Abstract: Marine protected areas (MPAs) are a popular conservation strategy, but their impacts on human welfare are poorly understood. To inform future research and policy decisions, we reviewed the scientific literature to assess MPA impacts on five indicators of human welfare: food security, resource rights, employment, community organization, and income. Following MPA establishment, food security generally remained stable or increased in older and smaller MPAs. The ability of most fishing groups to govern MPA resources changed. Increased resource rights were positively correlated with MPA zoning and compliance with MPA regulations. Small sample sizes precluded statistical tests of the impacts of MPAs on employment, community organization, and income. Our results demonstrate that MPAs shape the social well‐being and political power of fishing communities; impacts (positive and negative) vary within and among social groups; and social impacts are correlated with some—but not all—commonly hypothesized explanatory factors. Accordingly, MPAs may represent a viable strategy for enhancing food security and empowering local communities, but current practices negatively affect at least a minority of fishers. To inform policy making, further research must better document and explain variation in the positive and negative social impacts of MPAs.  相似文献

Balancing ecological and social outcomes of conservation actions is recognized in global conservation policy but is challenging in practice. Compensation to land owners or users for foregone assets has been proposed by economists as an efficient way to mitigate negative social impacts of human displacement from protected areas. Joint empirical assessments of the conservation and social impacts of protected area establishment involving compensation payments are scarce. We synthesized social and biological studies related to the establishment of the Derema forest corridor in Tanzania's biodiverse East Usambara Mountains. This lengthy conservation process involved the appropriation of approximately 960 ha of native canopy agroforest and steep slopes for the corridor and monetary compensation to more than 1100 claimants in the surrounding villages. The overarching goals from the outset were to conserve ecological processes while doing no harm to the local communities. We evaluated whether these goals were achieved by analyzing 3 indicators of success: enhancement of forest connectivity, improvement of forest condition, and mitigation of negative impacts on local people's livelihoods. Indicators of forest connectivity and conditions were enhanced through reductions of forest loss and exotic species and increases in native species and canopy closure. Despite great efforts by national and international organizations, the intervention failed to mitigate livelihood losses especially among the poorest people. The Derema case illustrates the challenges of designing and implementing compensation schemes for conservation‐related displacement of people. Abstract: Quantifying the extent to which existing reserves meet conservation objectives and identifying gaps in coverage are vital to developing systematic protected‐area networks. Despite widespread recognition of the Philippines as a global priority for marine conservation, limited work has been undertaken to evaluate the conservation effectiveness of existing marine protected areas (MPAs). Targets for MPA coverage in the Philippines have been specified in the 1998 Fisheries Code legislation, which calls for 15% of coastal municipal waters (within 15 km of the coastline) to be protected within no‐take MPAs, and the Philippine Marine Sanctuary Strategy (2004), which aims to protect 10% of coral reef area in no‐take MPAs by 2020. We used a newly compiled database of nearly 1000 MPAs to measure progress toward these targets. We evaluated conservation effectiveness of MPAs in two ways. First, we determined the degree to which marine bioregions and conservation priority areas are represented within existing MPAs. Second, we assessed the size and spacing patterns of reserves in terms of best‐practice recommendations. We found that the current extent and distribution of MPAs does not adequately represent biodiversity. At present just 0.5% of municipal waters and 2.7–3.4% of coral reef area in the Philippines are protected in no‐take MPAs. Moreover, 85% of no‐take area is in just two sites; 90% of MPAs are <1 km2. Nevertheless, distances between existing MPAs should ensure larval connectivity between them, providing opportunities to develop regional‐scale MPA networks. Despite the considerable success of community‐based approaches to MPA implementation in the Philippines, this strategy will not be sufficient to meet conservation targets, even under a best‐case scenario for future MPA establishment. We recommend that implementation of community‐based MPAs be supplemented by designation of additional large no‐take areas specifically located to address conservation targets.  相似文献

Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.  相似文献

Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Abstract:  It is internationally recognized that conservation policies should respect indigenous cultures and consider the livelihoods of people affected by conservation restrictions. Countering this are concerns that human occupation and use of natural reserves is incompatible with conservation aims. But in China today the continued use and management of natural areas by local communities is likely to deliver better conservation outcomes than the current drive to establish public protected areas. The effectiveness of many protected areas in China is compromised by institutional conflicts, lack of ongoing financial and technical support, confusion between the objectives of generating revenue and conservation, dubious scientific definitions, lack of community trust in policies, and obscure user rights and land tenures. Southwestern China—one of the most biologically and ethnologically diverse areas on Earth—is a good illustration of a place where culture and biological diversity are closely linked. The indigenous people in this area have shown that local livelihood practices can be advantageous for the long-term maintenance of conservation goals. Rather than creating new protected areas, we argue that China is better advised to support ongoing sustainable use of natural areas by the people who have lived and nurtured these environments for generations .  相似文献

