This paper develops multiple-pollutant marginal abatement cost curve analysis to identify an optimal set of greenhouse gas (GHG) mitigation measures considering the trade-offs and synergies with other environmental pollutants. The analysis is applied to UK agriculture, a sector expected to make a contribution to the national GHG mitigation effort. Previous analyses using marginal abatement cost curves (MACCs) have determined the sector's GHG abatement potential based on the cost-effectiveness of a variety of technically feasible mitigation measures. Most of these measures have external effects on other pollution loads arising from agricultural activities. Here the monetary values of four of the most important impacts to water and air (specifically ammonia, nitrate, phosphorous and sediment) are included in the cost-effectiveness analysis. The resulting multiple-pollutant marginal abatement cost curve (MP MACC) informs the design of sustainable climate change policies by showing how the MP MACC for the UK agriculture can differ from the GHG MACC. The analysis also highlights research gaps, and suggests a need to understand the wider environmental effects of GHG mitigation options and to reduce the uncertainty in pollutant damage cost estimates.  相似文献

Mitigation of diffuse water pollution from agriculture is a key national environmental policy objective in England. With the recent introduction of the new agri-environment scheme, Countryside Stewardship, there is an increased emphasis on the macro-spatial targeting of on-farm mitigation measures to reduce pollutant pressures, and a concomitant need to forecast the technically feasible impacts of on-farm measures detailed in current policy and their associated costs and benefits. This paper reports the results of a modelling application to test these limits in the context of the associated costs and benefits for the reduction of diffuse water pollution from agriculture for each Water Framework Directive (WFD) water management catchment (WMC) and nationally. Four mitigation scenarios were modelled, including pollutant source control measures only (SC), mobilisation control measures only (MC), delivery control measures only (DC) and measures for source, mobilisation and delivery control (SMDC) combined. Projected impacts on nitrate, phosphorus and sediment export to water, ammonia, methane and nitrous oxide emissions to the atmosphere, together with the associated costs to the agricultural sector were estimated for each WFD WMC and nationally. Median WMC-scale reductions (with uncertainty ranges represented by 5th–95th percentiles) in current agricultural emissions, were predicted to be highest for the SMDC scenario; nitrate (18%, 11–23%), phosphorus (28%, 22–37%), sediment (25%, 18–43%), ammonia (26%, 17–32%), methane (13%, 7–18%) and nitrous oxide (18%, 16–20%). The median benefit-to-cost ratios (with uncertainty ranges represented by 5th–95th percentiles) were predicted to be in the following order; DC (0.15, 0.09–0.65), MC (0.19, 0.09–0.95), SMDC (0.31, 0.20–1.39) and SC (0.44, 0.19–2.48). Of the four scenarios simulated, the SC and SMDC suites of measures have the greatest potential to deliver reductions in BAU emissions from agriculture, and the best benefit:cost ratio.  相似文献

This paper explores the role of risk perceptions in influencing public policy related to global warming. It solves for the optimal paths for emissions, abatement and investment in pollution-eliminating research by incorporating perceived risks into public decision making. It also compares the impact of differential risk perceptions on international collaboration on carbon abatement. Key findings are that the perception of risks related to environmental damages and technological breakthroughs plays an important role in determining the level of mitigation efforts. A high level of perceived risk of environmental damages discourages investment in pollution-eliminating research as there are few benefits from eliminating pollution after damages are realized. Other options that allow for sequestering carbon from the atmosphere may still remain viable. Another key finding is that when it comes to effort sharing between nations, differential mitigation efforts are primarily caused due to the differences in abatement technology, benefits from emissions and research capabilities. However, such differences could be accentuated or mitigated depending upon the differences in risk perception of developed and developing countries.  相似文献

Ammonium is an important nutrient in primary production; however, high ammonium loads can cause eutrophication of natural waterways, contributing to undesirable changes in water quality and ecosystem structure. While ammonium pollution comes from diffuse agricultural sources, making control difficult, industrial or municipal point sources such as wastewater treatment plants also contribute significantly to overall ammonium pollution. These latter sources can be targeted more readily to control ammonium release into water systems. To assist policy makers and researchers in understanding the diversity of treatment options and the best option for their circumstance, this paper produces a comprehensive review of existing treatment options for ammonium removal with a particular focus on those technologies which offer the highest rates of removal and cost-effectiveness. Ion exchange and adsorption material methods are simple to apply, cost-effective, environmentally friendly technologies which are quite efficient at removing ammonium from treated water. The review presents a list of adsorbents from the literature, their adsorption capacities and other parameters needed for ammonium removal. Further, the preparation of adsorbents with high ammonium removal capacities and new adsorbents is discussed in the context of their relative cost, removal efficiencies, and limitations. Efficient, cost-effective, and environmental friendly adsorbents for the removal of ammonium on a large scale for commercial or water treatment plants are provided. In addition, future perspectives on removing ammonium using adsorbents are presented.  相似文献

