Many pollution sources and heavy runoff often plague urbanizing watersheds. Riparian ecotones can filter pollutants and attenuate runoff; however, changing land cover tends to diminish this buffering capacity. Visualizing riparian ecotone fragmentation at the watershed scale can help prioritize management efforts. A geographic information systems approach was developed to illustrate land cover and soil properties affecting buffering potential along riparian corridors. An application to the Hickory Creek watershed in north‐central Texas shows significant riparian ecotone fragmentation, suggesting high‐priority areas for preservation and restoration.  相似文献

Public participation as a means of identifying sustainability indicators for Chongming County, Shanghai, China was evaluated by an international group drawing on established best practice. An initial 'long list' of 86 sustainability indicators, based on previous indicator systems developed in China, was identified. This 'long list' was reduced via consultations with local academics and local-government officers from Shanghai City and Chongming County to a 'short list' of 17 indicators. This short-list was subjected to further community consultation involving 159 local-government officers, teachers, students (aged 12-14 years), farmers and workers. Data from the consultations indicated differences in the understanding of sustainable development among the different sectors. By combining the data from the different sectors it was possible to identify a consensus around 4 core and 7 additional indicators. These are proposed as indicators which could be used to steer local activities directed towards sustainable development. The list of indicators produced by the people of Chongming Island was compared to local indicator systems in Europe. In comparison with European lists the Chongming list was found to have a greater emphasis on economic development but a similar level of concern for environmental matters. This study has special significance as it reports on the implementation of a process involving local resident participation in the process of sustainable development in China.  相似文献

Sweden has led the way in Europe in environmental protection, ecologically based technological innovation and social democracy. As new economic and ethnographic realities impact upon it, it faces challenges to its policies and practices long familiar elsewhere in Europe. We report on a study for the Swedish Research Councils in which we examined the national framework and political strategy for sustainable development, and how the strategy is being implemented in Sweden's three major cities and two case-study municipalities. History and tradition, cultural homogeneity and a strong and shared sense between sectors of 'the public good', emerged as very important. Until recently, these have obviated the need for formal links between the environmental, social and economic agendas. They now appear inadequately developed at all levels of governance. Tensions in policy are being played out at the level of the municipality, to which power is highly devolved, and Local Agenda 21, interpreted as project rather than process, seems unequal to the task of integration. We suggest what lessons may be drawn from the Swedish experience if issues of power and trust, leadership and participatory vs representative democracy are to be resolved.  相似文献

The US mining industry is increasingly an industry of industrial and construction minerals production. In 2002, these types of minerals accounted for 80% of the value of non-fuel minerals produced in the USA. Industrial and construction mineral production tend to be smaller operations and nearer urban areas than metallic mining and have somewhat different problems. This paper is a study of the growing impact of urbanization and land-use fragmentation on mining, particularly industrial and construction minerals production. In California, the growing popularity of urban agriculture (UA) has unfolded against a backdrop of historic drought. While UA is often celebrated as an urban sustainability strategy, it must be able to persist during drought if it is to perform these functions. Using Santa Clara County – the geographic core of Silicon Valley – as a case study, we use interviews and surveys to explore the implications of drought for UA. We show how developing an understanding of water access for UA during a drought requires examining the social and institutional context of water management and use. In metropolitan California, the highly decentralised water supply system combined with the diverse institutional arrangements that support UA create an uneven landscape of water access. Consequently, the pressure to change water-consuming practices – that is, the stress that institutional drought responses place on different water users – is geographically and socially differentiated. Among UA water users, responses to drought have also varied, in part because the possibilities for change are constrained by the sociotechnical arrangements of UA sites and the different purposes of UA.  相似文献

Records in public archives were evaluated for the period 1981-1991. Simple surveys of peoples and of technology and physical premises provided insight to gauge the attitudes of a local community in the Melbourne municipality and the Melbourne City Council towards composting of organic waste materials. There is a lag in perception and attitudes between the local community and the local government towards composting of organic refuse as a solid waste treatment option. The simple methodology of the study still made it possible to verify past and present perceptions and attitudes.  相似文献

The economic valuation of cultural heritage is an area of increasing interest and an important research topic in the emerging field of cultural economics. Many services and values associated with cultural heritage are not traded in markets, and their estimation requires methods developed for the valuation of non-market goods, such as those used in environmental economics. This paper applies the contingent valuation method with double dichotomous choice to estimate the value of historical sites in the city of Valdivia, Chile. The valuation exercise was implemented by designing a hypothetical guided walking tour to a cluster of historical sites in the city centre, and surveying tourists visiting the city during the summer of 2004. Parametric and non-parametric statistical methods were used to estimate the survival distribution and the mean and median estimates of the willingness-to-pay (WTP). The study emphasizes the importance of explicitly treating heterogeneous preferences and the sensitivity of the survival distribution to the estimation methods used.  相似文献

