随着社会经济的快速发展和城市化进程的加快,地下水环境问题日益严重,全面、准确地评价建设项目对地下水环境影响的意义重大。以秦皇岛新兴产业园规划环评为例,在分析项目概况和水文地质条件的基础上,建立了水文地质概念模型,利用Visual Modflow软件对模型进行求解,用地下水位的长期动态观测资料对模型进行识别和验证。运用识别后的模型预测了评价区不同时期的地下水流场和溶质运移范围,为评价区地下水资源的合理开发利用提供了科学依据。 相似文献

ABSTRACT: Among the many concerns associated with global climate change, the potential effects on water resources are frequently cited as the most worrisome. In contrast, those who manage water resources do not rate climatic change among their top planning and operational concerns. The difference in these views can be associated with how water managers operate their systems and the types of stresses, and the operative time horizons, that affect the Nation's water resources infrastructure. Climate, or more precisely weather, is an important variable in the management of water resources at daily to monthly time scales because water resources systems generally are operated on a daily basis. At decadal to centennial time scales, though, climate is much less important because (1) forecasts, particularly of regional precipitation, are extremely uncertain over such time periods, and (2) the magnitude of effects due to changes in climate on water resources is small relative to changes in other variables such as population, technology, economics, and environmental regulation. Thus, water management agencies find it difficult to justify changing design features or operating rules on the basis of simulated climatic change at the present time, especially given that reservoir-design criteria incorporate considerable buffering capacity for extreme meteorological and hydro-logical events. 相似文献

Cumulative environmental change or cumulative effects may result from the additive effect of individual actions of the same
nature or the interactive effect of multiple actions of a different nature. This article reviews conceptual frameworks of
cumulative environmental change and describes analytical and institutional approaches to cumulative effects assessment (CEA).
A causal model is a common theoretical construct, although the frameworks vary in their emphasis on different components of
the model. Two broad approaches to CEA are distinguished: one scientific and the other planning oriented. These approaches
should not be interpreted as competing paradigms but rather different interpretations of the scope of CEA. Each approach can
provide a distinct but complementary contribution to the analysis, assessment, and management of cumulative effects. A comparison
of the institutional and legislative response to CEA in Canada and the United States shows that Canada is following the American
example of incorporating the analysis and assessment of cumulative effects into regulatory actions and administrative procedures

The Gallocanta Basin represents an environment highly sensitive to climate change. Over the past 60 years, the Laguna de Gallocanta, an ephemeral lake situated in the closed Gallocanta basin, experienced a sequence of wet and dry phases. The lake and its surrounding wetlands are one of only a few bird sanctuaries left in NE-Spain for grey cranes on their annual migration from Scandinavia to northern Africa. Understanding the impact of climate change on basin hydrology is therefore of utmost importance for the appropriate management of the bird sanctuary. Changes in lake level are only weakly linked to annual rainfall, with reaction times between hours and months after rainfall. Both the total amount of rainfall over the reaction period, as well as individual extreme events, affect lake level. In this study the characteristics and frequencies of daily, event, monthly and bi-monthly rainfall over the past 60 years were analysed. The results revealed a clear link between increased frequencies of high magnitude rainfall and phases of water filling in the Laguna de Gallocanta. In the middle of the 20th century, the absolute amount of rainfall appears to have been more important for lake level, while more recently the frequency of high magnitude rainfall has emerged as the dominant variable. 相似文献

ABSTRACT: The Thornthwaite water balance and combinations of temperature and precipitation changes representing climate change were used to estimate changes in seasonal soil-moisture and runoff in the Delaware River basin. Winter warming may cause a greater proportion of precipitation in the northern part of the basin to fall as rain, which may increase winter runoff and decrease spring and summer runoff. Estimates of total annual runoff indicate that a 5 percent increase in precipitation would be needed to counteract runoff decreases resulting from a warming of 2°C; a 15 percent increase for a warming of 4°C. A warming of 2° to 4°C, without precipitation increases, may cause a 9 to 25 percent decrease in runoff. The general circulation model derived changes in annual runoff ranged from ?39 to +9 percent. Results generally agree with those obtained in studies elsewhere. The changes in runoff agree in direction but differ in magnitude. In this humid temperate climate, where precipitation is evenly distributed over the year, decreases in snow accumulation in the northern part of the basin and increases in evapotranspiration throughout the basin could change the timing of runoff and significantly reduce total annual water availability unless precipitation were to increase concurrently. 相似文献

