The most successful corporate environmental programs regard environmental compliance as an opportunity to improve productivity and profits and seek to integrate environmental information management systems (EIMS) into line information functions. Integrated EIMS should provide timely, accurate data to support all three types of environmental management responsibilities: results and comparison reports for source management; material and waste transaction and emission reports for materials management; and compliance, summary, exception, and trend data for risk managers at every level.  相似文献

Two worlds are colliding as many companies are integrating environmental management with business management. Nowhere is this more evident than in the hundreds of companies that are now working to upgrade their environmental management information systems (EMIS), which are a critical component of business integration. Building a business case for EMIS requires crossing many disciplinary boundaries—knowing the language of information systems, accounting, business management, and environmental management. Hence, it is a very valuable skill for environmental managers to develop in order to build their function and their own careers. Some environmental and information systems professionals are attempting to develop a general set of guidelines for justifying the cost of EMIS—in particular, the useful emerging work of the Environmental Health and Safety Software Development Group. Providing public access to environmental information is a relatively new approach to environmental management that can improve the quality of environmental decision-making and pollution control. China is currently exploring ways to disclose this environmental information, and has found that many aspects of providing environmental information need to be improved. In particular, work still needs to be done to strengthen the laws and regulations that govern public access to environmental information, to expand environmental disclosure among enterprises, to increase disclosure of environmental information in rural areas and enforce the collection of this information, and to investigate and manage environmental information. In this paper, we review the current situation in China, discuss the problems related to this situation, and present recommendations for improvement.  相似文献

This paper presents results from a study on the present needs for and management of environmental information in three Swedish municipalities. It was found that there are considerable differences between the municipalities studied, regarding needs for environmental information as well as approaches and tools used for providing the information needed—differences that seem closely related to the structures of the municipalities. The paper ends with a discussion on some general requirements for municipal environmental information management. Besides a need for analytical tools, it is argued that municipalities would have to pay more attention to political aspects of the environmental situation in environmental decision making, and thus in environmental information management.  相似文献

The failure to anticipate the public's response to environmental problems can lead to expensive delays, bad public relations, and litigation, as well as environmental decisions that do not represent public values and preferences. This study examines the influence of conflict between management goals, perceived resource scarcity, and information bias on evaluations of the importance of management goals; the perception of conflicts among the goals; and the emotions evoked in an urban forest management problem. Environmental problem scenarios were systematically manipulated as to the level of conflict between development and natural preservation goals, the scarcity of urban nature, and the bias of the presented information. Evaluations of the importance of urban nature and economic development were susceptible to manipulations of scarcity. The importance of urban nature was also higher when information was biased toward pro-preservation issues. Negative emotions were associated with high conflict and scarcity and with the propreservation information bias. Both evaluations of goal importance and conflict among goals appeared to be based on an underlying economics-versus-amenity dimension. These results are similar to previous studies of environmental decision making with regard to nonurban environmental problems. This research offers a beginning in understanding and anticipating the way members of the public may respond to information about environmental problems.  相似文献

The field of environmental risk management is relatively new and has developed rapidly over the past several years. There has been, however, a significant lack of integration of seemingly dissimilar disciplines into a meaningful context for top management risk decisions—until now. A new holistic approach, centered on the ISO 14001 standard for environmental management systems, addresses many of the issues that have kept environmental risk management focused on technical rather than strategic issues. This article describes the risk management process, illustrates how the ISO 14001 standard can be used by organizations to integrate and assess technical environmental information, and shows how to place this information in a strategic risk management context. It also explains how key ISO 14001 concepts such as policy implementation, operational control, and continuous improvement form the basis of a systems approach, and why the systems approach is the preferred, cost-effective structure for controlling environmental risk.  相似文献

This paper examines opportunities to improve the environmental and economic performance of cropping systems through intensified application of information in agrichemical management. Through intensified application of information, both net farm income and environmental quality may increase through more closely matching the specific needs of the crop with the type, timing, and volume of chemical inputs used in crop production. This study examines the current status and future prospect of agrichemical dealers offering information intensive agrichemical management services to producers. Agrichemical dealers are the focus of this study because: (1) farmers are perceived as ill-prepared to substantially upgrade the sophistication of their agrichemical management without off-farm support, and (2) dealers enjoy a close relationship with farmers, which potentially could be expanded to include a variety of information-based services. A mail survey was conducted of all agrichemical suppliers/applications in Wisconsin. The response rate was 76% (172 of 225). Substantial numbers of services were found to be offered by many dealers. The majority of these services were related to traditional yield-enhancement function. Services that have a greater potential to mitigate the negative environmental impacts of inefficient agrichemical use and have higher on-farm data requirements were found to be less widely offered by dealers. Analysis of constraints to further development of information-intensive services indicates that dealers offering significant numbers of services are concerned with constraints external to the dealership, while dealers offering relatively few services perceive internal constraints as most limiting. This relationship indicates that efforts to accelerate dealerships' development of information-intensive agrichemical management services should focus on specific constraints operating on targeted dealerships.  相似文献

