As Total Quality Management (TQM) has become an important concept in learning how to manage environmental, health, and safety audit programs more effectively, an especially useful. TQM tool has been competitive benchmarking. Companies are using benchmarking studies to identify “best practices” that could be incorporated into their programs. In conducting benchmarking studies, evaluators often also identify the biggest common challenges facing audit program managers. This article discusses these best practices and biggest challenges associated with environmental audit programs. The conclusions are based on a number of benchmarking studies and third-party evaluations of corporate audit programs. As the sources are necessarily limited to the author's own experiences, there are no doubt many other specific best practices that are not discussed in this article. This article analyzes water quality on a global scale. An overview of the global water supply and demand situation is presented first, including regional and country information, as well as data on selected water use patterns. The focus then shifts to a discussion of water pollution, its various causes, impact, and remedies, with emphasis on legal and administrative solutions. Water pollution control expenditures and the resultant achievements are dealt with in the final third of the article, with projections to 1995. A wide variety of published sources was dovetailed to obtain a composite picture and most likely scenario; this was supplemented with primary interviews by the author conducted in North America, Western and Eastern Europe, and Oceania at the start of the 1980s. 相似文献

The US Department of Interior, Bureau of Mines has evaluated the potential resource and annual availability of cobalt from 27 deposits or districts in 11 market economy countries. More than 90% of primary cobalt production from market economy countries, mainly by-product output from copper and nickel operations, was analysed. The producing operations evaluated in this study were expected to produce about 19 000 t of cobalt in 1989, significantly less than the available capacity of 31 000 t. Approximately 1200 000 t of cobalt is potentially recoverable at the demonstrated resource level. Very large additional resources exist, especially in laterite deposits, but are at the inferred level. 相似文献

The protection of wetlands and riparian areas has emerged as an important environmental planning issue. In the United States,
several federal and state laws have been enacted to protect wetlands and riparian areas. Specifically, the federal Clean Water
Act includes protection requirements in Sections 301 and 303 for state water quality standards, Section 401 for state certification
of federal actions (projects, permits, and licenses), and Section 404 for dredge and fill permits. The Section 401 water quality
state certification element has been called the “sleeping giant” of wetlands protection because it empowers state officials
to veto or condition federally permitted or licensed activities that do not comply with state water quality standards. State
officials have used this power infrequently. The purpose of this research was to analyze the effectiveness of state wetland
and riparian programs. Contacts were established with officials in each state and in the national and regional offices of
key federal agencies. Based on interviews and on a review of federal and state laws, state program effectiveness was analyzed.
From this analysis, several problems and opportunities facing state wetland protection efforts are presented. 相似文献

There is some concern in the environmental quality management (EQM) community that small and mid-sized companies do not have the technical, economic, and personnel resources or expertise to carry out significant programs of pollution prevention or waste reduction in the way that large corporations do. Thus, a very significant proportion of the economy may not be contributing to or benefiting from EQM approaches. Endangered species recovery is characterized by complexity and uncertainty in both its biological and organizational aspects. To improve performance in the organizational dimension, some models of organizations are briefly introduced with an emphasis on the organization as a system for processing information, i.e., for successfully dealing with the high uncertainty in the task environment. A strong task orientation,which rewards achievement of the primary goal, is suggested as ideal for this task, as is generative rationality, which encourages workers to observe, critique, and generate new ideas. The parallel organization—a flexible, participatory, problem-solving structure set up alongside traditional bureaucracies—is offered as a useful structure for meeting the demands of uncertainties encountered during recovery. Task forces and projects teams can be set up as parallel organizations. Improved managerial functions include coordinating roles to facilitate the flow and use of information; decision making to avoid groupthink—the defects, symptoms, and countermeasures are described; and productive, active management of the inevitable conflict. The inability of organizations to solve dilemmas, to examine their own structures and management, and to change themselves for more effective, efficient, and equitable performance is seen as the major obstacle to improved recovery programs. Some recommendations for effecting change in bureaucracies are made along with a call for case studies detailing the organizational dimensions of endangered species recovery programs. 相似文献