Abstract:  Conservation of ecological processes and biodiversity may require development of a conservation system consisting of protected "cores" surrounded by "buffer zones" that effectively expand and connect the cores. Nevertheless, residential development near protected areas may threaten de facto protected areas and hinder development of an official conservation system in the United States. We identified potential conservation cores based on existing protected areas, and using a spatially explicit model of housing densities, we quantified how residential development has altered the structural context around cores nationally from 1970 to 2000 and forecasted changes from 2000 to 2030. We found that residential housing development has likely occurred preferentially near some cores, and if encroachment near cores continues at projected rates, the amount of buffer zone will have been reduced by a total of 12% by 2030, with much of this change occurring directly at core edges. Furthermore, development will have reduced the average connectedness (valence) of cores by 6% from 1970 to 2030. Although patterns of encroachment roughly increased west to east, our results painted a more complex picture of the difficulties that would be faced if establishment of an official conservation system was ever attempted. At a minimum, prioritizing future conservation action must consider adjacent land uses, and a key conservation strategy will be to work cooperatively across land-ownership boundaries, particularly for smaller protected areas, which will tend to dominate future conservation activities.  相似文献

Abstract:  Fishing activities worldwide have dramatically affected marine fish stocks and ecosystems. Marine protected areas (MPAs) with no-take zones may enhance fisheries, but empirical evidence of this is scant. We conducted a 4-year survey of fish catches around and within an MPA that was previously fully closed to fishing and then partially reopened under regulated comanaged fishing. In collaboration with the fishers and the MPA authority, we set the fishing effort and selected the gear to limit fishing impact on key fish predators, juvenile fish stage, and benthic communities and habitats. Within an adaptive comanagement framework, fishers agreed to reduce fishing effort if symptoms of overfishing were detected. We analyzed the temporal trends of catch per unit of effort (CPUE) of the whole species assemblages and CPUE of the four most valuable and frequent species observed inside the opened buffer zone and outside the MPA investigated. After the comanaged opening, CPUE first declined and then stabilized at levels more than twice that of catches obtained outside the MPA. Our results suggest that working closely with fishers can result in greater fisheries catches. Partial protection of coastal areas together with adaptive comanagement involving fishers, scientists, and managers can effectively achieve conservation and fishery management goals and benefit fishing communities and alleviate overfishing.  相似文献

Abstract:   Ecologists have paid increasing attention to the design of marine protected areas (MPAs), and their design advice consistently recommends representing all habitat types within MPAs or MPA networks as a means to provide protection to all parts of the natural ocean system. Recent developments of new habitat-mapping techniques make this advice more achievable, but the success of such an approach depends largely on our ability to define habitat types in a way that is ecologically relevant. We devised and tested the ecological relevance of a set of habitat-type definitions through our participation in a stakeholder-driven process to design a network of MPAs, focusing on no-take marine reserves in the Seaflower Biosphere Reserve, San Andrés Archipelago, Colombia. A priori definitions of habitat types were ecologically relevant, in that our habitat-type definitions corresponded to identifiable and unique characteristics in the ecological communities found there. The identification of ecological pathways and connectivity among habitats also helped in designing ecologically relevant reserve boundaries. Our findings contributed to the overall design process, along with our summary of other general principles of marine reserve design. Extensive stakeholder input provided information concerning the resources and their patterns of use. These inputs also contributed to the reserve design process. We anticipate success for the Seaflower Biosphere Reserve at achieving conservation and social goals because its zoning process includes detailed yet flexible scientific advice and the participation of stakeholders at every step .  相似文献

