Trees are a major threat to power line security across forested regions of the world. We developed a decision support system for identifying locations in Connecticut, USA where trees have grown tall enough to make contact with transmission lines during storms. We used the Random Forest algorithm, danger tree presence/absence data, and 25 raster environmental datasets to develop (1) an understanding of the abiotic environmental settings that host danger trees and (2) a spatially explicit map of danger tree distributions across Connecticut power line corridors. Danger trees were prevalent in locations (1) with an infrequent history of storms; (2) forested and residential land uses; and (3) low to middle elevations. Products from this research can be transferred to adaptive right-of-way management because they present managers with key information on where danger trees are likely to occur, and the methods presented herein have great potential for future application to other regions managers seek to identify high priority areas for danger tree removal.  相似文献

The effects of pipeline construction and reclamation techniques on the restoration of rough fescue plant communities following pipeline construction in southwestern Alberta, Canada were evaluated after 7–40 years. The pipeline construction right-of-way (ROW) sites varied from no recovery of rough fescue grassland to moderate recovery. The ROW sites had a higher proportion of introduced grasses and forbs, less topsoil, and poorer rangeland health than the adjacent undisturbed grassland. Within the ROW sites, less topsoil was present on those with larger diameter pipe and which had topsoil fully stripped from the ROW during construction. Introduced grasses, Festuca ovina (sheep fescue) and Poa compressa (Canada bluegrass), succeeded in establishment following seeding and persisted for at least 40 years. Poa pratensis (Kentucky bluegrass) dominated many of the ROW sites. Contributing factors to moderate recovery of rough fescue grassland were related to post-growing season pipeline construction, ideally, between August and March, summer or fall seeding, and minimum disturbance trench-only stripping. Reclamation practices appeared more important than time since restoration in the restoration of rough fescue grassland.  相似文献

Past tree colonization dynamics of a powerline-right-of-way (ROW) corridor in the Haut-Saint-Laurent region of Quebec was studied based on the present age distribution of its tree populations. This colonization study spans 20 years, from 1977 (ROW clearance) to 1996. The sampled quadrats were classified into six vegetation types. Tree colonization dynamics were interpreted in each type, and three distinct patterns were identified. (1) Communities adapted to acidic conditions were heavily colonized by Acer rubrum, at least for the last 12 years. (2) Communities adapted to mesic or to hydric conditions were more intensely colonized in the period 1985-1987 than in the following 9 years; this past success in tree colonization may have been caused by herbicide treatments, which could have facilitated tree establishment by damaging the herbaceous and shrub vegetation. (3) Cattail, vine-raspberry, and reed-dominated communities contained few tree individuals, with almost all trees establishing between 1979 and 1990; those three vegetation types appear as the most resistant to tree invasion in the ROW studied. This study supports the need for an integrated approach in ROW vegetation management, in which the selection of vegetation treatment methods would depend on the tree colonization dynamics in each vegetation type. Minimizing disturbances inflicted on ROW herbaceous and shrub covers should be the central strategy because disturbances jeopardize natural resistance to future tree invasion, except in communities adapted to acidic conditions where the existing vegetation does not prevent invasion by A. rubrum. Many trees are surviving the successive cutting operations by producing new sprouts each time, particularly in communities adapted to mesic and hydric conditions. In these cases, mechanical cutting should be replaced by a one-time stump-killing operation, to avoid repeated and unsuccessful treatments of the same individuals over time.  相似文献

Avoiding percolation of water into refuse is the key function of landfill covers. ‘Phytocapping’ has been considered as an effective, economical and environment-friendly technique for landfill remediation. In this technique, trees are established on a layer of soil cap placed over the refuse. Soil cover acts as a ‘storage’ and trees act as ‘bio-pump and filters’. For effective functioning of this technique, it is critical that an ‘optimum’ depth of soil is placed over the refuse, and ‘suitable’ plant species are used as plant cover. Preliminary results of a phytocapping trial (using 21 tree species and two depths of soil layers) show that the established trees can remove more water than that received via rainfall and rainfall interception can reduce up to 20% of the rain reaching the soil in a 1.5 year old plantation. The study is also trialling an US numeric model ‘STOMP’ (Subsurface Transport over Multiple Phases), to calculate daily water balance, to identify suitable plant species and to optimise thickness of the soil cover to be used in phytocapping.  相似文献

