Results from a 1995 survey of utility company biologists indicate that aquatic biodiversity is an emerging and poorly understood issue. As a result, there is some confusion about what aquatic biodiversity actually is, and how we can best conserve it. Only one fourth (24%) of the respondents said their company has a stated environmental policy that addresses biodiversity. Many respondents indicate that over the years they have not specifically managed for biodiversity, but have been doing that through their efforts to assure balanced indigenous populations. While regulations are still the major driver for biological work, an increasing number of companies are involved in voluntary partnerships in managing water resources. Of these voluntary partnerships, 70% have biodiversity as a goal. Biodiversity is becoming an increasingly common subject of study, and a vast majority (75%) of the respondents suggested it should be a goal for utility resource management. Conservation of aquatic biodiversity is a complex task, and to date most aquatic efforts have been directed toward fish and macroinvertebrates. Ecological research and technological development performed by the utility industry have resulted in a number of successful biopreservation and biorestoration success stories. A common theme to preserving or enhancing aquatic biodiversity is preserving aquatic habitat. Increasingly, ecosystem management is touted as the most likely approach to achieve success in preserving aquatic biodiversity. Several utilities are conducting progressive work in implementing ecosystem management. This paper presents the potential interactions between power plants and biodiversity, an overview of aquatic biodiversity preservation efforts within the electric utility industry, more detail on the results of the survey, and recent initiatives in ecosystem management. 相似文献

South Africa's moist grassland harbours globally significant biodiversity, supplies essential ecosystem services, supports crop and livestock agriculture, forestry and settlement, yet is poorly conserved. Ongoing transformation and limited opportunity for expanding the protected area network require instead that biodiversity conservation is 'mainstreamed' within other land uses. This exercise sought to identify the relative compatibility of 10 land uses (conservation, livestock or game ranching, tourism/recreation, rural settlement, dryland cropping, irrigated cropping, dairy farming, plantation forestry, and urban settlement) with maintaining biodiversity integrity. This was assessed using 46 indicators for biodiversity integrity that covered landscape composition, structure, and functioning. Data was integrated into a single measure per land use through application of the analytic hierarchy process, with supporting information gained from interviews with experts. The rank order of importance amongst indicators was landscape structure, functioning and composition. Consistent differences among land uses for all three categories revealed two clear groupings. Conservation, livestock or game ranching had the lowest impact and retained substantial natural asset, while that for tourism/recreation was intermediate. All other land uses had a severe impact. Impact on biodiversity integrity depended mainly on the extent of transformation and fragmentation, which accounted for the greatest impact on habitats and species, and impairment of landscape functioning. It is suggested that a strategic intervention for maintaining biodiversity integrity of moist grassland is to support livestock or game ranching and limit ongoing urban sprawl. 相似文献

The synthetic field of conservation biology uses principles derived from many different disciplines to address biodiversity issues. Many of these principles have come from ecology, and two simple ones that seem to relate to many issues involving the utility industry are: (1) Everything is interconnected (and should usually stay that way), and (2) We can never do merely one thing. The first principle can be applied to both the biotic and physical environments that are impacted by industrial activities. Habitat fragmentation and the loss of physical and biotic connectedness that results are frequently associated with transmission rights-of-way. These problems can be reduced—or even turned into conservation benefits—by careful planning and creative management. The second principle applies to the utility industry's programs to deal with carbon released by burning fossil fuels. Ecological knowledge can allow these programs to contribute to the preservation of biodiversity in addition to addressing a pollution problem. Without careful ecological analyses, industry could easily create new problems while implementing solutions to old ones. 相似文献

