ABSTRACT: Typically, infrastructure agencies build massive water projects to serve expanding populations in emerging country cities, but collect and treat only a fraction of the resulting wastewater. This effluent often overwhelms existing sewerage systems and fouls waterways. Cleaning urban waterways requires large investments over long terms and the political will to make and sustain them. This challenge - difficult in advanced countries - becomes daunting with the scarce resources and weak institutions typical of emerging countries. This paper presents a framework to structure such a strategy, and applies it to Madras, India. It consists of three parts: (1) setting a vision through a participatory process; (2) macro investments mainly in wastewater treatment that use least-cost methods; and (3) micro investments in small projects that involve local people and galvanize public support. The macro investment, $350 million for Madras, appears very large, but averages out to $66 per capita, far below the $1,000-$2,000 typical of advanced country cities. Micro projects to be undertaken by Non-Governmental Organizations (NGOs) included an independent wastewater monitoring program, sanitary upgrading of slums along waterways banks, a cattle waste demonstration project, and an industrial pollution survey. ABSTRACT: This paper presents the implementation of one element of a decision support system (DSS) for regional water quality management, applied to the Nitra River Basin in Slovakia. A model-based, aspiration-led methodology for multicriteria decision support has been used for the study. Several reusable, modular software tools have been developed and implemented: a problem-specific generator to produce the core part of the mathematical programming model, tools for the generation and interactive modification of multicriteria problems, and a solver for the resulting mixed-integer optimization problem. Provided in the paper are the following: a complete formulation of the mathematical model (including the imbedded water quality model), a summary of the aspiration-reservation-led multiple criteria optimization approach applied to decision support, and an overview of results that illustrate the applied approach and provide some interesting insights to the case study. 相似文献

ABSTRACT: Survey data collected in the San Joaquin Valley of southern California and the Grand Valley of western Colorado reveal that residents of both areas believe that a severe sustained drought is likely to occur within the next 20–25 years and that their communities would be seriously impacted by such an event. Although a severe sustained drought affecting the Colorado River Basin would cause major economic and social disruptions in these and other communities, residents express little support for water management alternatives that would require significant shifts in economic development activities or in water use and allocation patterns. In particular, residents of these areas express little support for strategies such as construction and growth moratoriums, mandatory water conservation programs, water transfers from low-to high-population areas, water marketing, or reallocations of water from agricultural to municipal/industrial uses. This rejection of water management strategies that would require a departure from “business as usual” with respect to water use and allocations severely restricts the capacity of these and similar communities to respond effectively should a severe sustained drought occur. 相似文献

ABSTRACT: In many interstate river basins, the institutional arrangements for the governance and management of the shared water resource are not adequately designed to effectively address the many political, legal, social, and economic issues that arise when the demands on the resource exceed the available supplies. Even under normal hydrologic conditions, this problem is frequently seen in the Colorado River Basin. During severe sustained drought, it is likely that the deficiencies of the existing arrangements would present a formidable barrier to an effective drought response, interfering with efforts to quickly and efficiently conserve and reallocate available supplies to support a variety of critical needs. In the United States, several types of regional arrangements are seen for the administration of interstate water resources. These arrangements include compact commissions, interstate councils, basin interagency committees, interagency-interstate commissions, federal-interstate compact commissions, federal regional agencies, and the single federal administrator. Of these options, the federal-interstate compact commission is the most appropriate arrangement for correcting the current deficiencies of the Colorado River institution, under all hydrologic conditions. 相似文献

