Monitoring in adaptive co-management: Toward a learning based approach   总被引:3,自引:0,他引:3  
The recognition of complexity and uncertainty in natural resource management has lead to the development of a wealth of conceptual frameworks aimed at integrated assessment and complex systems monitoring. Relatively less attention has however been given to methodological approaches that might facilitate learning as part of the monitoring process. This paper reviews the monitoring literature relevant to adaptive co-management, with a focus on the synergies between existing monitoring frameworks, collaborative monitoring approaches and social learning. The paper discusses the role of monitoring in environmental management in general, and the challenges posed by scale and complexity when monitoring in adaptive co-management. Existing conceptual frameworks for monitoring relevant to adaptive co-management are reviewed, as are lessons from experiences with collaborative monitoring. The paper concludes by offering a methodological approach to monitoring that actively seeks to engender reflexive learning as a means to deal with uncertainty in natural resource management.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献

Building uses a combination of materials resources ranging from clay to bronze. Some of these resources are widely available, but require substantial energy resources to process and distribute them as the volumes used are so great. Other resources, like copper, are in much smaller supply. The resources used in building need to be examined against the future resource limitations in their supply and the possibilities of recycling. The links between building and waste cycles will also be critical, as wastes from other processes can often be incorporated into the building process. Design for recycling has to be balanced against the advantages of design for longer life. Reversible cementitious processes could confer enormous advantages if the reversibility was safely controllable, but this represents a very formidable scientific problem. The advantages of composite materials need to be balanced against the difficulties of effective recycling, for example reinforced concrete. The building as an energy conservation device also needs more emphasis. The final section deals with the concept of the materials conservation city in a Utopian way. It is designed to stimulate constructive thinking about resource conservation and materials recycling.  相似文献

Over a period of some 20 years, different aspects of co-management (the sharing of power and responsibility between the government and local resource users) have come to the forefront. The paper focuses on a selection of these: knowledge generation, bridging organizations, social learning, and the emergence of adaptive co-management. Co-management can be considered a knowledge partnership. Different levels of organization, from local to international, have comparative advantages in the generation and mobilization of knowledge acquired at different scales. Bridging organizations provide a forum for the interaction of these different kinds of knowledge, and the coordination of other tasks that enable co-operation: accessing resources, bringing together different actors, building trust, resolving conflict, and networking. Social learning is one of these tasks, essential both for the co-operation of partners and an outcome of the co-operation of partners. It occurs most efficiently through joint problem solving and reflection within learning networks. Through successive rounds of learning and problem solving, learning networks can incorporate new knowledge to deal with problems at increasingly larger scales, with the result that maturing co-management arrangements become adaptive co-management in time.  相似文献

Although international trade in energy may offer a flexible and cost effective means by which European countries could meet their renewable energy targets, developers in the exporting nation can face local opposition for reasons which are not always clear. Using focus groups and a public survey, we contrast perspectives between local stakeholders and wind farm operators and investigate the community impacts associated with large-scale wind energy for domestic use and export from Ireland to the UK. Although the export of renewable energy from Ireland to the UK is currently on hold, our findings suggest that significant investment is required by the state and wind farm operators in better information provision, trust building, effective instruments to internalise wind farm externalities and co-management arrangements before Ireland can fully capture the benefits of wind exports to the UK.  相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

Co-management has gained prominence due to the sustained interest in participatory forms of natural resource management. While theoretical development posed an initial challenge, it has become an integral part of the co-management literature. This paper comprehensively explores co-management theory. It begins with an investigation of theory itself. The major elements of theory (concepts, variables and relational propositions) are described and a typology of theoretical statements (formats) is conceptualized. Co-management theory is subsequently charted according to the four schemes (modelling, propositional, analytical and meta-theoretical) which make up the typology. Given the maturing nature of the co-management literature and the absence of any meta-theoretical schemes, we examine the central and underlying assumption of co-operation through the science of sociobiology. Reciprocal altruism is pursued to explain why non-kin co-operate, and is adapted to elucidate the potentials and pitfalls of co-management. This meta-theory enriches understanding of co-management, provides guidance to the other theoretical schemes, and offers a foundational basis upon which construction of subtle predications is possible.  相似文献

This paper examines the challenges of achieving sustainable management of the world's largest mangrove forest, the Sundarbans (SMF) in Bangladesh. During the past two decades, conflicts between mangrove maintenance and the pressure to provide economic livelihoods to forest-dependent communities (FDCs) have emerged and persisted. The SMF is currently managed by the Bangladesh Forest Department (BFD) under a state property rights regime. This study explores an alternative property rights regime which includes participatory approaches and co-management with FDCs to achieve sustainability, both economically and environmentally. Focus group discussions and a survey were the methods used to assess the prospects. The study finds that the absence of a management partnership between the BFD and FDCs is mainly responsible for the policy failures to achieve sustainable management of the SMF. However, evidence is presented that a ‘co-management’ property rights regime cannot be established until FDC capacity is enhanced through the formation of community level institutions.  相似文献