Oak wilt disease, for which there is no known cure, is one of the most destructive tree killers in the United States today. This analysis reports on the patterns of disease transmission, along with the methods of treatment used to suppress the severity of the pathogen's attack on trees in central Texas. The practical problems inherent in the linkage between people and their relationship with this environmental disorder are addressed. The environmental controls implemented have application to other areas of the United States and western Europe, where tree species are subject to infections.  相似文献

Pine–oak forests are of high ecological importance worldwide, but many are threatened by uncharacteristically severe wildfire. Forest restoration treatments, including the reintroduction of a surface fire regime, are intended to decrease fire hazard and emulate historic ecosystem structure and function. Restoration has recently received much management attention and short-term study, but little is known about longer-term ecosystem responses. We remeasured a replicated experimental restoration site in the southwestern United States 5 years after treatments. Basal area, tree density, and canopy cover decreased in the treated units at a faster rate than in controls. Delayed mortality, not evident right after treatment, decreased density modestly (13% in treated units and 10% in controls) but disproportionately affected large trees (“large” ponderosa pines were those with diameter at breast height [dbh] ≥37.5 cm; other species dbh ≥20 cm). In treated units, 10.9 large trees ha–1 died, whereas 6.2 trees ha–1 died in control units. Compared with reference conditions, the experimental blocks remained higher in pine density and, in three of the four blocks, in basal area. Pine trees grew significantly faster in treated units than in controls, enough to reach the reference level of basal area in 6 years. Although mortality of large trees is a concern, the treated units have vigorous growth and low density, indicating that they will be relatively resistant to future drought and fire events. Similar treatments may be beneficial in many areas of the United States and in related pine-oak ecosystems elsewhere.  相似文献

According to the United States Environmental Protection Agency (US EPA), a significant percentage of residential onsite sewage systems (OSSs) are failing at any given time. The US EPA has therefore issued a set of recommended guidelines for OSS regulatory programs aimed at reducing overall failure rates. We conducted a survey of OSS regulatory program administrators with jurisdictions bordering a Great Lake. Our goal was to determine their programs’ capacities to meet the US EPA’s recommendations. We found that although some local programs meet the US EPA’s recommendations, most do not. In this article, we present our findings and conclusions for one of the US EPA’s models, the baseline “Homeowner Awareness” model. Most areas do not have recommended requirements that systems be inspected when properties transfer between owners. A majority do not track changes in ownership within the computerized databases they use to record information about systems. Although most provide at least “one-time” information to homeowners regarding proper OSS maintenance, most do not contact them periodically with reminders of needed maintenance. We include recommendations for resolving some of the issues that our research identified.  相似文献

Economic assessment of damage caused by invasive alien species provides useful information to consider when determining whether management programs should be established, modified, or discontinued. We estimate the baseline economic damage from an invasive alien pathogen, Ceratocystis fagacearum, a fungus that causes oak wilt, which is a significant disease of oaks (Quercus spp.) in the central United States. We focus on Anoka County, Minnesota, a 1,156 km2 mostly urban county in the Minneapolis-Saint Paul metropolitan region. We develop a landscape-level model of oak wilt spread that accounts for underground and overland pathogen transmission. We predict the economic damage of tree mortality from oak wilt spread in the absence of management during the period 2007–2016. Our metric of economic damage is removal cost, which is one component of the total economic loss from tree mortality. We estimate that Anoka County has 5.92 million oak trees and 885 active oak wilt pockets covering 5.47 km2 in 2007. The likelihood that landowners remove infected oaks varies by land use and ranges from 86% on developed land to 57% on forest land. Over the next decade, depending on the rates of oak wilt pocket establishment and expansion, 76–266 thousand trees will be infected with discounted removal cost of $18–60 million. Although our predictions of removal costs are substantial, they are lower bounds on the total economic loss from tree mortality because we do not estimate economic losses from reduced services and increased hazards. Our predictions suggest that there are significant economic benefits, in terms of damage reduction, from preventing new pocket establishment or slowing the radial growth of existing pockets.  相似文献