ABSTRACT: Ground-water level decline patterns in parts of Nebraska conform to the circular island concept of Bredehoeft et al. (1982), which indicates how water is derived by wells developed in a circular island. If elongated, the center of the island corresponds to a regional ground-water divide while the shoreline corresponds to a regional river. In both versions, ground-water table elevation is a function of recharge and transmissivity. A dynamic equilibrium exists such that the gradient of the water table will convey all recharge to discharge areas. Withdrawals of ground water result initially in mining, with a new equilibrium attained when pumping equals capture. During early development, capture is an important source of water in discharge areas, while mining is more significant in recharge areas. The pattern observed in many areas shows the greatest ground-water level decline in the vicinity of ground-water divides and the steepest gradient near regional rivers. A similar pattern has been observed adjacent to the Arkansas River in south-central Kansas. Similar decline patterns can be modeled for a hypothetical ground-water basin. This is of major importance to water-resource managers because it dictates that management programs be applied to the entire hydrologic system. 相似文献

ABSTRACT: The full range of environmental and economic services of ground water need to be accounted for in policy decisions. Non-recognition of these services imputes a lower value for the ground water resource in establishing policies. We describe a conceptual framework for identifying and measuring the economic value of groundwater. The valuation framework links changes in physical characteristics of ground water to services provided by ground water and the economic effects of changes in ground water services. In addition to the framework, we develop a general protocol to follow for assessing the benefits of ground water policies. Application of the protocol will aid in establishing structure and consistency across policy assessments and improve the accuracy and completeness of benefit estimates, avoid double-counting problems, and eliminate duplication of ground water valuation efforts. 相似文献

ABSTRACT: We investigated the effect of technical clarity on success in multi-party negotiations in the Federal Energy Regulatory Commission (FERC) licensing process. Technical clarity is the shared understanding of dimensions such as the geographic extent of the project, range of flows to be considered, important species and life stages, and variety of water uses considered. The results of four hydropower licensing consultations are reported. Key participants were interviewed to ascertain the level of technical clarity present during the consultations and the degree to which the consultations were successful. Technical clarity appears to be a prerequisite for successful outcomes. Factors that enhance technical clarity include simple project design, new rather than existing projects, precise definition of issues, a sense of urgency to reach agreement, a sense of fairness among participants, and consistency in participation. Negotiators should not neglect the critical pre-negotiation steps of defining technical issues and determining appropriate studies, deciding how to interpret studies, and agreeing on responses to study results. 相似文献

ABSTRACT: The Montana Department of Natural Resources and Conservation developed a hydrologic model to help analyze the effects of allocating water for consumptive and instream uses in the upper Missouri River basin of Montana. The model, a PC-based FORTRAN program, uses a mass-balance approach to compute monthly streamflows, reservoir operations, hydropower production, and irrigation and municipal water uses throughout the 54,000 square mile basin for a 59-year base period. Simulation results are presented as monthly mean and percentile-exceedence values. The model was run for baseline conditions and six hypothetical water-allocation alternatives. Results were used by staff resource area specialists to assess potential impacts to water quantity and distribution, water rights, water quality, stream channel form, fisheries, wildlife, recreation, hydropower production, and economics. These analyses were presented to the public and the decision-making board in an environmental impact statement (EIS). Though, in many instances, the model did not allow for detailed, site-specific analyses, the model was an important tool and its simulation results formed the hydrologic basis for the EIS. 相似文献

ABSTRACT: Most forest lands are managed for multiple purposes, among them timber production and water supply. Conflicts often arise in such cases because logging is perceived as a threat to water quality. These conflicts can result from uncertain factual information, from differences in underlying social values, or from imbalances in the incidence of costs and benefits. Resulting conificts may go unresolved because existing institutional structures fail to address the real roots of the dispute. When such conificts go unresolved, benefits are often lost, and social, political, and managerial costs are high. This study found that the roots of conifict may lie in value differences or in interest impacts, but attention may be focused inappropriately and unproductively on factual issues. It suggests that at least some long-standing disputes in the management of forested watersheds may be resolved by identifying the root causes of these disputes and choosing those actions, whether they be changes in management guidelines or altered institutional structures, which are appropriate to those causes. 相似文献