The reported research seeks to answer several questions regarding energy conservation within urbanizing areas. As a practical matter, to what extent can dependence upon exhaustible resources be reduced? Can these reductions be achieved without severely impairing social well-being and environmental quality? And, what seem to be the prevailing institutional constraints limiting energy conservation within urbanizing areas? The study area was the proposed “downtown” of The Woodlands, a new town north of Houston, Texas. Two plans were developed for this area. In one, no particular attempt was made to conserve energy (conventional plan), while in the other, energy conservation was a primary consideration (conservation plan). For both plans, estimates were made of energy consumption within buildings, in the transportation sector, and in the actual production of building materials themselves (embodied energy). In addition, economic and environmental analyses were performed, including investigation of other resource issues such as water supply, solid waste disposal, stormwater management, and atmospheric emissions. Alternative on-site power systems were also investigated. Within the bounds of economic feasibility and development practicality, it was found that application of energy-conserving methods could yield annual energy savings of as much as 23%, and reduce dependence on prime fuels by 30%. Adverse economic effects on consumers were found to be minimal and environmental quality could be sustained. The major institutional constraints appeared to be those associated with traditional property ownership and with the use of common property resources. The resistance to change of everyday practices in land development and building industries also seemed to constrain potential applications.  相似文献

Collaborative problem solving has increasingly become important in the face of the complexities in the management of resources, including protected areas. The strategy undertaken by Girringun Aboriginal Corporation in north tropical Queensland, Australia, for developing co-management demonstrates the potential for a problem solving approach involving sequential initiatives, as an alternative to the more familiar negotiated agreements for co-management. Our longitudinal case study focuses on the development of indigenous ranger units as a strategic mechanism for the involvement of traditional owners in managing their country in collaboration with government and other interested parties. This was followed by Australia's first traditional use of marine resources agreement, and development of a multi-jurisdictional, land to sea, indigenous protected area. In using a relationship building approach to develop regional scale co-management, Girringun has been strengthening its capabilities as collaborator and regional service provider, thus, bringing customary decision-making structures into play to 'care for country'. From this evolving process we have identified the key components of a relationship building strategy, 'the pillars of co-management'. This approach includes learning-by-doing, the building of respect and rapport, sorting out responsibilities, practical engagement, and capacity-building.  相似文献

Water management is set to become increasingly variable and unpredictable, in particular because of climate change. This paper investigates the extent to which water policy in England provides an enabling environment for ‘adaptive co-management’, which its proponents claim can achieve the dual objective of ecosystem protection and livelihood sustainability under conditions of change and uncertainty. Five policy categories are derived from a literature review, and are used to conduct a directed content analysis of seven key water policy documents. The findings reveal that although, in part, English water policy serves as an enabling environment for adaptive co-management, there is a level of discrepancy between substantive aspects of the five policy categories and water policy in England. Addressing these discrepancies will be important if English water policy is to allow for the emergence of processes, like adaptive co-management, that are capable of coping with the challenges that lie ahead.  相似文献

The notion of managing resources in partnership flourishes in natural resources literature. The terms partnership, collaboration, and co-management are associated with co-operative environmental management. Examining issues of definition reveals similarities, differences and, at times, imprecise use of the three terms. The potential for clarity prompts the proposal of a multi-dimensional model of co-operative environmental management. The model consists of three key dimensions. The first dimension reflects the extent power is shared among the actors and agencies involved in the agreement. The second dimension delineates who is involved in the management regime. Process, the final dimension, reflects the variety of ways in which co-management may function or proceed. The presented model highlights dimensions requiring attention by those working within co-operative environmental management. The model is valuable as it reflects the complexity and range of such arrangements in practice.  相似文献

The social and economic ramifications of marine conservation strategies such as marine protected areas (MPAs) are important to consider prior to their implementation to ensure that they do not exceed the resilience of resource-users and that resource protection might be maximised through compliance and low resistance. This paper presents a framework in which the human dimensions can be more easily and usefully integrated into the design and delivery of conservation initiatives. The framework espouses quantifying (1) the level of dependency on the resource; (2) perceptions towards conservation initiatives; and (3) social resilience. The framework is applied in Salum, Egypt, which is the site of a prospective MPA.  相似文献

