Over the past few decades, recreation and tourism use has increased at many marine protected areas, generating concerns about impacts of this increasing use on experiences and conditions at these areas (e.g., crowding, conflict). This article uses data from Molokini Shoal Marine Life Conservation District in Hawai’i to examine: (a) reported encounters, crowding, normative tolerances for various use levels, and support of use related management strategies at this site; and (b) whether users who encounter higher use levels than their norms feel more crowded and are more supportive of restrictive management strategies. Data were obtained from onsite pre-trip and post-trip questionnaires of 712 passengers on commercial snorkel and dive tours visiting this site. Norms were measured with acceptance of 12 photographs depicting levels of boat use. On average, users would accept seeing no more than approximately 16 boats at one time at Molokini and this number was observed on over 20% of trips to the site. Although the majority of users expected to escape crowds at Molokini, 67% felt crowded and up to 79% supported actions that would directly restrict use at this site (e.g., limit number of boats). Users who encountered more boats than their normative tolerance felt more crowded and were more supportive of these management strategies. Findings suggest that this marine protected area is operating over its capacity and management is needed to improve experiences and conditions.  相似文献

Cetacean-focused tourism in Taiwan has grown rapidly since 1997. This development, measured in terms of both number of tour boats and visitors, has resulted in many resource management challenges stemming from the absence of regulation and scientific data. To fill this void in empirical evidence, we used 464 sighting records from 2002 to 2005 to model the impact of cetacean-focused tourism. Cox proportional hazard analysis indicated cetacean avoidance responses to cetacean watching boats were strongly associated with pod size, mother–calf pairs, and cetacean-vessel distances. Mother–calf pairs abandoned their avoidance tactic by 55% compared to noncalf groups when tour boats approached. Second, the hazard ratio of abundance was 0.996, suggesting that the odds of encountering avoidance responses by the cetaceans decreased by 42% for every 100-member increase in the cetacean pod size. Last, distances maintained by boats from the cetaceans was positively related to avoidance responses (i.e., less avoidance behavior with closer interaction). Based on our findings, we have the following recommendations: (a) limit vessels from approaching mothers with calves, (b) limit vessels from approaching small groups of cetaceans, (c) reduced avoidance behavior to boat traffic may be a red flag for potential long-term disturbance, and (d) apply the “precautionary principle” based on the best scientific information available in cetacean-based tourism in Taiwan. These recommendations will help contribute to the sustainable development of cetacean-focused tourism in Taiwan.  相似文献

ABSTRACT This paper is concerned with the portion of harbor improvement planning which identifies the refuge and transient service needs at points along Lake Michigan. The travel behavior model developed to predict this use is sensitive to five criteria: boater characteristics which influence travel behavior; entry rates into the Lake from each access site; site characteristics; weather conditions; and planning parameters. The information provided by this computer model includes: the number of boaters demanding a given access point at a given time; the length of stay at that point; the probability of travel to specific access sites in given amounts of time; and those facilities used during a specified time period. The simulation modelling boat movement consists of two parts; a traffic generation routine and an activity simulation. The former schedules the entry of boats into the Lake from each site and the latter establishes the probabilistic movement of boats on the Lake. This simulation of interport movements and port activities enables the planner to investigate some impacts of alternative small boat harbor development plans.  相似文献

Integrated solutions are needed for sustainable management of risks posed by recreational boats to coastal water quality and ecosystems. Fouling organisms roughen vessel hull surfaces, creating friction that slows sailboats and increases fuel consumption by powerboats. Hull fouling control strategies for recreational boats that are stored in the water may include antifouling hull paints, newer alternative hull coatings, periodic in-water hull cleaning, and excluding propagules by surrounding the boat with a slip liner or raising it above water on a lift. Copper discharged to harbor waters from antifouling paints via passive leaching and in-water hull cleaning may elevate dissolved copper levels above government standards. Invasive species carried among boat-hull fouling organisms may be introduced as boats move among coastal areas. Some of these species tolerate copper in antifouling paints and copper-polluted harbor waters. Policy development must consider supply-side capacity, as well as economic and environmental sustainability, in managing these issues. This paper presents a supply-side evaluation useful in developing policies to co-manage water quality and invasive species risks for recreational boats navigating along the coasts of California, the Baja California peninsula and California's Sacramento-San Joaquin Delta. Supply-side perspectives on services, materials, costs, and boat owner behaviors, such as residence and travel patterns, awareness of hull-coating choices and selection of hull coatings, are determined. Analyses include evaluation of risks, risk management capacity and costs, and role of education in risk management. The issues raised are broadly applicable, as they are appearing on research and policy agendas in diverse coastal areas.  相似文献

