Sustainable Management for the Eastern Mediterranean Coast of Turkey   总被引:2,自引:0,他引:2  
The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate and guide sustainable development of the Mediterranean coastal zone of Turkey. Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable; and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey.  相似文献

The Axios River delta and the Inner Thermaikos Gulf coastal zone have experienced a long period of human interventions during the past 100 years. A post-evaluation of long run coastal zone changes under the Drivers-Pressures-State-Impacts-Response (DPSIR) conceptual framework is presented. The DPSIR approach is then used to project out into possible futures in order to connect with policy and management options proposed for the improvement of the current conditions and the achievement of sustainable development, in the coastal zone. Socio-economic driving forces with their origins in the end of the 19th century have generated numerous pressures in the coastal environment that changed the state of the environment. In the first part of the last century, there was no coupling between change of state and policy. Due to increasing environmental awareness, a coupling became more apparent over the last thirty years. Human interventions include river route realignment, extensive drainage of the plains, irrigation network, roads and dam constructions. The consequences were positive for the economic development of the area, human health, and navigation for the port of Thessaloniki. In contrast, the manipulation and over-use of natural resources has led to a reduction of wetlands, biodiversity loss, stress on freshwater supplies, and subsidence of coastal areas, aquifer salinization, and rapid coastal erosion. Three plausible future scenarios are utilised in order to investigate the implications of this environmental change process and possible socio-economic consequences.  相似文献

This paper examines causes and consequences of wetland losses in coastal Louisiana. Land loss is a cumulative impact, the result of many impacts both natural and artificial. Natural losses are caused by subsidence, decay of abandoned river deltas, waves, and storms. Artificial losses result from flood-control practices, impoundments, and dredging and subsequent erosion of artificial channels. Wetland loss also results from spoil disposal upon wetlands and land reclamation projects.Total land loss in Louisiana's coastal zone is at least 4,300 ha/year. Some wetlands are converted to spoil banks and other eco-systems so that wetland losses are probably two to three times higher. Annual wetland losses in the Barataria Bay basin are 2.6% of the wetland area. Human activities are the principal determinants of land loss. The present total wetland area directly lost because of canals may be close to 10% if spoil area is included. The interrelationship between hydrology, land, vegetation, substrate, subsidence, and sediment supply are complicated; however, hydrologic units with high canal density are generally associated with higher rates of land loss and the rate may be accelerating.Some cumulative impacts of land loss are increased saltwater intrusion, loss of capacity to buffer the impact of storms, and large additions of nutrients. One measure of the impact is that roughly $8–17 × 106 (U.S.A.) of fisheries products and services are lost annually in Louisiana.Viewed at the level of the hydrologic unit, land loss transcends differences in local vegetation, substrate, geology, and hydrology. Land management should therefore focus at that level of organization. Proper guideline recommendations require an appreciation of the long-term interrelations of the wetland estuarine system.  相似文献

Geographical areas constitute the basic implementation locus for integrated coastal zone management strategies and activities. Because the definition of territorial planning objectives may be affected by socioeconomic and environmental characteristics, one of the main steps in the process involves dividing the coast into homogeneous environmental management units (HEMUs). This article presents a general and simple method for regionalizing the landside of a coastal zone into HEMUs and illustrates it through application to the Catalan coast. Socioeconomic and natural (biophysical) subsystems were selected as the most appropriate dimensions of the regionalization process. Dimensions were described using 11 spatial themes, which were managed in a geographic information system environment that proved to be an adequate tool for the purpose. A final coastal zone map of four classes of HEMUs connected to local administrative units was obtained, and because it reflects the current natural and socioeconomic dynamics, it can be considered as an initial step in the planning process for the Catalan coast. Although the proposed method was developed based on the characteristics of the Catalan coast, it is general enough to be adapted and applied to most developed or developing coastal areas.  相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management.  相似文献

At present, coastal disposal of maintenance dredged material constitutes one of the most important problems in coastal zone management and in some coastal areas represents the major anthropogenic disturbance to the benthos. In this review we first propose, based on the classic literature, that macrofaunal communities typical of environmentally stressed habitats are more resilient than those of more environmentally stable habitats, and we outline the macrofaunal successional changes following a disturbance. Second, from a review and analysis of the published and unpublished literature on macrofaunal recovery following maintenance dredged material deposition in the coastal environment, we compare the successional sequences and recovery rates in euhaline and polyhaline systems. The review reveals that invertebrate recovery following dredged material disposal in relatively unstressed marine environments generally takes between 1 and 4 years, while in more naturally stressed areas, recovery is generally achieved within 9 months, although deeper polyhaline habitats can take up to 2 years to recover. Differences in recovery times are attributed to the number of successional stages required to regain the original community composition and that species typical of naturally unstressed assemblages do not possess life-history traits to allow rapid recolonization of disturbances. In the last section of this review, the management implications of these findings are discussed in terms of minimizing dredged material disposal impacts on fisheries resources. Since the natural disturbance regime appears to be very important in determining the response of a benthic community following dredged material disposal, it is recommended that when predicting the potential environmental impact of an operation, the nature of the physical environment in combination with the status (and role) of associated marine benthic communities should be considered.  相似文献

