Summary In showing that substantially more than three-quarters of the population of England and Wales at some stage in their career receive education or training in the further education sector, the author advocates the case for environmental education to be extensively developed at this educational level. An expanded programme in technical and allied colleges should contain elements of environmental education for nearly all technicians as well as specialist full-time training schemes for persons such as environmental monitoring technicians.Dr John F. Potter has been Hon. Secretary of the Institution of Environmental Sciences (UK) over the last five years. He is Editor of that Institution's News Sheet and Proceedings as well as being one of the General Editors of the IES/Wiley Environment Monograph Series. Summary The environmental problem of excess nitrate in food and drink is discussed. In 1982, Dr Geoffrey Taylor died of cancer primarily of gastric origin. Before his death through TV, radio and lectures he stressed the need for research to ascertain upper safe levels for nitrate-nitrite content, especially in vegetables. Additionally he indicated possible links between cancer causation and the ingestion of nitrate-nitrite-derived nitrosamines. Summary Environmental education is essential to the success of Agenda 21. Yet currently it is without focus and effectively side-lined. This paper supplies a strategy and accompanying methodology for establishing environmental education as a major force for implementing Agenda 21. The author proposes the establishment of an Education 21 programme and the designation of the educational community as a new Rio major group. Summary Environmental problems in developing countries partly arise out of lack of development, hence they are intricately linked to the socio-economic conditions. Environmental awareness and environmental education are critical under these conditions but these are time consuming and slow solutions. Integration of economic and environmental plans for various regions have to be attempted systematically. Time is running out, and unless comprehensive steps are taken up some of the capital assets (such as forests, fresh water, soils, etc.) are likely to be irretrievably damaged.Dr B. Bowonder was, until recently, Chairman of the Centre for Energy, Environment and Technology at the Administrative Staff College, Hyderabad. He recently joined this Journal's Advisory Board and his analysis of the Bhopal Incident (The Environmentalist, 5 (2) 89–103) created considerable interest. Summary Many Third World Countries (TWCs), like Ghana, have not concerned themselves seriously with environmental problems as part of the entire socio-economic development process, until recently. This, for example, can be seen in their environmental policies and the rate at which these now are being made. Not only are environmental issues being considered in the formulation and implementation of new development programmes and projects, but it is being realised that earlier implemented projects need some evaluation,ex post, for possible, correction of past mistakes or, at least, as a source of self-containment. Thus, there has been interest in the impact assessment of past macro-projects as agricultural and resettlement schemes.An attempt is made to apply a simple matrices methodology to theex post evaluation of the Kpong Hydro-electric Project resettlement aspect, based on identified project and environment components. The results show that the impact on the socio- economic life of the settlers is positively greater than the physical and biological impacts. But considering other elements of the programme package and taking a perspective view, the settlers are after all, no better off. In view of the fact that a number of such schemes are now under consideration, it is useful for policy-makers and planners to learn from these lessons.Sam Ofori-Cudjoe is a Lecturer in Geography at the University of Cape Coast, Ghana. Summary People working in the environmental field may refer to themselves as environmentalists, but this does not indicate how they approach their work. The term environmental integrator has been used to describe people who are specialists with breadth, in comparison to generalists with no speciality. The training of integrators involves the integration of knowledge with the teaching of problem solving and ways of dealing with people and complex organisations. A recent evaluation of the Master of Environmental Science programme at Monash University, which has an interdisciplinary focus, provided an opportunity to see if the training of environmental integrators was feasible. A questionnaire survey of graduates, and interviews with a sample of their employers, indicated that the majority of graduates worked as integrators, and valued the broad perspectives and integrative team work opportunities gained through the programme. While it is difficult to define and measure the qualities of integrators, it is apparent that the Monash programme contributed to the training of such people, and that other tertiary programmes could do likewise.Dr Ian G. Thomas graduated as a Civil Engineer and worked with a State government authority and consultants in traffic and transportation, before moving into the area of environmental assessment at State government level. The environmental area was the focus of his position at Monash University where he undertook his PhD and the research into the Monash course. Since 1990, Ian has been lecturing in the BSocSc (Socio-Environmental Assessment and Policy) course at the Royal Melbourne Institute of Technology where he is researching energy conservation and education, environmental policies for tertiary institutions, and environmental education in the Department of Planning, Policy and Landscape.  相似文献

