During 1999-2000, Ethiopia was brought to the edge of a major disaster, with some 10 million people estimated to be in need offood assistance at the height of the crisis. A repeat of the catastrophic famine of 1984-5 was avoided, but the numbers of people affected, the loss of life and the destruction of livelihoods made this one of the most serious crises in the Horn of Africa in the past 15 years. The humanitarian community has been slow to recognise the lessons of 1999-2000, and there have been surprisingly few attempts to conduct a serious, post-event evaluation of the overall crisis and response. The label famine averted' seems to summarise the crisis to the satisfaction of most parties involved. This paper reviews the crisis, the events that led up to it and the response effort. It examines thefactors that contributed to making this crisis so serious, in order to draw conclusions and note issues that are relevant to current thinking about disaster preparedness and response - in Ethiopia and elsewhere. Some of the lessons learned from the 1999-2000 crisis are not new. However, the veryfact that mistakes have been repeated should be a lesson to the humanitarian community. 相似文献

By whatever definitions one cares to classify food shortages and deaths resulting from lack of food, there can be little semantic difficulty in recognising a catastrophic famine in Persia (Iran) in the early 1870s. This paper briefly examines the famine in its natural, political and socio-economic context. Fluctuations in prices and in the supply of essential commodities responded primarily to weather conditions, but this response was exaggerated and in some instances triggered directly by actions in the political and economic sphere. 相似文献

The concept of vulnerability has become an important part of food security analyses since the 1980s. It is seen as having two sides: exposure to external hazards; and an inability to cope with those shocks, attributed to social, political, and economic factors. Numerous attempts have been made to construct models to determine levels of vulnerability among populations. This paper analyses one such attempt, the Chronic Vulnerability Index (CVI), developed to measure levels of vulnerability to food insecurity in Ethiopia. The example of the CVI reveals many of the difficulties associated with producing a basic model of vulnerability that can be used in disaster mitigation. Ultimately, the CVI assumes that vulnerability is a linear, additive phenomenon with discrete causes and effects and fails to capture interactions between hazards and the human systems that produce and complicate them. The paper concludes with a discussion of alternatives to the CVI. 相似文献

In this paper we present salient lessons learned through the International Relief/Development Project about the relationships between disasters and development. We discuss approaches to famine response and prevention, including the impact of global food distribution efforts on the capacities of people affected by famine and offer criteria for planning famine relief so that it will promote systemic, long term development of these capacities. We first describe a collaborative research project which showed that it is possible for international famine assistance either to promote the capacities of people who suffer from famine so that they are better able to handle future food crises, or to leave those it purports to help worse off and even more vulnerable to subsequent disasters. We then illustrate alternative strategies for promoting development in the midst of crisis by presenting information about a number of famine response programs and analyzing their impact on capacities and vulnerabilities. 相似文献

This paper examines issues related to famine resilience and describes the results of a survey of households who migrated from famine affected rural communities in Northern Darfur to the provincial capital, El Fasher, in western Sudan. It reveals that asset wealth did not enhance household resilience to famine; rather, the data indicate that households who reportedly practiced more numerous survival strategies before migrating to El Fasher were on the whole able to stay longer in their villages before migrating. The data also suggest that some households might have been better able to endure the deteriorating rural conditions by participating in intra-communal practices of sharing resources. An additional issue influencing the timing of migration to El Fasher is previous familiarity with the economic opportunities in the provincial capital. 相似文献

In this article I examine the operational implications of the findings reported in 'Entitlements, Coping Mechanisms and Indicators of Access to Food: Wollo Region, Ethiopia, 1987–88' (Kelly, 1992). The usefulness of anthropometric and other indicators for early warning and relief planning in Wollo is assessed by comparing the findings of Save the Children Fund's nutritional surveillance programme with those of the Early Warning and Planning Service of the Ethiopian government's Relief and Rehabilitation Commission. Case studies are used to illustrate the value of anthropometric and other indicators for targeting relief food and monitoring its effects. The costs of monitoring various indicators are then considered, and the cost of the Save the Children Fund programme is compared with that of other programmes. It is argued that in Wollo, anthropometric surveillance is a cost-effective means of improving early warning, planning, targeting and monitoring. 相似文献

