Applications of Turbidity Monitoring to Forest Management in California   总被引:1,自引:1,他引:0  
Many California streams have been adversely affected by sedimentation caused by historic and current land uses, including timber harvesting. The impacts of timber harvesting and logging transportation systems on erosion and sediment delivery can be directly measured, modeled, or inferred from water quality measurements. California regulatory agencies, researchers, and land owners have adopted turbidity monitoring to determine effects of forest management practices on suspended sediment loads and water quality at watershed, project, and site scales. Watershed-scale trends in sediment discharge and responses to current forest practices may be estimated from data collected at automated sampling stations that measure turbidity, stream flow, suspended sediment concentrations, and other water quality parameters. Future results from these studies will provide a basis for assessing the effectiveness of modern forest practice regulations in protecting water quality. At the project scale, manual sampling of water column turbidity during high stream flow events within and downstream from active timber harvest plans can identify emerging sediment sources. Remedial actions can then be taken by managers to prevent or mitigate water quality impacts. At the site scale, manual turbidity sampling during storms or high stream flow events at sites located upstream and downstream from new, upgraded, or decommissioned stream crossings has proven to be a valuable way to determine whether measures taken to prevent post-construction erosion and sediment production are effective. Turbidity monitoring at the project and site scales is therefore an important tool for adaptive management. Uncertainty regarding the effects of current forest practices must be resolved through watershed-scale experiments. In the short term, this uncertainty will stimulate increased use of project and site-scale monitoring.  相似文献

ABSTRACT: The number of stream restoration and enhancement projects being implemented is rapidly increasing. At road crossings, a transition must be created from the restored channel through the bridge or culvert opening. Given conflicting design objectives for a naturalized channel and a bridge opening, guidance is needed in the design of the transition. In this paper we describe the use of vanes, cross vanes, and w‐weirs, commonly used in stream restoration and enhancement projects, that may provide an adequate transition at bridges. Laboratory experiments were conducted on vanes and cross vanes to provide a transition for single span bridge abutments and on w‐weirs to provide a transition for double span bridges which have a pier in mid‐channel. The results of the experiments provided design criteria for transitions using each of the three structures. Prior field experience provided guidance on appropriate applications in terms of the stream and bridge characteristics.  相似文献

Forestry best management practices (BMPs) reduce sedimentation by minimizing soil erosion and trapping sediment. These practices are particularly important in relation to road construction and use due to the heightened potential for sediment delivery at stream crossings. This study quantifies the implementation and effectiveness of BMPs at 75 randomly selected forest road stream crossings on recent timber harvests in the Mountains, Piedmont, and Coastal Plain regions of Virginia. Road characteristics at stream crossings were used to estimate erosion using the Universal Soil Loss Equation for Forests and the Water Erosion Prediction Project for Roads. Stream crossings were evaluated based on the Virginia Department of Forestry (VDOF) BMP manual guidelines and categorized as BMP?, BMP‐standard, or BMP+ based on the quality of road template, drainage, ground cover, and stream crossing structure. BMP implementation scores were calculated for each stream crossing using VDOF audit questions. Potential erosion effects due to upgrading crossings were estimated by adjusting ground cover percentage and approach length parameters in the erosion models. Results indicate that erosion rates decrease as BMP implementation scores increase (p < 0.05). BMP‐standard and BMP+ ratings made up 83% of crossings sampled, with an average erosion rate of 6.8 Mg/ha/yr. Hypothetical improvements beyond standard BMP recommendations provided minimal additional erosion prevention.  相似文献

ABSTRACT: Timber harvest best management practices (BMPs) in Washington State were evaluated to determine their effectiveness at achieving water quality standards pertaining to sediment related effects. A weight‐of‐evidence approach was used to determine BMP effectiveness based on assessment of erosion with sediment delivery to streams, physical disturbance of stream channels, and aquatic habitat conditions during the first two years following harvest. Stream buffers were effective at preventing chronic sediment delivery to streams and physical disturbance of stream channels. Practices for ground‐based harvest and cable yarding in the vicinity of small streams without buffers were ineffective or only partially effective at preventing water quality impacts. The primary operational factors influencing BMP effectiveness were: the proximity of ground disturbing activities to streams; presence or absence of designated stream buffers; the use of special timber falling and yarding practices intended to minimize physical disturbance of stream channels; and timing of harvest to occur during snow cover or frozen ground conditions. Important site factors included the density of small streams at harvest sites and the steepness of inner stream valley slopes. Recommendations are given for practices that provide a high confidence of achieving water quality standards by preventing chronic sediment delivery and avoiding direct stream channel disturbance.  相似文献