Summary The Dominican Republic and other Caribbean countries face serious challenges to their natural resource base. In recent years the government of the Dominican Republic has taken major steps toward the development and implementation of a comprehensive plan for national natural resources management. This plan is called Plan Sierra. An important component of this plan is the outline of actions for carrying out an environmental education programme within the country. This demonstrates a commitment to fulfill Recommendation No. 96 of the Stockholm Conference in a way that could become a model for other Latin American nations. Clinton L. Shepard is Assistant Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Shepard holds a Bachelor of Science degree in Zoology from the University of Kentucky and graduate degrees from The Ohio State University in Natural Resources/Environmental Education and Education-Foundations and Research. He has worked as an interpreter and Environmental Education Coordinator for the State of Ohio Department of Natural Resources, a research associate for ERIC—Science, Math, and Environmental Education Clearinghouse, and College instructor in interpretive methods, environmental education methodology, resident outdoor programming, and natural resources development. He is also involved in international research and development, especially in the Caribbean Basin. Robert E. Roth is Chairman/Professor in the Division of Environmental Education, School of Natural Resources, The Ohio State University. Dr Roth received a Bachelor's degree in Wildlife Management, a Bachelor's degree in Secondary Science Education, a Master's degree in Conservation Education from The Ohio State University, and his Ph.D. in Environmental Education from The University of Wisconsin. he came to OSU in 1969 and since that time has designed and institutionalized the only academic unit in the US that offers both well developed undergraduate and graduate programmes in Environmental Communications, Education and Interpretation and has published over 40 works in the field. He has been instrumental in implementing a growing international environmental education research and development emphasis in the wider Caribbean, he continues as an Executive Editor of theJournal of Environmental Education.  相似文献

Summary Here, the author examines the management implications of a previously developed model of environmental control. A short account of the model is given, and its implications for an integrated environmental strategy are discussed. The need for a UK, national centre for environmental management, research, education and training is identified. An analytical system for investigating monitoring effort derived from the model is illustrated in use, by reference to the UK Monitoring Networks for Smoke and Sulphur Dioxide. The use of the model in providing the underlying theory for a systems approach to environmental management is demonstrated. The paper concludes by examining the implications of the model for education and training with special reference to technologists and professionals. Appropriate types of environmental education for such groups are considered. A curriculum generator is presented. Trevor Harvey trained as a microbiologist and subsequently specialised in pollution control. He was course organiser of “Environmental Pollution, Monitoring and Control”, an international course which was sponsored by Unesco, UNEP and WHO. Summary The assessment of adverse effects of development projects is well established, as, for example, in the case of quarrying or a new urban road scheme. Environmental Improvement, on the other hand, is generally seen as a by-product of economic or development schemes. In the UK it is recognised as an important factor in attracting private sector investment, yet in project evaluation environmental improvements are often described in general terms but not quantified.Survey methods for establishing people's preferences are well established. Enhancement of the environment can be measured as a ratio by assessing the environment before and after improvement. This method has been applied in an evaluation of four case studies assessing the impact of Urban Development Grants in South Wales (Alden et al., 1987).Dr S M Romaya is an architect who possesses a planning qualification. His environmental interests relate particularly to urban centres and these form the focus of his research and many publications. In addition to conducting an architectural practice and being involved in consultancy, much of his working life has been spent in academic institutions; as an Associate Professor at the College of Engineering Technology, Baghdad; at Nottingham University; and now as a lecturer in Urban Design in the Department of Town Planning, UWIST, Cardiff. Summary The current views on whether environmental law is a subject of study at the Universities is discussed in this paper. The author traces the development of environmental law, and maintains that legal science is one, and that it has been grounded into branches for teaching and research purposes. A case for the teaching of environmental law at the universities is made. A teaching programme is suggested which brings out the relationships of environmental law with ecology, social science, economics, management science, technology and other branches of legal science.Born in Argentina, with a Doctor of Law from the University of Buenos Aires. Has held professorships in Water and Mining Laws, Agrarian and Mining Law, Natural Resources Law, in several universities in Argentina. He was a visiting professor in the period 1967–71, at Delft Technological Institute, The Netherlands.From 1969–70, he was Secretary of State for Water Resources of Argentina, and in 1970, Vice-Chairman of the UN Committee on Natural Resources. Consultant on Environmental Law for FAO in 1970. He is at present (1980–82) President of the International Water Resources Association.He has been a member of the IUCN Commission on Environmental Policy, Law and Administration since 1978, is President of the Inter American Commission on Environmental Law and Administration, and Regional Governor (Latin America) of the International Council on Environmental Law.In 1978 he was awarded the Elizabeth Haub Prix on Environmental law.He is author of several books and papers on environmental, natural resources and water laws. These include Code on Natural Resources (Province of Corrientes Argentina, 1980) and co-author of Code on the Renewable Natural Resources and Environmental Protection, Colombia, 1974.  相似文献

