The American crocodile is a rare and endangered species, the range of which has contracted to disjunct locations such as Hispaniola, Jamaica, Cuba, Panama, and southern Florida. In an attempt to determine what factors might be limiting population growth, an extensive collaborative research program was conducted in 1978–82 in southern Florida. Limiting factors explicitly studied included climate, hurricanes, population dispersion, nesting habitat, fertility, predation, nest chamber environment, juvenile survivorship, artificial mortality, disturbance, and environmental contamination. No single natural factor limits the population, although in concert various factors result in low adult recruitment rates. Such natural limitations explain the natural rarity of this tropical species at the temperate limits of its range. Two artificial sources of mortality are death of adults on roads and the flooding of nests by high groundwater tables. These sources of mortality are potentially controllable by the appropriate management agencies. Active management, by such means as protection of individuals, habitat preservation and enhancement, nest site protection, and captive breeding, is also appropriate for assuring the survival of a rare species. The American crocodile has survived in southern Florida in face of extensive human occupancy of parts of its former nesting habitat, demonstrating the resilience of a threatened species. This case history illustrates the efficacy of conducting research aimed at testing specific management hypotheses, the importance of considering biographical constraints limiting population status in peripheral populations, the need for active management of rare species, and the role of multiple reserves in a conservation and management strategy.  相似文献

Irrigated Agriculture and Wildlife Conservation: Conflict on a Global Scale   总被引:10,自引:0,他引:10  
/ The demand for water to support irrigated agriculture has led to the demise of wetlands and their associated wildlife for decades. This thirst for water is so pervasive that many wetlands considered to be hemispheric reserves for waterbirds have been heavily affected; for example, the California and Nevada wetlands in North America, the Macquarie Marshes in Australia, and the Aral Sea in central Asia. These and other major wetlands have lost most of their historic supplies of water and some have also experienced serious impacts from contaminated subsurface irrigation drainage. Now mere shadows of what they once were in terms of biodiversity and wildlife production, many of the so-called "wetlands of international importance" are no longer the key conservation strongholds they were in the past. The conflict between irrigated agriculture and wildlife conservation has reached a critical point on a global scale. Not only has local wildlife suffered, including the extinction of highly insular species, but a ripple effect has impacted migratory birds worldwide. Human societies reliant on wetlands for their livelihoods are also bearing the cost. Ironically, most of the degradation of these key wetlands occurred during a period of time when public environmental awareness and scientific assertion of the need for wildlife conservation was at an all-time high. However, designation of certain wetlands as "reserves for wildlife" by international review boards has not slowed their continued degradation. To reverse this trend, land and water managers and policy makers must assess the true economic costs of wetland loss and, depending on the outcome of the assessment, use the information as a basis for establishing legally enforceable water rights that protect wetlands from agricultural development.  相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation. This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental organizations have concentrated on the prevention of forest fires and the development of environmental education programs. These measures are insufficient to manage current environmental degradation, and an environmental management plan for the study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy, and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental target objectives for the coming years.  相似文献

This research investigates whether species are perceived differently based on aesthetic and negativistic attitudes, and whether these and other attitudes, naturalistic activities, and gender predict support for the protection of threatened species. 228 undergraduate students completed a survey in which they rated pictures of 10 endangered species on aesthetic and negativistic attitudes, and support for protection. Findings showed that the two-striped garter snake, Ozark big-eared bat, and dolloff cave spider were conceptualized differently than other species, which may be the result of “irrational” fears linked to animal phobias, culture, and emotional reactions to pictures. The regression results support the common belief that aesthetics is an important determinant in perceptions of endangered species and that the importance of negativistic attitudes may be waning. Moralistic worldviews and attitudes toward landowner rights and the Endangered Species Act were significantly related to support for governmental protection of species. Surprisingly, naturalistic activities and gender were not significantly associated with support for governmental protection of species. In general, the results were consistent across both models. However, the amount of variance explained by aesthetic and negativistic attitudes was 23 percent higher in the other species models than in the bat, snake, and spider models.  相似文献

Hawaii possesses abundant geothermal resources and rare native wildlife. Geothermal energy development has not posed a threat to native wildlife in the past, but development potential has recently reached a level at which concern for native wildlife is warranted.Potential geothermal resource areas in Hawaii intersect important native forest and endangered species habitat. The ability of existing laws to constrain development in these areas is in question. State and federal endangered species and environmental reporting laws have little ability to constrain geothermal development on private land. Hawaii's Land Use Law had been viewed by conservationists as protecting natural areas important to native wildlife, but recent decisions of the state Land Board sharply challenge this view.While this dispute was being resolved in the courts, the state legislature passed the Geothermal Subzone Act of 1983. Wildlife value was assessed in the geothermal subzone designation process mandated by this act, but the subzones designated primarily reflected inappropriate developer influence. All areas in which there was developer interest received subzone designation, and no area in which there was no developer interest was subzoned. This overriding emphasis on developer interest violated the intent of the sub-zone act, and trivialized the importance of other assessment criteria, among them native wildlife values.  相似文献