The ISO 14000 standards for environmental management systems (EMS) are voluntary standards intended to aid companies that wish to improve their environmental performance. The standards owe their existence, at least in part, to three widely shared views: (1) that existing environmental management systems are either inadequate or ineffective; (2) that companies will want to improve environmental performance for economic or social reasons; and (3) that governments and stakeholders will require companies to exercise greater control of the impacts to the environment through new regulations. ISO 14000 offers a solution—an ?integrated”? EMS, with components designed to effect sound management in any size organization and in any country. The standards are an embodiment of both the policy and practice of environmental management. This article is a consideration of the business implications of the ISO 14000 series of standards. How will a movement toward an integrated EMS be realized? Who will be in the best position to respond? ISO 14000 is a management system, and it carries with it business consequences.  相似文献

This article is excerpted from Chapter 1 of Environmental Management Information Systems, which will be published by McGraw-Hill in 1994. A central theme of the book is that all successful implementations of environmental management information systems (EMIS) are based on the appropriate alignment of goals and procedures from three enterprise domains: business processes, environmental management, and information systems. Environmental managers (EM) and information systems (IS) professionals have each been guilty of seeing their functions as primary, domains of specialized scientific expertise inaccessible to outsiders. In fact, however, the enterprise is the customer for both domains; without successful business strategies and systems the enterprise does not require either EM or IS wizards. This article shows why and how essential it is that each of the three domains understands enough of the other two domains to structure good decisions.  相似文献

Decision making in natural resource management is becoming increasingly information-intensive because of the rising public concerns about resource conservation and environmental quality. The volume of information that must be analyzed and the complexity of the decision-making process demands that computerized systems be developed to provide decision support services. An integrated systems approach that couples data-base management, geographic information systems, and expert systems is needed. We refer to such an approach as integrated resource management automation (IRMA) and describe a prototype system that is currently being tested in the Nicolet National Forest. This type of information system is likely to play an increasingly important role in the management of natural resources in the future.  相似文献

This article is an account of a resource application that make use of the GIS technology. It provides some cost estimates and reasons for the fairly slow development toward an integrated resource data base for environmental planning and management. Successful implementation of environmental management information systems (EMIS) has become essential to the success of total quality environmental management (TQEM) programs. Effective TQEM programs will be early indicators of which companies survive and thrive in today's competitive business environment. Highly competitive industries such as chemicals, electronics, and oil and gas are becoming very effective in cooperating to develop metrics, models, and tools that are based on business processes rather than regulatory edicts. Now electric power companies, newly exposed to market competition, are starting to develop and implement these metrics, standards, and tools. The amount of household refuse has steadily increased in Sweden. Strategies for household waste reduction include sorting, recycling, re-use and repair. Two categories of motivational factors determine disposal behaviour, external and internal. The external factors include administrative, economic, information and physical measures. The internal factors include knowledge, values and attitudes of individuals. Environmentally friendly disposal behaviour is best achieved when both external and internal motivational factors argue for performing activities benign to the environment. The data were collected by interviewing households and stakeholders in a metropolitan area and by studying the facilities for recycling and re-use there. The results show that over 80% of the inhabitants sorted most paper and glass; they were satisfied with the facilities and considered the behaviour important for the environment. The external motivational factors for this behaviour were very strong, with numerous bins and ample information. National policy, formulated in the eco-cycle bill with specified achievement levels, local responsibilities for organising waste management, supporting citizens with physical facilities, information and moti vational arguments, seems to be a successful combination when implementing environmental policy in this sector.  相似文献

The auditing guidelines consist of: Guidelines for environmental auditing—General principles (ISO 14010: 1996(E)) Guidelines for environmental auditing—Audit procedures—Auditing of environmental management systems (ISO 14011: 1996(E)) Guidelines for environmental auditing—Qualification criteria for environmental auditors (ISO 14012: 1996(E)) Unlike the environmental management system (EMS) standard (ISO 14001), the auditing guidelines are just that, guidelines. Global Earth Observation (GEO) is one of the most important sources of information for environmental resource management and disaster prevention. With budgets for GEO increasingly under pressure, it is becoming important to be able to quantify the returns to informational investments. For this, a clear analytical framework is lacking. By combining Bayesian decision theory with an empirical, stakeholder-oriented approach, this paper attempts to develop such a framework. The analysis focuses on the use of satellite observations for Dutch water quality management in the North Sea. Dutch water quality management currently relies on information from 'in situ' measurements but is considering extending and deepening its information base with satellite observations. To estimate returns to additional investments in satellite observation, we analyze the added value of an extended monitoring system for the management of eutrophication, potentially harmful algal blooms and suspended sediment and turbidity in the North Sea. First, we develop a model to make the potential contribution of information to welfare explicit. Second, we use this model to develop a questionnaire and interpret the results. The results indicate that the expected welfare impact of investing in satellite observation is positive, but that outcomes strongly depend on the accuracy of the information system and the range of informational benefits perceived.  相似文献
