The project ENMA assesses the atmospheric pollution caused by the transformation and consumption of energy. The project is in the following stages: (a) estimation of annual overall average emissions; (b) estimation of annual average concentrations of pollutants; and (c) estimation of doses. Estimation of annual overall average emissions is estimated, separately, for urban areas and point sources. Concentrations of pollutants are obtained for urban areas and point-sources by means of two different gaussian models. Finally, doses are calculated assuming that the effects of all pollutants are linear at low doses. Doses for each pollutant, and doses for exposure to several combined pollutants, are defined. The doses on population are also defined, assuming that the significance of pollution depends on the number of people exposed.  相似文献

This paper describes the approach of the VESE project undertaken by ENEA to assess the environmental and socioeconomic effects of various energy systems, and it refers to the fundamental choices adopted for the development of the project, to the work plan and to the analytical methods employed. This paper also reports the findings of an oil system case study concerning the Italian province of Piacenza: a set of oil-fired electric power plants, together with industrial and civil installations burning oil products. Fuel consumption and air pollution emissions were characterized through a field survey. The emission inventory of sulfur and nitrogen oxides and particulate matter were estimated with reference to area and point sources. A multisource dispersion model (DIMULA) was developed, which took into account certain meteorological peculiarities of the area (e.g., calm weather and/or fog). The model, first applied to the dispersion of sulfur oxides, has given encouraging results. A study of comparative forced expiratory volumes in elementary school children has been chosen to determine the air pollution health effects in the Piacenza province. Plant and animal resources in the province of Piacenza were identified through a field investigation. Published data on crop damage by air pollutants are discussed and statistically analyzed. A dose-response relationship was obtained for the yield loss of alfalfa caused by SO2.  相似文献

Health risk analysis of energy systems is affected by various principles of law. In this paper those principles are discussed and linked to measures of risk, such as risk rates and the expected value, and to the cumulative distributions. These measures of risk are related to health decisionmaking, including case law. Uncertainty defeats decisionmaking, although such uncertainty is properly derived from scientific analyses. There is a paradox, in that portraying the uncertainty forestalls decisions. Yet at present, science cannot do better. Risk analysis is the tool to help resolve this problem by identifying irreducible uncertainty, that uncertainty which is present in most human activities.  相似文献

Methods for improving electrostatic precipitator performance by increasing electrode excitation level during rapping, and by optimizing rapping control, are presented in this paper. Design modifications can reduce mechanical impedence to vibration transmission during rapping. These same modifications can eliminate areas of high stress concentration where fatigue failure often occurs. Rapping system control parameters are presented as they relate to variations in field collection and shedding rates. Anti-coincident rapping control for plate rappers minimizes peak opacity levels during rapping if sufficient “rest times” between raps can be maintained. When anti-coincidence must be sacrificed due to insufficient rest times on large installations, suggestions for anti-coincident rapping by section are presented. Methods for optimizing field rapping repeat rates using available opacity, ash pull, and precipitator power information are discussed.  相似文献

Research on the responses of plants to increasing levels of carbon dioxide has largely assessed physiological, phenotypic, and community-level effects. Little attention has been directed to investigating the possibility that escalating levels of carbon dioxide may serve as a selection pressure altering the genetic diversity of plant populations. Plant populations exposed to elevated levels of heavy metals or ozone have been shown to undergo selection, and it is reasonable to consider that populations experiencing long-term exposure to escalating levels of carbon dioxide may show similar responses. Selection of this nature could be particularly significant because of the global extent of the effect.Genetic selection occurs when plants are subject to an agent of selection and three conditions for a property responsive to the agent are satisfied at the population level. In the population, variation must exist in the property, part of the variation must be genetically controlled, and variation in the property must affect reproductive fitness. If these conditions are satisfied, the frequency distribution of the property, and the gene frequency associated with it, will change over time in response to the agent of selection.Research on the selection pressure effects of carbon dioxide involves assessments that integrate across temporal, spatial, and biological scales, and embrace variation in the environment and genetics. To be effective, the research will have to adopt approaches that have not been commonly employed in previous air quality studies. The questions posed are biologically complex, and new research approaches and methods are required to answer them. Some of the new approaches that can be used to assess changes in gene frequency include use of natural carbon dioxide gradients, model plant systems, molecular markers, and DNA microarray technology.  相似文献

In the past, the safety of technology has mainly been ensured by deterministic criteria that were based on engineering principles and on experience. Recently, however, it has become necessary to include risk assessment into safety policy. This need arises due to the order of magnitude of possible health and environmental impact from normal operation or accidents, as well as the complexity of modern systems that no longer allow for intuitive understanding of possible accident sequences. Assessment of risks of technical installations is subject to large uncertainties that are caused by lack of data and inadequate quantification and evaluation methods. This paper reviews the main areas of uncertainties with regard to their importance for decisionmaking. Uncertainties are an inherent part of any risk assessment result and can never be avoided. It is thus important to pay particular attention to them including limitations of methods, sensitivity to assumptions about parameters, and site-specific considerations. All this information must be described in great detail so that it can be integrated into the decisionmaking process. If applied in this context, risk assessment is a useful tool for identifying major contributors to risk and effective actions of risk management.  相似文献