Anthropogenic activities are responsible for the emission of gaseous and particulate pollutants that modify atmospheric composition. Such changes are, in turn, responsible for the degradation of air quality at the regional/local scale as well as for changes of climate. Air pollution and climate change are two intimately connected environmental issues. However, these two environmental challenges are still viewed as separate issues, which are dealt with by different science communities and within different policy frameworks. Indeed, many mitigation options offer the possibility to both improve air quality and mitigate climate change but, at the same time, mitigation options that may provide benefits to one aspect, are worsening the situation in the other. Therefore, coordinated actions taking into account the air quality-climate linkages are required. These actions need to be based on strong scientific grounds, as recognised by the European Commission that in the past few years has promoted consultation processes among the science community, the policy makers and the relevant stakeholders. Here, the main fields in which such coordinated actions are needed are examined from a policy perspective.  相似文献

There is increasing recognition that fine sediment represents an important diffuse source pollutant in surface waters, due to its role in governing the transfer and fate of many substances, including nutrients, heavy metals, pesticides and other organic contaminants, and because of its impacts on aquatic ecology. Catchment management strategies therefore frequently need to include provision for the control of sediment mobilisation and delivery. The sediment budget concept provides a valuable framework for assisting the management and control of diffuse source sediment pollution and associated problems, by identifying the key sources and demonstrating the importance of intermediate stores and the likely impact of upstream mitigation strategies on downstream suspended sediment and sediment-associated contaminant fluxes. Accordingly, the utility of the sediment budget concept for catchment management is further discussed, by introducing examples from several contrasting river basins.  相似文献

The water cycle, a fundamental component of climate, is likely to be altered in important ways by climate change. Climate change will most likely worsen the already existing water related problems. Then the question is how should policy makers respond to this dilemma. Climate change mitigation, through greenhouse gas (GHG) emissions reduction and sequestration is not a sufficient response. Adaptation will also need to feature as a response strategy. Mitigation and adaptation need to be viewed as complementary responses to climate change. Complementarity between adaptation and mitigation in the water sector will be addressed in this paper. The paper will also outline the main impacts of climate change on water resources and identify those areas that are most dependent and vulnerable to hydrological systems (e.g., hydroelectric systems, irrigation, agriculture) and any changes thereof resulting from climate change. It will aim to assess the impact of water demand and water use, with a view to identifying the main relationships between mitigation and adaptation in the water sector and the means through which individual mitigation and adaptation actions can potentially interact with each other for the benefit of the water sector as a whole. It will also explore the implications of climate change on the management of water resources. Adaptation and mitigation options would be considered in the context of their socio-economic and environmental impacts and their contribution to sustainable development. A brief evaluation of how this information can be directly used for planning purpose will also be presented.

Adaptation to climate change and mitigation of climate change are policy substitutes, as both reduce the impacts of climate change. Adaptation and mitigation should therefore be analysed together, as they indeed are, albeit in a rudimentary way, in cost-benefit analyses of emission abatement. However, adaptation and mitigation are done by different people operating at different spatial and temporal scales. This hampers analysis of the trade-offs between adaptation and mitigation. An exception is facilitative adaptation (enhancing adaptive capacity), which, like mitigation, requires long-term policies at macro level. Facilitative adaptation and mitigation not only both reduce impacts, but they also compete for resources.  相似文献

Climate change mitigation and air quality management are mostly addressed separately in South African legal acts and policies. This approach is not always coherent, especially in the context of other serious issues South Africa is facing, such as poverty alleviation. Policies implemented to mitigate climate change might increase negative health affects due to unanticipated outcomes (e.g. increased local air pollution), and these indirect consequences must therefore be taken into account when devising mitigation strategies. However, greenhouse gas mitigation policies can also have co-benefits and positive impacts on local air pollution. An evidence-based approach that takes into account greenhouse gas emissions, ambient air pollutants, economic factors (affordability, cost optimisation), social factors (poverty alleviations, public health benefits), and political acceptability is needed tackle these challenges. A proposal is made that use of an integrated climate/air pollution techno-economic optimising model, such as the Greenhouse Gas and Air Pollution Synergies (GAINS) model, may provide a rational decision support tool to guide policy makers into effective strategies for combined Climate Change and Air Quality mitigation measures.  相似文献

