This article reports a study of the public perception of large wood in rivers and streams in the United States. Large wood is an element of freshwater aquatic ecosystems that has attracted much scientific interest in recent years because of its value in biological and geomorphological processes. At the heart of the issue is the nature of the relationship between scientific recognition of the ecological and geomorphological benefits of wood in rivers, management practices utilizing wood for river remediation progress, and public perceptions of in-channel wood. Surveys of students’ perceptions of riverscapes with and without large wood in the states of Colorado, Connecticut, Georgia, Illinois, Iowa, Missouri, Oregon, and Texas suggest that many individuals in the United States adhere to traditionally negative views of wood. Except for students in Oregon, most respondents considered photographs of riverscapes with wood to be less aesthetically pleasing and needing more improvement than rivers without wood. Analysis of reasons given for improvement needs suggest that Oregon students are concerned with improving channels without wood for fauna habitat, whereas respondents elsewhere focused on the need for cleaning wood-rich channels for flood risk management. These results underscore the importance of public education to increase awareness of the geomorphological and ecological significance of wood in stream systems. This awareness should foster more positive attitudes toward wood. An integrated program of research, education, and policy is advocated to bridge the gap between scientific knowledge and public perception for effective management and restoration of river systems with wood.  相似文献

We applied the Theory of Planned Behavior to help understand the relationships between environmental beliefs, support for ecosystem restoration actions, and willingness to pay (WTP) for restoration and protection goals in the Hudson River estuary, New York State, USA. We conducted a mail survey with 3,000 randomly-chosen local residents of the Hudson River estuary in the fall of 1999. As hypothesized, the broad ecosystem restoration goals of the Hudson River Estuary Action Plan were more strongly supported than the corresponding specific implementation actions. We found that beliefs and past behavior were better explanatory variables than sociodemographic characteristics for explaining people's support for ecosystem restoration actions and WTP for restoration and protection goals. Because ecosystem restoration goals appear to be more generally acceptable than specific restoration actions, proponents of restoration programs should not become complacent about the need for active public outreach and involvement even if initial restoration program discussions have been low in controversy. Efforts to assess and foster support for ecosystem restoration should be targeted toward audiences identified on the basis of beliefs and past behaviors rather than on sociodemographic characteristics.  相似文献

With the ending of the Cold War, several federal agencies are reclaiming land through remediation and restoration and are considering potential future land uses that are compatible with current uses and local needs. Some sites are sufficiently contaminated that it is likely that the responsible federal agency will retain control over the land for the foreseeable future, providing them with a stewardship mission. This is particularly true of some of the larger Department of Energy (DOE) facilities contaminated during the production of nuclear weapons. The use of the term “restoration” is explored in this paper because the word means different things to the public, ecologists, and environmental managers responsible for contaminated sites, such as Superfund sites and the DOE facilities. While environmental restoration usually refers to remediation and removal of hazardous wastes, ecological restoration refers to the broader process of repairing damaged ecosystems and enhancing their productivity and/or biodiversity. The goals of the two types of restoration can be melded by considering environmental restoration as a special case of ecological restoration, one that involves risk reduction from hazardous wastes, and by broadening environmental restoration to include a more extensive problem-formulation phase (both temporal and spatial), which includes the goal of reestablishing a functioning ecosystem after remediation. Further, evaluating options for the desired post remediation result will inform managers and policy-makers concerning the feasibility and efficacy of environmental restoration itself.  相似文献

Regional-scale restoration is a tool of growing importance in environmental management, and the number, scope, and complexity of restoration programs is increasing. Although the importance of natural science to the success of such projects generally is recognized, the actual use of natural science in these programs rarely has been evaluated. We used techniques of program evaluation to examine the use of natural science in six American and three Western European regional-scale restoration programs. Our results suggest that ensuring the technical rigor and directed application of the science is important to program development and delivery. However, the influence of science may be constrained if strategies for its integration into the broader program are lacking. Consequently, the influence of natural science in restoration programs is greatest when formal mechanisms exist for incorporating science into programs, for example, via a framework for integration of science and policy. Our evaluation proposes a model that can be used to enhance the influence of natural science in regional-scale restoration programs in the United States and elsewhere.  相似文献