This study has as its aim to help to clarify the relationship between environmental management and economic performance by integrating it into a wider framework that includes the relationship between environmental strategy and firm performance, the latter being understood as the combination of environmental performance, competitive advantage and economic performance. A case study of the COATO farming cooperative showed us that its environmental management, focused on prevention logic, has had a positive net effect on its environmental performance. Besides, the order in which these practices were adopted favoured the development of new organisational capabilities that have contributed to the appearance of advantages derived from the greater accumulated experience of employees in creating new projects that are designed to reduce residues and pollution. COATO has also obtained a competitive advantage in differentiation thanks to an improved brand image and to its increased credibility in business relationships. Finally, a positive correlation exists between the pioneering proactive strategy adopted by this cooperative and the improvement of its firm performance with respect to the other firms in its sector.  相似文献

Water scarcity has become a key issue in water management. There are two contrasting positions regarding scarcity as a source of conflict or cooperation. Accordingly, it is worth exploring what exactly are the conditions that make water scarcity a source of conflict or cooperation. The history of water conflicts has shown that people are more likely to kill around a water hole than when conflicts grow into national or international issues. This suggests that there may be an inverse relationship between the level of violence and the scale at which the water conflict takes place. A common problem in environmental management has been the lack of effective mechanisms to handle conflict. In the majority of these cases, the main shortcoming was an inability of the parties to identify their differences. Therefore, this research explores the idea that understanding the causes of conflict from the outset, followed by an evaluation, at the local scale, of the conditions, is a necessary precondition to finding appropriate and sustainable solutions. With this background in mind, the objective of this paper is to employ a conflict assessment process in order to explore to the extent to which a collaborative dialogue among stakeholders can be an appropriate approach to conflict resolution. This article reviews the spread of small household wind generators and the development of wind farms in Inner Mongolia, China with emphasis on policy and institutional perspectives. It analyzes the patterns of wind technology dissemination within social, economic, and environmental contexts. It also discusses international investment and technology transfer relating to wind energy technology. The economics of windfarm development are examined and the role of alternative policy instruments analyzed. Summary The Government of Nigeria is increasingly aware of problems emanating from poor environmental sanitation. This awareness has led to various edicts both at the national and state levels on environmental sanitation with particular reference to solid waste management. Such an edict was critically examined for the Kwara State of Nigeria. At a glance, the edict looks impressive and timely, but a closer study reveals many loopholes some of which are outlined. Most important of these, is a failure to consider adequately the full requirements of the population. Many of the facilities needed for effective implementation are also grossly inadequate. In this case study of a degraded tropical landscape, we examine how the protected area system in Hong Kong, China, should be modified to improve its efficiency in protecting the surprisingly rich biota. The challenge lies in the fine scale of site selection, and the absence of a core area with high species richness and rarity. Site selection was first conducted in 1 km grid units by selecting hotspots and irreplaceable sites using field records for eight groups of species (amphibians, reptiles, mammals, breeding birds, ants, butterflies, dragonflies and rare vascular plants). The habitats of conservation value within the selected grid units were then delineated on the basis of expert knowledge. Recommendations for increasing the total existing protected area by 6% (i.e. an additional 2% of Hong Kong's total land area) were submitted to the Government in August 2000. To test the robustness of the results, site selection was repeated in 2001 using updated data and different selection methods. The numbers of squares selected by complementarity-based algorithms were similar to those by the hotspots and irreplaceable site method. Sites selected for rare species were very sensitive to data completeness, implying that the application of complementarity-based algorithms at fine scales might be limited.  相似文献

There are gaps in the existing climate change adaptation literature concerning the design of spatial planning instruments and the relationship between policy instruments and the sociopolitical barriers to adaptation reform. To help address this gap, this article presents a typology of spatial planning instruments for adaptation and analyses the pattern of instrument choice in Australian planning processes in order to shed light on contextual factors that can impede adaptation. The analysis highlights how policy design can amplify the barriers to adaptation by arranging policy actors in ways inimical to reform and stripping decision makers of the instruments necessary to make and sustain desired policy changes.  相似文献

This article reviews planning issues relating to “high‐tech” industry in Britain, and uses a case study of a manufacturer of micro‐computers in Oxford, England as a focus for a discussion. It concludes that town planning categories are not, in themselves, a constraint on high technology firms, and suggests that the provision of sites and premises by local authorities is a useful and undervalued task.  相似文献

A topic of recent interest is risk management in equity investments from emerging markets. One traditional measure for systematic risk of an asset is beta, which is constructed through ordinary least squares (OLS) regression between historical returns on an individual asset and an index representing the overall market. OLS regression assumes all the error lies within the asset returns. Tofallis (Eur J Oper Res 187(3):1358–1367, 2008) made the case for constructing a systematic risk measure through symmetric regression, where error is assumed to be present in the returns of both the asset and the index. In this paper, we construct a systematic risk measure using symmetric regression for the case of the Johannesburg Stock Exchange (JSE). This paper makes the case that the so-called ‘total beta’ parameter provides a more realistic and stable estimator for market-related risk and return. The total beta estimate, explicitly allowing for error in both variables, is less likely to underestimate the magnitude of the beta parameter.  相似文献