/ Freshwater inflow is one of the most influential landscape processes affecting community structure and function in lagoons, estuaries, and deltas of the world; nevertheless there are few reviews of coastal impacts associated with altered freshwater inputs. A conceptual model of the possible influences of freshwater inflows on biogeochemical and trophic interactions was used to structure this review, evaluate dominant effects, and discuss tools for coastal management. Studies in the Gulf of Mexico were used to exemplify problems commonly encountered by coastal zone managers and scientists around the world. Landscape alteration, impacting the timing and volume of freshwater inflow, was found to be the most common stress on estuarine systems. Poorly planned upstream landscape alterations can impact wetland and open-water salinity patterns, nutrients, sediment fertility, bottom topography, dissolved oxygen, and concentrations of xenobiotics. These, in turn, influence productivity, structure, and behavior of coastal plant and animal populations. Common biogeochemical impacts include excessive stratification, eutrophication, sediment deprivation, hypoxia, and contamination. Common biological impacts include reduction in livable habitats, promotion of "exotic" species, and decreased diversity. New multiobjective statistical models and dynamic landscape simulations, used to conduct policy-relevant experiments and integrate a wide variety of coastal data for freshwater inflow management, assume that optimum estuarine productivity and diversity is found somewhere between the stress associated with altered freshwater flow and the subsidy associated with natural flow. These models attempt to maximize the area of spatial overlap where favorable dynamic substrates, such as salinity, coincide with favorable fixed substrates, such as bottom topography. Based upon this principle of spatial overlap, a statistical performance model demonstrates how population vitality measurements (growth, survival, and reproduction) can be used to define sediment, freshwater, and nutrient loading limits. Similarly, a spatially articulate landscape simulation model demonstrates how cumulative impacts and ecosystem processes can be predicted as a function of changes in freshwater, sediment, and nutrient inflows.KEY WORDS: Resource management; Landscape impacts; Freshwater discharge; Coastal, ecosystem models; Coastal wetlands  相似文献

Almost half (354) of all fish kills (805) in South Carolina, USA, between 1978 and 1988 occurred in the coastal zone. These kills were analyzed for causative, spatial, and temporal associations as a distinct data set and as one integrated with ambient water quality monitoring data. Estuarine kills as a result of natural causes accounted for 42.8% followed by man-induced (35.1%) and undetermined causes (22.1%). Although general pesticide usage was responsible for 53.9% of man-induced kills, weed control activities around resorts and municipal areas accounted for slightly more kills (20.9%) than did agricultural (19.8%) or vector control (13.2%) uses. A dramatic decline in agricultural-related kills has been observed since 1986 as the integrated pest management approach was adopted by many farmers. When taken with the few kills (12.0%) resulting from wastewaters, this suggests that these two land-use activities have been successfully managed via existing programs (IPM and NPDES, respectively) to minimize their contributions to estuarine fish kills. Ambient trend monitoring data demonstrated no coastal-wide dispersion of pesticide pollution. These data confirmed the nature of fish kills to be site-specific, near-field events most closely associated with the contiguous land-use practices and intensities. Typically, fish kill data are considered as event-specific data limited to the bounds of that event only. Our analysis has shown, however, that a long-term data set, when integrated with ambient water quality data, can assist in regulatory and resource management decisions for both short- and long-term planning and protection applications.  相似文献

This case study examines the coastal zone problems focusing on the existing conflicts between tourism and commercial activities on the coasts of Edremit Bay, Turkey, and attempts to suggest solutions to these problems. Edremit Bay is a characteristic example of such a conflict in collective use of natural resources. The study area, with its 100-km-long sandy beach, naturally attracts different coastal user groups with different beneficial expectations: in terms of rest and recreation for one group and commercial gain offered in a variety of ways for another group. Significant coastal zone problems exist in the study area. Deterioration of shoreline due to tourism activities and illegal constructions, damage to the coastal ecosystem due to domestic/industrial wastewater discharges and some agricultural activities, and disordered urbanization are only a few of the many problems. The data presented here were partly derived from field study and partly collected from local state or private organizations. In this study, it is emphasized that there is a need for viable economic and environmental strategies to be designated in Edremit Bay, Turkey, in order to provide sustainable resource use. For this purpose, an integrated project together with a relevant planning chart including subprojects is also suggested. The success of a local environmental protection management project depends on active participation of all stakeholders including governmental organizations and nongovernmental organizations.  相似文献