Intensive black tiger shrimp (Penaeus monodon) aquaculture ponds have replaced significant areas of coastal wetlands throughout tropical Asia. Few studies have assessed potential impacts on avian foraging habitats. At Khao Sam Roi Yod National Park, Thailand, seminatural wetlands have been converted to either shrimp ponds or to salinization ponds that provide saline water for shrimp aquaculture. Although shorebirds cannot feed in aquaculture ponds, hypersaline ponds can provide productive foraging areas. Thus, the overall impact of the shrimp industry on shorebirds depends partly on the relative quality of the salt ponds compared to seminatural wetlands. In this study, we examined wintering shorebird use of tidal (N = 5 sites) and supratidal areas (four wetland sites, four salt pond sites) and compared the shorebird community (14 species), prey availability, profitability, and disturbance rates between wetlands and salt ponds. Two shorebird species fed in higher densities in wetlands, whereas seven species were more abundant in salt ponds. Large juvenile fish and dragonfly larvae were more abundant in wetlands, whereas there were more small Chironomid midge and fly larvae in salt ponds. We conclude that salt ponds might provide higher-quality foraging habitats compared to wetlands for small shorebirds species because of the abundance of small larvae. However, the shrimp aquaculture industry reduces habitat availability for shorebirds feeding on larger prey. This study demonstrates a comprehensive, multispecies approach to assess the impacts of a large-scale change in coastal habitats for wintering shorebirds.  相似文献

Stream restoration is one of the most widely used interventions to mitigate urban stormwater impacts and improve water quality. Government agencies have typically focused urban stream restoration efforts on public lands that they already own, even though a substantial portion of stream miles in highly urbanized areas occur on privately owned land. Yet, limited research exists to distinguish household willingness to pay (WTP) for stream restoration occurring on private versus public land. In this study, we use a choice experiment to analyze how household WTP for stream restoration attributes vary by land ownership and distance to the restoration project. Our empirical results indicate that streambank stabilization approaches have positive WTP estimates that are substantially larger in magnitude than those related to riparian vegetation management for clearing or planting trees. In general, estimated total household WTP for each of the four restoration design scenarios on public land is higher than when the same restoration design is located on private land. Nonetheless, estimated household WTP for each restoration design scenario on private land is substantial, retaining the majority of the value found on public land in all cases.  相似文献

Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Implications for environmental campaigns are discussed.  相似文献

Responses of lagoon crab, Callinectes amnicola were explored as useful biological markers of heavy metal pollution. The toxicity level of the metals based on the 96-h LC50 values showed that copper with LC50 value of 0.018 mM was found to be two times more toxic than Lead (0.041 mM) against the lagoon crab, C. amnicola. The exposure of the lagoon crab to sublethal concentrations (1/100th and 1/10th of 96-h LC50 values) of Cu and Pb compound, respectively, resulted in the bioaccumulation of the test metals to varying degrees in the selected organs that were dependent on the type of metal and concentration of metal compound in the test media. The degree of metal (Cu and Pb) accumulation was generally in the following order: gills > muscle > heptopancrease. Exposure of the crabs to sublethal concentrations of the metals also caused pathological changes such as the disruption of the gill filaments and degeneration of glandular cells with multifocal areas of calcification in the hepatopancreas. A reduction in the weight of the exposed animals over a 14-day period of observation was also recorded. The significance of these results and the usefulness of the biological endpoints in monitoring programmes aimed at establishing the total environmental level of heavy metals in aquatic ecosystems were discussed.  相似文献