This particular recovery program actually began before passage of the federal ESA, when biologists alerted the Michigan Department of Natural Resources of the perilously low population of this bird, which only breeds under jack pine (Pinus banksiana) trees in Michigan. By the time an ESA Recovery Team was formed for this bird in 1975 (the first such team created under the ESA), a legacy of consensus and interagency cooperation was well established. This has led to successful efforts at habitat management and control of its nest parasite, the brown-headed cowbird (Molothrus ater). While the Kirtland's warbler is not yet recovered, its population is near an all-time high, and its recovery is possible within the next decade. When (and if) this happens, it will be clearly attributable to this successful model of federalism for natural resources management.  相似文献

A well-planned public contact program uses a variety of strategies to create a sympathetic and environmentally aware public and to meet specific management-related objectives. Cynomys spp.) have been labeled as keystone species because of their influence on biological diversity and ecosystem function. However, the validity of several assumptions used to support keystone status is questionable. We review the strength of the evidence and the magnitude of the prairie dog's effects on ecosystem structure and function. We use this review to reevaluate the keystone role for prairie dogs. Our goal is to encourage sound management of the prairie dog ecosystem by improving the ecological foundation of their keystone status. Our review confirms that prairie dogs affect a number of ecosystem-level functions but that their influence on prairie vertebrates may be less than previously suggested. Species richness and abundance patterns were variable among plants, mammals, and birds and were not consistently higher on prairie dog colonies compared to uncolonized areas. In addition, only nine of the 208 species listed in the literature as observed on or near prairie dogs colonies had quantitative evidence of dependence on prairie dogs. Abundance data indicated opportunistic use of colonies for an additional 20 species. A total of 117 species may have some relationship with prairie dogs, but we lacked sufficient data to evaluate the strength of this relationship. The remaining 62 species may be accidental or alien to the system. Despite our conclusion that some prairie dog functions may be smaller than previously assumed, collectively these functions are quite large compared to other herbivores in the system. We suggest that prairie dogs also provide some unique functions not duplicated by any other species and that continued decline of prairie dogs may lead to a substantial erosion of biological diversity and landscape heterogeneity across prairie and shrub-steppe landscapes. Thus, we concur that keystone status for prairie dogs is appropriate and may aid conservation efforts that help protect species dependent on prairie dogs and support other important ecosystem functions.  相似文献

This research surveyed human-impacted littoral forests in southeastern Madagascar to determine (i) how forest structural features, indicative of human impact, are related to total, utilitarian, and endemic tree diversity; (ii) the distribution, abundance, and demographics of tree species groups (i.e., total, useful, endemic) across the landscape; and (iii) the amount of basal area available per human use category. We also use these data to consider issues of sustainable use and how human impact may influence littoral forest tree community composition across the landscape. Within 22 transects of 400 m2 each, we recorded a total of 135 tree species and 2155 individuals. Seventy-nine species (58%) were utilitarian and 56 (42%) were nonutilitarian species. Of the 2155 individuals, 1827 (84%) trees were utilitarian species. We recorded 23 endemic species (17% of the total species) and 17 (74%) of these were utilitarian species. Basal area was significantly correlated with Shannon Weiner Index values for total (r = 0.64, P < 0.01), utilitarian (r = 0.58, P < 0.01), and endemic tree diversity (r = 0.85, P < 0.01). Basal area was significantly correlated with the Simpson’s index values for the endemic species (r = 0.74, P < 0.01). These correlations suggest that endemic tree species, of high global conservation value, may be the species group most influenced by changes in forest structure. Utilitarian species constituted 84% of the total basal area. The use category contributing the highest amount of basal area to the landscape was firewood. The results presented herein demonstrate that the landscape of southeastern Madagascar, commonly perceived as degraded, retains high value for both global conservation purposes and for local livelihoods. Thus, valuable opportunities may exist for developing conservation incentives that leverage both global and local conservation needs.  相似文献

Stakeholder participation has become a key factor in the success of grassroots conservation and natural resource management programs. Yet the majority of program evaluations are conducted by external consultants for the purposes of accountability, rather than program improvement. Too often, systematic evaluations of conservation programs are not conducted at all. The objective of this study was to build the capacity of a grassroots conservation organization to conduct participatory evaluation, involving project stakeholders in the design, implementation, and use of evaluation. The study applied a conceptual model for participatory evaluation to the Wildlife Clubs of Kenya (WCK), the largest grassroots conservation program for youth in Africa, involving more than one million youth since 1968. Seven trainings in participatory evaluation were conducted with WCK staff, teachers, and community members. The 120 participants, representing nine WCK regions with 800 clubs, showed a significant increase in attitudes and knowledge regarding evaluation, as reflected by mean test scores before and after training. To institutionalize evaluation at WCK, existing organizational practices were assessed and used as a foundation for developing an evaluation system. Based on club competitions, a new evaluation initiative was launched called the WCK Incentive Program. Participants in all seven workshops identified indicators and sources of evidence for this evaluation system, which now serves as a basis for rewarding outstanding performance in WCK. This study revealed the importance of incentives for evaluation, the need to build on existing structures to promote organizational learning, and the necessity for the conservation community to commit resources to capacity building in participatory evaluation.  相似文献