Abstract: Unpaved road‐stream crossings increase sediment yields in streams and alter channel morphology and stability. Before restoration and sedimentation reduction strategies can be implemented, a priority listing of unpaved road‐stream crossings must be created. The objectives of this study were to develop a sedimentation risk index (SRI) for unpaved road‐stream crossings and to prioritize 125 sites in the Choctawhatchee watershed (southeastern Alabama) using this model. Field surveys involved qualitative and quantitative observations of 73 metrics related to waterway conditions, crossing structures, road approaches, and roadside soil erosion. The road‐stream crossing risk analyses involved elimination of candidate metrics based on redundancy, skewness, lack of data, professional judgment, lack of nonzero values, unbalanced box plots, and limited ranges of values. A final selection of 12 metrics formed the SRI and weighed factors involving soil erodibility, road sedimentation abatement features, and stream morphology alteration. The SRI was organized into narrative categories (excellent, good, fair, poor, and very poor) based on the distribution of scores. No excellent sites (scores ≥55) were found in this study, 17 (20.7%) were good (low sedimentation risk), 37 (45.1%) were fair (moderate sedimentation risk), 26 (31.7%) were poor (high sedimentation risk), and two (2.5%) were very poor (high sedimentation risk). There was no significant difference in SRI scores among crossing structure type (round culverts, box culverts, and bridges) (H = 4.31, df = 2, p = 0.058). A future study of the Choctawhatchee watershed involving the same study sites could assess the success of restoration plans and activities based on site score improvement or decline.  相似文献

Armoring of streambanks is a common management response to perceived threats to adjacent infrastructure from flooding or erosion. Despite their pervasiveness, effects of reach‐scale bank armoring have received less attention than those of channelization or watershed‐scale hydromodification. In this study, we explored mechanistic ecosystem responses to armoring by comparing conditions upstream, within, and downstream of six stream reaches with bank armoring in Southern California. Assessments were based on four common stream‐channel assessment methods: (1) traditional geomorphic measures, (2) the California Rapid Assessment Method for wetlands, (3) bioassessment with benthic macroinvertebrates, and (4) bioassessment with stream algae. Although physical responses varied among stream types (mountain, transitional, and lowland), armored segments generally had lower slopes, more and deeper pools and fewer riffles, and increased sediment deposition. Several armored segments exhibited channel incision and bank toe failure. All classes of biological indicators showed subtle, mechanistic responses to physical changes. However, extreme heterogeneity among sites, the presence of catchment‐scale disturbances, and low sample size made it difficult to ascribe observed patterns solely to channel armoring. The data suggest that species‐level or functional group‐level metrics may be more sensitive tools than integrative indices of biotic integrity to local‐scale effects.  相似文献

SPAtially Referenced Regression on Watershed models developed for the Upper Midwest were used to help evaluate the nitrogen‐load reductions likely to be achieved by a variety of agricultural conservation practices in the Upper Mississippi‐Ohio River Basin (UMORB) and to compare these reductions to the 45% nitrogen‐load reduction proposed to remediate hypoxia in the Gulf of Mexico (GoM). Our results indicate that nitrogen‐management practices (improved fertilizer management and cover crops) fall short of achieving this goal, even if adopted on all cropland in the region. The goal of a 45% decrease in loads to the GoM can only be achieved through the coupling of nitrogen‐management practices with innovative nitrogen‐removal practices such as tile‐drainage treatment wetlands, drainage–ditch enhancements, stream‐channel restoration, and floodplain reconnection. Combining nitrogen‐management practices with nitrogen‐removal practices can dramatically reduce nutrient export from agricultural landscapes while minimizing impacts to agricultural production. With this approach, it may be possible to meet the 45% nutrient reduction goal while converting less than 1% of cropland in the UMORB to nitrogen‐removal practices. Conservationists, policy makers, and agricultural producers seeking a workable strategy to reduce nitrogen export from the Corn Belt will need to consider a combination of nitrogen‐management practices at the field scale and diverse nitrogen‐removal practices at the landscape scale.  相似文献

