Discussing, estimating or analyzing the value of water is a difficult task. In addressing the value of water as reflected in its price — either as charged by a water utility, as the price of a water transfer, or a water sale in some market — this paper will examine three propositions regarding water pricing. The paper will consider the marginal scarcity rent of water, estimates of externalities, the full cost pricing of water and the consequences of these considerations on water prices, transfers and the efficiency of water use.  相似文献

ABSTRACT: One of the most significant changes m the field of hydrology in the past few years has been the increase m demand for basic data resulting from a new awareness on the part of planners, developers and managers of the essential nature of such data. For many years data collection has been an onerous, routine operation, following which the data were processed and stored - either in publications or file drawers - and the job considered completed. Two developments have changed that picture: the realization that we are drastically altering OUT environment, and the advent of the computer. The first forced us into a recognition of our need for accurate basic data and the second provided a new methodology for handling and using it. The change is evidenced m many ways and numerous activities are underway at both State and Federal level for all facets of the acquisition and handling of water data. The collection of basic data still involves hard routine work and a conscientious-effort to maintain a high level of quality. Hopefully, recognition of the absolutely essential nature of an adequate data base will result in the continued enhancement of the basic data collector and the concomitant increase in support of his activities.  相似文献

A significant research problem is the assessment of impacts associated with growth and/or decline in a regional economy. A relevant method for analyzing such problems is the Leontief input/output model. Associated with these models are economic multipliers measuring total changes in sales, income, and employment. In this paper, the author contends resource multipliers are equally relevant. The specific form of these multipliers are defined. Water multipliers for a two-county region in central Nevada are presented and their uses described.  相似文献

ABSTRACT: The unique characteristics of the hydrogeologic system of south Florida (flat topography, sandy soils, high water table, and highly developed canal system) cause significant interactions between ground water and surface water systems. Interaction processes involve infiltration, evapotranspiration (ET), runoff, and exchange of flow (seepage) between streams and aquifers. These interaction processes cannot be accurately simulated by either a surface water model or a ground water model alone because surface water models generally oversimplify ground water movement and ground water models generally oversimplify surface water movement. Estimates of the many components of flow between surface water and ground water (such as recharge and ET) made by the two types of models are often inconsistent. The inconsistencies are the result of differences in the calibration components and the model structures, and can affect the confidence level of the model application. In order to improve model results, a framework for developing a model which integrates a surface water model and a ground water model is presented. Dade County, Florida, is used as an example in developing the concepts of the integrated model. The conceptual model is based on the need to evaluate water supply management options involving the conjunctive use of surface water and groundwater, as well as the evaluation of the impacts of proposed wellfields. The mathematical structure of the integrated model is based on the South Florida Water Management Model (SFWMM) (MacVicar et al., 1984) and A Modular Three-Dimensional Finite-Difference Groundwater Flow Model (MODFLOW) (McDonald and Harbaugh, 1988).  相似文献

ABSTRACT: The geology and fresh ground water lens development in a typical Pacific atoll are described together with a method for hydrogeological investigation. The fresh water resources of such lenses are investigated using Tarawa as an example. It is shown that simple steady state solutions cannot be realistically applied, and that despite the paucity of hydrogeological data, which is considered typical of such islands, practical nonsteady state solutions allow resource assessments. The susceptability of lens resources to drought conditions is demonstrated.  相似文献