Park design principles are proposed on the basis of consideration and analysis of rare plant species in Great Smoky Mountains National Park, USA. Rare species richness can be used as a simple measure of preservation success. A semilogartihmic species-area model for the Smokies was used in this analysis. Species richness would increase logarathmically with expansion of the national park area. An analysis of the relationship between species richness and the distribution of geologic and topographic features in the national park was also reported. An asymptotic relation was documented for the accumulation of newly recorded rare and endangered vascular plant species in the Smokies region up to 1978. Several multiple regression linear models predicted rare vascular plant species richness in Great Smoky Mountains National Park from area and topographic variates.Preserve design criteria can be based upon species-area, environmental gradient, and natural features distribution patterns for the specific taxa and biogeographic region under consideration. In addition, natural history characteristics for particular vulnerable species must be assessed. Rather than concentrating on the preservation of undocumented immigration and extinction processes, preserve design should be directed towards protecting geographic components and gradient patterns characteristic of a region.  相似文献

Understanding temperatures used by hibernating bats will aid conservation and management efforts for many species. A limestone mine with 71 km of passages, used as a hibernaculum by approximately 30,000 bats, was visited four times during a 6-year period. The mine had been surveyed and mapped; therefore, bats could be precisely located and temperatures (T s) of the entire hibernaculum ceiling accurately mapped. It was predicted that bats should hibernate between 5 and 10°C to (1) use temperatures that allow a near minimal metabolic rate, (2) maximize the duration of hibernation bouts, (3) avoid more frequent and prolonged arousal at higher temperatures, (4) avoid cold and freezing temperatures that require an increase in metabolism and a decrease in duration of hibernation bouts or that could cause death, and (5) balance benefits of a reduced metabolic rate and costs of metabolic depression. The distribution of each species was not random for location (P < 0.000) or T s (P < 0.000). Myotis sodalis (Indiana bat) was most restricted in areas occupied, hibernating in thermally stable yet cold areas ( = 8.4 ± 1.7°C); 99% associated with cement block walls and sheltered alcoves, which perhaps dampened air movement and temperature fluctuations. Myotis lucifugus (little brown myotis) hibernated in colder, more variable areas ( = 7.2 ± 2.6°C). Myotis septentrionalis (northern myotis), Pipistrellus subflavus (eastern pipistrelle), and Eptesicus fuscus (big brown bat) typically hibernated in warm, thermally stable areas ( = 9.1 ± 0.2°C, = 9.6 ± 1.9°C, and = 9.5 ± 1.5°C, respectively). These data do not indicate that hibernacula for M. sodalis, an endangered species, should be manipulated to cool below 5°C.  相似文献

The US Department of Defense (DOD) manages over 10.1 million ha of land, much of which is used for training military personnel. However, vast sections receive little or no use, and military lands have become refuges for many species. At Fort McCoy, Wisconsin, USA, populations of the endangered Karner blue butterfly (Lycaeides melissa samuelis) are found in oak and pine barren communities where wild lupine (Lupinus perennis), a perennial forb required by Karner blue butterfly larvae, still occurs. Oak and pine barren communities are disturbance-dependent, and the barrens ecosystems in the Midwest have declined in extent by 98% because of fire suppression, succession, and habitat fragmentation. We studied the effects of disturbance by military manuever training on the density of lupine and Karner blue butterfly at Fort McCoy. We also wanted to determine whether military training activity could enhance Karner blue butterfly habitat. At locations where tracked vehicles had driven through lupine patches, the abundance of lupine and nectar-producing plants was greater in the median strip between vehicle ruts than in vehicle ruts or 5 m outside the vehicle ruts. The proportion of lupine stems with Karner blue butterfly larvae feeding sign (the ratio of stems fed upon to stems examined) was greater in areas where military vehicles had traveled than where they had not. The proportion of lupine stems with feeding sign and lupine stem density was also positively related to the occurrence of prior bivouacs and fires caused by military munitions. Shrub and forest canopy abundance were lower in areas traveled by tracked vehicles. At the scale of the lupine patch, lupine abundance and the proportion of lupine stems with feeding sign were positively correlated with military training activities, suggesting that maintenance of lupine habitat can be achieved in concert with military training.  相似文献