Summary Environmental managers require education and training tailored to their particular professional needs. Specifically they need a range of technical (scientific) skills, human interaction skills and integrative skills. The Environmental Management programme at Deakin University, Australia provides much of this training through practical experience in real-life case studies. This paper presents an example of one of these studies undertaken by first year students. Students were required to undertake a research project into household activities which contribute to CO2 emissions, and so to the enhanced greenhouse effect. The students were responsible for deciding what data was needed, how it was to be collected and analysed, and for drawing appropriate conclusions from the results. From the exercise they obtained useful information on the relative importance of various household activities to CO2 production (use of cars and electricity topped the list).More importantly, they gained experience in project formulation, the interpersonal skills involved in teamwork, data analysis and interpretation, and working within tight time and budgetary constraints. A strong foundation for later development of the environmental managers' skills was laid.Dr David Stokes is the Dean of the Faculty of Applied Science at Victoria College, Australia. Summary A comparison is made of major issues relating to drinking water and river water quality in the UK and the CIS (USSR). Historical and legislative aspects are briefly reviewed. In both countries there is an imbalance between the location of fresh water sources and the distribution of the population. In each country standards are used to define water quality. These standards tend to be more exacting in the CIS. In the UK derogations are used to produce a more relaxed standard. Failure to comply with drinking water standards is common in the CIS (on average 20 percent of samples). In the UK, data are recorded on a different basis, but it appears that deviations from nitrate and pesticide standards are common. In both countries' water supplies, pollution appears to be extensive with few overall signs of significant improvement. This is attributable partly to lack of effective enforcement and weak penalties for transgressors. There is a high level of public concern regarding water quality and health in both the CIS and the UK. As a consequence there are increasing signs in each country of a national determination to implement the legislation more effectively. Needs for further actions are identified.Dr Olga Bridges was born and educated in Russia. Since coming to the UK she has held posts on Soviet Studies in various universities. Dr Bridges' early research was in attitudes to languages and nationality, but more recently it has centred on attitudes to environmental issues. Summary This paper attempts to demonstrate that the study of geomorphology can provide a useful framework for understanding the natural processes and factors that are critical for the development of ecologically sustainable and economically viable greenery projects in the desert and arid environments.The surface of Kuwait was subdivided into 15 geomorphic zones and each zone was assessed in terms of its potentiality for establishing greenery activities. The assessment considered the implications of relief, soil type and fertility, aeolian processes, sand encroachment and presence or absence of indurated bedrocks and pavements for the greenery plan of Kuwait. Accordingly, areas with the most favourable conditions for revegetation were identified and strategies for enhancing the conservation value and sustainability of the greenery programme were outlined.The study pointed out that while the adopted approach provided useful environmental guidelines at the planning level, further investigations would be required, at the project level, if the principles of ecologically sustainable development were to be fully incorporated within such a large scale greenery undertaking.Dr Dhia Al Bakri is a Lecturer in Environmental Management at the Orange Agricultural College, University of Sydney, Australia. He worked as a Research Scientist for the Kuwait Institute for Scientific Research from 1980 to 1990. Summary In the spring of 1981, Tufts University and the International Union for the Conservation of Nature began teaching the World Conservation Strategy to environmentalists working at the local level. The fourteen-week course that they offered was the first of a series of initiatives to increase public awareness of the need for local action toward the solution of global environmental problems. The success of the first course has encouraged other groups to adapt it to their own social and ecological settings, but there is a pressing need for even more public education. While several aids to teaching the World Conservation Strategy are now being developed to give local conservation educators