Fleet, work-related or occupational road safety has the potential to make a major contribution to reducing both human harm and asset damage. To date, however, there would appear to be a dearth of well researched and evaluated case studies in the public domain in this area.This paper provides an on-going, documented, real-world case study of work-related road safety within an Australian company that has sought to manage, monitor and improve its road safety performance over the last 5 years through a range of proactive, fleet manager, insurance and risk-led initiatives.Roche Australia has successfully implemented a Company Motor Vehicle Safety Program with support from its fleet insurers and risk management advisors. Four key initiatives are set out covering: (1) Driver risk assessment, monitoring and improvement. (2) Policy development and communications. (3) Process and outcomes evaluation. (4) Continuous review and refinement of policies, processes, programs and future developments.The program has led to a range of process and performance-based outcomes. Typical barriers to success in work-related road safety have been identified and overcome. Almost 100% risk assessment and improvement process compliance by drivers has been achieved. A predictive relationship between risk assessment outcomes and collision history has been identified. Reductions in insurance claims, collision costs and claims ratio have been sustained. A detailed project plan is in place to continue the program for the next 3 years.The paper concludes that with effective management, a well developed work-related road safety program can result in performance improvements within the initiating organisation. Several limitations in the case study methodology, as well as areas for further work and lessons for policy makers, researchers and practitioners are also identified. 相似文献

This paper deals with the accidental release of chlorine from bonnet of a valve in a bullet installed in a chloro-alkali industry, and the probable causes of the accident and the ensuing sequence of events. Mobility is a matter of great importance in daily life: However, it also causes costs and involves accident risks. To make mobility safer and reduce accident risks, a scientifically based road safety management is needed. Within such a safety management system, a concert of adequate and efficient strategies, tools and measures is developed and implemented. To ensure that the chosen means are efficient they should be derived from research evidence. Secondly, research is also needed to regularly monitor the impact of road safety management tools, serving as a “controlling instrument” for the appropriateness of safety management efforts. This article explains the main strategic aspects of safety management in Germany and illustrates it exemplarily on the basis of two recently implemented road safety measures. 相似文献

Introduction. Navigated safety inspection based on task-specific checklists can increase the hazard detection rate, theoretically with interference from scene complexity. Visual clutter, a proxy of scene complexity, can theoretically impair visual search performance, but its impact on the effect of safety inspection performance remains to be explored for the optimization of navigated inspection. This research aims to explore whether the relationship between working memory and hazard detection rate is moderated by visual clutter. Methods. Based on a perceptive model of hazard detection, we: (a) developed a mathematical influence model for construction hazard detection; (b) designed an experiment to observe the performance of hazard detection rate with adjusted working memory under different levels of visual clutter, while using an eye-tracking device to observe participants’ visual search processes; (c) utilized logistic regression to analyze the developed model under various visual clutter. Conclusion. The effect of a strengthened working memory on the detection rate through increased search efficiency is more apparent in high visual clutter. This study confirms the role of visual clutter in construction-navigated inspections, thus serving as a foundation for the optimization of inspection planning. 相似文献

This paper discusses the relationship between efficiency and equity as objectives of road safety policy. The term efficiency refers to the efficient use of all road safety measures. Road safety measures are used efficiently if the priority given to them is based on the criterion that marginal social benefits should be at least equal to marginal social costs. To use road safety measures efficiently therefore means that the priority given to each measure is set strictly according to cost–benefit analyses. Thus, the main question discussed in this paper is whether setting priorities for safety measures strictly according to cost–benefit analyses will produce results that are regarded as equitable and fair. The notions of equity and fairness do not have any universally accepted definitions. In the paper, an attempt is made to apply John Rawls’ difference principle as a criterion of fairness with respect to the distribution of risk. The distribution of risk is examined along several dimensions: between groups of road users, between regions, between social groups, and with respect to the relationship between who pays for a road safety measure and who benefits from it. It is concluded that there is a conflict between efficiency and equity as far as the provision of road safety is concerned. Promoting greater equity requires a departure from efficiency, as defined in economic welfare theory, as the only criterion for setting policy priorities. 相似文献

Nowadays, with implementation of management systems and environment management and due to the influence of safety and health issues on working processes, organizations have also sought to acquire health and safety management systems. This study which aims to examine the influence of integrated management system on safety and productivity indices has retrospective experimental nature. It was conducted in Cement Factories in which three systems are used: quality, environment and safety systems. The collected data were: accident reports and the investigation of events in 6 years during 2005-2010 (3 years before and 3 years after the implementation of the system). The safety indices that used in this study are: IFR, ISR, FSI, and Safe T. Score. Then, the data analyzed with the T-test, mean and standard deviation. The results showed a significant difference between various safety indices before and after the implementation. The examination of production indices such as increasing rate of productivity and production indicates the influence of these systems on production and productivity indices. The results have showed that the safety system existence cannot ensure productivity increase. Indices definition can be helpful for the safety system effectiveness and system continual improvement. It is important to say that there might be various indices definition in different industries. 相似文献