Ecotourism can incentivize social and environmental benefits through marine conservation, in parallel with efforts to better manage fisheries, coastal development, and other human pressures. In Mexico's Gulf of California and Baja California Peninsula (GCBP), marine ecosystems support tourism activities in many communities, but to date there have been no region-wide studies to estimate their benefits or identify key species. Based on data collected in this study, each year nature-based marine tourism in the GCBP results in 896,000 visits, US$518 million in expenditures and at least 3,575 direct jobs from formal operations. In interviews with operators, over 40 species groups were named as important; sea lions, whale sharks, whales, and marlin were the highest ranked, highlighting the importance of ecosystem-wide health for nature-based tourism sustainability. Local employment and the ability to make economic and conservation goals compatible were noted by operators as significant opportunities provided by nature-based marine tourism; challenges included pollution and declines in ecosystem health, a lack of infrastructure, poor resource management policies, and high operating costs. As nature-based marine tourism expands, a wider transition to true ecotourism, a focus on equitable benefits and collaboration between stakeholders and a cross-scale and ecosystem approach to management will be vital for achieving potential sustainable social, ecological and economic benefits.  相似文献

/ Contemporary trends in natural resource management are reviewed, with specific reference to the shift in conservation management strategies away from law enforcement-based strategies towards strategies aimed at facilitating local community participation in the management of natural resources. This review lays a foundation for the presentation of a conceptual framework, the partnership forum framework, for the planning, implementation, and evaluationof protected area outreach programmes. The framework proposes that protected areas should function as integral components of the local social, economic, and environmental systems and that the integration of the protected area into these systems should be managed through comanagement institutions. The establishment of such institutions is discussed, and it is argued that the development of comanagement institutions can be characterized into four progressive phases: a preliminary communication phase, a problem-solving phase, a pilot project phase, and a comanagement phase. The framework proposes that during the three initial phases the partnership forum members will develop management procedures that they will use during the comanagement phase. The framework is presented as a design skeleton around which the site-specific characteristics of specific protected area outreach programs will combine to form an outreach program, i.e., the framework is process rather than project based.KEY WORDS: Sub-Saharan Africa; Integrated conservation and development  相似文献

Adaptive management is a framework for resource conservation that promotes iterative learning-based decision making. Yet there remains considerable confusion about what adaptive management entails, and how to actually make resource decisions adaptively. A key but somewhat ambiguous distinction in adaptive management is between active and passive forms of adaptive decision making. The objective of this paper is to illustrate some approaches to active and passive adaptive management with a simple example involving the drawdown of water impoundments on a wildlife refuge. The approaches are illustrated for the drawdown example, and contrasted in terms of objectives, costs, and potential learning rates. Some key challenges to the actual practice of AM are discussed, and tradeoffs between implementation costs and long-term benefits are highlighted.  相似文献

Since the 1950s, there has been a continuous increase in the number and coverage of protected areas (PAs) in Iran, and in total 253 PAs have been declared that cover 10.12?% of the country's area. This paper reviews literature addressing Iran's PAs, examines what is known about them, highlights the challenges and lessons learned, and identifies areas where more research is needed. The PA system in Iran is criticized because of (1) shortages of manpower, equipment, and financial resources; (2) de jure PAs that are often implemented as de facto reserves; (3) lack of national biodiversity indicators and objective monitoring processes; and (4) limited public participation and conflict between people over PAs. To improve, Iran's PAs system needs to be realistically supported by policies and planning instruments. In addition, the implementation of active management to restore habitat, increase education and awareness, shift practices towards the guidelines of international organizations, build capacity, and improve management and co-management by local communities needs to occur.  相似文献

Stakeholder engagement is a crucial concept of extension education. Engagement expresses democratic values of the land-grant mission by providing opportunities for stakeholders to influence program planning, including setting the agenda and negotiating resource allocations. In practice, the concept of engagement guides the formation of partnerships among extension, communities, industry, and government. In the area of sustainable agriculture, however, stakeholders may conflict, presenting challenges to the engagement process. Results from a study of a Canadian sustainable agriculture program, produced using cultural anthropology and participatory action research, detail challenges of the engagement process that led to reconstruction of a farmer-extension partnership. Notable in the early phase of the reconstruction process were critical reflection, stakeholder forums, exclusion through caucusing, and coalition building. An argument for a neopragmatist view provides a theoretical basis for understanding counterintuitive dimensions of engagement revealed by the study.  相似文献

‘Good’ governance and adaptive co-management hold broad appeal due to their positive connotations and ‘noble ethical claims’. This paper poses a fundamental question: is adaptive co-management ethical? In pursuing an answer to this question, the concept of adaptive co-management is succinctly summarized and three ethical perspectives (deontology, teleology and existentialism) are explored. The case of adaptive co-management in Cambodia is described and subsequently considered through the lens of ethical triangulation. The case illuminates important ethical considerations and directs attention towards the need for meditative thinking which increases the value of tradition, ecology, and culture. Giving ethics a central position makes clear the potential for adaptive co-management to be an agent for governance, which is good, right and authentic as well as an arena to embrace uncertainty.  相似文献