Studies have shown that ecological restoration projects are more likely to gain public support if they simultaneously increase important human services that natural resources provide to people. River restoration projects have the potential to influence many of the societal functions (e.g., flood control, water quality) that rivers provide, yet most projects fail to consider this in a comprehensive manner. Most river restoration projects also fail to take into account opportunities for revitalization of large-scale river processes, focusing instead on opportunities presented at individual parcels. In an effort to avoid these pitfalls while planning restoration of the Sacramento River, we conducted a set of coordinated studies to evaluate societal impacts of alternative restoration actions over a large geographic area. Our studies were designed to identify restoration actions that offer benefits to both society and the ecosystem and to meet the information needs of agency planning teams focusing on the area. We worked with local partners and public stakeholders to design and implement studies that assessed the effects of alternative restoration actions on flooding and erosion patterns, socioeconomics, cultural resources, and public access and recreation. We found that by explicitly and scientifically melding societal and ecosystem perspectives, it was possible to identify restoration actions that simultaneously improve both ecosystem health and the services (e.g., flood protection and recreation) that the Sacramento River and its floodplain provide to people. Further, we found that by directly engaging with local stakeholders to formulate, implement, and interpret the studies, we were able to develop a high level of trust that ultimately translated into widespread support for the project.  相似文献

The California Environmental Quality Act (CEQA) has evolved from a mini-NEPA, first enacted in 1970, into a procedural act that affects the approval process of all large developments in California. In 1990, California local governments produced over 1600 environmental impact reports and 30,000 initial studies under CEQA. Because of its widespread use, CEQA has periodically drawn the attention of the state legislature, most recently in 1993, when over 60 CEQA reform bills were introduced. This paper describes the CEQA process and evaluates its success at meeting its explicit and implicit goals. The research includes a statewide survey of CEQA practice, sent to the planning departments of all 513 local governments in California in 1991. Survey respondents agreed that CEQA helps in evaluating environmental impacts, reducing impacts, informing the public, and coordinating public agency review. It is effective in reducing the environmental impacts of individual projects, but is not as effective in improving environmental quality on an areawide scale. This research concludes that CEQA has led to positive outcomes and is not as deeply flawed as many of its critics claim. Still, CEQA as currently designed may not be the optimal vehicle for ensuring environmental quality.  相似文献

This paper integrates economic, biological, and physical models to explore the efficient combination and spatial allocation of conservation efforts to protect water quality and increase salmonid populations in the Grande Ronde basin, Oregon. We focus on the effects of shade on water temperatures and the subsequent impacts on endangered juvenile salmonid populations. The integrated modeling system consists of a physical model that links riparian conditions and hydrological characteristics to water temperature; a biological model that links water temperature and riparian conditions to salmonid abundance, and an economic model that incorporates both physical and biological models to estimate minimum cost allocations of conservation efforts. Our findings indicate that conservation alternatives such as passive and active riparian restoration, the width of riparian restoration zones, and the types of vegetation used in restoration activities should be selected based on the spatial distribution of riparian characteristics in the basin. The relative effectiveness of passive and active restoration plays an important role in determining the efficient allocations of conservation efforts. The time frame considered in the restoration efforts and the magnitude of desired temperature reductions also affect the efficient combinations of restoration activities. If the objective of conservation efforts is to maximize fish populations, then fishery benefits should be directly targeted. Targeting other criterion such as water temperatures would result in different allocations of conservation efforts, and therefore are not generally efficient.  相似文献

Florida is one of the largest spenders on the environment in the U.S. Employing a database from Florida counties, this study examines two distinct environmental funding areas in government: funding to protect the environment, and funding to develop the environment. These two types of funding serve different purposes, support different activities and operations, and draw from different revenue sources. The results show that environmental funding in government is a response to the environmental pressure generated by economic activities and population growth. Counties with a higher level of manufacturing and farming activity spend more to protect the environment, while counties with higher population densities spend more to develop the environment. Moreover, counties with more funding for public safety and economic development activities spend less on the environment, indicating that environmental funding is influenced by the political processes in public budgeting in which diversified interests compete for resources. These results show that environmental spending in government is the result of combined forces arising from environmental pressure and budgetary politics.  相似文献

