The survey of the environmental radioactivity in Switzerland is the responsibility of the Swiss Federal Radioactivity Surveillance Commission (KUeR).All laboratories specialized in environmental radioactivity measurements in Switzerland take part in the KUeR-sampling and measurement program. This program includes measurements of air, water, soil, grass, important food sources as well as the body radioactivity of human beings.This program and the various measuring methods are based on the experience on fall-out measurements of the KUeR and of various international bodies.Special environmental sampling and measurement programs are implemented in the vicinity of the operating Nuclear Power Stations (NPS) and those under construction. To confirm compliance with the licensing requirements the various activities include all measurements to assess any radiological consequences of NPS operation. Such requirements are drawn up for each power-station by the Nuclear Safety Division of the Swiss Federal Office of Energy (ASK) and the KUeR.They include various measurements and techniques starting from the release-point, to dose estimation from external radiation (plum exposure), dose estimation from internal radiation (ecological pathway) and in some cases whole body counting of persons.In our laboratories and national and international round-robin measurements programs we think it will be useful to include standards developed under the auspices of the ICRM.  相似文献

Communication strategies involving news media and environmental groups are well documented and research into protest politics and other forms of environmental communication has made considerable progress in the analysis of the strategies that various actors use to influence environmental policy. There is less scholarship, however, on the journalistic representation of the legal strategies employed by environmental non-government organizations, such as the mediatized debates about the use of law by these groups and the laws themselves. Further, while legal scholarship observes the role of public interest litigation in environmental matters, the role of news media as an influential force in public opinion formation and mobilization in the context of environmental litigation as an activist strategy remains less understood. Using the 2015 “green lawfare” debate in Australia that followed a successful Australian Federal Court challenge to a coalmine, this paper argues that the “mediatized visibility” inherent in public interest litigation is an important, but mostly overlooked, element of mediatized environmental conflict.  相似文献

The WHO Regional Office for Europe organized a working group in Schloss Reisenburg, Federal Republic of Germany, on 9–12 June 1987, to discuss one important result of the Chernobyl nuclear accident in April 1986, namely the wide distribution of radiocaesium. Its possible health hazards, being a beta-emitter, are long-term because of the long half-lives (about 2 years for 134Cs and about 30 years for 137Cs). Radiocaesium has been shown to concentrate in plants (e.g. spinach and tea) and in animals and animals products (e.g. reindeer and sheep, and their respective milk products).Therefore, it was considered important to examine the rate of deposition in Europe, environmental pathways through soil, flora and fauna to man, the related metabolism and accumulation in man and radiotoxicity and, consequently, the possible health effects.  相似文献

Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the respondents identified Federal groups and the DOE as potential stewards. Located in a relatively dry region and characterized by mainly sandy soils, the German Federal State of Brandenburg (surrounding the capital city of Berlin) is especially vulnerable to climate change impacts (e.g., summer droughts) and cascading effects on ecological systems (e.g., decreasing ground water tables, water stress, fire risk, productivity losses) with socioeconomic implications. Furthermore, a complex interplay of unemployment, rural exodus, and an aging population challenges this structurally weak region. We discuss adaptation measures that are either implemented or planned, as well as research into adaptation strategies to climate change for the sectors forestry, agriculture, and water management as well as in nature conservation in light of socioeconomic and ecological challenges and benefits. In doing so, we adopt a systemic view of Brandenburg where the sectors discussed are seen as subsystems embedded in a larger regional system. This at least partially holarchical approach enables the identification of conflicts between adaptation measures, but also of synergies among the sectors that pertain to successful adaptation to climate change. The insights gained ultimately highlight the need for cross-sectoral, adaptive management practices that jointly target a sustainable regional development.  相似文献

