ABSTRACT: Appearances matter for managing riparian landscapes because the appearance of landscapes affects public willingness to accept plans and designs that improve ecological quality. Riparian landscape design and planning should respect and strategically incorporate characteristics that the public values and expects to see. Such design can be quite novel in its ecological effects, but it also should be sufficiently familiar in appearance to correspond with cultural values. This paper describes some influential cultural values for riparian landscapes and demonstrates how attention to such values supports public acceptance of ecologically innovative design in rural and urban watersheds. 相似文献

Threats to ecosystems are closely linked to human development, whereas lack, insufficiency, and inefficiency of public policies are important drivers of environmental decline. Previous studies have discussed the contribution of IUCN's Red List of Ecosystems (RLE) in conservation issues; however, its applications in different policy fields and instruments for achieving biodiversity conservation have not been explored in detail. Here, we introduce a framework to operationalize the RLE in public policy, facilitating work of governments, practitioners, and decision makers. Our analysis identified 20 policy instruments that could reduce risks to ecosystems highlighted by different Red List criteria. We discuss how RLE could inform the policy process by analyzing different instruments that could be designed, implemented, and modified to achieve risk reduction. We also present practical examples from around the world showing how ecosystem conservation could be improved by operationalizing the RLE in policy instruments. The RLE criteria can inform the policy process by helping to shape objectives and identifying policy instruments that directly address the causes and severity of risks illuminated in Red List assessments. We conclude that RLE could be expanded into a broader holistic spectrum of policy instruments, which could be a key to achieving the ecosystem conservation. 相似文献

Australia is a global leader in land clearing and biodiversity loss. The overwhelming majority of land clearing within Australia and, globally, is driven by agricultural conversion. The importance of agricultural lands also leads to the concentration of habitat protection in landscapes that do not support productive land uses, which might contribute to species conservation in marginal habitat. Using an integrated agricultural capability map and threatened vertebrate fauna range maps, we show that observed biases in protected area location have varied impacts at the species level. Specifically, threatened vertebrate fauna with habitat capable of supporting high-value productive lands received less protection and experienced greater habitat loss. Similarly, almost all species assessed received protection in the portions of their ranges less conducive to productive land uses. Finally, we identify regions of Australia at risk of future land clearing and the species likely to bear the brunt of the impacts. Our results demonstrate the importance of protecting land capable of supporting productive uses to conserve the most affected threatened species. 相似文献

ABSTRACT: A fundamental problem faced in developing spatially explicit, simulation‐based analyses of watershed management and policy options is determining the distribution and spatial location of agricultural resources within a watershed based on incomplete information. This paper describes the use of simulated annealing, a heuristic scheduling process, to generate an assignment of all livestock and agricultural fields in a watershed to hypothetical farms such that the combined distribution of farm types, livestock, and farmland within the watershed is a reasonable representation of watershed‐level data. Compared to a manual method using GIS‐based analysis and data from aerial photography, the heuristic method was more likely to generate realistic spatial characterizations of the distribution of agricultural resources and practices in a watershed. Also compared to the manual method, the heuristic process was considerably more efficient and could more easily accommodate multiple criteria and modifications to those criteria. 相似文献

We used statistical data including specific calculations to show how the productivity of different biomass categories varies with land use, environmental conditions and land management at national and local level in Slovakia. Three different study sites were selected. Averaged annual productivity of the total biomass from one hectare ranged from 5.96 to 12.03 t on arable land, from 4.02 to 15.20 t on grasslands and from 11.72 to 13.56 t on forest land. Although the biomass productivity varied among the various biomass categories and the study sites, the average annual values of the total biomass per hectare from productive land was about the same at all three study sites (11.62, 11.68, 11.78 t/ha). Detailed quantification of different biomass categories offered a variety of possibilities to use them for further applications in economy and ecosystem services. At the national level, the unused biomass could have produced 29.8 PJ (petajoule) of heat energy. 相似文献

Landscape integrity data-sets represent a measure of a landscape's naturalness, or its inverse, the level of human modification. Generally referred to as human footprint modeling, a hybrid approach was developed here by incorporating distance, density, and spatially explicit fuzzy logic methods for quantifying the impacts of anthropocentric infrastructure on the landscape. Integrity scores varied markedly across this large and heterogeneous landscape. A comparative analysis among peer data products revealed that this model exhibited the highest level of correlation when compared to an independently derived expert survey of expected scores. Moreover, differences in correlation were found to be statistically significant in two cases indicating robust model performance. Data products such as these may be leveraged to quantify the nature and extent of human modifications on the landscape, identify highly natural areas for conservation purposes, and may serve as an overarching umbrella for guiding and coordinating large and local-scale planning efforts. 相似文献