We inventoried wetland impoundments in the Louisiana, USA, coastal zone from the late 1900s to 1985. Historically, impoundment of wetlands for reclamation resulted in direct wetland loss after levees (dikes) failed and the impounded area was permanently flooded, reverting not to wetland, but to open-water habitat. A current management approach is to surround wetlands by levees and water control structures, a practice termed semi-impoundment marsh management. The purpose of this semi-impoundment is to retard saltwater intrusion and reduce water level fluctuations in an attempt to reduce wetland loss, which is a serious problem in coastal Louisiana. In order to quantify the total impounded area, we used historic data and high-altitude infrared photography to map coastal impoundments. Our goal was to produce a documented inventory of wetlands intentionally impounded by levees in the coastal zone of Louisiana in order to provide a benchmark for further research. We inventoried 370,658 ha within the coastal zone that had been intentionally impounded before 1985. This area is equal to about 30% of the total wetland area in the coastal zone. Of that total area, approximately 12% (43,000 ha) is no longer impounded (i.e., failed impoundments; levees no longer exist or only remnants remain). Of the 328,000 ha still impounded, about 65% (214,000 ha) is developed (agriculture, aquaculture, urban and industrial development, and contained spoil). The remaining 35% (114,000 ha) of impoundments are in an undeveloped state (wetland or openwater habitat). In December 1985, approximately 50% (78,000 ha) of the undeveloped and failed impoundments were open-water habitat. This inventory will allow researchers to monitor future change in land-water ratios that occur within impounded wetlands and thus to assess the utility of coastal wetland management using impoundments.  相似文献

我国的海洋污染日益严重,政府加大海洋环境保护力度势在必行。科学、有效的海洋环境管理对保护环境、提高资源利用效率起着非常重要的作用。但海洋环境并不是一维线性的系统,涉及系统的多维耦合,而海岸带又是与人类活动息息相关的重要部分。本文尝试以青岛市胶州湾海岸带环境管理模式为例,构建包含有"经济-人口-资源-环境-安全-行政(EPRESA)"六个子系统的多维耦合系统模型,并绘制出总流图,然后以此为管理模式的优化提供前提性分析,提出海岸带综合管理模式优化的对策建议。本研究认为,要改善现有的海岸带环境管理体系,应该制定综合性管理政策,建立可持续的融资机制,推进海岸带灾害与风险管理以及引导利益相关者参与管理。  相似文献

The assessment of human-induced pressures on the coastal area is essential to target management plans effectively, and moreover is required by the EU Water Framework Directive. A simple and cost-effective assessment of human-induced pressures on the coastal zone is applied using two methodologies: a qualitative visual assessment which uses satellite images; and a quantitative assessment based on governmental census data. These methods are applied to defined areas (23 areas) of four Italian regions: Liguria, Tuscany, Latium and Sardinia. The results show a high agreement (83%) between these two methods, in which only four of the 23 areas are classified differently. These differences may mainly be ascribed to the qualitative or quantitative properties of the methods, and to the different geographical units adopted. These characteristics however provide complementary information, which suggests that the application of both proposed methods confirms reliability and allows fine-tuning of the assessment. The pressure assessment proposed is simple, time and cost-effective, and repeatable over time and space. It therefore can be applied in different contexts to respond to legislative requirements or to target management plans and remedial actions effectively.  相似文献

New concepts and insights concerning human and natural systems in the coastal zone are emerging from recent energy analysis and synthesis studies. By using new concepts for measuring the quality of energy, one can express the work of ecosystems and human economies in equivalent terms. From energy models and new energy quality evaluations, one can learn what kinds of coastal systems maximize power, are competitive, economically vital, and likely to have a survival advantage.Energy analysis and synthesis is aided by energy circuit diagrams. Models of the coastal zone that emphasize the change in external driving functions related to world energy sources provide insights and some predictive abilities that are not found in economic studies, since money flows alone do not evaluate external driving energies.This paper suggests four procedures for coastal planning: 1) calculation of investment ratio in units of equal quality to determine which projects are economic in a broad sense, 2) development of energy signatures for coastal ecosystems, 3) determination of which interface ecosystems develop the best energy flows, and 4) development of regional models that include the main features of human and natural ecosystems.  相似文献

