Benchmarking your company'S environmental program against that of another company or organization is one of the more effective means of assuring it is on track toward environmental excellence. If used properly and objectively, it provides a means of gauging the progress of your environmental program while allowing both companies to benefit from new and innovative ideas for improvement. Benchmarking is capable of measuring program efficiency, program design, and program outputs. Benchmarking also provides environmental managers the unique opportunity of sharing successes and failures with respect to program integration into operations. Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

A model is presented for evaluating waste management systems for their contribution to a sustainable development, including environmental, economic and social aspects. The model was tested in a case-study, where groups of long-term unemployed people were offered both education on environmental issues and practical work with the recovery and recycling of building and demolition waste as a form of vocational development. Application of the suggested model revealed the overall effects on sustainability of different methods of waste management. In addition, negative aspects of the systems analysed were identified, which led to discussions about possible improved practices within the waste management systems. Two of the waste management systems investigated (the recycling of steel and re-use of sanitary porcelain) showed a potential contribution to sustainable development in all of the aspects studied. Preparing bricks for re-use showed the largest potential for eco-efficiency, but had negative effects on sustainability from the social perspective of health and the working environment. The possibility of further use of the model and the remaining obstacles to such analyses are discussed. One observation is that the data collection needed to perform this kind of sustainability analysis is resource-demanding, and that it would therefore be better to identify a smaller number of key indicators.  相似文献

The environmental and economic components of a region or a nation are inextricably linked. Moreover, environmental protection technology must deal specifically with the linkages between the economy and the environment—that is, with by-products of the economy as they move from the economy to the environment or with natural resources as they move from the environment to the economy. Yet, environmental policy analyses are rarely able to focus on these linkages. A conceptual framework aimed at mitigating that inadequacy is developed here. The framework is tied to its theoretical basis in thermodynamics and is utilized to identify generic categories of environmental protection strategies, to identify some disadvantages of current strategies, and to suggest alternatives.  相似文献

Rational, cost-effective provision of mission-critical environmental management information remains elusive for almost all large enterprises. Safety performance has a direct effect on employees' productivity and quality of work life, and on company profits and image in the community. Enormous human and financial losses can result from poor safety performance, and all such losses are preventable. To prevent these potential losses, safety performance must be continually improved across all levels of the organization. Effective safety programs are the key to improved safety performance. The environmental movement of the 20(th) century has evolved into a large, diverse and well-financed global community that is increasingly required to prove its worth. Though the environmental sector collects and uses data to determine the status of ecological and social systems, the effectiveness of the programs and policies it uses to affect this status remains largely untested. As governments and donor institutions insist on greater transparency, accountability and evidence of what works and what does not, much is being learned from other fields (e.g. health services, education, international development) and increasingly sophisticated approaches are emerging to manage effectiveness. For example, program evaluation, adaptive management, and systematic review provide frameworks and methods to collect and use information to measure and improve performance. However, the critical data and collaborations necessary for an effectiveness revolution are marginalized by technical, cultural and political obstacles. Learning from other fields, the environmental sector must exploit key leverage points, such as flows of information and self-organization, to overcome impediments and create incentives to initiate and realize an era of effectiveness in environmental management.  相似文献

In Part I of this article, a TQM framework is described that can be used to analyze as well as manage the public policy process. Key elements of the framework include leadership, issues analysis, goal and policy development, strategic vehicles, implementation, indicators and outcomes, and stakeholder review. The framework can be used to analyze public policy cycles, predict future issues and outcomes, and develop more sustainable approaches to manage linked economic, environmental, and societal issues. It is now widely accepted that there are problems with the state of urban environments globally. This paper presents the commonly used approaches for dealing with environmental problems, which have been categorised into target, top-down, market-driven and participative. The problems with these approaches are discussed, and the significance of participative approaches in dealing with environmental problems at the local scale is highlighted. The paper questions the basis underlying these approaches, and concludes that a new framework is needed to provide fresh approaches for dealing with environmental problems.  相似文献

We argue that the environment, broadly construed, has a profound effect on human cognition, action, and well-being. If this is true, then the field of environmental psychology has a far larger potential to aid humanity than is generally realized. We suggest that the field would be more likely to achieve this potential if it viewed environments from the perspective of human informational needs, and focused on environmental/informational patterns that have the potential to make it easier for people to help themselves. Further, achieving such benefits could be greatly enhanced by taking advantage of the many opportunities available for collaborating with researchers in other areas of psychology. The reasonable person model is offered as a perspective that could facilitate moving in these various new directions while taking advantage of the considerable existent knowledge about human–environment interactions that is currently underappreciated.  相似文献

In this article the authors assert that successful long-term pollution prevention will require changes in the culture and business practices of an organization such that the term “pollution prevention” eventually becomes obsolete. They envision firms evolving to a point where actions that today are referred to as pollution prevention will simply be part of standard business practices and thoroughly embedded in the firms' culture. Although pollution prevention projects and programs need to be highly visible at the outset to communicate throughout the organization and to demonstrate the benefits that can be gained, companies should adopt a long-term strategy aimed at making fundamental changes in the way they do business, rather than relying solely on piecemeal projects and special plans or programs. Such evolution of the firm will maximize the chances of meeting the dual challenges of business competitiveness and environmental stewardship. This article presents a vision for integrating environmental performance with business objectives and suggests practical steps to begin moving toward that vision.  相似文献

The resulting impact of disasters on society depends on the affected country's economic strength prior to the disaster. The larger the disaster and the smaller the economy, the more significant is the impact. This is clearest seen in developing countries, where weak economies become even weaker afterwards. Deliberate strategies for the sharing of losses from hazardous events may aid a country or a community in efficiently using scarce prevention and mitigation resources, thus being better prepared for the effects of a disaster. Nevertheless, many governments lack an adequate institutional system for applying cost effective and reliable technologies for disaster prevention, early warnings, and mitigation. Modelling by event analyses and strategy models is one way of planning ahead, but these models have so far not been linked together. An approach to this problem was taken during a large study in Hungary, the Tisza case study, where a number of policy strategies for spreading of flood loss were formulated. In these strategies, a set of parameters of particular interest were extracted from interviews with stakeholders in the region. However, the study was focused on emerging economies, and, in particular, on insurance strategies. The scope is now extended to become a functional framework also for developing countries. In general, they have a higher degree of vulnerability. The paper takes northern Vietnam as an example of a developing region. We identify important parameters and discuss their importance for flood strategy formulations. Based on the policy strategies in the Tisza case, we extract data from the strategies and propose a framework for loss spread in developing and emerging economies. The parameter set can straightforwardly be included in a simulation and decision model for policy formulation and evaluation, taking multiple stakeholders into account.  相似文献

To address the limited application of analytical and modelling techniques in prioritizing revegetation sites for dryland salinity (saline land) management, a case study of the Hodgson Creek catchment in Queensland, Australia, was conducted. An analytical framework was developed, incorporating the use of spatial datasets (Landsat 7 image, DEM, soil map, and salinity map), which were processed using digital image processing techniques and a geographic information system (GIS). Revegetation sites were mapped and their priority determined based on recharge area, land use/cover and sub‐catchment salinity. The analytical framework presented here enhances the systematic use of land information, widens the scope for scenario testing, and improves the testing of alternative revegetation options. The spatial patterns of revegetation sites could provide an additional set of information relevant in the design of revegetation strategies.  相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献