Trail-based recreation has increased over recent decades, raising the environmental management issue of soil erosion that originates from unsurfaced, recreational trail systems. Trail-based soil erosion that occurs near stream crossings represents a non-point source of pollution to streams. We modeled soil erosion rates along multiple-use (hiking, mountain biking, and horseback riding) recreational trails that approach culvert and ford stream crossings as potential sources of sediment input and evaluated whether recreational stream crossings were impacting water quality based on downstream changes in macroinvertebrate-based indices within the Poverty Creek Trail System of the George Washington and Jefferson National Forest in southwestern Virginia, USA. We found modeled soil erosion rates for non-motorized recreational approaches that were lower than published estimates for an off-road vehicle approach, bare horse trails, and bare forest operational skid trail and road approaches, but were 13 times greater than estimated rates for undisturbed forests and 2.4 times greater than a 2-year old clearcut in this region. Estimated soil erosion rates were similar to rates for skid trails and horse trails where best management practices (BMPs) had been implemented. Downstream changes in macroinvertebrate-based indices indicated water quality was lower downstream from crossings than in upstream reference reaches. Our modeled soil erosion rates illustrate recreational stream crossing approaches have the potential to deliver sediment into adjacent streams, particularly where BMPs are not being implemented or where approaches are not properly managed, and as a result can negatively impact water quality below stream crossings.  相似文献

Abstract: On a nationwide basis, few stream restoration projects have long‐term programs in place to monitor the effects of floods on channel and floodplain configuration and floodplain vegetation, but long‐term and event‐based monitoring is required to measure the effects of these stochastic events and to use the knowledge for adaptive management and the design of future projects. This paper describes a long‐term monitoring effort (15 years) on a stream restoration project in Glen Creek in Denali National Park and Preserve in Alaska. The stream channel and floodplain of Glen Creek had been severely degraded over a period of 80 years by placer mining for gold, which left many reaches with unstable and incised streambeds without functioning vegetated floodplains. The objectives of the original project, initiated in 1991, were to develop and test methods for the hydraulic design of channel and floodplain morphology and for floodplain stabilization and riparian habitat recovery, and to conduct research and monitoring to provide information for future projects in similar degraded watersheds. Monitoring methods included surveyed stream cross‐sections, vegetation plots, and aerial, ground, and satellite photos. In this paper we address the immediate and outlying effects of a 25‐year flood on the stream and floodplain geometry and riparian vegetation. The long‐term monitoring revealed that significant channel widening occurred following the flood, likely caused by excessive upstream sediment loading and the fairly slow development of floodplain vegetation in this climate. Our results illustrated design flaws, particularly in regard to identification and analysis of sediment sources and the dominant processes of channel adjustment.  相似文献

Abstract:  Adaptive management is often proposed as the most effective way to manage complex watersheds. However, our experience suggests that social and institutional factors constrain the search for, and integration of, the genuine learning that defines adaptive management. Drawing on our work as social scientists, and on a guided panel discussion at a recent AWRA conference, we suggest that watershed‐scale adaptive management must be recognized as a radical departure from established ways of managing natural resources if it is to achieve its promise. Successful implementation will require new ways of thinking about management, new organizational structures and new implementation processes and tools. Adaptive management encourages scrutiny of prevailing social and organizational norms and this is unlikely to occur without a change in the culture of natural resource management and research. Planners and managers require educational, administrative, and political support as they seek to understand and implement adaptive management. Learning and reflection must be valued and rewarded, and fora established where learning through adaptive management can be shared and explored. The creation of new institutions, including educational curricula, organizational policies and practices, and professional norms and beliefs, will require support from within bureaucracies and from politicians. For adaptive management to be effective researchers and managers alike must work together at the watershed‐scale to bridge the gaps between theory and practice, and between social and technical understandings of watersheds and the people who occupy and use them.  相似文献