The determination of the risk from flooding that shorefront communities face is an important component of coastal management that has not been resolved successfully. Wave runup offers one way of quantifying the risk of coastal flooding that results from overtopping by storm waves. The calculation of runup probabilities uses wave frequency analysis and an average beach/dune profile for a given shoreline segment. The amount of risk is determined by using a runup probability curve for specific shoreline locations within the segment. The procedure is demonstrated using the New Jersey shoreline as an example, and results indicate a higher degree of risk in the southern part of the state. Although the procedure is attractive, there is a need for additional field research to test: (1) the accuracy of the calculation procedure; (2) the applicability of a design profile for a shoreline segment; and (3) whether a non-storm beach/dune profile may be used in the calculation. In terms of the broader subject of coastal hazards, these runup calculations need to be integrated with research on beach erosion to provide a comprehensive assessment of the risk at specific locations.  相似文献

Port Honduras serves as an important nursery ground for many species of commercially important fish and shellfish. The removal of forest cover in the uplands, as a result of agriculture, aquaculture, and village development, is likely to significantly accelerate erosion. Increased erosion would reduce soil fertility in the uplands and negatively affect mangrove, seagrass, and coral reef productivity in the receiving coastal embayment. Alternatively, the conservation of an existing protected areas corridor, linking the Maya Mountains to the Caribbean Sea, is likely to enhance regional sustainable economic development. This study aims to support environmental management at the scale of the “ecoscape”—a sensible ecological unit of linked watersheds and coastal and marine environments.  相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts.  相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

Located on the northeast Brazilian coast, Olinda is one of UNESCO’s World Heritage Sites, which is economically dependent on tourism, commerce, industry, and the informal economy. Despite its environmental and socioeconomic importance, the city of Olinda (understanding the coast as part of it) has suffered several environmental and human disturbances over the last decades. This work describes the environmental and social status of Olinda’s beaches and makes recommendations concerning the development of an Integrated Coastal Management Plan for this coastal zone of the Brazilian littoral. The methodology adopted in this study is based on field campaigns (social, physical, chemical, and biological data collection), local observations, and the collection of sea contention building project data from city hall. The results showed that along the seven studied beaches, the main problems were related to the: (i) building of coastal protections, (ii) inefficient sewage disposal systems, (iii) inefficient urban management, and (iv) natural events (equinoctial spring tides and precipitation/evaporation rates). Casa Caiada beach showed the best hydrologic conditions as a consequence of its morphology and it presents facilities that attract housing and recreation investments (by private and public sectors) valuing and improving local use conditions. The obtained data showed that the studied beaches need an urgent action plan to minimize the environmental degradation of Olinda’s littoral and to promote sustainable development of the local coastal environments.  相似文献

This paper assesses the status of coastal zones in the context of expected climate change and its related impacts, as well as current and future socioeconomic pressures and impacts. It is argued that external stresses and shocks relating to sea-level rise and other changes will tend to exacerbate existing environmental pressures and damage in coastal zones. Coastal zones are under increasing stress because of an interrelated set of planning failures including information, economic market, and policy intervention failures. Moves towards integrated coastal zone management are urgently required to guide the coevolution of natural and human systems. Overtly technocentric claims that assessments of vulnerability undertaken to date are overestimates of likely future damages from global warming are premature. While it is the case that forecasts of sea-level rise have been scaled down, much uncertainty remains over, for example, combined storm, sea surge, and other events. In any case, within the socioeconomic analyses of the problem, resource valuations have been at best only partial and have failed to incorporate sensitivity analysis in terms of the discount rates utilized. This would indicate an underestimation of potential damage costs. Overall, a precautionary approach is justified based on the need to act ahead of adequate information acquisition, economically efficient resource pricing and proactive coastal planning.  相似文献

Downstream and Coastal Impacts of Damming and Water Abstraction in Africa   总被引:1,自引:0,他引:1  
Anthropogenic factors associated with damming and water abstraction, and the resultant environmental pressures, are reviewed in six African river catchments using records and forecasts of climatic, demographic, and land-use change. Changes in the states of the flow regime through catchment drainage systems to the coastal sea are considered in conjunction with climate change and other human-induced pressures. The impacts of these changes on downstream and coastal environments and their communities are described in past, present, and future perspectives. Linkages between the issues and the pressures of damming and water abstraction are appraised and scientific, policy, and management responses proposed aimed at remedying existing and perceived future negative impacts. The study proposes that there is a need to integrate catchment and coastal management to account for the whole water flow regime together with its human dimensions. Management priorities relating to the operation of existing damming and abstraction schemes and planning of future schemes include the following: consideration of ways in which water discharges could be adjusted to provide improvements in downstream and coastal environmental and socioeconomic conditions; addressing the problem of sediment trapping impacting on the sustainability of dam reservoirs; and assessment of downstream and coastal impacts of future schemes in the light of climate change forecasts.  相似文献