Climate change mitigation, in the context of growing population and ever increasing economic activity, will require a transformation of energy and agricultural systems, posing significant challenges to global water resources. We use an integrated modelling framework of the water-energy-land-climate systems to assess how changes in electricity and land use, induced by climate change mitigation, impact on water demand under alternative socioeconomic (Shared Socioeconomic Pathways) and water policy assumptions (irrigation of bioenergy crops, cooling technologies for electricity generation). The impacts of climate change mitigation on cumulated global water demand across the century are highly uncertain, and depending on socioeconomic and water policy conditions, they range from a reduction of 15,000 km3 to an increase of more than 160,000 km3. The impact of irrigation of bioenergy crops is the most prominent factor, leading to significantly higher water requirements under climate change mitigation if bioenergy crops are irrigated. Differences in socioeconomic drivers and fossil fuel availability result in significant differences in electricity and bioenergy demands, in the associated electricity and primary energy mixes, and consequently in water demand. Economic affluence and abundance of fossil fuels aggravate pressures on water resources due to higher energy demand and greater deployment of water intensive technologies such as bioenergy and nuclear power. The evolution of future cooling systems is also identified as an important determinant of electricity water demand. Climate policy can result in a reduction of water demand if combined with policies on irrigation of bioenergy, and the deployment of non-water-intensive electricity sources and cooling types.  相似文献

税负水平是税收调节作用的重要因素,各地区需要科学地制定符合本地区发展水平的环境保护税税率来平衡环境保护与经济发展.基于2016年东北某省14个市的钢铁、电力、化工、水泥行业的排污及治理成本数据,建立污染削减费用函数模型,计算该省大气、水中主要污染物的边际治理成本,并设置不同环境保护税税率的情景方案,以探究环境保护税税率对该省经济发展的影响.结果表明:①SO2、NOx、COD、NH3-N的边际治理成本分别为3.44、5.03、3.81、8.15元/污染当量. ②重点行业主要污染物的边际治理成本不同,钢铁行业主要污染物的边际治理成本较高,其COD、NH3-N的边际治理成本均高于总体边际治理成本;化工行业的COD边际治理成本高于总体边际治理成本;电力行业的大气主要污染物边际治理成本高于总体边际治理成本;水泥行业的大气主要污染物边际治理成本则相对较低. ③适当提高环境保护税税率对经济发展总体影响不大.研究显示:该省的边际治理成本远高于目前的环境保护税征收标准,若以边际治理成本作为环境保护税税率,不但会增加企业负担,而且会导致不同行业的边际治理成本相差较大,因此,建议提高该省的环境保护税税率标准,即大气污染物征收标准为2.4元/污染当量,水污染物征收标准为2.8元/污染当量,并设置环境保护税税率的行业差异化,将有利于政策功能的发挥.   相似文献

Air quality and related health effects are not only affected by policies directly addressed at air pollution but also by other environmental strategies such as climate mitigation. This study addresses how different climate policy pathways indirectly bear upon air pollution in terms of improved human health in Europe. To this end, we put in perspective mitigation costs and monetised health benefits of reducing PM2.5 (particles less than 2.5 μm in diameter) and ozone concentrations.Air quality in Europe and related health impacts were assessed using a comprehensive modelling chain, based on global and regional climate and chemistry-transport models together with a health impact assessment tool. This allows capturing both the impact of climate policy on emissions of air pollutants and the geophysical impact of climate change on air quality.Results are presented for projections at the 2050 horizon, for a set of consistent air pollution and climate policy scenarios, combined with population data from the UN's World Population Prospects, and are expressed in terms of morbidity and mortality impacts of PM2.5 and ozone pollution and their monetised damage equivalent.The analysis shows that enforcement of current European air quality policies would effectively reduce health impacts from PM2.5 in Europe even in the absence of climate policies (life years lost from the exposure to PM2.5 decrease by 78% between 2005 and 2050 in the reference scenario), while impacts for ozone depend on the ambition level of international climate policies. A move towards stringent climate policies on a global scale, in addition to limiting global warming, creates co-benefits in terms of reduced health impacts (68% decrease in life years lost from the exposure to PM2.5 and 85% decrease in premature deaths from ozone in 2050 in the mitigation scenario relative to the reference scenario) and air pollution cost savings (77%) in Europe. These co-benefits are found to offset at least 85% of the additional cost of climate policy in this region.  相似文献

Research was conducted to identify some of the current pollution minimisation practices adopted in Australia's mining and mineral processing industries. Initially, 84 mining and mineral processing companies were approached for inclusion in the study, with request only made for information that was available to the company stakeholders and the wider general community. Among the responses received, BHP Billiton, BlueScope Steel, Newmont Australia Limited and AngloGold Australia provided the information requested and/or a substantial quantity of information through reports on their company website. Analysis of the data collected for these companies indicated that improvements were made, and that policies had been implemented over the previous few years. The pollution minimisation and policy practices adopted at the operations of these companies include environmental management systems, advanced pollution control technologies, environmental awareness training for employees, and requirement – from company stakeholders – for increased accountability of environmental impacts.  相似文献