Agroforestry plays an important role in climate mitigation through atmospheric carbon removal by photosynthetic activity of tree. However, the carbon sequestration potential of smallholder’s agroforestry’s parklands is not well documented in Burkina Faso. Therefore, agroforestry parkland of smallholders’ farmers in three climatic zones was studied. Thirty household farmlands in each climatic zone representing about 35 ha were selected on which systematic woody species inventory and dendrometry data collections were undertaken. Nondestructive method using fitted allometrics equations was used to compute carbon stock. Sustainability analysis of carbon sequestration potential was done using ]0–10], ]10–40], and ]40–110 cm] diameter class as long term, medium term, and short term, respectively. The balance between marketable carbon value and the trade-off from tree conservation of three major crops was also analyzed. The results revealed 24.71 ± 5.84 tCO2 ha−1, 28.35 ± 5.84 tCO2 ha−1, and 33.86 ± 5.84 tCO2 ha−1 in Ouahigouya, Sapouy, and Bouroum-Bouroum at p < 0.1 respectively. Long- and short-term carbon sequestration potential was attributed to Ouahigouya with 1.82 and 68.03%, respectively. With, the medium term analysis Sapouy came first with 71.71% of total amount of carbon. The marketable carbon value was less than trade-off value resulting in keeping trees and crop production. The balance analysis revealed that carbon payment system promoted by REDD+ initiative will be profitable and compensable to smallholder farmers effort to plant and keep tree when the tCO2 ha−1 price will be around US$ 4.00. By taking into account farmers’ interests and profitability on carbon market will be the most relevant incentive method to enhance carbon stock in agroforestry parkland.  相似文献

Shorebird researchers and land managers recognize human disturbance as a serious threat facing shorebirds. Yet, a common understanding of what defines human disturbance is lacking. To address this issue, we employed the Delphi technique, an iterative consensus-building social science method, to bring scientists and managers together to develop a shared definition of human disturbance and a list of priority human activities that could affect migratory shorebirds. During four iterative rounds, participants with extensive knowledge on human disturbance to shorebirds from varying geographic locations within the Northeastern U.S. worked together to produce a shared understanding. Through analyzing participants’ open-ended responses, we identified important themes for the definition. The participants then refined and ranked these themes through surveys, and the top-ranked themes were used to draft a final definition also reviewed by the participants. Participants provided 94 human activities in response to our request to list and describe all potential human disturbances that affect shorebirds during fall migration. From there, we grouped the activities into 23 categories. Through rating and ranking tasks, participants reduced this list to 12 priority disturbance categories that represent the perceived most significant human disturbances in the Northeastern United States. We also compared responses among the different participant groups (i.e., managers, scientists, and manager/scientists), finding that groups’ responses generally did not significantly differ. While nearly all participants were satisfied with the process, we provide some suggestions to improve it. The outputs of the Delphi technique have informed a best practices guidance document for shorebird management.  相似文献

The United States Environmental Protection Agency (EPA), with the assistance of the US Department of Energy (DOE) and the National Oceanographic and Atmospheric Administration (NOAA) is examining the utility of a critical loads approach for evaluating atmospheric pollutant effects on sensitive ecosystems. A critical load has been defined as, “a quantitative estimate of an exposure to one or more pollutants below which significant harmful effects on specified sensitive elements of the environment do not occur according to present knowledge.” Working in cooperation with the United Nations Economic Community for Europe’s (UN-ECE) Long Range Transboundary Air Pollution (LRTAP) Convention, the EPA has developed a flexible, six-step approach for setting critical loads for a range of ecosystem types. The framework is based on regional population characteristics of the ecosystem(s) of concern. The six steps of the approach are: (1) selection of ecosystem components, indicators, and characterization of the resource; (2) definition of functional subregions; (3) characterization of deposition within each of the subregions; (4) definition of an assessment end point; (5) selection and application of models; and (6) mapping projected ecosystem responses. The approach allows for variable ecosystem characteristics and data availability. Specific recognition of data and model uncertainties is an integral part of the process, and the use of multiple models to obtain ranges of critical loads estimates for each ecosystem component in a region is encouraged. Through this intercomparison process uncertainties in critical loads projections can be estimated. The research described in this article has been funded by the US Environmental Protection Agency. Resource inventory and monitoring (I&M) programs in national parks combine multiple objectives in order to create a plan of action over a finite time horizon. Because all program activities are constrained by time and money, it is critical to plan I&M activities that make the best use of available agency resources. However, multiple objectives complicate a relatively straightforward allocation process. The analytic hierarchy process (AHP) offers a structure for multiobjective decision making so that decision-makers’ preferences can be formally incorporated in seeking potential solutions. Within the AHP, inventory and monitoring program objectives and decision criteria are organized into a hierarchy. Pairwise comparisons among decision elements at any level of the hierarchy provide a ratio scale ranking of those elements. The resulting priority values for all projects are used as each project’s contribution to the value of an overall I&M program. These priorities, along with budget and personnel constraints, are formulated as a zero/one integer programming problem that can be solved to select those projects that produce the best program. An extensive example illustrates how this approach is being applied to I&M projects in national parks in the Pacific Northwest region of the United States. The proposed planning process provides an analytical framework for multicriteria decisionmaking that is rational, consistent, explicit, and defensible.  相似文献