Experiences with environmental impact assessment (EIA) in a number of countries are discussed in the light of both explicit and implicit goals and objectives. Adequate environmental information is not always available to decision makers because of failure to apply EIA to all relevant decisions, the continuing inadequacies of prediction and evaluation techniques, the failure to consider alternatives adequately, and the bias of some EISs. EIA frequently results in changes to proposals and may result in stricter environmental management conditions in some cases, but some people regard it as a failure because it has not stopped development. Generally, EIA leads to better integration of environmental factors into project planning. Open procedures and freedom of information encourage responsiveness to EIA procedures, which can be weakened by discretionary powers and lack of access to the courts by public interest groups. However, legal standing may have side effects that offset its advantages. EIA can encourage cooperation and coordination between agencies but does not ensure them. Similarly, it can have a limited role in coordinating interstate and international policies. In the long term, the success of EIA depends on adequate monitoring, reassessment, and enforcement over the life of the project. EIA has generally opened up new opportunities for public participation, and may help to reduce conflict. EIA procedures need to be integrated with other environmental protection and development control programs, and various means exist for reducing its cost to developers and the public.  相似文献

In many European countries, accommodating water has become the dominant paradigm in river management. In the Netherlands, extensive river restoration projects are being implemented, many of which draw serious opposition from the public. To investigate the causes of such opposition, a comprehensive study of public attitudes towards river restoration was conducted in three floodplains, both before and after river restoration. The study combined quantitative questionnaires (N = 562) with open interviews (N = 29). This paper describes how local residents perceive the effects of river restoration on landscape quality and how residents and protest groups use landscape quality in combination with other arguments to strategically frame river management policies. Results show that measurement of the perceived outcomes of nature restoration needs to be complemented by a more dynamic type of research, focusing on the social processes of the framing of restoration plans. Theoretically, the paper aims to contribute to the development of a rigorous research strategy to study framing processes in environmental management, using a mixed-methods approach.  相似文献

Shorebird researchers and land managers recognize human disturbance as a serious threat facing shorebirds. Yet, a common understanding of what defines human disturbance is lacking. To address this issue, we employed the Delphi technique, an iterative consensus-building social science method, to bring scientists and managers together to develop a shared definition of human disturbance and a list of priority human activities that could affect migratory shorebirds. During four iterative rounds, participants with extensive knowledge on human disturbance to shorebirds from varying geographic locations within the Northeastern U.S. worked together to produce a shared understanding. Through analyzing participants’ open-ended responses, we identified important themes for the definition. The participants then refined and ranked these themes through surveys, and the top-ranked themes were used to draft a final definition also reviewed by the participants. Participants provided 94 human activities in response to our request to list and describe all potential human disturbances that affect shorebirds during fall migration. From there, we grouped the activities into 23 categories. Through rating and ranking tasks, participants reduced this list to 12 priority disturbance categories that represent the perceived most significant human disturbances in the Northeastern United States. We also compared responses among the different participant groups (i.e., managers, scientists, and manager/scientists), finding that groups’ responses generally did not significantly differ. While nearly all participants were satisfied with the process, we provide some suggestions to improve it. The outputs of the Delphi technique have informed a best practices guidance document for shorebird management.  相似文献

An adaptation of the Drivers-Pressure-State-Impact-Response methodology is presented in this work. The differential DPSIR (ΔDPSIR) was developed to evaluate impacts on the coastal environment and as a tool for integrated ecosystem management. The aim of the ΔDPSIR is to provide scientifically-based information required by managers and decision-makers to evaluate previously adopted policies, as well as future response scenarios. The innovation of the present approach is to provide an explicit link between ecological and economic information related to the use and management of a coastal ecosystem within a specific timeframe. The application of ΔDPSIR is illustrated through an analysis of developments in a Southwest European coastal lagoon between 1985 and 1995. The value of economic activities dependent on the lagoon suffered a significant reduction (ca. −60%) over that period, mainly due to a decrease in bivalve production. During that decade the pressures from the catchment area were managed (ca. 176 million Euros), mainly through the building of waste water treatment plants. Notwithstanding this, the ecosystem state worsened with respect to abnormal clam mortalities due to a parasite infection and to benthic eutrophication symptoms in specific problematic areas. The negative economic impacts during the decade were estimated between −565 and −315 million Euros, of which 9–49% represent the cost of environmental externalities. Evaluation of these past events indicates that future management actions should focus on reducing the limitation on local clam seeds, which should result in positive impacts to both the local socio-economy and biodiversity.  相似文献

