Often in land use evaluations, especially those in developing countries, only the financial aspect receives serious attention, while the social and ecological values are overlooked. This study compared the social and ecological values of four land use types (small-scale woodlot [SSW], boundary tree and shrub planting [BTP], homestead tree and shrub growing [HTG] and cereal farming [CF]) by a criteria-based scoring approach using a bao game. The impacts of local wealth status and proximity to a forest on the value the community renders to the land use types were also assessed. The value comparison, assessed by relative scoring, was accompanied by farmer’s explanations to reveal the existing local knowledge about land use values. It was found that HTG ≥ SSW > BTP > CF for both social and ecological values. Though this trend applies for the medium and rich households, the poor ones chose SSW as the most valuable. With increasing distance from a forest, the social and ecological values of land uses increased. The accompanying scoring justifications indicated the existence of in-depth ecological knowledge, which conform to contemporary scientific reports. Generally, this study showed that social and ecological values, besides financial values, strongly influence farmer’s decision in implementing various practices related to the land use types. Thus, such values are worth considering for a holistic understanding of the diverse benefits of land uses. Finally, the strong preference for tree and shrub-based land use types is a good opportunity for enhancing tree and shrub growing to minimize the major environmental problems (e.g., soil degradation, wood shortage and deforestation) in the central highlands of Ethiopia.  相似文献

The policy intervention to enforce property rights and control deforestation frontiers is often undermined in the Brazilian Amazon, and this intervention problem is considered to be stemming from weak frontier governance. However, little has been understood how this governance can be strengthened in the context of social change. Drawing on a literature review of the Amazon development and sociological studies of space, this article argues that frontier governance is characterised by the co-generation of two territorial processes: the official settlement implementation (physical spacing) and the spontaneous settlers' shaping of the vernacular community (production of place). The co-generation process opens new deliberative space where both state and non-state actors claim authority over the intervention. Therefore, strengthening frontier governance involves empowering this emerging authority to be able to promote public engagement with sustainable development on the frontier. The article uses the regional history and ethnographic material collected in the southeast of Pará to illustrate the discussion.  相似文献

Indigenous forests in Kenya, as in other developing countries, are under heavy pressure from competing agricultural land uses and from unsustainable cutting. The problem in Kenya is compounded by high population growth rates and an agriculturally based economy, which, even with efforts to control birth rates and industrialize, will persist into the next century. Both ecological and economic consequences of these pressures need to be considered in land-use decision making for land and forest management to be effective. This paper presents one way to combine ecological and economic considerations. The status of principal forest areas in Kenya is summarized and competing land uses compared on the basis of ecological functions and economic analysis. Replacement uses do not match the ecological functions of forest, although established stands of tree crops (forest plantations, fuel wood, tea) can have roughly comparable effects on soil and water resources. Indigenous forests have high, although difficult to estimate, economic benefits from tourism and protection of downstream agricultural productivity. Economic returns from competing land uses range widely, with tea having the highest and fuel wood plantations having returns comparable to some annual crops and dairying. Consideration of ecological and economic factors together suggests some trade-offs for improving land allocation decisions and several management opportunities for increasing benefits or reducing costs from particular land uses. The modern gold rush in the Brazilian Amazon attracted millions of people to become artisanal miners in order to escape complete social marginalization. The rudimentary nature of artisanal mining activities often generates a legacy of extensive environmental degradation,both during operations and well after mining activities have ceased. One of the most significant environmental impacts is derived from the use of mercury (Hg), which is illegal for use in gold amalgamation in Brazil, but continues to be the preferred method employed by artisanal gold miners. The general population is unaware of the capricious nature of mercury and artisanal mining activities. Moreover, individuals in positions of political or economic infiuence tend to be negatively biased towards artisanal mining and government policies do not effectively address the realities of these activities. Affected communities have consequently been ignored,and mistrust towards outside parties is high. Not surprisingly, miners are suspicious of and unlikely to employ externally derived solutions to reduce mercury emissions. This article reviews the use of mercury in artisanal mining and highlights the role miners, governments and non-governmental organizations (NGOs) have played in communicating facts, perpetuating myths and deriving solutions for mercury pollution. This article also raises some key concerns that must be addressed to understand the behaviour of mercury in the environment and identifies solutions for problems facing communities where artisanal gold mining operations have been abandoned.  相似文献

This article examines the relationship between increased metal mining and sustainable development in the eastern section of the Amazonian state of Pará in Brazil. Since the early 1980s, mining has grown rapidly in Pará and local mining operations have become global leaders in the production of iron, manganese, bauxite, aluminum, gold, copper and — in the near future — nickel. To stay in tune with global standards, these companies have committed themselves to the principles of sustainability and have obtained certification for both social and environmental aspects of their activities. The article looks into whether such certification is linked to sustainable development of the relatively poor regions where these companies operate. The main findings are that: (1) there is a visible association between certification and improved performance by the companies, but not with the development of nearby areas; and (2) social‐environmental certification processes place more emphasis on ecological variables than on social ones.  相似文献