ABSTRACT: Ecologically effective ecosystem management will require the development of a robust logic, rationale, and framework for addressing the inherent limitations of scientific understanding. It must incorporate a strategy for avoiding irreversible or large-scale environmental mistakes that arise from social and political forces that tend to promote fragmented, uncritical, short-sighted, inflexible, and overly optimistic assessments of resource status, management capabilities, and the consequences of decisions and policies. Aquatic resources are vulnerable to the effects of human activities catchment-wide, and many of the landscape changes humans routinely induce cause irreversible damage (e.g., some species introductions, extinctions of ecotypes and species) or give rise to cumulative, long-term, large-scale biological and cultural consequences (e.g., accelerated erosion and sedimentation, deforestation, toxic contamination of sediments). In aquatic ecosystems, biotic impoverishment and environmental disruption caused by past management and natural events profoundly constrain the ability of future management to maintain biodiversity and restore historical ecosystem functions and values. To provide for rational, adaptive progress in ecosystem management and to reduce the risk of irreversible and unanticipated consequences, managers and scientists must identify catchments and aquatic networks where ecological integrity has been least damaged by prior management, and jointly develop means to ensure their protection as reservoirs of natural biodiversity, keystones for regional restoration, management models, monitoring benchmarks, and resources for ecological research. 相似文献

ABSTRACT: An environmental simulation model of the Upper St. Johns River Basin, Florida, has been developed in order to predict hydrologic responses under proposed management plans. Land use projections for each of 19 hydrologic planning units are provided by a linear programming analysis of agricultural activities. Inputs to the model include rainfall, runoff, evapotranspiration (ET), aquifer properties, topography, soil types, and vegetative patterns. A water balance is developed in the uplands based on infiltration, ET, surface runoff, and groundwater flow. Valley continuity is based on stage-volume relationship for inflows and outflows and a variable roughness coefficient dependent on vegetative patterns. Land use changes form the basis for predicting hydroperiod variation under alternative management schemes. Plans are ranked according to two criteria, deviation from a natural hydroperiod and flood or drought control provided. Results indicate that (1) a single reservoir without irrigation and (2) floodplain preservation plans are superior to (3) multiple reservoir with irrigation and (4) uncontrolled floodplain plans with regard to both criteria. 相似文献

The priority of an area for conservation is determined by three primary factors: its biodiversity value, the level of threat it is facing, and its cost. Although much attention has been paid to the spatial relationship between biodiversity value and threats, and between biodiversity value and costs, little is known about how costs and threats are spatially correlated. The orthodox assumption in conservation science is that costs and threats are positively correlated. Here, we adapt a classic economic theory of land use to explain how conservation scientists came to expect a positive correlation between costs and threats. We then use high-resolution, ground-truthed datasets of land sales and habitat clearance to show that this assumption is false in the state of Queensland, Australia. Our results provide an empirical counterargument to a widespread assumption in conservation science, and illustrate why spatial prioritization needs to include independent measures of costs and threats. 相似文献

Land use design that recognizes the landscape attributes that characterize homeostatic health can emphasize them during land use change. The attributes of landscape health are the working mechanisms of all open systems, and can be observed in the homeostatic behavior of forests, deserts and floodplains. These attributes are openness, self-regulation, storage and diversity. The attributes of health comprise criteria for evaluating and guiding land use. ABSTRACT: Protecting surface water quality in watersheds undergoing demographic change requires both the management of existing threats and planning to address potential future stresses arising from changing land use. Many reservoirs and threatened waterbodies are located in areas undergoing rapid population growth, and increases in density of residential and commercial land use, accompanied by increased amount of impervious surface area, can result in increased pollutant loading and degradation of water quality. Effective planning to address potential threats, including zoning and growth management, requires analytical tools to predict and compare the impacts of different management options. The focus of this paper is not on developing demographic projections, but rather the translation of such projections into changes in land use which form the basis for assessment of future watershed loads. Land use change can be forecast at a variety of spatial and temporal scales. A semi-lumped, GIS-based, transition matrix approach is recommended as consistent with the level of complexity achievable in most watershed models. Practical aspects of forecasting future land use for watershed assessment are discussed. Several recent reservoir water supply projection studies are used to demonstrate a general framework for simulating changes in land use and resulting impacts on water quality. In addition to providing a technical basis for selecting optimal management alternatives, such a tool is invaluable for demonstrating to different stakeholder groups the trade-offs among management alternatives, both in terms of water quality and future land use patterns within the watershed. 相似文献