Global climate change is an important cause of biodiversity loss. The conservation, sustainable management and use of biodiversity resources are key factors that can be effectively used to minimize the adverse impacts of global climate change. Efforts to understand and address the linkages between global climate change and biodiversity loss are both urgent and timely. Integrating responses related to these two global environmental challenges is especially relevant for small island developing States (SIDS) because the adverse impacts of climate change can impose severe stresses on biodiversity resources that are fragile, vulnerable and already under stress and the people who depend upon them. This paper argues that comprehensive assessments of adverse impacts of global climate change on the biodiversity resources of SIDS, and an improved understanding of relevant climate change related adaptation measures and sustainable energy policies (that are based on the principles of conservation, sustainable management and use of biodiversity resources) will enable SIDS to become more resilient and to develop better response capacities. 相似文献

This article critically reviews environmental assessment (EA) practices in Sri Lanka, with a particular focus on ecology.
An overview is provided of the domestic and international influences which have shaped the administrative process which is
currently a two-tiered scheme. An Initial Environmental Examination (IEE) provides a preliminary screening tool, prior to
the requirement for a full Environmental Impact Assessment (EIA). A comprehensive survey of Sri Lankan national archives showed
that 463 EAs were completed in the period 1981–2005, with the bulk of these in the more populated Western and North Western
Provinces. Two-thirds were IEE surveys, while the remaining third advanced to full EIA. A representative sample of 130 EAs
(both IEEs and full EIAs) spanning a broad range of project types, scales, and environmental settings was selected to evaluate
the quality of the ecological investigations within the published environmental impact statements (EISs). These were assigned
into five classes of “explanatory power”, on the basis of their scientific content in relation to survey, analysis, and reporting
of ecological interests. Within most EISs, the ecological impact assessment (EcIA) was restricted to the lowest two categories
of ecological assessment, i.e., tokenistic presentation of reconnaissance-level species lists without further analysis of
the development implications for individual organisms or communities. None of the assessments reviewed provided statistically
rigorous analysis, which would be required if ecological impact studies are to include quantitative and testable predictions
of impact, which could then be followed up by appropriate post-impact monitoring programs. Attention to key local issues such
as biodiversity or ecosystem services, which also have strong social dimensions in the developing world, was also notably
underrepresented. It was thus concluded that despite the existence of a sound legislative framework in Sri Lanka, the analysis
contained within EISs generally fails to convey meaningful information to the relevant stakeholders and decision makers involved
in protecting ecological interests and promoting sustainable development. The introduction of strategic environmental assessment
(SEA) is considered an important tool to strengthen the institutional capacity of Sri Lankan government to implement current

Public policy, private landholders: perspectives on policy mechanisms for sustainable land management 总被引:2,自引:0,他引:2
A variety of tools can be employed in support of environmental policy objectives, but achieving preferred outcomes also requires the cooperation of private landholders and others with vested interests in the land. The Land Stewardship project in the state of Victoria, Australia, is an initiative devoted to exploring the ways in which private landholders could be encouraged towards more sustainable land management. Following the view that the success of policy initiatives is contingent on effective stakeholder engagement, a component of the Land Stewardship project involved a dialogue with landholders about policy tools (e.g., regulation, economic instruments) that might be deployed to encourage improved land management practices. This paper provides an account of the views and attitudes of landholders, as revealed in a series of three workshops, which consisted of discussions about the factors influencing agriculture, participants' interpretations of sustainability, and policy methods. The focus of the paper is on what landholders believe to be the strengths and limitations of standard policy tools, and the essential requirements for these tools to deliver the best land management outcomes. One of the main findings of the project was a 'preference hierarchy' in respect of policy methods, according to which the strongest support was expressed for voluntary and education-based tools, followed by market-based instruments, with command-and-control regulation identified as a measure of 'last resort'. In the paper we reflect also on how the views and outlook of landholders should be positioned relative to other inputs in the design of policy interventions. 相似文献