Transport of aquatic invasive species (AIS) by boats traveling up rivers and streams is an important mechanism of secondary spread of AIS into watersheds. Because physical barriers to AIS movement also prevent navigation, alternate methods for preventing spread are necessary while allowing upstream navigation. One promising approach is to lift boats over physical barriers and then use hot water immersion to kill AIS attached to the hull, motor, or fishing gear. However, few data have been published on the acute upper thermal tolerance limits of potential invaders treated in this manner. To test the potential effectiveness of this approach for a planned boat lift on the Fox River of northeastern WI, USA, acute upper thermal limits were determined for three AIS, adult zebra mussels (Dreissena polymorpha), quagga mussels (Dreissena rostriformis bugensis), and spiny water fleas (Bythotrephes longimanus) from the local area employing temperatures from 32 to 54°C and immersion times from 1 to 20 min. Mortality was determined after immersion followed by a 20-min recovery period. Immersion at 43°C for at least 5 min was required to ensure 100% mortality for all three species, but due to variability in the response by Bythotrephes a 10 min immersion would be more reliable. Overall there were no significant differences between the three species in acute upper thermal limits. Heated water can be an efficient, environmentally sound, and cost effective method of controlling AIS potentially transferred by boats, and our results should have both specific and wide-ranging applications in the prevention of the spread of aquatic invasive species.  相似文献

In marine areas throughout the world where recreational boats are densely located, concentrations of copper in the water are being found to be in excess of government standards, due to the hull coatings used on these boats. Copper-based hull coatings are intended to be antifouling in that they retard the growth of algae, barnacles and tubeworms; but alternatives exist that can eliminate the harm that copper contamination does to marine organisms. A variety of policy options are available to mandate or provide economic incentives to switch to these less harmful alternatives. This paper puts forth a conceptual framework for thinking about how to design and evaluate alternative policies to transition to nontoxic boat hulls, drawing from the authors' experience designing a policy for use in San Diego Bay. Many of the issues raised are broadly applicable to environmental problems where the solution involves a large-scale replacement of durable consumer goods.  相似文献

Human behavior impacts the environment we live in. In order to better understand how one group, boat owners, in three Nordic countries adjacent to the Baltic Sea; Sweden, Finland and Denmark, viewed the relationship between the marine environment, leisure boats and issues of responsibility, a survey study was conducted (n = 1701). The results show that there are differences between gender in many areas and those women in general are more environmentally friendly than men in their views and behavior. Men and women seek information about boating by different channels and this knowledge may be used in future information campaigns. Both men and women ranked boat owners as having the lowest impact on the marine environment and perceived these to be responsible for addressing environmental issues caused by leisure boat activities. The results also show that it is important to prove the effectiveness of an environmentally safe product since this factor is ranked higher than price when considering buying a product. The results suggest that once environmentally friendly behavior is established, such as recycling, this behavior continues. One implication of this study is that small changes in human behavior are seen as acceptable but larger commitments are more difficult to achieve. If individuals do not feel responsible for causing environmental damage, this aspect needs to be addressed in information aimed at this group. Novel approaches on framing the information and new ways of disseminating information are needed.  相似文献