A major area of investment in data collection in developing countries has been that of nutritional surveillance and monitoring. From recent debate it is clear that there is currently no consensus on the potential role of nutritional status as an early warning indicator. The author presents a synthesis of the broad spectrum of views on the role nutritional surveillance could or should have in early warning. Conceptual problems and technical difficulties are reviewed in the light of recent experiences in Africa and Asia. In 2004–05, Niger suffered a food crisis during which global attention focused on high levels of acute malnutrition among children. In response, decentralised emergency nutrition programmes were introduced into much of southern Niger. Child malnutrition, however, is a chronic problem and its links with food production and household food security are complex. This qualitative, anthropological study investigates pathways by which children are rendered vulnerable in the context of a nutritional 'emergency'. It focuses on household-level decisions that determine resource allocation and childcare practices in order to explain why practices apparently detrimental to children's health persist. Risk aversion, the need to maintain self-identity and status, and constrained decision making result in a failure to invest extra necessary resources ingrowth-faltering children. Understanding and responding to the social context of child malnutrition will help humanitarian workers to integrate their efforts more effectively with longer-term development programmes aimed at improving livelihood security. 相似文献

A 'livelihoods gap' has become evident in international aid delivery to Somalia. Existing aid interventions do not address the economic dynamics of vulnerability resulting from Somalia's long history of predatory development and asset stripping. To prevent poor households' regular return to sub-subsistence income levels after a brief period of plenty, this paper argues that aid agencies should reorient and expand existing interventions to assist poor households to capitalise on temporary improvements in environmental and security conditions. As a corollary to emergency relief and efforts to construct state institutions, it is necessary to devise country-wide interventions that will rebuild household asset bases by protecting savings during times of stress and ensuring that markets benefit poor producers. 相似文献

Famine Early Warning Systems (EWS) are reliant on data aggregated from multiple sources. Consequently, they are often insensitive to localized changes in food security status, leading to delayed response or interventions. While price and infrastructural data are often gathered, this case study suggests that local street markets and vendor knowledge are underutilized. Few efforts have been made to monitor systematically the street markets as an indicator of local stressors. Findings from Ethiopia show that knowledge generated by expanding food security indicators in this sector can be used in combination with EWS to facilitate earlier intervention in, or to monitor more effectively, on-going humanitarian crises. Indicators developed from this study are accurate, cost effective, and sensitive to local climatic and food stressors. 相似文献

A series of hypotheses on the role of the individual administrator in famine relief are proposed and three are examined with respect to case studies of famines in India (1896 and 1906–1907), Uganda (1908) and Lombok (1940). The range of perspectives on the major themes is presented, with suggestions as to how these issues could be progressed. The signing of the Comprehensive Peace Agreement (CPA) in Sudan has created a new opportunity for peace. Approaches to food security must now be reoriented based on the agro-ecological diversity in Sudan. WFP is in a unique position to catalyse an approach to food security that meets immediate needs and contributes to long-term recovery, in collaboration with the Government of National Unity (GNU) and the Government of South Sudan (GOSS). Aggregate food production in Sudan has increased in the past decade. At sub-regional levels, however, many areas remain food insecure. Major research must be undertaken to identify optimum levels of food production and barriers to access to food at sub-regional levels as a first step towards linking deficit areas with areas of surplus. Initiatives must also be undertaken to facilitate increased integration between sub-regions. Increased sub-regional linkages could ensure more efficient delivery of food in the short term as well as recovery and economic growth in the long term. 相似文献

From December 1982 through July 1983, Peru was plagued by disastrous consequences of El Nino/Southern Oscillation phenomenon. While the northern part of the country was devastated by torrential rains and floods, central Andean Peru endured landslides and flash floods, the southern Altiplano suffered a severe drought. Hazard preparedness was nonexistent, and official disaster relief uncoordinated and slow in coming. Administrative inefficiency magnified the stress upon the populations under disaster conditions. Provisions of disaster training from specialized international organizations is recommended as a preventive measure and as a policy to improve catastrophe-coping abilities in developing nations. 相似文献