Most people follow and are influenced by some kind of spiritual faith. We examined two ways in which religious faiths can in turn influence biodiversity conservation in protected areas. First, biodiversity conservation is influenced through the direct and often effective protection afforded to wild species in sacred natural sites and in seminatural habitats around religious buildings. Sacred natural sites are almost certainly the world's oldest form of habitat protection. Although some sacred natural sites exist inside official protected areas, many thousands more form a largely unrecognized "shadow" conservation network in many countries throughout the world, which can be more stringently protected than state-run reserves. Second, faiths have a profound impact on attitudes to protection of the natural world through their philosophy, teachings, investment choices, approaches to land they control, and religious-based management systems. We considered the interactions between faiths and protected areas with respect to all 11 mainstream faiths and to a number of local belief systems. The close links between faiths and habitat protection offer major conservation opportunities, but also pose challenges. Bringing a sacred natural site into a national protected-area system can increase protection for the site, but may compromise some of its spiritual values or even its conservation values. Most protected-area managers are not trained to manage natural sites for religious purposes, but many sacred natural sites are under threat from cultural changes and habitat degradation. Decisions about whether or not to make a sacred natural site an "official" protected area therefore need to be made on a case-by-case basis. Such sites can play an important role in conservation inside and outside official protected areas. More information about the conservation value of sacred lands is needed as is more informed experience in integrating these into wider conservation strategies. In addition, many protected-area staff need training in how to manage sensitive issues relating to faiths where important faith sites occur in protected areas.  相似文献

Abstract:  Much has been written in recent years regarding whether and to what extent scientists should engage in the policy process, and the focus has been primarily on the issue of advocacy. Despite extensive theoretical discussions, little has been done to study attitudes toward and consequences of such advocacy in particular cases. We assessed attitudes toward science and policy advocacy in the case of marine protected areas (MPAs) on the basis of a survey of delegates at the First International Marine Protected Areas Congress. Delegates were all members of the international marine conservation community and represented academic, government, and nongovernmental organizations. A majority of respondents believed science is objective but only a minority believed that values can be eliminated from science. Respondents showed only partial support of positivist principles of science. Almost all respondents supported scientists being integrated into MPA policy making, whereas half of the respondents agreed that scientists should actively advocate for particular MPA policies. Scientists with a positivist view of science supported a minimal role for scientists in policy, whereas government staff with positivist beliefs supported an advocacy or decision-making role for scientists. Policy-making processes for MPAs need to account for these divergent attitudes toward science and advocacy if science-driven and participatory approaches are to be reconciled.  相似文献

Abstract:  For 10 years I monitored the population density of threatened medicinal plant species in seven protected areas in the Indian Himalayas. I also documented the indigenous uses of threatened medicinal plants through interviews with 138 herbal healers (83 Tibetan healers and 55 Ayurvedic healers) residing in the buffer zone villages of these protected areas. To assess the population status of threatened medicinal plant species, I sampled the 10 major habitat types in the protected areas. In all, I found 60 threatened medicinal plant species during the study period, of which 54 species occurred in the sampling plots. Twenty-two percent of threatened medicinal plant species were critically endangered, 16% were endangered, and 27% were vulnerable. Thirty-two threatened medicinal plant species were endemic to the Himalayan region. The density of threatened medicinal plant species varied with protected areas. The Valley of Flowers protected area had the highest number of threatened medicinal plant species. The "moist" habitat type was richest in these species among all 10 habitat types sampled. Arnebia euchroma (Royle ex Benth.) Johnston and Ephedra gerardiana Wall. ex Stapf. were the most common threatened medicinal plant species. The indigenous groups of healers used these threatened species in curing about 45 different ailments. Based on my findings, I believe that to ensure the long-term sustainability of threatened medicinal plants, medicinal-plant conservation areas should be established.  相似文献

Abstract: Marine protected areas (MPAs), including no‐take marine reserves (MRs), play an important role in the conservation of marine biodiversity. We document the status of MPAs and MRs in Latin America and the Caribbean, where little has been reported on the scope of such protection. Our survey of protected area databases, published and unpublished literature, and Internet searches yielded information from 30 countries and 12 overseas territories. At present more than 700 MPAs have been established, covering more than 300,000 km2 or 1.5% of the coastal and shelf waters. We report on the status of 3 categories of protection: MPAs (limited take throughout the area), MRs (no‐take throughout the area), and mixed‐use (a limited‐take MPA that contains an MR). The majority of protected areas in Latin America and the Caribbean are MPAs, which allow some or extensive extractive activities throughout the designated area. These 571 sites cover 51,505 km2 or 0.3% of coastal and shelf waters. There are 98 MRs covering 16,862 km2 or 0.1% of the coastal and shelf waters. Mixed‐use MPAs are the fewest in number (87), but cover the largest area (236,853 km2, 1.2%). Across Latin America and the Caribbean, many biogeographic provinces are underrepresented in these protected areas. Large coastal regions remain unprotected, in particular, the southern Pacific and southern Atlantic coasts of South America. Our analysis reveals multiple opportunities to strengthen marine conservation in Latin America and the Caribbean by improving implementation, management, and enforcement of existing MPAs; adding new MPAs and MRs strategically to enhance connectivity and sustainability of existing protection; and establishing new networks of MPAs and MRs or combinations thereof to enhance protection where little currently exists.  相似文献