ABSTRACT: Single‐barrel culverts are a common means of roadway crossings for smaller streams. While this culvert design provides an economical solution for a crossing, the adverse effects of conveying the stream through a single opening can be far reaching. The single‐barrel culvert is typically sized for a design storm much greater than the channel forming discharge. This oversizing causes an interruption of the normal flow patterns and sediment transport for the system. Shallow depths at low flow in the pipe and perching at the outlet can impede fish passage. Multicell culverts (where the main culvert at the channel invert is sized for bankfull discharge, and additional pipes are placed at the floodplain elevation to convey overbank flow up to the design discharge) have been recommended as a best management practice to minimize erosion and improve fish passage. This flume study scaled a prototype single‐barrel culvert to both a single‐cell model, and a multicell design to compare outlet scour and flow depths within the culvert. The results provide designers and planners with evidence of the benefits of multicell culverts to justify the higher cost of installation compared to single‐barrel culverts.  相似文献

Compensatory mitigation of impacted streams and wetlands has increased over the past two decades, with the associated industry spending over US$2.9 billion in aquatic restoration annually. Despite these expenditures, evaluations by the National Research Council and U.S. Government Accountability Office have provided evidence that compensatory mitigation practices are failing to protect aquatic resource functions and services, and vague federal policy and inadequate evaluation of compensatory mitigation projects are to blame. To address these weaknesses, an update to federal regulations on compensatory mitigation was released in 2008. Additionally, the 2012 Reissuance of Nationwide Permits, some of which affects compensatory stream mitigation, was recently published. Current policy, as reflected in these documents, still uses nonspecific language to direct compensatory stream mitigation leaving most implementation decisions to the local U.S. Army Corps of Engineers district. The majority of federal mitigation policy has focused on wetland compensation, with other aquatic resources receiving less attention (e.g., streams). In this article, weaknesses of current policy are discussed, as are suggested policy changes to minimize the loss of stream ecosystem functions and services. Compensatory mitigation policy should clearly define key terms, incorporate adaptive management procedures, and provide guidelines for determining mitigation costs and compensation ratio requirements.  相似文献

We assess adaptive capacity and adaptive management as measures of wastewater (WW) system resiliency using data from interviews with WW system managers (hereafter managers) impacted by past storms. Results suggest the most resilient WW systems are those with high adaptive capacities that employ an adaptive management approach to make ongoing adaptation investments over time. Greater amounts of generic adaptive capacities (i.e., skilled staff and good leadership) help smooth both day‐to‐day and emergency operations and provide a foundation for adaptive management. In turn, adaptive management helps managers both build more generic adaptive capacities, and develop and employ greater amounts and diversity of specific adaptive capacities (i.e., soft and/or hard adaptations) that are especially important for enhancing and sustaining resiliency. Adaptive management also enables managers to better understand their system's vulnerabilities, how those vulnerabilities change over time, and what specific actions may reduce those vulnerabilities. Finally, our work suggests WW system resilience critically depends on the capacities of the human systems for building resilience as much as or more so than relying only on physical infrastructure resilience. Our work contributes to filling an important gap in the literature by advancing our understanding of the human dimensions of infrastructure resilience and has practical implications for advancing resilience in the WW sector.  相似文献

Abstract: Over the past 10 years the Rosgen classification system and its associated methods of “natural channel design” have become synonymous to some with the term “stream restoration” and the science of fluvial geomorphology. Since the mid 1990s, this classification approach has become widely adopted by governmental agencies, particularly those funding restoration projects. The purposes of this article are to present a critical review, highlight inconsistencies and identify technical problems of Rosgen’s “natural channel design” approach to stream restoration. This paper’s primary thesis is that alluvial streams are open systems that adjust to altered inputs of energy and materials, and that a form‐based system largely ignores this critical component. Problems with the use of the classification are encountered with identifying bankfull dimensions, particularly in incising channels and with the mixing of bed and bank sediment into a single population. Its use for engineering design and restoration may be flawed by ignoring some processes governed by force and resistance, and the imbalance between sediment supply and transporting power in unstable systems. An example of how C5 channels composed of different bank sediments adjust differently and to different equilibrium morphologies in response to an identical disturbance is shown. This contradicts the fundamental underpinning of “natural channel design” and the “reference‐reach approach.” The Rosgen classification is probably best applied as a communication tool to describe channel form but, in combination with “natural channel design” techniques, are not diagnostic of how to mitigate channel instability or predict equilibrium morphologies. For this, physically based, mechanistic approaches that rely on quantifying the driving and resisting forces that control active processes and ultimate channel morphology are better suited as the physics of erosion, transport, and deposition are the same regardless of the hydro‐physiographic province or stream type because of the uniformity of physical laws.  相似文献