/ In southern Bahia, Brazil, the traditional cocoa agroecosystem with a dense shade canopy of native trees is now recognized as a secondary conservation route for highly endangered Atlantic Rainforest species. This "chocolate forest" of the densely shaded farms persists despite a massive 20-year Brazilian government modernization program in which shade was seen as a chief impediment to raising cocoa production. The objective of this study was to determine how this traditional agroecosystem endured. Although dense shade limits cocoa yield, it provides several agroecological benefits: control of insect pests and weeds, microclimate stability, and soil fertility maintenance. A keycomponent of modernization efforts was a shade-tree removal program designed to maximize cocoa production by using low shade and fertilizer while substituting agrochemicals for many beneficial roles of the overhead trees. This research found that many farmers rejected, or only partially accepted, the shade reduction process although it promised much higher cocoa yield and profit. Farmers employing a wide range of shading were interviewed, and it was found that decisions to remove or maintain the shade trees were linked to both agroecological and risk-minimization factors. Farmers' perceptions of the agroecological functions of the shade trees and individual willingness to entertain the economic risk associated with substituting agrochemicals for these were important. A less-profitable, but lower-risk approach of occasional fertilizer and agrochemical use with the traditional shade intact was a rational and widespread choice. Policies designed to maintain the traditional agroecosystem through the current economic crisis should heed the multiple functions of the overhead trees. Radioactive contamination of agricultural land may necessitate long-term changes in food production systems, through application of selected countermeasures, in order to reduce the accumulation of radionuclides in food. We quantified the impact of selected countermeasures on habitat diversity, using the hypothetical case of two agricultural areas in Finland. The management scenarios studied were conversions from grassland to cereal production and from grassland and crop production to afforestation. The two study sites differed with respect to present agricultural production: one being predominantly cereal production and seminatural grasslands, while the other was dominated by intensive grass and dairy production. Some of the management scenarios are expected to affect landscape structures and habitat diversity. These potential changes were assessed using a spatial pattern analysis program in connection with geographic information systems. The studied landscape changes resulted in a more monotonous landscape structure compared to the present management, by increasing the mean habitat patch size, reducing the total habitat edge length and reducing the overall habitat diversity calculated by the Shannon diversity index. The degree of change was dependent on the present agricultural management practice in the case study sites. Where dairy production was predominant, the landscape structure changes were mostly due to conversion of intensive pastures and grasslands to cereal production. In the area dominated by cereal production and seminatural grasslands, the greatest predicted impacts resulted from afforestation of meadows and pastures. The studied management changes are predicted to reduce biodiversity at the species level as well as diminishing species-rich habitats. This study has predicted prominent side effects in habitat diversity resulting from application of management scenarios. These potential long-term impacts should be considered by decision-makers when planning future strategies in the event of radionuclide deposition.  相似文献

The BOSAWAS Natural Resource Reserve of Nicaragua was established in 1991, to protect a portion of the remaining tropical rain forest and to promote the sustainable use of the region's resources. Information required to effectively manage the reserve includes the extents and locations of present land-cover types and recent land-cover changes in the management use zones that were delineated by local indigenous communities. These zones include areas designated for conservation, limited resource extraction, agriculture, and watershed protection. Land-cover for 1986 and 1995 was identified for three of the communities from remotely sensed images and then input into a geographic information system database to identify land-cover types within these management use zones. For both dates of the analysis, advanced forest was the dominant land cover, with the conservation zones entirely forested. The amount of both agricultural land and scrub/early secondary forest increased between the two dates, with much of these land-cover classes occurring in the agriculture zones. Conflicts between the land-cover present and designated use were identified in some of the limited-use buffer and watershed protection zones. Changes between 1986 and 1995 were identified by overlaying the two land-cover data sets. Three change processes were identified as occurring: deforestation, reforestation, and reconversion. Changes were concentrated in the agriculture zones but were found to occur in every type of zone, except for conservation. The results of this study will establish baseline information for the future management of the BOSAWAS Reserve, an important component in uniting conservation areas along the Central American isthmus.  相似文献

The paper gives an account of the development and implementation of a stakeholder management framework at Ream National Park, Cambodia. Firstly, the concept of stakeholder is reviewed in management and in conservation literatures. Secondly, the context in which the stakeholder framework was implemented is described. Thirdly, a five-step methodological framework is suggested: (1) stakeholder analysis, (2) stakeholder mapping, (3) development of generic strategies and workplan, (4) presentation of the workplan to stakeholders, and (5) implementation of the workplan. This framework classifies stakeholders according to their level of influence on the project and their potential for the conservation of natural resources. In a situation characterized by conflicting claims on natural resources, park authorities were able to successfully develop specific strategies for the management of stakeholders. The conclusion discusses the implications of the Ream experience and the generalization of the framework to other protected areas.  相似文献