ABSTRACT: Agreements between states, or compacts, provide a mechanism for resolving transboundary resource issues. The twenty-two compacts allocating the water of rivers among states in the western United States are examined to provide guidance for drafters of future compacts. The method of allocation selected for a compact reflects the state's allocation of the risk of dry years. Allocations based on models have been unsuccessful. Percentage allocations are good for fairly apportioning risk, but conflict with principles of prior appropriation. Guarantees of minimum flows should be used with great care, to avoid any state becoming a guarantor of natural phenomena over which it has no control. Disputes should be anticipated, and a dispute resolution mechanism agreed upon. Arbitration or litigation are likely to prove the most politically acceptable. Compacts should be comprehensive in scope, encompassing groundwater as well as surface use. Federal claims should also be addressed, and some form of protection from subsequent changes of federal policy should be incorporated in the agreement and its ratifying legislation. 相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Results show that application of this model to New Mexico's Rio Chama basin can increase total system benefits over historical benefits by exploiting complementarities between hydroelectricity production, instream recreation, and downstream lake recreation. 相似文献

ABSTRACT: Earthen waste storage structures (EWSS) associated with large confined (concentrated) animal feeding operations (CAFOs) were evaluated for their potential to impact water resources in Iowa. A representative sample of 34 EWSS from a digital database of 439 lagoons and basins permitted between 1987 and 1994 was analyzed. Eighteen percent (6 of 34) directly overlie alluvial aquifers that are used widely for potable water supply. Ninety‐four percent (29 of 31) were constructed below the water table based on EWSS depth data. At 65 percent of EWSS (22 of 34), 50 percent or more of the manure‐spreading area (MSA) has a water‐table depth less than 1.6 m. At 74 percent of EWSS (25 of 34), 90 percent or more of the MSA contains soil with vertical K exceeding 25.4 mm/hr. Seventy‐one percent (24 of 34) occur where 10 percent or less of the MSA is frequently flooded. No significant differences were found among leakage rates due to aquifer vulnerability class or surficial material. However, at least 50 percent of EWSS (14 of 28) leaked at rates significantly greater than 1.6 mm/d under the new construction standard. The estimated 5,000 unregulated CAFOs may have a greater potential to impact water resources in Iowa. 相似文献

ABSTRACT: The Louisiana Environmental Management System (LEMS) is a data processing program developed to aid the Louisiana Joint Legislative Committee on Environmental Quality in decisions leading to resources legislation. Serving as a central data collection and retrieval point for various agencies, the LEMS will maintain assembled information on the location of monitoring stations and coordinate the files of user agencies with data on: land use; air and water quality; meteorological, climatological, and hydrological phenomena; vegetation; fish and wildlife conservation; population; and economics. This data is geographically stored in relation to the state plane coordinate system. For decision making, all pertinent hydrologic, topographic, engineering, cadastral, and other information from separate sources can be automatically mapped as a combined overlay to one of three chosen scales. Land-use patterns are the input data for iterative analyses of present conditions and simulated future human activities for assessing the environmental impact of proposed multiple-purpose water resource developments. 相似文献

ABSTRACT: We evaluated the effects of institutional responses developed for coping with a severe sustained drought (SSD) in the Colorado River Basin on selected system variables using a SSD inflow hydrology derived from the drought which occurred in the Colorado River basin from 1579–1616. Institutional responses considered are reverse equalization, salinity reduction, minimum flow requirements, and temporary suspension of the delivery obligation of the Colorado River Compact. Selected system variables (reservoir contents, streamflows, consumptive uses, salinity, and power generation) from scenarios incorporating the drought-coping responses were compared to those from Baseline conditions using the current operating criteria. The coping responses successfully mitigated some impacts of the SSD on consumptive uses in the Upper Basin with only slight impacts on consumptive uses in the Lower Basin, and successfully maintained specified minimum streamflows throughout the drought with no apparent effect on consumptive uses. The impacts of the coping responses on other system variables were not as clear cut. We also assessed the effects of the drought-coping responses to normal and wet hydrologic conditions to determine if they were overly conservative. The results show that the rules would have inconsequential effects on the system during normal and wet years. 相似文献