Salinity, selenium, and uranium pose water‐quality challenges for the Arkansas River in southeastern Colorado and other rivers that support irrigation in semiarid regions. This study used 31 years of continuous discharge and specific conductance (SC) monitoring data to assess interannual patterns in water quality using mass balance on a 120‐km reach of river. Discrete sampling data were used to link the SC records to salinity, selenium, and uranium. Several important patterns emerged. Consumptive use reduced discharge by a median value of 33% and drove corresponding increases in salinity and uranium concentrations. Increased water availability for irrigation from rainfall and upstream snowpack in 1995–1999 flushed additional salinity and uranium into the river in 1996–2000; average annual total dissolved solids (salinity) concentrations increased 25%, and loads increased 131%. Smaller flushing events have occurred, sometimes lagging an increase in water availability by about one year. The pattern indicates flushing of salts temporarily stored, evaporatively concentrated, or of geologic origin. Mobilization of selenium from the reach was minor compared to salinity and uranium, and net selenium removal from the river was suggested in some years. Several processes related to irrigation could be removing selenium. The results provide context for efforts to improve water quality in the Arkansas River and rivers in other semiarid regions.  相似文献

In 1985, in response to declining coral reef conditions, local residents and officials established small, no-take marine sanctuaries on Balicasag and Pamilacan Islands through a community-based process. The implementation of marine protected areas (MPAs) on Balicasag and Pamilacan Islands has been a partial success. As a direct result of protection, living hard coral cover has increased by 119% in Balicasag's sanctuary and by 67% in the non-sanctuary during the period 1984 to 1999, but Balicasag's reef is increasingly affected by breakage from anchors from dive boats and Crown-of-thorns starfish infestations. During the same period, living hard coral cover decreased by 20% in Pamilacan's sanctuary and by 45% in the non-sanctuary from 1984 to 1999. The decrease in living hard coral cover in Pamilacan's sanctuary is most likely a result of the 1998 bleaching event, Crown-of-thorn starfish and possible storm damage. Although there was an initial increase in the economically important target fish abundance in the Balicasag sanctuary and non-sanctuary and in the Pamilacan sanctuary during the first two years of implementation in the mid-1980s, there has since been a significant decline. Mean target fish abundance for the Balicasag non-sanctuary at 230 (+/- 65) individuals per 500 m2 is not significantly different from control sites without MPAs on nearby Panglao and Cabilao Islands at 164 (+/- 67) individuals per 500 m2. In general, fish abundance and diversity inside and outside the sanctuaries peaked in 1986, a year after the establishment of the sanctuaries when enforcement was strictest. Therefore, despite considerable success in enforcing regulations associated with these small MPAs at Balicasag and Pamilacan Islands, a trend of declining fish abundance and species richness among economically valuable species immediately outside the no-take areas highlights the limitations of small and isolated MPAs. This study contributes to the growing sentiment that it is not realistic for scattered, small no-take areas to maintain fish abundance and diversity on surrounding reefs when intensive fishing effort immediately adjacent to no-take areas removes most fish that exit these areas. This finding emphasizes the importance of nesting individual MPAs within broader management regimes that lead to overall fishing effort reduction and networking of MPAs. Among other recommendations, the authors advocate for continued support for community-based MPAs, a network of MPAs, reduced fishing effort in areas surrounding the MPAs and other management measures to improve the quality of the coral reef habitats.  相似文献

This paper presents results from field studies carried out during the 1993-1998 Australian cotton (Gossypium hirsutum L.) seasons to monitor off-target droplet movement of endosulfan (6,7,8,9,10,10-hexachloro-1,5,5a,6,9,9a-hexahydro-6,9-methano-2,4,3-benzodioxathiepin 3-oxide) insecticide applied to a commercial cotton crop. Averaged over a wide range of conditions, off-target deposition 500 m downwind of the field boundary was approximately 2% of the field-applied rate with oil-based applications and 1% with water-based applications. Mean airborne drift values recorded 100 m downwind of a single flight line were a third as much with water-based application compared with oil-based application. Calculations using a Gaussian diffusion model and the U.S. Spray Drift Task Force AgDRIFT model produced downwind drift profiles that compared favorably with experimental data. Both models and data indicate that by adopting large droplet placement (LDP) application methods and incorporating crop buffer distances, spray drift can be effectively managed.  相似文献

