。     

试论我国安全生产的运行机制

笔者首先指出“企业负责 ,行业管理 ,国家监察 ,群众监督”的安全生产宏观管理体制的概念和内容与我国当前的社会主义市场经济发展形势不相适应的问题 ;进而对“安全生产运行机制”概念及其构架进行了论述 ;提出我国应该建立健全的安全生产运行机制应包括 5个方面的子机制 :“国家监督 ,部门责任 ,企业自律 ,职工维权 ,中介服务” ;最后对每一个子机制分别进行了详细的论述     

盐城市：严格“一岗双责”确保两节稳定

为进一步推进全市安全生产“百日会战”工作,确保元旦、春节期间的安全稳定,12月23日。市政府办公室专门发出通知,要求市政府各位领导按照安全生产“一岗双责”制的要求,对分管条、线部门和单位安全生产“百日会战”第四阶段工作开展情况和元旦、春节安全生产大检查部署落实情况进行督查,同时带队组织相关部门和单位对分管（联系）范围内的部门和单位的节日期间的安全生产工作进行现场检查,     

关于安全生产许可证申报中的5个问题

笔者自从事浙江省安全生产许可证行政审批工作5年来,常常遇到一些企业的安技部门领导在申报安全生产许可证行政审批时,存在着不符合安全生产法律法规与规章规定的问题,笔者根据多年来的工作经验,对这些问题进行了归纳和思考,在此仅供同行们参考。     

从安全生产管理体制到安全生产运行机制

“企业负责 ,行业管理 ,国家监察 ,群众监督”的安全生产宏观管理体制的确定 ,对我国安全生产工作起到了积极的促进作用。但是 ,随着我国改革开放的不断深入和市场经济体制的建立 ,该管理体制的概念和内容已不能适应当前形势发展的需要。为此 ,笔者建议使用“安全生产运行机制”的概念代替“安全生产管理体制”的概念 ,并提出我国应该建立和完善“国家监督 ,部门负责 ,企业自律 ,职工维权 ,中介服务”的安全生产运行新机制。     

有机融合 动态调控

笔者认为,企业应遵循"全员参与,动态调控"的原则,从有机融合、动态调控、全员监督、奖罚分明4方面入手系统地展开安全管理工作,推进各项安全管理工作有机联系,同时让安全管理与企业各项工作形成有机整体,促进企业的长治久安。第一,有机融合,相辅相成。安全管理工作是一个系统工程,不仅需要整体把控其政策方针和方向,更需要处理好安全培训、安全检查、安全管理制度、安全文化建设等多方面安全管理工作之间的有机联系。     

领导责任感：搞好镇村安全工作的关键

笔者曾创办过高新技术企业,在乡镇政府、企业管理服务站分管安全生产20多年后,对安全工作有一些思考,感到镇村安全生产要搞好,关键在于领导是否有责任感。现就当前如何搞好镇村安全生产工作谈谈看法。各级领导要依法抓好安全工作,增强人命关天的责任感现在一些地区事故隐患多,甚至经常发生特、重大事故,给人民生命财产造成重大损失,政治影响极坏,其中一个重要     

工会的安全生产职责不可丢

近日,冒师傅所在企业工会于年初组织召开了一次安全生产问计问策座谈会,专门邀请基层一线职工代表就企业安全生产工作进行献计献策。座谈会后,工会将大家的建议和意见进行梳理归纳,形成书面报告提交给企业行政。企业领导极为重视工会提交的报告,在充分论证的基础上将其中的有关内容充实于年度安全工作技术措施计划和年度安全工作要点之中。冒师傅介绍,由工会组织

事故及其预防

一、事故原因工业企业发生人身事故,有许多因素。其基本因素是人、物、环境和安全管理。人是激发事故的主要因素。这里所指的人,包括各级领导和操作工人。各级领导对安全工作的重视程度是企业安全工作好坏的关键。所以,首先要抓各级领导对安全工作的重视,并要求他们真正把安全工作摆到生产工作的首位。对工作现场的操作工人,要进行专门的技术培训和严格的安全教育。     

Safety leadership and safety performance in petrochemical industries: The mediating role of safety climate

This study examines the relationship among three latent variables: safety leadership, safety climate, and safety performance. Employees from 23 plants in seven departments of a petrochemical company in central Taiwan completed a questionnaire survey. From this, a sample of 521 responses was randomly selected. Structural equation modeling (SEM) analysis using the AMOS 5.0 was employed to test the hypothesized model relating the above-mentioned variables. The results indicate that the model was supported, and that safety climate mediated the relationship between safety leadership and performance. Practical implications of these results for process safety management in the petrochemical industries are discussed.     

企业安全管理群体行为与动力理论探讨

企业职工个体总是存在于某个群体之中 ,为了适应群体和群体环境 ,个体的安全行为与其单独行动时的行为有所不同。笔者首先讨论了群体的概念、特征和类型 ;然后给出了安全管理群体行为的概念 ,即群体行为主体在该群体组织内进行的与安全生产有关的活动就是安全管理的群体行为 ,以及安全管理群体行为的特征(群体行为的规律性、群体行为的可测量性、群体行为的可划分性、群体行为对个体的影响性 ) ;最后论述了安全管理中的群体动力理论和群体动力对职工安全行为的影响 ,包括对安全绩效的社会促进与促退作用、安全社会标准化倾向、群体压力和从众行为等     

Predicting safety culture: the roles of employer, operations manager and safety professional

Introduction: This study explores predictive factors in safety culture. Method: In 2008, a sample 939 employees was drawn from 22 departments of a telecoms firm in five regions in central Taiwan. The sample completed a questionnaire containing four scales: the employer safety leadership scale, the operations manager safety leadership scale, the safety professional safety leadership scale, and the safety culture scale. The sample was then randomly split into two subsamples. One subsample was used for measures development, one for the empirical study. Results: A stepwise regression analysis found four factors with a significant impact on safety culture (R² = 0.337): safety informing by operations managers; safety caring by employers; and safety coordination and safety regulation by safety professionals. Safety informing by operations managers (ß = 0.213) was by far the most significant predictive factor. Impact on industry: The findings of this study provide a framework for promoting a positive safety culture at the group level.     