This article reports a study of the public perception of large wood in rivers and streams in the United States. Large wood is an element of freshwater aquatic ecosystems that has attracted much scientific interest in recent years because of its value in biological and geomorphological processes. At the heart of the issue is the nature of the relationship between scientific recognition of the ecological and geomorphological benefits of wood in rivers, management practices utilizing wood for river remediation progress, and public perceptions of in-channel wood. Surveys of students’ perceptions of riverscapes with and without large wood in the states of Colorado, Connecticut, Georgia, Illinois, Iowa, Missouri, Oregon, and Texas suggest that many individuals in the United States adhere to traditionally negative views of wood. Except for students in Oregon, most respondents considered photographs of riverscapes with wood to be less aesthetically pleasing and needing more improvement than rivers without wood. Analysis of reasons given for improvement needs suggest that Oregon students are concerned with improving channels without wood for fauna habitat, whereas respondents elsewhere focused on the need for cleaning wood-rich channels for flood risk management. These results underscore the importance of public education to increase awareness of the geomorphological and ecological significance of wood in stream systems. This awareness should foster more positive attitudes toward wood. An integrated program of research, education, and policy is advocated to bridge the gap between scientific knowledge and public perception for effective management and restoration of river systems with wood.  相似文献

The 2001 National Land Cover Database (NLCD) provides 30-m resolution estimates of percentage tree canopy and percentage impervious cover for the conterminous United States. Previous estimates that compared NLCD tree canopy and impervious cover estimates with photo-interpreted cover estimates within selected counties and places revealed that NLCD underestimates tree and impervious cover. Based on these previous results, a wall-to-wall comprehensive national analysis was conducted to determine if and how NLCD derived estimates of tree and impervious cover varies from photo-interpreted values across the conterminous United States. Results of this analysis reveal that NLCD significantly underestimates tree cover in 64 of the 65 zones used to create the NCLD cover maps, with a national average underestimation of 9.7% (standard error (SE) = 1.0%) and a maximum underestimation of 28.4% in mapping zone 3. Impervious cover was also underestimated in 44 zones with an average underestimation of 1.4% (SE = 0.4%) and a maximum underestimation of 5.7% in mapping zone 56. Understanding the degree of underestimation by mapping zone can lead to better estimates of tree and impervious cover and a better understanding of the potential limitations associated with NLCD cover estimates.  相似文献

During the winters of 1978–79 and 1979–80, a 500-kV electrical transmission right-of-way (r-o-w) was constructed across the Red Lake Peatland in northwestern Minnesota, the largest contiguous peatland in the lower 48 states of the USA. Immediately before, and for two years following construction, vascular vegetation was monitored within the r-o-w and in undisturbed control areas. Monitoring was carried out in five vegetation types: a thicket swamp, a low shrub bog, a graminoid fen, a treed bog, and a treed fen. Evaluation of construction impacts was based on vegetation structure, irrespective of species composition, and on community composition (species data for low shrubs and herbs). Construction eliminated trees from the r-o-w. Vegetation structure, excluding trees, was markedly altered in the two bog types and the treed fen type in the first postconstruction growing season. By the second season, measurable recovery to control levels had begun. The sample plots were placed into a previously developed vegetation classification system for the Red Lake Peatland, on the basis of herbs and low shrubs. There was a shift in composition in the low shrub bog and in the treed vegetation types following construction. Results of both methods of data analysis were consistent. Major vegetation changes following construction occurred in the low shrub bog and treed types. The open, low-stature fen types showed almost no changes related to construction. Even in the affected types, all vegetation strata except trees were returning to their preconstruction status by the second growing season following construction.  相似文献

