The article is devoted to the research of ecological clusters as a tool of improving the ecological safety in developing countries. The authors offer to use a specifically developed methodology for determining the level of ecological security in developing countries. Formation of a city skeleton on the basis of ecological clusters, generated on the basis of biologically active natural complex, is offered. We offer the methodology of introduction of the cluster organization of the city environment with introduction models on the example of the city of Volgograd of the Russian Federation.  相似文献

In most developing countries, the ground survey method of data collection is usually the traditional method of monitoring urban land use. Since this procedure is costly in terms of time and energy, which developing countries can hardly afford, it is suggested that aerial photography be employed in monitoring urban land use. The usefulness of sequential aerial photography in estimating the relative growth of thirteen land-use categories in Ilorin (Nigeria) has been evaluated. It was discovered that the spatial distribution pattern of the land-use types in 1950, 1963, and 1973 could be estimated and changes detected. The methodology employed emphasises simplicity and speed of data collection, and so could be incorporated into an overall urban information system on which land-use planning could be based.  相似文献

The Kyoto Protocol relies on incentive-based regulations layered underneath a global cap on net emissions of greenhouse gases. Within the Kyoto Protocol are opportunities and constraints for signatory nations. Of concern to developing nations are the constraints the Kyoto Protocol could place on future growth. We examine the constraints and the opportunities offered to developing countries within the Kyoto Protocol. By identifying the potential costs and benefits the Kyoto Protocol has to offer to developing countries and by examining the incentives each create, we hope to spark serious investigations into ways to minimize the potential costs of entering the Kyoto Protocol and take full advantage of the potential benefits.

The failure of formal regulation and market-based approaches to control pollution has highlighted the significance of informal regulation in the form of ‘public disclosure’ and ‘rating’ for achieving environmental goals in the nineties. In developing countries where pollution information is often scarce, disclosure can make a firm’s emissions more costly. This is because it increases penalties from regulators, local communities, consumer organizations and factor markets. Public or information disclosure combines conventional environmental monitoring, self-regulation and public pressure using environmental ratings to promote better environmental management. Thus, it forms an effective tool to control pollution in developing countries like India, China or Kenya and countries-in-transition like Poland, Russia, etc. The different examples given in the paper indicate that effective public disclosure requires a credible scheme with scrutiny at different checkpoints similar to the one used for PROPER in Indonesia or GRP in India.  相似文献

The developing countries i.e., the non-Annex-I countries (parties to the Kyoto Protocol but not responsible to any reduction target yet) in the Kyoto Protocol whose economies are in transition are also allowed to reduce GHG emissions. Among these, the countries that have accepted the Kyoto Protocol may be benefited from CDM projects to promote sustainable development. The developed countries i.e., the Annex-I countries (that have signed the Kyoto Protocol & are responsible to have specific GHG emission reduction target) or the investing countries, in return, have privilege to purchase CER credits (in units equivalent to one tonne of CO2 gas emission reduction) to meet the emission target as specified in the Kyoto Protocol. The key step in understanding about CDM is to grasp the concept of “baseline” and “additionality”. The “Baseline” is the emissions level that would have existed if a CDM project had not happened. The feature of an approved CDM project is that the planned reductions would not occur without the additional incentive provided by emission reduction credits; this concept is known as “Additionality”. According to environmental additionality concept, baseline emission minus project emission is equal to emissions reduction. “Investment Additionality,” ultimately rejected during negotiation of the “Marrakech Accords” and “Financial Additionality,” are the two important concepts. The concept of trading of CER matches to the idea of Pigovian tax (equal to the negative externality and which is considered one of the “traditional” means of bringing a modicum of market forces) in Economics, making pollution more costly to the polluter, as the polluters have negative cost since they save money by polluting; hence, there are supposed negative externalities associated with the market activity. Economic theory predicts that in an economy where the cost of reaching mutual agreement between parties is high and where pollution is diffuse, Pigovian tax will be an efficient way to promote the public interest and will lead to an improvement of the quality of life measured by the Genuine Progress Indicator and other human economic indicators, as well as higher gross domestic product growth. We can seek a level of pollution such that the marginal savings (MS) to one polluting unit from pollution (−MC) is equal to marginal damage (MD) from pollution over the entire population, since pollution is a public bad i.e., MS (x*) = ∑MDi (x*) where ∑Di (x) is the total damage. Though the responsibility of reduction in emission does not lie on the non-Annex-I countries, still effort of maintaining global emission balance can be expected equally from developed and developing countries. The responsibilities of Kyoto Protocol are (a) to reduce global GHG emissions, (b) to bring about sustainable development in the developing countries lie on above two groups since its effect on February 16, 2005. Different polluters have different costs of pollution control. The least costly way of controlling pollution from various sources that reflects different costs of pollution control making the set of environmental regulations to achieve the emission target at the lowest cost makes the regulation cost-effective. Though efficiency is not attainable for many regulations, cost-effectiveness is attainable.  相似文献