A decree on radiation safety and protection have been signed by the Federal Government of Nigeria that established a regulatory body to control the importation, application, transportation and disposal of radioactive materials in the environment. The fundamental function of the body is embodied on radiation protection of the country's population and the environment. However, the protection and assessment of any radiation pollution in the environment to a large extent is based on the knowledge of the baseline of radiation dose rate levels due to natural radionuclides. This study assesses the risks associated with terrestrial gamma radiation dose rate levels in some cities across the major geological formations of the country. Results showed that in the Northern region the number of individuals at risk of incurring cancer ranged between 0.25 and 3.25 yr with an average value of 1.46+/-0.45, while in the southwestern region it ranged between 0.76 and 5.50 yr(-1) with a mean value of 1.66+/-0.63 and in the southeastern region it was between 0.17 and 0.89 yr(-1) with a mean value of 0.35+/-0.14. Assuming uniform exposure for the entire population of 98.5 million, it has been estimated that about 160 individuals annually are at risk of incurring cancer due to exposure to terrestrial gamma radiation.  相似文献

The difficulties in resolving water resource policy questions are analogous in many ways to the difficulties in resolving energy policy questions — technical, legal, institutional and social. Federal involvement in water resources began in 1809 and continues to the present time. The most recent comprehensive study was the Second National Water Assessment by the U.S. Water Resources Council in 1979. Conclusions reached were that water quality and quantity and surface and ground water are artificial distinctions, that water policies should reflect national needs and priorities, that flood control must be accelerated and drinking water quality protected and that more decisions should be made at a local level while integrated into national planning and development. Though the study disaggregated the U.S. into 106 subregions, its projections of a single future rather than a range of futures gives an erroneous sense of predictability to the work. To help resolve the major problems, inadequate supply and contamination and flooding and erosion, ultrasophisticated mathematical models are widely utilized without sufficient verification. A more tractable approach for policy studies would be to use simplified semi-empirical models rather than first principle models. Possibly more important, policy resolution awaits social value resolution which means that the policies adopted must be flexible, incremental, and non-divisive.  相似文献

The Royal Decree of 20th July has entrusted the Federal Agency for Nuclear Control (FANC) with the task of controlling the territorial radioactivity and the doses received by the population. Within this agenda, a monitoring programme has been developed over many years, in order to follow the main potential exposure pathways of the population. In practice, several potential vectors of contamination are controlled: air (and rain), surface water (including sediments and biota), soils around nuclear installations, food chain, drinking water etc. To carry out such work, the FANC has collaborated with public or private reputable organisations: The Centre of Nuclear Energy Studies of Mol, The National Institute of Radionuclides of Fleurus, and The Louis Pasteur Public Health Institute of Brussels. A synthesis of this monitoring programme will be presented and the most important deductions will be pointed out. For many years, the tendency has been for tighter control of artificial and natural radioactivity in the environment. This has been achieved by increasingly stringent regulations, regarding environmental monitoring efforts, from international organisations (EC, OSPAR, IAEA). In this context, the FANC in Belgium, is involved in a process that will lead to the adaptation of the Belgian monitoring programme. Different aspects of these adaptations and of their consequences will be presented for illustrative purposes.  相似文献

Environmental noise is a major source of public complaints. Noise in the community causes physical and socio-economic effects and has been shown to be related to adverse health impacts. Noise, however, has not been actively researched in the United States compared with the European Union countries in recent years. In this research, we aimed at modeling road traffic noise and analyzing human exposure in Fulton County, Georgia, United States. We modeled road traffic noise levels using the United States Department of Transportation Federal Highway Administration Traffic Noise Model implemented in SoundPLAN?. After analyzing noise levels with raster, vector and fa?ade maps, we estimated human exposure to high noise levels. Accurate digital elevation models and building heights were derived from Light Detection And Ranging survey datasets and building footprint boundaries. Traffic datasets were collected from the Georgia Department of Transportation and the Atlanta Regional Commission. Noise level simulation was performed with 62 computers in a distributed computing environment. Finally, the noise-exposed population was calculated using geographic information system techniques. Results show that 48% of the total county population [N=870,166 residents] is potentially exposed to 55 dB(A) or higher noise levels during daytime. About 9% of the population is potentially exposed to 67 dB(A) or higher noises. At nighttime, 32% of the population is expected to be exposed to noise levels higher than 50 dB(A). This research shows that large-scale traffic noise estimation is possible with the help of various organizations. We believe that this research is a significant stepping stone for analyzing community health associated with noise exposures in the United States.  相似文献