Despite an increased understanding of marine invasions, non-indigenous species (NIS) continue to be redistributed at both global and regional scales. Since prevention is an important element of NIS programs, monitoring vectors responsible for NIS introductions and spread, such as hull fouling, has become a priority and methods should be selected carefully to balance accuracy, time, and cost. Two common fouling assessment tools for the marine recreational boating vector were evaluated for accuracy using a traditional underwater SCUBA survey in coastal British Columbia: a dockside level of fouling assessment and a behavioral questionnaire model. Results showed that although rapid, dockside assessments did not provide an accurate assessment of fouling present below the surface, at least not in this region. In contrast, a questionnaire-based model using four easily obtained variables (boat type, age of antifouling paint, storage type, and occurrence of long distance trips) reliably identified boats carrying macrofouling species, a proxy for risk of NIS transport. Once validated, this fouling model tool could be applied in border inspection or quarantine situations where decisions must be made quickly. Further development and refinement of rapid assessment tools would improve our ability to prevent new introductions and manage spread of existing invasive species.  相似文献

Watercraft collisions account for 25–30% of manatee deaths annually in Florida. Education and outreach interventions for boaters are strategies for reducing manatee mortality. We evaluated the effectiveness of the Manatee Watch program by surveying primary boat users whose boats were approached by Manatee Watch. We compared the attitudes, knowledge, and behavioral intentions of boaters who received Manatee Watch materials with a control group of boaters observed by the Florida Marine Research Institute in Tampa Bay during 1999–2001. Results of the 51-item telephone survey with 499 boaters indicated that the Manatee Watch intervention had little effect on boater’s attitudes, knowledge, and behaviors regarding manatees. However, individual attitude scores were positively correlated with safe boating behaviors in shallow waters including maintaining a slower speed and watching out for manatees. Overall knowledge about manatees was correlated with one manatee-safe boating behavior. To improve efficacy, educators should (a) incorporate evaluation into the planning stages of program development; (b) target messages to influence boaters’ attitudes toward manatees and ecosystem health, and their feelings of ownership and empowerment; (c) facilitate active participation of the boaters; and (d) increase the duration and variety of intervention.  相似文献

Recovery of the benthic macroinvertebrate community in a small east Tennessee stream impacted by fly ash discharges from a power plant was investigated over a period of 6.5 years. The rate of recovery was greatest in the first 2 years after an initial 75% reduction in coal use led to a similar reduction in ash discharges and associated contaminants; further recovery followed after all fly ash discharges ceased. Recovery of the stream progressed through two phases. In the first phase, which lasted for approximately the first 2 years, most density and richness metrics increased considerably. In the second phase of recovery, the increases in metric values were followed by declines before fluctuating in and out of the lower reference ranges for the metrics. Detrended correspondence analyses and indicator species analyses showed that changes in species composition and community structure were ongoing throughout the second phase. Thus, the first phase was characterized by species additions, while the second phase involved species replacements and shifts in community dominants. Further recovery of the macroinvertebrate community will probably depend on additional flushing of fly ash deposits from the streambed and flood plain, because their continued presence reduces habitat quality in the stream and serves as a potential source of contaminants. Further recovery also may be limited by the availability of vagile species in nearby watersheds.  相似文献