From the ontological point of view, environmental health problems do not differ from problems of unsustainability. This leads us to think that sustainability science could contribute to resolve important questions that studies on environmental health are not resolving. A literature review was made in order to analyse the scope and limitations of studies on environmental health problems. Based on the characteristics of environmental health studies, we highlighted some examples of questions that are being ignored and analysed four contributions that sustainability science could make to solve them. These contributions come from three key components of sustainability science: (1) the unit of analysis—social–ecological systems, (2) a theory—resilience theory and, specifically, social–ecological resilience, (3) and the approaches of complex systems and transdisciplinarity. From a sustainability science perspective, four contributions could be made: environmental health problems are redefined as social–ecological systems; environmental health is assumed to be the result of adaptation processes; the environment and society are recognized as systems, not as matrices of factors; and human action acquires content and structure and, in turn, explains the behaviour of environmental health problems.  相似文献

In the global map of environmental injustices (http://www.ejatlas.com), the Andean countries (AC) report many ecological distribution conflicts. Our hypothesis is that the patterns of such conflicts are explained by the structural shifts of the economies and the concomitant changes in their metabolic profiles. Since the 1990s, these countries went through a strong reprimarization process, which changed their social metabolism as well as intensified environmental pressures and conflicts. In monetary terms, in the AC group of countries (Colombia, Ecuador, Peru and Bolivia), the primary sector increased its importance both in exports as well as in GDP. In the metabolic dynamics, the Domestic Extraction of materials (measured in tons) increased by a factor of 3.4 after jumping from 336 to 1145 MT between 1970 and 2012. This was driven by the fossil fuel and mining sectors. This reality was reflected in the environmental conflicts. Mining, fossil fuels, biomass and hydropower plants are the most conflictive sectors. The research in this article relies on a study of material flow analysis for the four AC carried out by the authors as well as 244 environmental conflicts reported in the EJAtlas until August 2016. The shifts in the metabolic–economic patterns help explain the dynamics and characteristics of the environmental conflicts in the AC. Such conflicts produce social mobilizations, which if successful, might help move society towards sustainability and environmental equity.  相似文献

A methodology is presented based on decision analysis for making decisions on environmental problems as required in the environmental impact assessment context. The major issues are identified, and the ability of the methodology to address these issues discussed. Explicit treatment of uncertainty and value tradeoffs, and the ability to consider different points of view are the important features of the methodology. Because of its sound theoretical foundation and its systematic and logical development, the methodology is well suited for documenting and justifying the decision process in public, regulatory, and judicial hearings. Case histories are summarized to illustrate the wide range of applicability of the methodology.  相似文献

Global warming is perceived as one of the biggest global health risks of the twenty-first century and a threat to the achievement of sustainable (economic) development; especially in developing countries, climate change is believed to further exacerbate existing vulnerability to disease and food security risks, because their populations are, for example, more reliant on agriculture and more vulnerable to droughts and have a lower adaptive capacity. Furthermore, the health-related impacts of climate change are threatening to undo decades of development policies. The interactions between climate and non-climate factors are of vital importance in shaping human vulnerability to global warming. Climate change cannot be seen as ‘a stand-alone risk factor,’ but rather as an amplifier of existing health and food security risks and an additional strain on institutional infrastructures. In order to avoid a multiplication of health risks in the developing world, there is a need to better understand the multifaceted and complex linkages involved. This is further illustrated for two important climate change–induced health risks, namely malnutrition and malaria. As the amplification of existing and emerging health risks in the developing world might become the greatest tragedy of climate change, adaptation ranks high on developing countries’ agendas. Of particular importance are the discussions about the ‘Green Climate Fund,’ which aims to administer billions of dollars for mitigation and adaptation. Of course, making funds for adaptation available is an important first step, but we also need to ask ourselves the question how such adaptation policies and projects should take shape. This paper demonstrates that an adequate response to climate change health risks should take a systems approach toward adaptation, acknowledging the importance of the local context of the most vulnerable.  相似文献