The consequences of the Chernobyl reactor accident on the Japanese population are assessed here, for the one-year period from May 1986, in terms of the internal dose due to 137Cs. The calculations are made via an approach which combines whole body counting with analysis of food intake data. First, the dose from 137Cs is assessed, for a group of healthy adult males, on the basis of their observed body burdens of 137Cs determined by whole body counting. The annual individual dose estimate thus obtained is 1·5 μSv, which is 6–15% and 3·7% respectively of the doses determined by whole body counting in UK and the Federal Republic of Germany. The temporal change in the average body burden is successfully explained here by a single-compartment model. Secondly, this latter model is used, along with the daily 137Cs intake data for each district in Japan, to calculate the dose for the whole of Japan. Appropriate values were chosen for the relevant biological parameters for each age and sex group. The estimates of the population dose and the average individual dose thus obtained are 148 man Sv, for the population of 120 million, and 1·24 μSv, respectively. Although comparatively small, these values nonetheless also include the residual contribution from past nuclear weapon tests. The average annual individual dose of 1·24 μSv corresponds to 0·7% of the dose from natural 40K in the body. Although whole body counting indicates that 137Cs burdens were still increasing as of May 1987, it is concluded that, in terms of radiocaesium, the effect of the Chernobyl reactor accident on Japan was negligible.  相似文献

The National Forests of the United States encompass 192.7?million acres (78?million hectares) of land, which is nearly five percent of the total land area of the nation. These lands are managed by the US Forest Service (USFS) for multiple uses, including extraction of timber, production of fossil fuels and minerals, public recreation, and the preservation of biodiversity, clean air, water, and soils. The USFS is interested in valuing the natural capital within, and the ecosystem services provided by, their lands. This is in part to justify expenditures in a time of limited resources. We used emergy and an environmental accounting approach, to quantify the ecosystem services, the exported environmental goods and information provided by National Forest System (NFS) lands, and the natural capital residing on those lands. Environmental accounting using emergy provides a method to value these flows of services and storages of capital using a common biophysical unit, the solar emjoule and its monetary equivalent the emdollar. We compare emdollar values to economic values gleaned from the literature. In 2005, the ecosystem services provided by USFS lands were equivalent to 197?billion emdollars, and the value of NFS natural capital was 24.3?trillion emdollars. Our evaluation suggests that the Federal Government budget allocation for the NFS ($5.55E+09 in 2005) was well spent, protecting 24.3?trillion emdollars in natural capital and insuring annual ecosystem services totaling 197?billion emdollars. Monetary values for some natural capital and ecosystem services are similar to emergy-derived values (resources like fish, wildlife, water, and firewood extracted from forests), and others are widely different (biodiversity, fossil, and mineral resources). There is large uncertainty associated with computing the environment’s contributions to society whether using emergy or accepted economic techniques; yet, the magnitude of these emergy-derived estimates suggests that even with the uncertainty, the values are significant and monetary expenditures for the Forest Service are justified.  相似文献

We evaluate air Pb emissions and latent aggravated assault behavior at the scale of the city. We accomplish this by regressing annual Federal Bureau of Investigation aggravated assault rate records against the rise and fall of annual vehicle Pb emissions in Chicago (Illinois), Indianapolis (Indiana), Minneapolis (Minnesota), San Diego (California), Atlanta (Georgia), and New Orleans (Louisiana). Other things held equal, a 1% increase in tonnages of air Pb released 22 years prior raises the present period aggravated assault rate by 0.46% (95% CI, 0.28 to 0.64). Overall our model explains 90% of the variation in aggravated assault across the cities examined. In the case of New Orleans, 85% of temporal variation in the aggravated assault rate is explained by the annual rise and fall of air Pb (total = 10,179 metric tons) released on the population of New Orleans 22 years earlier. For every metric ton of Pb released 22 years prior, a latent increase of 1.59 (95% CI, 1.36 to 1.83, p < 0.001) aggravated assaults per 100,000 were reported. Vehicles consuming fuel containing Pb additives contributed much larger quantities of Pb dust than generally recognized. Our findings along with others predict that prevention of children's lead exposure from lead dust now will realize numerous societal benefits two decades into the future, including lower rates of aggravated assault.  相似文献