This article discusses non-fiscal policy options to reduce energy demand and the resulting environmental impacts, and it reviews experiences with these options to date. Such policies include accelerating technology development and demonstration, stimulating product demand via procurement policies, applying efficiency standards to information-poor end-use sectors, and encouraging utility energy-efficiency programs. Efforts to implement such measures are underway in several industrialised countries and have begun in developing countries. Increasing energy efficiency is an important area for near-term carbon emission reductions, and a key strategy for cost-effective mitigation of global climate change. However, little of the energy-efficiency potential identified by technical studies will be realised in the absence of policies to reduce barriers to energy-efficiency investments. Performance standards can overcome the lack of information on the part of energy users, while technology procurement helps overcome the view of manufacturers that introducing efficient products is risky. The effects of these policy options on product markets are characterised, showing the synergy between different instruments and their potential to create and transform markets for energy-efficient products, systems and services. The existence of such energy-efficiency markets can stimulate new progress and innovation, providing the conditions in which the continuous process of technical improvement is significantly accelerated. Most policy analysis and discussions regarding climate-change mitigation have centred on various forms of carbon emission taxes and to some extent on tradable emission offsets or permits. This article concludes with an examination of why non-fiscal options are mostly absent from energy-economic models and climate-change policy studies, and we suggest approaches to include them more fully in energy-policy analysis and implementation.  相似文献

An increasing number of organisations are moving towards assessing and reporting their environmental performance in a supply-chain context. Not only are such “footprint”-type assessments seen as more rigorous than sustainability reports created in-house, they also offer more abatement options than assessments limited to an organisation’s premises. Hybrid life-cycle assessment methods combining input-output analysis and process analysis are ideally suited to enumerate organisational footprints, because they were developed to enable overall complete results whilst being application-specific. We apply one of these hybrid methods, the Path Exchange Method to the task of planning for a sustainable campus at the University of Sydney in Australia. We show how this method can be used by an environmental or procurement officer for exploring environmental performance and abatement options across supply chains. We also show how parts of an organisation, for example University faculties, can be assessed and compared against each other. Whilst tools like ones used in this work enable quantitative decision support for procurement and operations policies, it takes staff awareness, engagement and training to successfully put such tools into practice.  相似文献

This paper aims to contribute new insights globally and regionally on how carbon forest mitigation contributes to sustainable development in South America. Carbon finance has emerged as a potential policy option to tackling global climate change, degradation of forests, and social development in poor countries. This paper focuses on evaluating the socioeconomic impacts of a set of forest based mitigation pilot projects that emerged under the United Nations Framework Convention on Climate Change. The paper reviews research conducted in 2001–2002, drawing from empirical data from four pilot projects, derived from qualitative stakeholder interviews, and complemented by policy documents and literature. Of the four projects studied three are located in frontier areas, where there are considerable pressures for conversion of standing forest to agriculture. In this sense, forest mitigation projects have a substantial role to play in the region. Findings suggest however, that all four projects have experienced cumbersome implementation processes specifically, due to weak social objectives, poor communication, as well as time constraints. In three out of four cases, stakeholders highlighted limited local acceptance at the implementation stages. In the light of these findings, we discuss opportunities for implementation of future forest based mitigation projects in the land use sector.  相似文献

污染底泥是水体最主要的内源,存在污染物二次释放的风险,而环保疏浚可以有效地清除污染底泥、降低内源污染负荷及其释放风险,因此近年来该技术在水环境治理中得到广泛的应用.环保疏浚的主要目的是有效清除河流、湖泊(水库)水体污染底泥中累积的污染物,并对浚后污泥进行安全处理处置,为污染河流、湖泊(水库)水质改善与生态修复发挥工程作用.作为湖泊、河流水污染综合治理技术体系的重要组成部分,环保疏浚是生态环境工程技术之一,也是湖泊河流水污染治理的重要手段;但底泥疏浚同时也存在疏浚效果不理想、可能造成原位扰动与异地污染、改变水生态系统的结构与功能等生态风险.研究显示,未来环保疏浚的主要发展方向应包括:① 基于调查评估基础上的污染底泥分区、分类环保疏浚及处理处置研究;② 污染底泥环保疏浚与区域生态修复一体化设计研究;③ 污染底泥环保疏浚-浚后干化-处理处置-资源化集成技术研究;④ 污染底泥环保疏浚、处理和资源化全过程监管评估技术研究.   相似文献

在环境污染事故高发、未来全国环境政策将更多地借助于市场力量的背景下,评析了在武汉市实施环境污染责任险的必要性,分析了武汉市环境污染责任险实践中所存在的问题,并提出了未来政策改革的建议。指出近期内武汉市应主要在重点行业、饮用水源地推进政策试点,相关部门应积极配合、联合研发政策推行所需的关键支撑技术和信息平台,并积极培育政策向成熟发展所需配套的法律及政策环境。  相似文献