China proposed that non-fossil energy consumption account for 20% in total energy consumption. EU increased the target of renewable energy consumption share from 27% to 35% in 2030.Energy transformation and increasing renewable energy consumption are important energy strategies for all countries at present. Then, is the impact of renewable energy consumption on economic growth positive or negative? Are there any differences in the direction or magnitude of the impact among countries or regions, and what are the determinants behind them? We apply panel threshold effect model to test threshold effects of renewable energy consumption on economic growth of EU. Empirical result shows: first, the impact of renewable energy consumption on economic growth is negative. Second, renewable energy consumption has significant threshold effects on economic growth. Third, now, energy consumption intensity and GDP per capita of most EU members are in the appropriate threshold regimes. In contrast, more and more EU members are in the high-subsidy group. Fourth, the average annual growth rates of renewable energy consumption showed no significant difference between high-subsidy and lowsubsidy countries from 1990 to 2014. Therefore, subsidy with high economic cost is not the onlyeffective means to increase renewable energy consumption.  相似文献

The increasing levels of global warming, depleting sources of fossil fuels and increasing energy costs are all having a large detrimental effect on today's society. Many efforts are being made to try and increase energy efficiency all over the world. One of the major problems is unnecessary and excessive energy utilisation. This problem has been identified by Loughborough University and they are making efforts to try and reduce energy wastage. One of their strategies, used up until recently, involved increasing energy awareness within students in halls of residence by means of a reward system called the Residential Halls Energy Efficiency League (Imago Services, Loughborough Students Union, Estates Services 2006). This scheme managed to reduce energy consumption by up to 10%, saving an estimated £9000 in only 52 days. Can those results be improved by targeting students more specifically? A growing body of participation literature muses over why current mechanisms of public participation persist when they so often fail; calls for expanding the conceptual boundaries of participation beyond institutional mechanisms, and highlights the role communication, and allied concepts such as discourse and rhetoric, play in participatory processes. Given these diverse calls, environmental public participation can benefit from building a mid-level theoretical terrain. In this essay, I draw upon the sociological tradition of Anthony Giddens’ structuration theory and parallel systems thinking which foreground a structure-action mode of analysis. Through this lens I articulate the basic premises of a structuration model for environmental public participation, pointing especially to issues of agency, which involves ontological security and ontological competence, social systems, and various elements within duality of structure, with an eye toward communication-centered research. This theoretical space further indicates the possibilities of connecting the material realm of action/practice with the symbolic domain of environmental self.  相似文献

In light of rising cost of fossil fuels and fears of its depletion, coupled with the increase in energy demand and the rise in pollution levels, governments worldwide have had to look at alternative energy resources. Combining renewable energy generation like solar power with superior storage and conversion technology such as hydrogen storage, fuel cells and batteries offers a potential solution for a stand-alone power system. The aim of this paper was to assess the techno-economic feasibility of using a hybrid energy system with hydrogen fuel cell for application in an eco-house that will be built in Sultan Qaboos University, Muscat, Oman. Actual load data for a typical Omani house of a similar size as the eco-house was considered as the stand-alone load with an average energy consumption of 40 kW/day and 5 kW peak power demand. The National Renewable Energy Laboratory's Hybrid Optimisation Model for Electric Renewable software was used as a sizing and optimisation tool for the system. It was found that the total annual electrical energy production is 42,255 kW and the cost of energy for this hybrid system is 0.582 $/kW. During daylight time, when the solar radiation is high, the photovoltaics (PV) panels supplied most of the load requirements. Moreover, during the evening time the fuel cell mainly serves the house with the help of the batteries. The proposed system is capable of providing the required energy to the eco-house during the whole year using only the solar irradiance as the primary source.  相似文献

Secondary effects are defined as any positive or negative impacts resulting from the application of countermeasures other than radiological benefits or direct costs. They are categorised into environmental, radioecological, economic and social effects. Impacts on the environment may include changes in water, air and soil pollution or in the conservation and amenity value of an area. Radioecological effects occur when the countermeasure unintentionally alters the behaviour of the target radionuclide or any other radionuclide present. Economic effects may range from changes in agricultural income to environmental costs (e.g. impact of soil erosion on fisheries). Social effects relate to the acceptability of countermeasures, for example in terms of consumer confidence and animal welfare. Recent research into the identification and assessment of secondary effects is summarised. Non-quantitative and quantitative approaches are explained and formal evaluation procedures involving decision matrices and decision support systems are introduced. Examples of recent experimental and modelling work focusing on radiocaesium are given for the following countermeasures: soil application of potassium, administration of AFCF to livestock and ploughing techniques.  相似文献