In Canada, perfluoroalkyl acids (PFAAs) have been the focus of several monitoring programs and research and surveillance studies. Here, we integrate recent data and perform a multi-media assessment to examine the current status and ongoing trends of PFAAs in Canada. Concentrations of perfluorooctane sulfonate (PFOS), perfluorooctanoate (PFOA), and other long-chain perfluorocarboxylates (PFCAs) in air, water, sediment, fish, and birds across Canada are generally related to urbanization, with elevated concentrations observed around cities, especially in southern Ontario. PFOS levels in water, fish tissue, and bird eggs were below their respective Draft Federal Environmental Quality Guidelines, suggesting there is low potential for adverse effects to the environment/organisms examined. However, PFOS in fish and bird eggs tended to exceed guidelines for the protection of mammalian and avian consumers, suggesting a potential risk to their wildlife predators, although wildlife population health assessments are needed to determine whether negative impacts are actually occurring. Long-term temporal trends of PFOS in suspended sediment, sediment cores, Lake Trout (Salvelinus namaycush), and Herring Gull (Larus argentatus) eggs collected from Lake Ontario increased consistently from the start of data collection until the 1990s. However, after this time, the trends varied by media, with concentrations stabilizing in Lake Trout and Herring Gull eggs, and decreasing and increasing in suspended sediment and the sediment cores, respectively. For PFCAs, concentrations in suspended sediment, sediment cores, and Herring Gulls generally increased from the start of data collection until present and concentrations in Lake Trout increased until the late 1990s and subsequently stabilized. A multimedia comparison of PFAA profiles provided evidence that unexpected patterns in biota of some of the lakes were due to unique source patterns rather than internal lake processes. High concentrations of PFAAs in the leachate and air of landfill sites, in the wastewater influent/effluent, biosolids, and air at wastewater treatment plants, and in indoor air and dust highlight the waste sector and current-use products (used primarily indoors) as ongoing sources of PFAAs to the Canadian environment. The results of this study demonstrate the utility of integrating data from different media. Simultaneous evaluation of spatial and temporal trends in multiple media allows inferences that would be impossible with data on only one medium. As such, more co-ordination among monitoring sites for different media is suggested for future sampling, especially at the northern sites. We emphasize the importance of continued monitoring of multiple-media for determining future responses of environmental PFAA concentrations to voluntary and regulatory actions.  相似文献

Perfluorinated compounds (PFCs), especially perfluorooctanesulfonate (PFOS) and perfluorooctanoate (PFOA), are known to occur throughout the environment and in the human population (Houde et al., 2006). The occurrence of PFCs in human umbilical cord blood and human milk, coupled with the potential developmental toxicity of PFCs, suggests the need for determining the exposure sources and magnitudes of PFCs in infants. In this study, 10 PFCs were measured in 24 pooled samples consisting of 1237 individual human milk samples. The samples were collected from 12 provinces of China in 2007. PFOS and PFOA were the predominant PFCs found in all the samples tested. The geometric mean (GM) and median of the concentrations were 46 pg/mL and 49 pg/mL for PFOS, 46 pg/mL and 34.5 pg/mL for PFOA respectively. A large variation in geographical distribution was observed for PFCs in human milk. High concentrations of PFOA (814 pg/ml for the rural samples and 616 pg/ml for the urban samples) were found in human milk from Shanghai. Estimated dietary intakes (EDI) were established and the median, GM and the highest EDI of the total PFCs were 17.2 ng/kg/d, 17.8 ng/kg/d and 129.1 ng/kg/d respectively. The EDI for PFOA (88.4 ng/kg/d) for Shanghai was close to the tolerable daily intake (100 ng/kg/d) proposed by the German Federal Institute for Risk Assessment and the Drinking Water Commission. The results suggest both mothers and infants have a high exposure to PFCs in the Shanghai region. The potential health impact of postnatal exposure through breastfeeding to infants should therefore be comprehensively evaluated.  相似文献