By discharging excess stormwater at rates that more frequently exceed the critical flow for stream erosion, conventional detention basins often contribute to increased channel instability in urban and suburban systems that can be detrimental to aquatic habitat and water quality, as well as adjacent property and infrastructure. However, these ubiquitous assets, valued at approximately $600,000 per km2 in a representative suburban watershed, are ideal candidates to aid in reversing such cycles of channel degradation because improving their functionality would not necessarily require property acquisition or heavy construction. The objective of this research was to develop a simple, cost‐effective device that could be installed in detention basin outlets to reduce the erosive power of the relatively frequent storm events (~ < two‐year recurrence) and provide a passive bypass to maintain flood control performance during infrequent storms (such as the 100‐year recurrence). Results from a pilot installation show that the Detain H2O device reduced the cumulative sediment transport capacity of the preretrofit condition by greater than 40%, and contributed to reduced flashiness and prolonged baseflows in receiving streams. When scaling the strategy across a watershed, these results suggest that potential gains in water quality and stream channel stability could be achieved at costs that are orders of magnitude less than comparable benefits from newly constructed stormwater control measures.  相似文献

This paper reviews suspended sediment sources and transport in small forest streams in the Pacific Northwest region of North America, particularly in relation to riparian management. Mass movements, reading and yarding practices, and burning can increase the supply of suspended sediment. Sediment yields recovered to pre‐harvest levels within one to six years in several paired catchment studies. However, delayed mass movements related to roads and harvesting may produce elevated suspended sediment yield one or more decades after logging. There is mixed evidence for the role of streamside tree throw in riparian buffers in supplying sediment to streams. Harvesting within the riparian zone may not increase suspended sediment yield if near stream soils are not disturbed. Key knowledge gaps relate to the relative roles of increased transport capacity versus sediment supply, the dynamics of fine sediment penetration into bed sediments, and the effects of forest harvesting on suspended sediment at different scales. Future research should involve nested catchments to examine suspended sediment response to forest practices at multiple spatial scales, in combination with process‐based field studies.  相似文献

This paper recounts our predictions of channel evolution of the Black Vermillion River (BVR) and sediment yields associated with the evolutionary sequence. Channel design parameters allowed for the prediction of stable channel form and coincident sediment yields. Measured erosion rates and basin‐specific bank erosion curves aided in prediction of the stream channel succession time frame. This understanding is critical in determining how and when to mitigate a myriad of instability consequences. The BVR drains approximately 1,062 km2 in the glaciated region of Northeast Kansas. Once tallgrass prairie, the basin has been modified extensively for agricultural production. As such, channelization has shortened the river by nearly 26 km from pre‐European dimensions; shortening combined with the construction of numerous flow‐through structures have produced dramatic impacts on discharge and sediment dynamics. Nine stream reaches were established within three main tributaries of the BVR in 2007. Reaches averaged 490 m in length, were surveyed, and assessed for channel stability, while resurveys were conducted annually through 2010 to monitor change. This work illustrates the association of current stream state, in‐channel sediment contributions, and prediction of future erosion rates based on stream evolution informed by multiple models. Our findings suggest greater and more rapid sedimentation of a federal reservoir than has been predicted using standard sediment prediction methods.  相似文献

ABSTRACT: A meandering stream channel was simulated in the Hydraulics Laboratory at Colorado State University and a series of tests was conducted using four types of vegetation to evaluate the potential effects of vegetation on sediment deposition and retention in a stream channel. The data collected included average flow velocity, flow depth, length of vegetation, density of vegetation, cross-sectional area of the vegetative stem, wetted perimeter of the vegetative stem, and injection and flushing time. The findings indicated that the vegetation could retain from 30 to 70 percent of the deposited sediments. The ability of vegetation to entrap and retain sediment is related to the length and cross-sectional area of the vegetation. The variables describing the flow and the vegetative properties were combined to form a predictive parameter, the sedimentation factor (Sd) that can be compared with the amount of sediment entrapped by vegetation in a stream system. A relation was developed correlating vegetation length to sediment retention after flushing for flexibility and rigid vegetation.  相似文献