ABSTRACT: Protection of ecosystems as entities on the landscape has attracted a wide range of support. Ecosystem-based public policies are claimed to be more effective, efficient, and scientifically sound than other approaches to environmental and natural resource policy. The ecosystem concept was never intended to serve as a public policy guide or to determine landscape units for land management purposes. This paper critically examines the use of the ecosystem concept in public policy and land use management and analyzes the proposed rule to manage the National Forest System according to ecosystem management principles. ABSTRACT: Private lakeshore development usually precedes establishment of public lake access. As a result, the best access areas are often occupied before public access is provided. The public then has a problem to provide access for nonriparian citizens. This problem can be anticipated and prevented by classifying undeveloped lakeshore areas according to suitability for both private and public uses, and incorporating appropriate recommendations into the municipal, comprehensive land use plan. To accomplish this, a site evaluation system has been developed which numerically rates the lakeshore for each of four public uses: public beaches, picnic areas, boat access areas, and public marinas; and two private uses: private marinas and vacation homes. Ratings are developed for: slope, soil suitability, shoreland type, water quality, site location, scenery, and road access. These ratings are combined with a statement of public goals developed from attitude surveys to produce a lakeshore land use plan. The plan recommends that lakeshore areas best suited for private development are so used, and areas best suited for public use are reserved for that purpose. This site evaluation system is demonstrated by a case study on Lake Champlain in Ferrisburg, Vermont. 相似文献

With much of Earth's surface already heavily impacted by humans, there is a need to understand where restoration is required to achieve global conservation goals. Here, we show that at least 1.9 million km2 of land, spanning 190 (27%) terrestrial ecoregions and 114 countries, needs restoration to achieve the current 17% global protected area target (Aichi Target 11). Restoration targeted on lightly modified land could recover up to two-thirds of the shortfall, which would have an opportunity cost impact on agriculture of at least $205 million per annum (average of $159/km2). However, 64 (9%) ecoregions, located predominately in Southeast Asia, will require the challenging task of restoring areas that are already heavily modified. These results highlight the need for global conservation strategies to recognize the current level of anthropogenic degradation across many ecoregions and balance bigger protected area targets with more specific restoration goals. 相似文献

ABSTRACT: A forester shares personal reflections on biodiversity, finding he must deal with the question of “What is biodiversity?” before dealing with “What is biodiversity good for?” Even before that, the complexity of the scientific and social aspects of biodiversity must be looked at to set a context. The author believes that biodiversity has scientific, recreational, wildness, natural history, and spiritual values and contributes to sustainability and productivity. Aesthetic values also are found to be very important, and the author concludes “that biodiversity has values that are worth protecting, even in the face of scientific uncertainty.” Personal reflection on environmental issues is necessary to fully understand what one believes, and to be an active participant in issues of environmental ethics. 相似文献

ABSTRACT: This paper demonstrates how satellite image data [e.g., from Landsat 5 Thematic Mapper (TM)], in conjunction with an urban growth model and simple runoff calculations, can be used to estimate future surface runoff and, by implication, water quality within a watershed. To illustrate the method, predictions of land use change and surface runoff are shown for Spring Creek Watershed, a medium sized urbanizing watershed in Central Pennsylvania. Land cover classifications for this watershed were created from images for summertime 1986 and 1996 and subsequently used as input to the Clarke urban growth model, called SLEUTH, to predict land use changes to the year 2025. Simulations with this model show a progressive growth in the percentage of urban pixels and in impervious surface area in the watershed but also an increase in woodland, primarily in previously clear‐cut areas. Given that woodland area will continue to increase in area, surface runoff into Spring Creek is predicted to remain only slightly above present level. However, should the woodland amount fail to increase, surface runoff is then predicted to increase more significantly during the next 25 years. Finally, the concept of urban sprawl is addressed within the context of predicted increases in urbanization by relating the implied increase in impervious surface area to population density within the watershed. 相似文献