access to the Strategy, the initiative for bringing the World Conservation Strategy to the public should continue to come from these local leaders. Frank Thibodeau is an environmental biologist and policy analyst with MA and PhD degrees from Tufts University. He is currently a Research Associate in the Department of Urban and Environmental Policy at Tufts, preparing a book on the World Conservation Strategy as a foundation for local environmental initiative under the auspicies of IUCN and the World Wildlife Fund. In addition to his writing and teaching related to the Strategy, he maintains an active research program examining the development of national and international strategies for the preservation of genetic diversity. Hermann H. Field, an urban planner and Fellow of the American Institute of Architects, was director of the Planning Office of the Tufts-New England Medical Center in downtown Boston for 12 years. In 1972 he initiated and then directed a new graduate department of Urban and Environmental Policy at Tufts University. Since 1978 he has been Professor Emeritus in Environmental Planning there. In addition to continued involvement in his department he is active on a range of levels in conservation from the local to the international, including membership on IUCN's Commission on Environmental Planning.  相似文献

In peripheral parts of Europe such as the West of Ireland, where environment-development tensions may be particularly sensitive, environmental sustainability principles need to be integrated into all policy and programme areas, as the Fifth Environmental Action programme requires. This paper examines the small but significant LEADER rural development initiative to assess how much its operation integrates sustainability considerations. While LEADER-supported projects are often environmentally benign, there is little evidence of proactive application in LEADER group strategies of sustainability criteria which are other than weak. Economic imperatives dominate LEADER programmes, and many actors are sanguine about potential environmental problems arising from development.  相似文献

Summary Though strong concern over the rapid conversion of moist tropical forests may justifiably arise from any discipline, a growing interdisciplinary tide of voices is expressing its alarm over a particularly disturbing consequence of forest alteration and destruction: the reduction of species diversity through the extinction of numerous plant and animal species. Consequently, an array of ecologists land-use planners, botanists, zoologists and conservationsts are searching for means to enhance the protection and preservation of tropical forests' biotic diversity. Management schemes aimed at achieving this particular end are being investigated, particularly by UNESCO's Man and Biosphere (MAB) Project 8 of Biosphere Reserves Projects, by the International Union for the Conservation of Nature and Natural Resources (IUCN) tropical forests conservation program (UNEP, 1980) and by the World Wildlife Fund. In addition, many countries with a significant area of moist tropical forest (MTF) are beginning to pursue some form of conservation strategy. Currently Robert T. Perry is a full-time teacher of biology at a private school for a cademically gifted students in the Brooklyn area. In addition he has designed and is teaching courses in environmental chemistry and ethology to advanced high-schoolers. He is also an adjunct instructor for the City College of the City University of New York, where he is teaching graduate students in the Environmental Studies Programme. He graduated in Environmental Conservation from Cornell University, and has a Masters Degree in Environmental Biology from City University, New York.  相似文献

Summary The authors advocate the need for a new approach to chemistry, using educational research to permit a fuller appreciation of the functions of the mind and a better understanding of natural processes. Such studies will, the authors believe, clarify the true relationships between energy, matter and information. Their integration, within a conceptually unitary whole, should allow a wider and more fruitful interpretation of reality. Summary A paradigmatic model of the evolution of scientific thought encourages awareness of the provisional nature of present scientific explanations, sensitizing us to aspects of observed reality which they are unable to adequately explain. Summary The purpose of this paper is to examine subjects to show the nature and limit of interdisciplinary communication in existing environmental programmes in US graduate schools. Ultimately, this analysis may provide more effective communication with the general public. Following comparative historical reviews of both the sciences and the human activity for environmental protection, and a content analysis of empirical documents used by the public, a mushroom computer model has been produced. This model is based on organizational behaviour theory and contains the following 15 subjects which were originally introduced before the lack of communication resulting from curriculum failure in the 19th century: philosophy, politics, economics, architecture, sociology, biology, medicine, agriculture, ecology, public health, mathematics, physics, chemistry, geology, statistics. The subjects should foster effective communication with the general public, leading to more effective environmental protection.Dr Hong S. Kim is at the Environmental Studies Program, California State University, Fullerton, USA. He received a PhD from the Administration and Management Program at Walden University, Minneapolis, Minnesota, USA. His numerous papers are focused on environmental pollution analysis, environmental impact assessment, environmental management, and environmental law.