Vehicle collisions with wildlife have the potential to negatively impact species everywhere roads divide natural habitats; this is especially true in areas where roads are a recent addition to the landscape (e.g., in the last decade) and/or where expansion of a road network is underway. This study addresses the impact of traffic fatalities on lava lizards, Microlophus albemarlensis, on the island of Santa Cruz, Galápagos. The main road bisecting the island north to south was added to the island beginning in 1974 but not fully paved until 2000. We assessed impacts occurring due to traffic and vehicle speeds on the island. This study adds impacts to lizard populations to those conducted on birds on Santa Cruz, providing a means to create multi-species recommendations. To quantify impacts to lizard populations, we assessed lizards on randomly chosen transects perpendicular to the road. We used Poisson regression to analyze those data and found a 30% increase in lizard abundance per 100 m distance from the road across vegetation zones. We compared incidence of prior tail loss of road-killed lizards and live animals to comment on additional energetic costs of occupying near-road territories. Tail condition could not be assessed in some road-killed lizards; among those that we could assess, 29% showed evidence of prior tail loss. That rate declined to apparent baseline conditions of only 1% beyond 200 m from the road. By traveling the length of the 40-km road, we identified hot spots for fatalities of both lizards and birds to provide necessary information for developing management and remediation strategies. We offer guidance on Best Management Practices, such as testing overpasses, fencing and underpasses, which might reduce vehicle impacts to lizards from drivers on the current road. This information is essential because of a planned increase in the Santa Cruz road network in areas where lava lizards are most abundant.  相似文献

/ The Florida Keys National Marine Sanctuary (FKNMS), created by Congress in 1990, addressed the issue of resource protection partly by proposing 26 "no-take" zones. These areas, discussed in the 1995 Draft Management Plan, disallowed all extractive activities, and four of the zones also prohibited diving and snorkeling. Furthermore, the Draft Management Plan considered recreational carrying capacity, proposing that use densities be studied and eventually limited in high-use and sensitive areas. Conducted with 62 commercial dive operators from the Florida Keys in 1995-96, this study uses geographic information systems (GIS) to determine the extent of FKNMS zone use by dive operators, assess the regional importance of FKNMS zones to operators, and compare management strategies by which to allow use while minimizing impacts to the coral reef resource. Dive operators took almost 70% of their total trips and 77% of their total divers to FKNMS zones in 1995. Although zone use is generally related to the proximity of dive locations, dive operators do rely disproportionately on single sites in certain regions. The resulting profiles demonstrate that management strategies need to consider disproportionate use, as well as the average number of users per trip, to effectively protect the region's environmental resources. In addition to implementing a carrying capacity plan, the FKNMS should consider a limited-entry system for dive operators.  相似文献

Copper is the biocide of choice for present-day antifouling (AF) paints. It is also a major source of copper loading in to the marine environment and, as such, might cause local copper levels to exceed water quality criteria. The present study is multifaceted and looks into the overall impact of copper-based AF paints on copper concentrations along a 64-km stretch of the Indian River Lagoon and at Port Canaveral, Florida. This preliminary study is one of the first to outline issues and present background evidence on the current status of copper and copper-based AF usage in Florida and to address the need for management. Previous measurements of copper levels in these waters show a history of copper contamination close to marinas, boatyards, and at Port Canaveral that often exceed state and federal water quality standards. Further, we estimate that the total annual copper input into the Indian River Lagoon is between 1.7 tons/year (sailboats) and 2.1 tons/year (powerboats) from boats in 14 marinas. We estimate the copper input into Port Canaveral to be about 1.4 tons/year from seven cruise ships. A brief survey of marina operators and boat owners revealed attitudes and practices associated with AF paint usage that ranged from excellent to inferior. Management recommendations are made for a proactive approach to improving AF paint selection and application, assessing the environmental status of copper, and redefining existing management practices for sustainable AF paint usage and environmental health.  相似文献

We evaluated the relationships between landscape characteristics and lake water quality in receiving waters by regressing four water quality responses on landscape variables that were measured for whole watersheds and three different buffer distances (30, 60, and 120 m). Classical percolation theory was used to conceptualize nutrient pathways and to explain nonlinear responses. The response variables were total nitrogen (TN), total phosphorus (TP), chlorophyll-a (Chl-a), and Secchi transparency (SD). Landscape data were obtained from satellite image-derived maps of 130 watersheds in Iowa using geographic information systems software. We developed regression models with a stepwise protocol selecting the optimal number of significant explanatory variables. Configuration variables such as contagion, the cohesion of cropland and urban land, and the aggregation index of forest were very important and more important than variables assessing landscape composition (e.g., percentage farmland). Whole watershed models predicted between 15 and 67% of the variability in TN, TP, Chl-a, and SD. Proximity-explicit data offered only slightly improved statistical power over land cover data derived from the entire watershed for variables TN, Chl-a. and SD, but not for TP.  相似文献