Biomass is one of the renewable energy sources on which policy makers are greatly dependent on since it is a flexible feedstock capable of conversion into electricity, transport liquid fuels and heat by chemical and biological processes on demand. Though numerous publications have examined the relationship of economic growth with renewable energy and other parameters, biomass energy has never been included in these studies. Then, this study examines the causal relationship within a multivariate panel cointegration/error correction framework which combines the cross-section and time series data while allowing for heterogeneity across different provinces. After employing panel data regression model ranging from 2003 through 2012 to examine the relationships of biofuels production with sustainable development in China, the paper concludes that the development of biofuel energy production integrated with the consideration of the improvement of income per capita, and the attraction of more capital investment, does make a significant contribution to economic growth. However, some negative side effects including the increase of greenhouse emissions and the decrease of marginal land still coexist with the economic development. For many citizens and policymakers, the empirical relationship between economic growth and biodiversity conservation has not been sufficiently established for purposes of identifying the types of economic policies amenable to biodiversity conservation. Some think economic growth conflicts with biodiversity conservation; others think economic growth conduces biodiversity conservation. With panel data from 1997‐2011, encompassing US continental states, we developed a series of statistical models to investigate the relationships among species endangerment, human population, and economic growth as indicated by GDP and per capita GDP. Species endangerment is highly correlated with population and GDP, and per capita GDP is a significant regressor of species endangerment. Across US continental states, competitive exclusion of non‐human species occurs via human economic growth and population growth. 相似文献

In 1996, nine federal agencies with mandates to inventory and manage the nation's land, water, and biological resources signed
a memorandum of understanding entitled “Developing a Spatial Framework of Ecological Units of The United States.” This spatial
framework is the basis for interagency coordination and collaboration in the development of ecosystem management strategies.
One of the objectives in this memorandum is the development of a map of common ecological regions for the conterminous United
States. The regions defined in the spatial framework will be areas within which biotic, abiotic, terrestrial, and aquatic
capacities and potentials are similar. The agencies agreed to begin by exploring areas of agreement and disagreement in three
federal natural-resource spatial frameworks—Major Land Resource Areas of the US Department of Agriculture (USDA) Natural Resources
Conservation Service, National Hierarchy of Ecological Units of the USDA Forest Service, and Level III Ecoregions of the US
Environmental Protection Agency. The explicit intention is that the framework will foster an ecological understanding of the
landscape, rather than an understanding based on a single resource, single discipline, or single agency perspective. This
paper describes the origin, capabilities, and limitations of three major federal agency frameworks and suggests why a common
ecological framework is desirable. The scientific and programmatic benefits of common ecological regions are described, and

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people
in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development,
and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these
objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and
selective use of plantation forestry.

Stakeholder participation is expected to improve the efficiency, equity, and sustainability of natural resource management research and development (R&D) projects by ensuring that research reflects users’ priorities, needs, capabilities, and constraints. Use of participatory methods and tools is growing rapidly; however, there is little systematic evidence about what participation actually means in practice, or about what difference it makes. Based on an inventory of 59 self‐described participatory R&D projects in the area of natural resource management, this article characterizes the typical project and analyzes how stakeholders are selected, how they participate in the research process, and what their involvement means for project costs and impacts. The results suggest that, while projects are generating a range of direct and indirect benefits for participants, more careful attention needs to be paid to achieving equitable impacts. Current practices may lag behind best practices in key areas, such as power sharing and participant selection, and may therefore be missing important contributions from women and other marginalized groups. 相似文献

The increase in extreme weather events arising from climate change is posing serious threats to the sustainability of transport systems, creating the need for improved tools for decision support for more effectively managing natural disasters. There are numerous transport‐related decisions that are required during the response, recovery and preparedness stages of the disaster management cycle. This paper describes the development and application of the Intelligent Disaster Decision Support System (IDDSS), which provides a platform for integrating a vast range of road network, traffic, geographic, economic and meteorological data, as well as dynamic disaster and transport models. Initial applications to the response and planning for floods and fires are presented to illustrate some of its capabilities. The IDDSS can be used to improve disaster management, which in turn will increase the sustainability of transport networks. 相似文献