ABSTRACT: Two scenarios of CO2-induced climatic change are used to estimate changes in water use for a number of municipalities in the Great Lakes region of Canada and the United States. Both scenarios, based on General Circulation Models produced by the Goddard Institute for Space Studies (GISS) and Geophysical Fluid Dynamics Lab (GFDL), project warmer temperatures for the region. Using regression models based on monthly potential evapotranspiration for individual cities, it is projected that annual per capita water use will increase by a small amount, which will probably have only a marginal effect on water supplies in the Great Lakes basin. This method could also be used to assess the potential impacts of CO2-induced climatic change on water use by the agriculture and power sectors, as well as the effectiveness of water policy initiatives, such as price changes. More work is needed to project water use during peak periods (warm dry spells), which may occur more frequently in a 2 × CO2 climate in this region. 相似文献

Several approaches can be used to define and construct visual buffer strips around proposed new facility sites in a forested
environment. A visual buffer strip of a given value, defines a region around an object within which the probability of an
unblocked view of all or portions of it by an observer are less than the buffer strip probability value. Two primary approaches
are used to define visual buffer strips that take into account the size of the vegetative elements and their individual effects
on visibility. Several variations and combinations of the approaches are possible. One approach defines a visual buffer strip
based on the average probability of a clear view of points along the object by an observer; the other approach is based on
the visibility of the feature as a whole. The computation and construction of visual buffer strips based on these two concepts

/ The Itapiranga Sustainable Logging Plan provides an example of how Brazil's licensing system functions for logging companies in the state of Amazonas. Two questions need to be dealt with: "How sustainable can logging in the Amazon be?" and "What and how effective are existing legal mechanisms to deal with logging projects?" The environmental impact assessment (EIA) and environmental impact statement (EIS, known as the RIMA in Brazil), present relatively detailed accounts of biodiversity and the need to adopt conservation strategies to protect it. However, social and health impacts are only superficially addressed. The economic sustainability of the operation over multiple cycles is not demonstrated. The multidisciplinary teams responsible for the EIA and EIS (RIMA) reports are hired by the project proponent, an arrangement inherently carrying the risk of biasing the result. Logging reduces biodiversity, releases greenhouse gases and inflicts social and health costs. These impacts reduce the ability of Amazonian forests to provide environmental services and to supply food and livelihood security to local populations. The reports inflate positive effects such as employment: the estimated number of jobs was cut by more than half in a revision made after the EIA and EIS (RIMA) had been approved. Not only do the reports need to be more realistic in assessing both positive and negative consequences of proposed projects, but better means are needed to ensure that promised mitigatory measures are enforced in practice. Many of the lessons that can be drawn from the Itapiranga Plan are not unique to logging projects and apply to licensing of development activites generally in Brazil and elsewhere. 相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. The social and economic ramifications of marine conservation strategies such as marine protected areas (MPAs) are important to consider prior to their implementation to ensure that they do not exceed the resilience of resource-users and that resource protection might be maximised through compliance and low resistance. This paper presents a framework in which the human dimensions can be more easily and usefully integrated into the design and delivery of conservation initiatives. The framework espouses quantifying (1) the level of dependency on the resource; (2) perceptions towards conservation initiatives; and (3) social resilience. A virtual version of the reorientation task was employed to test new behavioral measures of navigation strategies and spatial confidence within a gender-fair assessment approach. The results demonstrated that, from a behavioral point of view, women had lower level of spatial confidence than men regardless of level of accuracy. Moreover, the way men and women selected spatial strategies depended on the arrangement of spatial cues within the environment. In other terms women relied on landmarks under specific conditions compatible with an adaptive combination/associative model of spatial orientation. Finally, the present study emphasized the importance to assess gender differences taking into account specific affective variables and information selection processing, beyond accuracy. 相似文献

Much of our day-to-day wayfinding behaviour takes place in familiar large-scale urban environments, yet there is a dearth of studies examining how wayfinding unfolds on a second-by-second basis in this context. Here we used a retrospective verbal report protocol, eye tracking and a highly accurate virtual reality simulation of a real city (London, UK) to examine this issue. Subjects, who were taxi drivers, were able to produce extremely detailed accounts of what they had been thinking during wayfinding, which were validated by independent eye-tracking data. There was a high degree of consistency in the types of thoughts across subjects, permitting classification into a number of distinct categories. Moreover, it was possible to quantify the number of thoughts in each category, their durations and temporal order. Detailed analysis of the verbal reports provided new insights into the processes and strategies involved, and highlighted a greater range of thoughts than has previously been reported in studies of wayfinding. By analysing the temporal order of thoughts it was possible to identify specific relationships between categories. Some of these relationships were predicted by current cognitive models of wayfinding, others were novel, thus shedding new light on how navigation unfolds in a busy city. 相似文献