企业安全领导力研究进展

列举几起因安全领导力缺乏造成的典型事故,指出当前企业安全管理和安全文化建设中的不足;探讨安全领导力的概念以及与安全管理的区别,论述安全领导力理论发展的4个阶段,重点分析交易型领导力和变革型领导力的关键要素及对企业安全绩效的影响,并对安全领导力的重要意义进行探讨。最后对企业决策层、中间管理层和基层管理层的安全领导力进行归纳和对比。研究表明:企业各级管理层安全领导力既是企业健康安全管理的关键要素,同时也是企业安全文化的基础,它决定了企业其他员工对安全的态度和行为。     

Leadership, psychological capital and safety research: Conceptual issues and future research questions

In this theory-driven literature review we examine how leadership and emerging research in positive organizational behaviour (POB) may inform our understanding of human mechanisms that affect safety outcomes. According to authentic leadership theory, leader self-awareness and self-regulation processes are vital mechanisms in the leader-follower exchange. From emerging research on authentic leadership, we propose that production management values, attitudes, and behaviour are linked to safety climate and safety outcomes in safety critical organizations (SCOs). According to recent developments in management theory, “psychological capital” is comprised of four distinct aspects that can be linked to desirable organizational outcomes and sustained high quality performance in individual workers. From this we offer a research model and five research propositions implicating that authentic leadership directly affects safety outcomes via promoting positive safety climate perceptions. Furthermore, we propose a second path where psychological capital mediates the relationship between authentic leadership, safety climate and safety outcomes in SCOs.     

Relation between senior managers’ safety leadership and safety behavior in the Chinese petrochemical industry

Senior managers in organizations are authorized and obliged to maintain organizational safety. However, to date, little research has considered the relation of senior managers' safety leadership to safety behavior. This study addresses this gap by using path analysis to confirm the validity of a hypothetical model that relates six dimensions of senior managers' safety leadership to two safety behaviors through the safety climate in the petrochemical industry. A questionnaire survey was sent randomly to workers (other than senior managers) in two petrochemical companies in China, and data from 155 usable responses were compiled for the path analysis. Results indicate that in the petrochemical industry, senior managers' safety leadership has a positive impact on safety behavior, and the safety climate plays an intermediary role between them. From the perspective of the dimensions of senior managers' safety leadership and safety behavior, safety concern has the greatest positive effect on safety compliance. Moreover, safety vision has the greatest positive impact on safety participation, whereas safety inspiration and safety awards and punishment have negative effects on safety compliance. Personal character does not directly influence any dimension of safety behavior but indirectly does so by influencing the safety climate. On the basis of these results, measures of improving senior managers' safety leadership in the petrochemical industry are presented to help improve the overall safety performance of the industry. A new view is provided for the petrochemical industry in China to suggest that senior managers’ safety leadership can be treated earnestly.     

香港特区建筑安全管理的探讨与借鉴

近年来 ,香港特区的建筑业安全状况有了长足进步 ,由于香港的发展既长期受到西方国家先进技术和知识的影响 ,同时又具有中国的传统文化背景 ,因此 ,研究其成功的经验对内地的建筑安全工作有着十分重要的借鉴意义。笔者主要从香港政府部门 (劳工处和环境运输工务局 )对建筑安全的管理和非政府机构 (职业安全健康局、绿十字会等 )对建筑安全的作用两方面进行探讨 ,总结香港特区在建筑安全方面的成功做法 ,最后对内地的建筑安全工作提出了一些建议。     

From the traditional concept of safety management to safety integrated with quality

This editorial reviews the evolution of the concepts of safety and quality that have been used in the traditional workplace. The traditional programs of safety are explored showing strengths and weaknesses. The concept of quality management is also viewed. Safety management and quality management principles, stages, and measurement are highlighted. The concepts of quality and safety guarantee are assessed. Total Quality Management concepts are reviewed and applied to safety quality. Total safety management principles are discussed. Finally, an analysis of the relationship between quality and safety from data collected from a company in Spain is presented.     

安全管理职业化与职业安全管理队伍建设

提出了安全管理职业化的概念，并就建立职业安全管理队伍的措施以及安全管理社会化服务问题进行了讨论。     

安全裕度研究与应用进展

随着人们对安全认识和需求的不断提高 ,安全裕度的概念越来越多受到工程设计界及人们日常生活的关注。笔者综述了安全裕度概念在不同工程技术领域应用情况 ,重点讨论了在压力容器设计、机械加工、电力系统运行、航空飞行管理、军备等复杂系统研究中安全裕度的含义、安全裕度设计方法以及应用安全裕度进行安全评定的方法。通过对安全裕度应用情况分析 ,表明安全裕度已经成为现代科学技术领域和日常生活中不可缺少的重要概念 ,广泛受到科技工作者和管理人员的高度重视。笔者还分析了目前安全裕度研究和应用方面存在的问题 ,提出了应尽快开展安全裕度理论的系统研究 ,使这一重要概念从目前主要以定性讨论为主上升到定量计算 ,建立安全裕度学科 ,并且使安全裕度理论成为安全科学重要组成部分的观点。