This paper describes the problems encountered in developing environmental education in Federal protected areas in Brazil. Results of a survey on the current status of environmental education in four categories of Federal protected areas; namely national parks, biological reserves, ecological stations and environmental protection areas, are described and discussed. The study suggests that the development of environmental education in protected areas in the country has several limitations: financial resources, lack of training, material resources and a lack of policy on environmental education. It also identifies that some of these problems seem to be inter-related with those of the National System of Conservation Units of the country which may result in a retarding of the development of environmental education in such areas.  相似文献

Due to its resistance to many wastewater treatment processes, the antiepileptic drug carbamazepine (CBZ) is routinely found in wastewater effluent. Wastewater irrigation is an alternative to stream discharge of wastewater effluent, which utilizes the soil as a tertiary filter to remove excess nutrients and has the potential to remove pharmaceutical compounds. Previous data suggest that CBZ is strongly sorbed to soil; however, it is unknown what its fate is for long periods of irrigation and if land use affects its distribution. Therefore, the objectives of our research were to characterize CBZ concentrations in soils that have been receiving wastewater irrigation for >25 yr under three different land uses: cropped, grassed, and forested. Triplicate soil cores were collected at each of the land uses to a depth of 120 cm. Extractions for CBZ were performed using 5-g soil samples and 20 mL of acetonitrile. The extracted solutions were analyzed on a liquid chromatograph tandem mass spectrometer. The samples were also analyzed for supporting information such as organic carbon, pH, and electrical conductivity. Results suggest that there is accumulation of the CBZ in the surface soils, which have the highest organic carbon content. Average concentrations of CBZ in the surface soils were 4.92, 2.9, and 1.92 ng g, for the forested, grassed, and cropped land uses, respectively. The majority of the CBZ was found in the upper 30 cm of the profile. Our results suggest that the soils adsorb CBZ and slow its movement into groundwater, compared to the movement of nonadsorbed chemicals.  相似文献

The management of small-scale freshwater fisheries in Amazon has been based usually on surveys of urban markets, while fisheries of rural villages have gone unnoticed. We compared the fishing characteristics (catch, effort and selectivity) between an urban market and five small villages in the Lower Tocantins River (Brazilian Amazon), downstream from a large reservoir. We recorded 86 and 601 fish landings in the urban market and villages, respectively, using the same methodology. The urban fishers showed higher catch per unit of effort, higher amount of ice (related to a higher fishing effort, as ice is used to store fish catches) and larger crew size per fishing trip, but village fishers had a higher estimated annual fish production. Conversely, urban and village fishers used similar fishing gear (gillnets) and the main fish species caught were the same. However, village fishers showed more diverse strategies regarding gear, habitats and fish caught. Therefore, although it underestimated the total amount of fish caught in the Lower Tocantins River region, the data from the urban market could be a reliable indicator of main fish species exploited and fishing gear used by village fishers. Monitoring and management should consider the differences and similarities between urban and rural fisheries, in Amazon and in other tropical regions.  相似文献

Until the late 1960s rural Hong Kong had an attractive rustic landscape and a small but active farming population. The recent widespread agricultural decline provided opportunities for urban-oriented activities to invade, mainly as open storage and workshops unsuitable in city areas. Rapid container-port expansion and cross-border China trade generate demands for cheap and accessible land for non-conforming uses (NCU). Rural development control and land-use planning are inherently weak, and formal provision for such uses is lacking. An unfavorable landmark court judgement allows landowners to degrade the countryside. The activities have caused acute environmental problems, telescoped into a small territory, including visual blight, pollution, drainage blockage, loss of wetland habitats, and increased flooding hazard. The distinction between urban and rural has been blurred in the destruction of the valuable countryside heritage. An interim legislative amendment fails to stop unauthorized conversion of farmland. In the long term, an integrated and comprehensive rural planning strategy to conserve inherent elements, as well as accommodating selected urban spillover in properly located and serviced sites, is needed.  相似文献

Community forestry initiatives have been shown to reduce rural poverty while promoting the conservation and sustainable use of forests. However, a number of challenges face communities wanting to initiate or maintain formal, community-based forest management. Through a grounded theory approach, this paper uses three case studies of community forest management models in the eastern Amazon to create a framework showing challenges faced by communities at different phases of formal management. The framework shows that, in the development phase, four root problems (land ownership, knowledge acquisition, community organization, and adequate capital) need to be addressed to obtain legal management permission. With this permission in hand, further challenges to operationalization are presented (deterring illegal loggers, maintaining infrastructure, obtaining necessary managerial skills and accessing markets). The interrelatedness of these challenges emphasizes that all challenges need to be addressed in a holistic manner for communities to maintain a profitable and self-sufficient operation. This contradicts current development approaches that only address part of this framework. The framework proposed here can be used as a starting point for community forestry initiatives in other regions.  相似文献