This article summarizes a research project that investigated the use, performance, cost, and evaluation of nonstructural measures to improve urban stormwater quality. A survey of urban stormwater managers from Australia, New Zealand, and the United States revealed a widespread trend of increasing use of nonstructural measures among leading stormwater management agencies, with at least 76% of 41 types of nonstructural measures being found to be increasing in use. Data gathered from the survey, an international literature review, and a multicriteria analysis highlighted four nonstructural measures of greatest potential value: mandatory town planning controls that promote the adoption of low-impact development principles and techniques; development of strategic urban stormwater management plans for a city, shire, or catchment; stormwater management measures and programs for construction/building sites; and stormwater management activities related to municipal maintenance operations such as maintenance of the stormwater drainage network and manual litter collections. Knowledge gained on the use and performance of nonstructural measures from the survey, literature review, and three trial evaluation projects was used to develop tailored monitoring and evaluation guidelines for these types of measure. These guidelines incorporate a new evaluation framework based on seven alternative styles of evaluation that range from simply monitoring whether a nonstructural measure has been fully implemented to monitoring its impact on waterway health. This research helps to build the stormwater management industry’s knowledge base concerning nonstructural measures and provides a practical tool to address common impediments associated with monitoring and evaluating the performance and cost of these measures.  相似文献

A spatial and temporal equilibrium model of production, consumption, prices, and transmission is constructed to determine the efficient pricing and allocation of electrical energy in the United States. Regional coordination is technically feasible and economically attractive. It also maximizes environmental efficiencies. The duplication of electrical generation and transmission facilities yields a misallocation of resources.The utilities put forth specific arguments against coordinated operations. Yet in a fully integrated power system, each region would be expected to maximize the benefits of time diversity by purchasing from outside the region in lieu of the expansion of regional capacity. The Federal Energy Regulatory Commission has not yet made a serious move to encourage regional coordination and planning, but the Commission has the authority to promote such operations if it chooses to do so.The author is an economist with the Department of Energy. Urban forests are increasingly being seen as an important infrastructure that can help cities remediate their environmental impacts. This work reports on the first steps in implementing a million tree program in Los Angeles and the ways such a biogenic—living—infrastructure has been approached. Numbers of studies have been done to quantify the benefits of urban forests, but little has been written on the process of implementing urban tree planting programs. The investigative methods were primarily qualitative, involving interviews, attending meetings and conducting literature reviews. Results indicate that multiple nonprofit and city agency programs are involved in planting and maintaining trees and this has required coordination among groups that here-to-fore were unaccustomed to having to collaborate. The main finding that emerge from this research is that the implementation of such a program in Los Angeles is more complicated than it may seem due to several interacting factors: the need to rely on multiple public and private organizations to put trees into the ground and to maintain them; coordination of these multiple efforts must be centralized, but requires a great deal of time and effort and maybe resisted by some of the partners; funding for planting and long term maintenance must be pieced together from multiple sources; acceptance of trees by residents varies by neighborhood as does tree canopy cover; appropriate nursery supply can be limited; the location of the program within the city administration is determined by who initiates the program.  相似文献

Phytophthora ramorum, cause of sudden oak death, is a quarantined, non-native, invasive forest pathogen resulting in substantial mortality in coastal live oak (Quercus agrifolia) and several other related tree species on the Pacific Coast of the United States. We estimate the discounted cost of oak treatment, removal, and replacement on developed land in California communities using simulations of P. ramorum spread and infection risk over the next decade (2010-2020). An estimated 734 thousand oak trees occur on developed land in communities in the analysis area. The simulations predict an expanding sudden oak death (SOD) infestation that will likely encompass most of northwestern California and warrant treatment, removal, and replacement of more than 10 thousand oak trees with discounted cost of $7.5 million. In addition, we estimate the discounted property losses to single family homes of $135 million. Expanding the land base to include developed land outside as well as inside communities doubles the estimates of the number of oak trees killed and the associated costs and losses. The predicted costs and property value losses are substantial, but many of the damages in urban areas (e.g. potential losses from increased fire and safety risks of the dead trees and the loss of ecosystem service values) are not included.  相似文献

This study documents the effects of power utility right-of-way construction and maintenance on the vegetation of a wooded wetland in North Reading, Massachusetts, USA. Neither activity had a substantial, long-term negative impact. Except for differences in size and maturity, the vegetation recovered in two years from nearly total destruction caused by construction. Maintenance that included the periodic removal of high-growing species led to the formation of a plant association different from the one occurring naturally, but as diverse and species rich.  相似文献