Additional research is needed to determine whether restoration of degraded watersheds in the western United States should become large-scale public policy. Numerous small projects have demonstrated that vegetation can be restored, sediment losses halted, and, in some cases, formerly ephemeral streams made perennial. But if all watersheds in a basin were restored, what would be the overall effects both ecologically and economically? For example, if large-scale restoration of small watersheds were conducted in a western river basin, what would be the effects on water yield and quality for the basin as a whole? Would implementing basin-wide watershed restoration be cost-effective? A means of examining this question is to monitor a watershed prior to and during the restoration process and to compare the results to a control watershed. The watersheds would be instrumented such that the ecological processes and water balance could be monitored both instream and within the associated groundwater system. Overall effects would then be subjected to economic and policy analysis, and modeling would be used to extrapolate the new information over the entire basin. These results would then be available to political leaders and government agencies for determining whether large-scale watershed restoration should be public policy.  相似文献

A strategy for management of giant sequoia groves is formulated using a conceptual framework for ecosystem management recently developed by Region Five of the USDA Forest Service. The framework includes physical, biological, and social dimensions. Environmental indicators and reference variability for key ecosystem elements are discussed in this paper. The selected ecosystem elements include: 1) attitudes, beliefs, and values; 2) economics and subsistence; 3) stream channel morphology; 4) sediment; 5) water; 6) fire; 7) organic debris; and 8) vegetation mosaic. Recommendations are made for the attributes of environmental indicators that characterize these elements. These elements and associated indicators will define and control management activities for the protection, preservation, and restoration of national forest giant sequoia ecosystems.  相似文献

This study compares the effectiveness of two regional planning agencies in terms of public support for various planning activities. The Adirondack Park Agency and the Temporary State Commission on Tug Hill have fundamentally different approaches to planning. The Adirondack Park Agency has implemented a restrictive regulatory program with little citizen participation by Adirondack residents. The Tug Hill Commission has implemented an advisory and coordinating program with an emphasis on public input. Residents of two towns in each region were surveyed to determine environmental concern and support for regional planning activities. Respondents from both regions favored a planning agency that incorporates citizen input; controls air, water, and toxic waste pollution; and develops recreation areas. They strongly opposed an agency that regulates private land-use. Basic demographic characteristics and levels of environmental concern were similar in all four towns, but receptivity to various planning activities was consistently greater among residents of the Tug Hill Region. Paired comparisons of the four towns demonstrated no differences between towns of the same region and significant differences between towns of different regions. Public support for regional planning is greater in the Tug Hill Region than in the Adirondack Park.  相似文献

Estuarine areas worldwide are under intense pressure due to human activities such as upstream dam building. Shorebirds strongly depend on estuarine intertidal flats during migration and wintering periods and so are particularly vulnerable to such impacts, whose magnitude will depend on the availability of alternative feeding habitats. In this study we analyze if man-made saltpans can represent an alternative habitat for wintering and migrating shorebirds in the Guadiana estuary, a wetland that is already experiencing environmental changes due to the building of the Alqueva reservoir, the largest in Western Europe. We compared the use of mudflats and saltpans as feeding areas by several shorebird species before the construction of the dam. A dataset with 26 years of counts data was also analyzed in order to detect any long-term trend in shorebirds abundance. We concluded that saltpans, in particular the fully mechanized, can be used as an alternative habitat by larger species during winter and southward migration, thus playing a major role in minimizing the possible effects of sediment loss due to dam building. In contrast, smaller species were particularly dependent on mudflats to feed. A significant change in population trends, from positive to negative, was detected for two species. Although we still have no evidence that this is directly linked to dam building, this result and documented changes that limit primary productivity justifies the implementation of a long-term monitoring scheme of shorebird populations in this estuary. We also reinforce the need to manage the saltpans as key habitats for shorebirds.  相似文献