The Environmental Impact Statement (EIS) attempts to portray the current character of a given ecosystem. This provides a Baseline against which future possible changes can be assessed. Ecosystems, however, are dynamic and in a constant state of change. Consequently, data representing a single year reflect conditions only for that year and can be misleading if compared against any other year. In addition to this temporal variation, considerable spacial variation exists in species composition and cover. Ample sampling is required to compensate for this heterogeneity. Variation, or background noise, can be minimized by the use of similarity indexes and sampling over a period of at least two years. 相似文献

The ecosystems of South Florida are unique in the world. The defining features of the natural Everglades (large spatial scale, temporal patterns of water storage and sheetflow, and low nutrient levels) historically allowed a mosaic of habitats with characteristic animals. Massive hydrological alterations have halved the Everglades, and ecological sustainability requires fundamental changes in management.The US Man and the Biosphere Human-Dominated Systems Directorate is conducting a case study of South Florida using ecosystem management as a framework for exploring options for mutually dependent sustainability of society and the environment. A new methodology was developed to specify sustainability goals, characterize human factors affecting the ecosystem, and conduct scenario/consequence analyses to examine ecological and societal implications. South Florida has sufficient water for urban, agricultural, and ecological needs, but most water drains to the sea through the system of canals; thus, the issue is not competition for resources but storage and management of water. The goal is to reestablish the natural system for water quantity, timing, and distribution over a sufficient area to restore the essence of the Everglades.The societal sustainability in the Everglades Agricultural Area (EAA) is at risk because of soil degradation, vulnerability of sugar price supports, policies affecting Cuban sugar imports, and political/economic forces aligned against sugar production. One scenario suggested using the EAA for water storage while under private sugar production, thereby linking sustainability of the ecological system with societal sustainability. Further analyses are needed, but the US MAB project suggests achieving ecological sustainability consistent with societal sustainability may be feasible. 相似文献

This article explores recent Australian experiences in the application of the concept of integrated urban water management
(IUWM) to land development sites through the review of 15 case studies. It discusses lUWM’s emergence and comments on the
success or otherwise of Australian experience in its application. The understanding of IUWM is maturing within the Australian
water industry, an occurrence that has been facilitated by demonstration sites such as those reviewed. Successes include the
translation of IUWM concepts into well-functioning operational urban developments, significant reductions in the impact of
the urban developments on the total water cycle, and the increasing acceptance of the concept within the water and land development
industries. However, there is still room for greater integration of the water supply, stormwater, and wastewater components
of the urban water cycle, improved dissemination of knowledge, enhancement of skills in both public and private organisations,

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques. 相似文献

This research investigates the use of an Assessment of Ecosystem Services (AES) approach as a planning tool in Florida through the use of an online survey. Target respondents were professionals who had been involved in AES projects. The majority of the respondents perceive an AES approach as a comprehensive and holistic approach that results in better land-use planning decisions. However, AES does not appear to be widely used to guide planning decisions. Despite some challenges, respondents across multiple agencies and institutions in Florida are supportive of using AES in combination with traditional land-use planning tools. More rigorous testing and validation and clarification of guidelines for best practice could improve political and economic support and thereby facilitate the use of AES to guide land-use planning efforts. 相似文献

The Alfeios River, the longest and highest flow-rate river in Peloponnisos, constitutes an important water resource and ecosystem in Greece. In the present study, human activities in the Alfeios River Basin are described, and their impacts on water quality and the ecosystem are analyzed; effects resulting from interventions on river geomorphology between Flokas Dam and the river delta are determined. These actions have caused significant adverse impacts on the infrastructure (the dam, railroad, and road bridges), the level of aquifer water table and area water uses, and the aquatic and riparian ecosystem. A general integrated management strategy is formulated and a master management plan is proposed for resolving management problems in river basins. The plan considers local conditions and national requirements and complies with the European Communities legislation; it would help prevent further basin deterioration, improve water quality, and protect water resources and ecosystems in the area in accordance to sustainable development. The Alfeios River Basin serves as a case study in the development of the plan.Published online