The production of energy crops in Germany is a growing agronomic sector and is expected to occupy a substantial share of farmland in the near future. At the same time, there are concerns that energy crops might cause increased nitrogen pollution of soil water, surface water and groundwater. Therefore, the Federal State of Saxony, Germany, funded a study on potential effects of an intensified cultivation of energy crops. In frame of this study, we used the Web GIS-based model STOFFBILANZ to simulate N leaching from the rooting zone and N loads of surface water for a reference scenario and an energy crop scenario. For the reference scenario, we used data representing the crop cultivation for the year 2005 at municipality level. We found that the total loads for N leaching from the rooting zone of cropland are highest for the loess region (8,067 t year?1), followed by mountainous region (6,797 t year?1) and lowland (5,443 t year?1). However, highest N fluxes in the leachate from rooting zones have been simulated for lowland (40.6 kg ha?1 year?1) and mountainous region (37.1 kg ha?1 year?1), while nitrate concentrations of leachate were highest for the lowland (101.8 mg l?1). In terms of diffuse N input into surface water, the mountainous region is the most important source area (total N load 6,380 t year?1, flux 34.6 kg ha?1 year?1). Retention by in-stream processes accounts for 15 % (3,784 t year?1) of the total N load leaving the study area (25,136 t year?1). In the 2020 energy crop scenario, shares of rape and silage maize (id., ensiled corn) were limited for each municipality to a maximum of 25 and 33 %, respectively. The conversion of grasslands to crop farming was not allowed. Under these conditions, we found slight to substantial reductions of nitrogen loads for leachate from the rooting zone and for surface waters. The simulated reduction depends strongly on local conditions. Only small reductions (ca. 4–8 %) were found for the lowlands and mountainous regions of Saxony, while reductions for the loess region were substantial (ca. 22 %). A major outcome of our study is that the cultivation of energy crops might reduce N loss if certain preconditions are assumed, for example, without conversion of grasslands to crop farming. 为揭示鄱阳湖流域旱涝变化规律,预测未来变化,搜集整理了鄱阳湖流域地方志、奏折等古文献记载的旱涝记录,根据灾害现象、灾害后果、救灾情况等综合研判旱涝等级。对1160~1950s旱涝频次序列进行了变化周期分析。采用了R/S方法分析了年代际旱涝频次的Hurst指数,结合变化周期分析结果,对1950s以后鄱阳湖流域的旱涝频次变化趋势进行预测,采用基于1951~2010年器测降水量的SPI指数进行验证。研究结果表明:1160~1940s鄱阳湖流域及各子流域的干旱、洪涝频次呈波动变化,周期性变化明显,干旱、洪涝的3~6个年代周期段在整个时段内均非常显著,通过了95%的信度检验;鄱阳湖流域及各子流域的年代际干旱频次的Hurst指数普遍在0.7~0.8之间,洪涝在0.8~0.9之间。预测1950s后鄱阳湖流域年代际旱涝频次整体变化将呈阶段性上升趋势,经验证预测结果与实况较为吻合。  相似文献

利用分形理论进行城市体系的经济规模等级特征分析,推广了规模等级分形理论的应用领域。以长江三角洲地区县级以上行政单位为研究对象,以2009年经济数据为载体,分别从分部门的经济总量、经济密度和第一无标度区3个角度计算了城市体系经济规模的分维,验证了分形理论在城市体系经济规模等级研究中的适用性。结果表明:(1)城市体系中的经济规模等级呈现较好的分形特征,分形维数可以作为城市体系经济规模等级研究的有力工具;(2)长江三角洲地区当前各经济社会部门的规模等级特征差异较大,中心城市垄断性较强;(3)长江三角洲地区经济规模等级层次明显;(4)以无标度区为基础可以将长江三角洲地区划分为核心经济区和经济发展边缘区  相似文献