Marine protected areas (MPAs) are the cornerstone of most marine conservation strategies, but the effectiveness of each one partly depends on its size and distance to other MPAs in a network. Despite this, current recommendations on ideal MPA size and spacing vary widely, and data are lacking on how these constraints might influence the overall spatial characteristics, socio‐economic impacts, and connectivity of the resultant MPA networks. To address this problem, we tested the impact of applying different MPA size constraints in English waters. We used the Marxan spatial prioritization software to identify a network of MPAs that met conservation feature targets, whilst minimizing impacts on fisheries; modified the Marxan outputs with the MinPatch software to ensure each MPA met a minimum size; and used existing data on the dispersal distances of a range of species found in English waters to investigate the likely impacts of such spatial constraints on the region's biodiversity. Increasing MPA size had little effect on total network area or the location of priority areas, but as MPA size increased, fishing opportunity cost to stakeholders increased. In addition, as MPA size increased, the number of closely connected sets of MPAs in networks and the average distance between neighboring MPAs decreased, which consequently increased the proportion of the planning region that was isolated from all MPAs. These results suggest networks containing large MPAs would be more viable for the majority of the region's species that have small dispersal distances, but dispersal between MPA sets and spill‐over of individuals into unprotected areas would be reduced. These findings highlight the importance of testing the impact of applying different MPA size constraints because there are clear trade‐offs that result from the interaction of size, number, and distribution of MPAs in a network.  相似文献

Protected areas’ chief conservation objectives are to include species within their boundaries and protect them from negative external pressures. Many protected areas are not achieving these goals, perhaps in part due to land development inside and outside protected areas. We conducted spatial analyses to evaluate the ability of Canadian protected areas to mitigate the effects of nearby land development. We investigated correlations of national patterns of land development in and around protected areas and then examined national patterns of roads, urban area, and croplands in protected areas. We calculated the amount of developed land in protected areas and within 25–100 km of protected‐area borders, the density of roads, and extent of urban and cropland area in protected areas. We constructed logistic‐regression models to test whether development in a protected area was associated with landscape and protected‐area characteristics. Land development was far less extensive inside than outside protected areas. However, several protected areas, particularly small southern areas near small urban centers had substantial development inside their boundaries, and nearly half of protected areas had roads. The cumulative extent of development within 50 km of protected areas was the best predictor of the probability of land development in protected areas. Canadian First Nations, industries, government, and nongovernmental organizations are currently planning an unprecedented number of new protected areas. Careful management of areas beyond protected‐area boundaries may prove critical to meeting their long‐term conservation objectives. Globally expanding human land use sets constantly increasing pressure for maintenance of biological diversity and functioning ecosystems. To fight the decline of biological diversity, conservation science has broken ground with methods such as the operational model of systematic conservation planning (SCP), which focuses on design and on‐the‐ground implementation of conservation areas. The most commonly used method in SCP is reserve selection that focuses on the spatial design of reserve networks and their expansion. We expanded these methods by introducing another form of spatial allocation of conservation effort relevant for land‐use zoning at the landscape scale that avoids negative ecological effects of human land use outside protected areas. We call our method inverse spatial conservation prioritization. It can be used to identify areas suitable for economic development while simultaneously limiting total ecological and environmental effects of that development at the landscape level by identifying areas with highest economic but lowest ecological value. Our method is not based on a priori targets, and as such it is applicable to cases where the effects of land use on, for example, individual species or ecosystem types are relatively small and would not lead to violation of regional or national conservation targets. We applied our method to land‐use allocation to peat mining. Our method identified a combination of profitable production areas that provides the needed area for peat production while retaining most of the landscape‐level ecological value of the ecosystem. The results of this inverse spatial conservation prioritization are being used in land‐use zoning in the province of Central Finland.  相似文献