Amidst the hue and cry about anthropogenic sources of pollution, there are regions in the world facing silent metal discharges purely due to geochemical factors. The present investigation relates to such a situation and deals with the non-anthropogenic discharge of cadmium into the local environment. The phosphorite rocks of the Roorkee area of India contain cadmium and, particularly as these are used in the manufacture of superphosphate, the rocks could lead to the large-scale disbursement of cadmium into the open environment. The area under study has soil rich in cadmium-containing minerals, as a result of which water is likely to leach out mobile cadmium and the ground water and crops could become contaminated. This is evident from the high values of cadmium in the tap water and food samples in the area. The Ganga and the Yamuna, the two major rivers traversing the area that originate in the central crystalline rocks of the Himalayas, show high cadmium values at Rishikesh and Dakpathar. Moreover, the sediments of these rivers have cadmium in easily bioavailable form. Food samples and milk analysed from the area show, in some cases, cadmium levels above the safety limits. This high exposure to cadmium is probably causing ailments so far unreported.  相似文献

Summary Human beings use huge quantities of water every day for drinking, cleaning and various cultural functions and dispose of it as wastewater within sewage. With increase in population, the magnitude of this waste is multiplying enormously and beyond the recycling capacity of local ecosystems to become a major health and environmental hazard. Re-use of wastewater for afforestation purposes in the form of sewage silviculture combines the dual benefit of water conservation with environmental sanitation. Such experiments are being carried out at the World Forest Arboretum in Jaipur, Rajasthan, India. Biological treatment of the sewage before application, to improve its irrigational quality, to remove harmful chemicals and to prevent the risk of these passing into the human food chain is being undertaken. The aquatic weeds Lemna and Eichhornia are being used to purify the wastewater. The technique is both economically viable and ecologically sustainable.Dr Rajiv K. Mining is essentially a destructive developmental activity, where ecology suffers at the altar of economy. Unfortunately, in most regions of the Earth, the underground geological resources are superimposed by biological resources (forests). This is particularly evident in India. Hence mining operations necessarily involve deforestation, habitat destruction, biodiversity erosion and destruction of geological records which contain information about past biodiversity. Extraction and the processing of ores and minerals also lead to widespread environmental pollution.However, mankind cannot afford to give up the underground geological resources which are the basic raw materials for development. An unspoiled nature can provide ecological security to people but cannot bring economic prosperity. Scientific mining operations accompanied by ecological restoration and regeneration of mined wastelands and judicious use of geological resources, with search for eco-friendly substitutes and alternatives must provide the answer.A case study from the Bijolia quarrying area in Rajasthan, India, provides some sensational revelations of the impact of mining on the human ecosystem.  相似文献

The study investigated vegetative and soil properties in four created mitigation wetlands, ranging in age from three to ten years, all created in the Virginia Piedmont. Vegetation attributes included percent cover, richness (S), diversity (H′), floristic quality assessment index (FQAI), prevalence index (PI), and productivity [i.e., peak above-ground biomass (AGB) and below-ground biomass]. Soil attributes included soil organic matter (SOM), gravimetric soil moisture (GSM), pH, and bulk density (Db) for the top 10 cm. Species dominance (e.g., Juncus effusus, Scirpus cyperinus, Arthraxon hispidus) led to a lack of differences in vegetative attributes between sites. However, site-based differences were found for GSM, pH, and SOM (P < 0.001). Soil attributes were analyzed using Euclidean cluster analysis, resulting in four soil condition (SC) categories where plots were grouped based on common attribute levels (i.e., SC1 > SC2 > SC3 > SC4, trended more to less developed). When vegetation attributes were compared between SC groups, greater SOM, lower Db, more circumneutral pH, and higher GSM, all indicative of maturation, were associated with higher H′ (P < 0.05), FQAI (P < 0.05), and total and volunteer percent cover (P < 0.05), and lower AGB (P < 0.001), PI (P < 0.05), and seeded percent cover (P < 0.05). The outcome of the study shows that site age does not necessarily equate with site development with soil and vegetation developmental rates varying both within and among sites. The inclusion of soil attributes in post-construction monitoring should be required to enhance our understanding and prediction of developmental trajectory of created mitigation wetlands.  相似文献

During summer heatwaves, heat load exacerbates in urban heat islands (especially in hot climates) and threatens public life in cities. This paper examines the links between urban microclimates, outdoor thermal discomfort and public life through an exploratory case study. Heat resilience is highlighted as the ability of the space to support its normal activities when experiencing out-of-comfort temperatures. It also reports on the correlations between heat sensitive outdoor activities and urban greenery in three disparate case studies in Adelaide. Results indicate that necessary and optional activities start to decline after the apparent temperature reaches the threshold of 28?°C–32 °C, while activities in public spaces with more urban greenery show higher resilience to heat stress. Research findings propose heat resilience as a quality indicator in public space and support the application of urban greenery to make urban settings more resilient to heat stress.  相似文献