Environmental sustainability demands civic action through both changes in individual and community behaviors in addition to national and international agreements and cooperation. In moral appeals to the environment, individuals are often called upon to behave in “good” ways—reduce, reuse, recycle—to “save the planet.” Behavior, and our attitudes about it, is therefore an important component to ongoing sustainability efforts. This pilot study, conducted in Fall 2009, brings together research methods in sociolinguistics and rhetorical studies to examine the discourses that students produce when describing issues and practices concerning sustainability. In interviews with 15 students in an earth sustainability general education core, our study found that students were knowledgeable about environmental issues and expressed intentions to engage in sustainable behaviors. Yet, students produced accommodating discourses when addressing competing demands on their time and resources. The sociolinguistic analysis of interview data shows a disassociation from environmental issues at the symbolic level of language use. The rhetorical analysis shows that this disassociation manifests as guilt, largely because when choosing between various moral appeals in their social context, students are left without tangible direction for engaging in new sustainable behaviors.  相似文献

Renewable energy sources are mainly used in the electrical sector. Electricity is not a storable commodity. Hence, it is necessary to produce the requested quantity and distribute it through the system in such a way as to ensure that electricity supply and demand are always evenly balanced. This constraint is actually the main problem related to the penetration of new renewables (wind and photovoltaic power) in the context of complex energy systems. The paper analyzes some aspects in connection with the problem of new renewable energy penetration. The case of Italian scenario is considered as a meaningful reference due to the characteristic size and the complexity of the same. The various energy scenarios are evaluated with the aid of a multipurpose software taking into account the interconnections between the different energetic uses. In particular, it is shown how the penetration of new renewable energies is limited at an upper level by technological considerations and it will be more sustainable if an integration of the various energy use (thermal, mobility and electrical) field will be considered.  相似文献

Environmental fate of and toxicity data for ammonium ethyl carbamoylphosphonate [fosamine ammonium], N-(phosphonomethyl)glycine [glyphosate], and 3-cyclohexyl-6-(dimethylamino)-1-methyl-1,3,5-triazine-2,4(1H, 3H)-dione [hexazinone] which appear promising for vegetation control in forestry are reviewed. None of the three herbicides is very persistent in soil, with half-lives reported of about 7–10 days for fosamine ammonium, 8–19 weeks for glyphosate, and 1–6 months for hexazinone, depending on soil type and climatic conditions. Degradation in soil is primarily via microbial routes. Whereas hexazinone is a very mobile herbicide (with mobility dependent on soil type), fosamine ammonium and glyphosate are strongly adsorbed and not readily leached in many soil types. Based on bioassay results, the three herbicides exhibit “very low” to “low” toxicity. Fosamine ammonium is not mutagenic and was not teratogenic when fed to pregnant rats at 10,000 ppm. Data on hexazinone indicate no carcinogenic effect in rats, negative in bacterial and mammalian point mutation assays, and not embryotoxic or teratogenic at up to 5000 ppm in diet of rats. The three herbicides have minimum-to-nil effect on soil microorganisms and exhibit little or no potential for bioaccumulation. Limitations of the available data are discussed and suggestions are made for future studies.  相似文献

Although rhetorical scholars often examine forms of prophetic discourse, such efforts have primarily focused on the jeremiad or similar rhetorical forms that place emphasis on exhorting the people to return to following the covenant or face negative consequences. However, such messages do not represent the breadth of rhetorical techniques utilized by the biblical prophets. Thus, this study will suggest a new genre of prophetic discourse that activist and performance artist Reverend Billy embodies in his environmental critique of JP Morgan Chase. Implications from this analysis concern both the importance of identifying and understanding this rhetorical form of the “imaginative prophet” and how Reverend Billy uses this approach to advance his view of environmental agenda.  相似文献

George Lakoff 's work in cognitive linguistics has prompted a surge in social scientists’ interest in the cognitive and neuropsychological dimensions of political discourse. Bringing cognitive neuroscience into the study of social movements and of environmental communication, however, is not as straightforward as Lakoff 's followers suggest. Examining and comparing Lakoff's “neuropolitics” with those of political theorist William E. Connolly, this article argues that Connolly's writings on evangelical-capitalist and eco-egalitarian “resonance machines” provide a broader model for thinking about the relations between body, brain, and culture. Environmentalists, it concludes, should pluralize their “frames” and pay greater attention to the micropolitical and affective effects of their language and practices on the communities within which they act, communicate, and dwell.  相似文献

When we measure countries’ socioeconomic development, the standalone National Income approach does not to reflect well-being of the citizens. An analysis of a country's welfare should consider the combination of different aspects such as economic indicators, environmental and resource productivity, and economic opportunities. In the light of these discussions, the concept of green growth arose as a contemporary approach to reframe the mainstream growth model and to re-evaluate many of the investment decisions in meeting agricultural, energy and water needs and the resource demands of economic development. This paper evaluates the green growth performance of OECD countries by applying the I-distance method by integrating the economic, social, and environmental aspects of countries’ performances simultaneously. Using multivariate I-distance approach, selected green growth indicators and numerous different variables have been synthesized into one value. According to our analysis, Sweden, Luxemburg, Norway and Denmark occupy the top places by their outstanding green performance. On the other hand, Mexico, Poland and Greece are placed at the bottom as a consequence of their relatively weak environmental performance.