Abstract:  The Global Strategy of Plant Conservation states that at least 60% of threatened plant species should be within protected areas. This goal has been met in some regions with long traditions of plant protection. We used gap analysis to explore how particular groups of species of conservation interest, representing different types of natural or anthropogenic rarity, have been covered by protected areas on a national scale in Estonia during the last 100 years. Species-accumulation curves indicated that plant species that are naturally rare (restricted global or local distribution, always small populations, or very rare habitat requirements) needed almost twice as many protected areas to reach the 60% target as plant species that are rare owing to lack of suitable management (species depending on grassland management, moderate forest disturbances, extensive traditional agriculture, or species potentially threatened by collecting). Temporal analysis of the establishment of protected areas suggested that grouping plant species according to the predominant cause of rarity accurately reflected the history of conservation decision making. Species found in very rare habitats have previously received special conservation attention; species dependent on traditional extensive agriculture have been largely ignored until recently. Legislative initiative and new nature-protection schemes (e.g., Natura 2000, network of protected areas in the European Union) have had a positive influence on all species groups. Consequently, the species groups needing similar action for their conservation are sensitive indicators of the effectiveness of protected-area networks. Different species groups, however, may not be uniformly conserved within protected areas, and all species groups should fulfill the target of 60% coverage within protected areas.  相似文献

Abstract:  The Iberian Peninsula harbors about 50% of European plant and terrestrial vertebrate species and more than 30% of European endemic species. Despite the global recognition of its importance, the selection of protected areas has been ad hoc and the effectiveness of such choices has rarely been assessed. We compiled the most comprehensive distributional data set of Iberian terrestrial plant and vertebrate species available to date and used it to assess the degree of species representation within existing protected areas. Existing protected areas in Spain and Portugal reasonably represented the plant and animal species we considered (73–98%). Nevertheless, species of some groups (amphibians, reptiles, birds, and gymnosperms) did not accumulate in protected areas at a rate higher than expected by chance ( p > 0.05). We determined that to conserve all vertebrate and plant species in the Iberian Peninsula, at least 36 additional areas are needed. Selection of additional areas for conservation would be facilitated if such areas coincided with sites of community importance (SCI) designated under the European Commission Habitats Directive. Additional areas required for full representation of the selected plant and animal species all coincide with SCI in Spain. Nevertheless, the degree of coincidence varies between 0.3% and 74.6%, and there is a possibility that important areas for conservation occur outside the SCI. Our results support the view that current SCI can be used for prioritization of areas for conservation, but a systematic reevaluation of conservation priorities in Spain and Portugal would be necessary to ensure that effective conservation of one of European's most important biodiversity regions is achieved.  相似文献

Abstract: Social, economic, and ecological criteria contribute to the successful design, implementation, and management of marine protected areas (MPAs). In the context of California's Marine Life Protection Act Initiative, we developed a set of methods for collecting, compiling, and analyzing data about the spatial extent and relative economic importance of commercial and recreational fishing. We interviewed 174 commercial fishers who represented the major fisheries in the initiative's north‐central coast region, which extends from Point Arena south to Pigeon Point. These fishers provided data that we used to map the extent of each of the fishing grounds, to weight the relative importance of areas within the grounds, to characterize the operating costs of each fishery, and to analyze the potential economic losses associated with proposed marine protected areas. A regional stakeholder group used the maps and impact analyses in conjunction with other data sets to iteratively identify economic and ecological trade‐offs in designations of different areas as MPAs at regional, port, and fishery extents. Their final proposed MPA network designated 20% of state waters as MPAs. Potential net economic loss ranged from 1.7% to 14.2% in the first round of network design and totaled 6.3% in the final round of design. This process is a case study in the application of spatial analysis to validate and integrate local stakeholder knowledge in marine planning.  相似文献

Management‐effectiveness scores are used widely by donors and implementers of conservation projects to prioritize, track, and evaluate investments in protected areas. However, there is little evidence that these scores actually reflect the capacity of protected areas to deliver conservation outcomes. We examined the relation between indicators of management effectiveness in protected areas and the effectiveness of protected areas in reducing fire occurrence in the Amazon rainforest. We used data collected with the Management Effectiveness Tracking Tool (METT) scorecard, adopted by some of the world's largest conservation organizations to track management characteristics believed to be crucial for protected‐area effectiveness. We used the occurrence of forest fires from 2000 through 2010 as a measure of the effect of protected areas on undesired land‐cover change in the Amazon basin. We used matching to compare the estimated effect of protected areas with low versus high METT scores on fire occurrence. We also estimated effects of individual protected areas on fire occurrence and explored the relation between these effects and METT scores. The relations between METT scores and effects of protected areas on fire occurrence were weak. Protected areas with higher METT scores in 2005 did not seem to have performed better than protected areas with lower METT scores at reducing fire occurrence over the last 10 years. Further research into the relations between management‐effectiveness indicators and conservation outcomes in protected areas seems necessary, and our results show that the careful application of matching methods can be a suitable method for that purpose.