National, European and International legislation regarding the conservation of species and habitats requires professional statements to be made in respect of land use change, as, for example, illustrated by developments. Some developments may cause disturbance to wildlife. Knowledge of the way in which species respond to disturbance has been fragmented, yet is an important consideration in environmental impact assessments. This paper reviews what is known about disturbance factors on the best studied group, birds. A set of extensive appendices summarize the literature on disturbance effects on breeding, breeding success, nest-site choice, population density, community structure, distribution and habitat use. The paper considers human-induced disturbance, public access, water-based recreation, shooting and industrial developments. Mitigation measures are discussed.Human-induced disturbance can have a significant negative effect on breeding success by causing nest abandonment and increased predation. Outside the breeding season, recreation (particularly power boating, sailing and coarse fishing on wetlands) reduces the use of sites by birds. Compensatory feeding at night by some species can probably recoup some of the energy losses caused by disturbance. Public and vehicular access to open landscapes has been shown negatively to affect grazing geese in winter and lowland and upland waders during breeding. Shooting disturbance has been shown to be most important for herbivore feeders which need to spend long periods of the day feeding in order to maintain their energy balance, e.g. wigeon. The provision of refuges devoid of shooting has been fundamental in attracting wildfowl away from non-refuge sites. The response of birds to scaring devices and other control measures is discussed.Effects from industrial developments include direct loss of habitat, disturbance through the presence of humans during the construction process and the presence of artificial light used to illuminate construction sites. On estuaries, engineering operations should avoid the proximity to established roost sites of wading birds. A number of studies showed increased vigilance (and hence reduced feeding time) in flock members feeding near structures which impede their vision of the approach of potential predators.A number of principal management techniques used to reduce disturbance on a site, or to attempt to compensate for habitat loss, are given. For wetland sites, these include excavating new shallow lagoons and grading bank sides, flooding of low-lying pasture, reducing salinity levels in coastal lagoons thereby making them more attractive to the birds' food invertebrates, manipulating water levels to expose mud regularly and creating feeding areas for geese and wigeon, using manipulative livestock grazing. Also used are increasing nesting cover, planting macrophytes, providing islands, spits and promontories, purchasing more land to make a refuge bigger, concealing observers with banks and screens, zoning activities and prohibiting access and avoiding the obstruction of flyways between feeding and roosting areas.  相似文献

Macroalgal invasions in coastal areas have been a growing concern during the past decade. The present study aimed to assess the role of hull fouling on recreational yachts as a vector for macroalgal introductions. Questionnaire and hull surveys were carried out in marinas in France and Spain. The questionnaires revealed that the majority of yacht owners are aware of seaweed introductions, usually undertake short range journeys, dry dock their boat at least once a year, and use antifouling paints. The hull survey showed that many in-service yachts were completely free of macroalgae. When present, fouling assemblages consisted mainly of one to two macroalgal species. The most commonly found species was the tolerant green seaweed Ulva flexuosa. Most of the other species found are also cosmopolitan and opportunistic. A few nonnative and potentially invasive Ceramiales (Rhodophyta) were found occasionally on in-service yachts. On the basis of the information gathered during interviews of yacht owners in the surveyed area, these occurrences are likely to be uncommon. However they can pose a significant risk of primary or secondary introductions of alien macroalgal species, especially in the light of the increase in yachting activities. With large numbers of recreational yachts and relatively rare occurrences of nonnative species on hulls, comprehensive screening programs do not seem justified or practical. The risks of transferring nonnative species may, however, be minimized by encouraging the behaviors that prevent fouling on hulls and by taking action against neglected boats before they can act as vectors.  相似文献