BackgroundEnvironmental contaminants have previously been linked to components of the Metabolic Syndrome (MetS). However, exposure to environmental contaminants is in part determined by various lifestyle factors.ObjectiveUsing an “Environmental Wide Association Study” (ELWAS) integrating environmental contaminants and lifestyle factors, we aimed to evaluate a possible additive role of both contaminants and lifestyle factors regarding MetS.Methods1016 subjects aged 70 years were investigated in the Prospective Investigation of the Vasculature in Uppsala Seniors (PIVUS) study. 43 environmental contaminants were measured in the circulation. Dietary records were used to evaluate 21 nutrients and the proportions of 13 fatty acids were determined in serum cholesterol esters to further quantify fat quality intake. Adding 5 other important lifestyle factors yielded together 76 environmental and lifestyle factors. MetS was defined by the NCEP/ATPIII-criteria.Results23% had MetS. Using cross-validation within the sample, fourteen environmental contaminants or lifestyle factors consistently showed a false discovery rate < 0.05. When the major variables entered a multiple model, only p, p′-DDE levels (positive), PCB209 (inverse) and exercise habits (inverse) were together with a fatty acid pattern, with high levels of palmitic acid and oleic acid and low levels of linoleic acid, related to MetS (p < 0.002 for all variables).ConclusionUsing a cross-sectional EWAS approach, certain environmental contaminants and lifestyle factors were found to be associated with prevalent metabolic syndrome in an additive fashion in an elderly population.  相似文献

环境问题的根源在于人类的行为,引导个体实施环境友好行为是环境治理的基本思路。环境社会规范会对环境行为产生重要的影响,是环境治理的重要路径。本研究在阐述社会规范的种类及其作用机制的基础上,借鉴环境社会规范激活的相关理论,阐明环境社会规范激活的影响因素及环境社会规范作用于环境行为的基本机理,分析中国环境社会规范激活存在的障碍,提出政府通过促进环境社会规范的激活来治理环境所应当采取的措施。研究结论表明,整体环境社会规范的激活水平决定着环境社会规范对环境行为的作用力,其取决于相互影响的环境描述性规范、环境命令性规范、环境个人规范的激活水平以及外部约束条件。由于受到客观物质生活条件的制约,中国环境社会规范的激活存在一些障碍,导致环境社会规范激活处于较低的水平,这些主要的障碍包括环境消极描述性规范反向作用大、环境个人规范激活水平低和行为的成本、行为的技术障碍、行为的便利性等外部因素的制约突出。在此,提出的建议是政府相关部门可以采取积极措施,通过提高环境社会规范的激活水平来达到环境治理的目标。政府相关部门可通过描述性规范信息的传递提高环境描述性规范激活水平。环境宣传教育中通过生态价值观确立、环境污染行为不利后果的明确认知、环境不利后果避免的正确归因来提高环境个人规范的激活水平。通过降低遵守环境社会规范的难度和成本消除环境社会规范激活的外部制约因素。通过完善环境立法并强化环境法的实施可有效提高环境描述性规范、环境命令性规范、环境个人规范的激活水平,从而提高整体环境社会规范的激活水平。  相似文献

This paper examines the various sources of radiological land contamination; its extent; its impacts on man, agriculture, and the environment; countermeasures for mitigating exposures; radiological standards; alternatives for achieving land decontamination and cleanup; and possible alternatives for utilizing the land. The major potential sources of extensive long-term land contamination with radionuclides, in order of decreasing extent, are nuclear war, detonation of a single nuclear weapon (e.g. terrorist act), serious reactor accidents, and nonfission nuclear weapons accidents that disperse the nuclear fuels (termed) “broken arrows”). Over the long term, external radiation doses are dominated primarily by 137Cs and internal radiation doses primarily by 90Sr. Plutonium and the transuranic elements are also important, primarily because of their long half-lives and relatively high inhalation doses. Costs for cleanup of contaminated land are very high. For example, cleanup of the broken arrow in Palomares, Spain, was approximately $33,600 per hectare. If cleanup of agricultural land is impractical, alternative land uses might include production of fiber crops, seed-stock crops, or plant biomass for alcohol fuels, or diversion of the land from crop production. Conversion of cropland to pasture or rangeland takes benefit from the generally lower accumulation of radionuclides into animals products compared with plant products. Another alternative is to fence off the land and use it for production of timber. This alternative would allow for 25–100 y or more of radiological decay before recovery of the timber.  相似文献

Although studies on environmental conflicts have engaged with the subject of violence, a multidimensional approach has been lacking. Using data from 95 environmental conflicts in Central America, we show how different forms of violence appear and overlap. We focus on direct, structural, cultural, slow, and ecological forms of violence. Results suggest that the common understanding of violence in environmental conflicts as a direct event in time and space is only the tip of the iceberg and that violence can reach not only environmental defenders, but also communities, nature, and the sustainability of their relations.  相似文献