Tropical forest countries are struggling with the partially conflicting policy objectives of socioeconomic development, forest conservation, and safeguarding the livelihoods of local forest-dependent people. We worked with communities in the lower Tapajós region of the central Brazilian Amazon for over 10 years to understand their traditional and present land use practices, the constraints, and decision making processes imposed by their biophysical, socioeconomic, and political environment, and to facilitate development trajectories to improve the livelihoods of forest communities while conserving the forest on the farms and in the larger landscape. The work focused on riverine communities initially in the Tapajós National Forest and then in the Tapajós–Arapiuns Extractive Reserve. These communities have a century-old tradition of planting rubber agroforests which despite their abandonment during the 1990s still widely characterize the vegetation of the river banks, especially in the two protected areas where they are safe from the recent expansion of mechanized rice and soybean agriculture. The project evolved from the capacity-building of communities in techniques to increase the productivity of the rubber agroforests without breaking their low-input and low-risk logic, to the establishment of a community enterprise that allowed reserve inhabitants to reforest their own land with tree species of their choice and sell reforestation (not carbon) credits to local timber companies while retaining the ownership of the trees. By making land use practices economically more viable and ecologically more appropriate for protected areas, the project shows ways to strengthen the system of extractive and sustainable development reserves that protects millions of hectares of Amazon forest with the consent of the communities that inhabit them.  相似文献

The nature of environmental risk is often determined by the location patterns of industrial firms in a locale. We develop a methodology for analyzing the capacity of toxics-generating industries to leave toxic residuals on the landscape, in the context of long-term master planning. To understand an area's risk profile, we first characterize the location pattern of risk-generating firms and develop ways to represent the risk potentials of these shapes. To this end, we develop a geometric approach for characterizing the spatial patterns of these clusters of dirty industries, using new measures for analyzing spatial densities and compactness. We then introduce context (i.e. actual zoning patterns, transportation corridors) and explain how this relates to the spatial patterns found. We illustrate this analytical method with application to Orange County, California, USA and point out how it affords a deeper understanding of the connections between industry and environmental risk. We end the article with a discussion of how these analytical methods might be used for land use planning.  相似文献

Carbon (C) and nitrogen (N) play an important role in the restoration of ecosystem functions of reclaimed mine soils (RMSs). Postreclamation land use in RMSs affects soil C and N pools and fluxes. We compared the effects of 28-yr-old postreclamation land uses (forest, hay, and pasture) on selected chemical properties of soil, and C and N pools in reference to undisturbed forest and moderately disturbed agricultural land use in southeastern Ohio. The electrical conductivity was higher in RMSs under hay than that in pasture and forest land uses. The RMSs under pasture, hay, and forest had moderately acidic, neutral to slightly alkaline, and slightly alkaline pH, respectively. In the 0- to 5-cm soil depth, soil organic C (SOC) was higher in RMSs under pasture by 99% and under hay by 52% over that under forest. Similarly, total nitrogen (TN) was higher in RMSs under pasture by 98% and under hay by 43% over that under forest. Aggregate-associated SOC concentration in the 0- to 5-cm depth decreased in the order of RMSs under hay > RMSs under pasture > RMSs under forest. The SOC pools in the 0- to 30-cm depth decreased in the order of RMSs under hay = RMSs under pasture > RMSs under forest = undisturbed forest = agriculture land use. Nitrogen pools followed a similar trend. Hay land use has a better potential for improving soil quality in RMSs by enhancing chemical properties and SOC and TN pools than forest or pasture land uses.  相似文献

Some neighbourhood environments have become dumping grounds for locally unwanted land uses (LULUs) that middle-class Americans do not want near their homes. LULUs may combine with other pariah land uses to collectively undermine the quality of the local environment, reduce investment, government services, the proportion of middle-income people and associated businesses. As important neighbourhood attributes are lost, illegal activities, derelict structures, trash-strewn lots and the concentration of poor and unhealthy people may increase. This paper describes the theory behind the impact of pariah land uses through examples of the downward spiral experienced by Camden, New Jersey and the south Bronx, New York. It then documents the experience of one community, Elizabethport, New Jersey, in reversing that downward spiral. Success in Elizabethport came from the synergistic activities of local, state and federal governments, community groups, and not-for-profit organizations as they struggled to regain control through local environmental management, rebuilding, and reducing crime. Social capital was also strengthened by using a local community health concern—that of childhood asthma. Efforts to reverse the downward spiral of urban decay from pariah land uses should be multi-faceted, spurred by local efforts that address local concerns.  相似文献

Growing concerns over the potential for unintended, adverse consequences of engineered nanoparticles (ENPs) in the environment have generated new research initiatives focused on understanding the ecological effects of ENPs. Almost nothing is currently known about the fate and transport of ENPs in environmental waters, soils, and sediments or about the biological impacts of ENPs in natural environments, and the bulk of modern nanotoxicogical research is focused on highly controlled laboratory studies with single species in simple media. In this paper, we provide an ecological perspective on the current state of knowledge regarding the likely environmental impacts of nanomaterials and propose a strategy for making rapid progress in new research in ecological nanoscience.  相似文献