This paper discusses the method used for an outlook on road safety in the Netherlands until 2020. The objectives of the outlook are to judge the feasibility of the Dutch road safety policy targets and to estimate the effects in 2020 of new measures. The outlook consists of baseline forecasts assuming the unchanged continuation of the effect of current road safety policy as a starting point, and the effect of new measures on top of that. We used four different mobility scenarios, derived from a comprehensive study about the macro-economic development of Dutch society until 2040. In the mobility scenario with the largest growth it appeared doubtful whether the policy targets of that time for the maximum number of fatalities in 2020 (580) can be achieved. An extensive inventory of new measures after 2010 produced five already intended new measures, the effects of which were estimated. The results show that the target of maximum 580 fatalities in 2020 can probably be met. The recently adjusted policy target of 500 fatalities in 2020 is also feasible if additional new measures are taken. 相似文献

This paper examines the effect of aviation safety education on passenger cabin safety awareness in knowledge, attitude, and behavior (KAB). The educational value of KAB has been addressed in various fields such as AIDS prevention and campus safety. KAB has been applied in aviation safety related areas, especially in training, such as crew resource management training, pilot training, and mechanic training. However, KAB has not been implemented in aviation passenger education in cabin safety. This paper uses the construct of “aviation safety education”, which is intended to influence airline passenger knowledge of, attitude toward, and behavior about cabin safety awareness. Passenger surveys were done at two Taiwan airports. The results show that aviation safety education positively affects airline passenger cabin safety knowledge, attitude, and behavior. We recommend safety education that involves accurate instruction about emergency equipment procedures, situational awareness, emergency responses, and relevant cabin-safety regulations.Our findings indicated that an increase in cabin safety knowledge positively affected airline passenger behavior, which supported knowledge–behavior consistency. We also found that a positive attitude toward cabin safety positively affected airline passenger behavior, which supported attitude–behavior consistency. The hypothesis that cabin safety knowledge positively affected passenger attitude – knowledge–attitude consistency was not supported. 相似文献

针对公路线形、交通环境与驾驶员的协调性实时检测的定量化评价方法问题,围绕虚拟现实技术和驾驶员道路安全感认知评价,在对210国道西万三级路典型路段建模生成三维模型的基础上,组织53名驾驶人员在虚拟仿真实验室中对虚拟三级路进行现场认知评价试验.采用模糊统计的方法对评价试验得到的795组数据进行分析处理,建立虚拟三级路安全性认知因素的模糊评价隶属函数.采用计算虚拟和实测道路模糊评价隶属函数的贴近度的方法,与基于实际道路的三级路安全性认知因素的模糊评价隶属函数对比,证明虚拟现实技术在驾驶员道路安全感认知评价研究中的可行性. 相似文献

Aging is associated with physiological modifications which may affect work activities. Trash collectors' work at the back of garbage trucks is both solitary and strenuous, and it therefore appeared relevant to investigate the effects of aging in these workers. The working hypotheses were that older trash collectors work at different speeds and adopt different work practices than do younger ones, and that these differences affect the frequency and nature of accidents and mishaps in the two age groups. A multidisciplinary approach, incorporating statistics, ergonomics, and social sciences, was adopted. Workers at least 35 years old were compared to younger workers, using data from three sources: accident data (176 cases), observation of 17 trash collectors during 36 collection trips (more than 150 hours of observation), and semi-directed interviews of 11 trash collectors. Analysis indicated that older trash collectors: (1) adopt a slower work rhythm; (2) are helped more often by teammates; (3) are involved less frequently in mishaps; (4) declare themselves less fatigued and to have suffered fewer accidents; and (5) are proportionally more likely to be victims of slips, falls, and back injuries resulting from movements under load. There was no observed difference, however, between the work practices adopted by the two groups of workers or the length of work absences following accidents. 相似文献

Users of hand tools expect that tools after ergonomic changes in design will require less muscular activity and cause fewer musculoskeletal disorders than conventional tools. Reports on evaluation of ergonomic design changes in hand tools are controversial. In this study, we measured the effect of changes in tool design with physiological cost of performance and subjective ratings in a simulated setting. We determined physiological cost of performance by measuring muscle activity of the right and left forearm (flexor carpi ulnaris) with electromyography. We collected a questionnaire with subjective ratings before and after each experimental task. Before the tests, ergonomically reconfigured hacksaws received better rating scores than original hacksaws. However, we found no differences in subjective ratings of the hacksaws after the tests. In addition, electromyographic activity did not show any significant differences between the original and modified tools. 相似文献