Soil is fragile and nonrenewable but the most basic of natural resources. It has a capacity to tolerate continuous use but only with proper management. Improper soil management and indiscriminate use of chemicals have contributed to some severe global environmental issues, e.g., volatilization losses and contamination of natural waters by sediments and agricultural fertilizers and pesticides. The increasing substitution of energy for labor and other cultural inputs in agriculture is another issue. Fertilizers and chemicals account for about 25% of the production energy investment in agriculture. An additional 60% is accounted for by machinery, gasoline, electricity, and power-related inputs. Fertilizer additions to cropland are not utilized fully and significant amounts, depending on conditions, are either lost in surface runoff or leached into the ground water. The annual discharge of dissolved solids from agricultural lands to the waterways in the USA is substantial. The increasing use of herbicides in agriculture is a threat to the quality of surface and ground water, although this threat is dependent upon both the chemistry of the compound and the ecosystem in which it is used. Especially within the Third World, development of an environmental ethic and environmental laws have not kept pace with the increase in pesticide use. Above all is the severe and global problem of soil degradation currently occurring at the rate of five to seven million hectares per year. Environmental program and audit procedures primarily focus on solving perceived immediate problems and do not provide a context within which to evaluate the work and its importance for the decision maker. Outcome evaluation offers a theory-based model for designing long-term solutions based on stakeholder expectation and, ultimately, ownership of the performance changes. Problem identification as well as the development of actions and their measurement are done with the full participation of those responsible for the implementation of the changes. Ownership of the results is reinforced and, significantly, the decision maker and other interested parties can measure the value or the importance of the work. This article describes how outcome evaluation can be an important tool for federal environmental managers who must respond to the Government Performance and Results Act (1993) and privatesector companies. Used in combination with traditional environmental practices, outcome evaluation can contribute to both the design and the implementation of a successful environmental management program. 相似文献

Resource inventory and monitoring (I&M) programs in national parks combine multiple objectives in order to create a plan of
action over a finite time horizon. Because all program activities are constrained by time and money, it is critical to plan
I&M activities that make the best use of available agency resources. However, multiple objectives complicate a relatively
straightforward allocation process. The analytic hierarchy process (AHP) offers a structure for multiobjective decision making
so that decision-makers’ preferences can be formally incorporated in seeking potential solutions. Within the AHP, inventory
and monitoring program objectives and decision criteria are organized into a hierarchy. Pairwise comparisons among decision
elements at any level of the hierarchy provide a ratio scale ranking of those elements. The resulting priority values for
all projects are used as each project’s contribution to the value of an overall I&M program. These priorities, along with
budget and personnel constraints, are formulated as a zero/one integer programming problem that can be solved to select those
projects that produce the best program. An extensive example illustrates how this approach is being applied to I&M projects
in national parks in the Pacific Northwest region of the United States. The proposed planning process provides an analytical
framework for multicriteria decisionmaking that is rational, consistent, explicit, and defensible. 相似文献

A recreation impact monitoring system was developed and applied in 1984–1986 and in 1991 to all backcountry river-accessed
campsites within Delaware Water Gap National Recreation Area, Pennsylvania and New Jersey. Results suggest that actions implemented
by park managers in response to problems identified by the initial survey were highly effective in reducing resource degradation
caused by camping. In particular, the elimination of some designated campsites and installation of anchored firegrates reduced
the total area of disturbance by 50%. Firegrate installation provided a focal point that increased the concentration of camping
activities, allowing peripheral areas to recover. As suggested by predictive models, additional resource degradation caused
by increased camping intensities is more than offset by improvements in the condition of areas where use is eliminated. The
capabilities and management utility of recreation impact monitoring programs, illustrated by the Delaware Water Gap monitoring

Budget changes, whether positive or negative, in water quality management agencies often mean a change in resources available for water quality monitoring. Many state agencies are currently facing monitoring budget cuts and, as a result, are reevaluating their monitoring programs. Such evaluations make use of a number of information sources, not the least of which are monitoring activities in other states. This article reports results of a survey of all fifty state water quality monitoring programs. Twenty questions were asked in the general areas of fixed-station monitoring, special studies, and biological monitoring. Each state was contacted by telephone at least twice during the survey. Fixed-station monitoring is conducted by 48 of 50 states. An average of 75 stations per state are sampled, generally on a monthly basis. There is a large variation in the way data are analyzed by the states; water quality indices and plots of concentration or loading over time are the most common methods. All but three states conduct special studies, but only seven repeat the studies on a regular basis. Special studies are generally problem specific as opposed to basin oriented. Biological monitoring is performed by 33 states; however, this is an area in which budget cuts are having a noticeable impact. In some cases, biological monitoring is being completely eliminated or suspended. Macroinvertebrate sampling is performed quarterly to biannualiy by 50% of the states; 75% of the states that sample macroinvertebrates do so annually. Periphyton sampling is performed by 33% of the states. Over 50% of the states are in the process of revising, or have revised, their monitoring program during the past five years. However, only four states had a detailed rationale and operating procedure for the entire monitoring system. Results of the survey are, therefore, averages of existing monitoring programs. Average results do not necessarily represent ideal situations, but do give an indication of how states are coping with their monitoring responsibilities. 相似文献

This paper focuses on the issues arising from Local Agenda 21 where the role of local authorities is seen as vital in promoting and achieving sustainable development. The implications of the current forms of public sector restructuring for local authorities, and in particular the consequences of the requirement to contract out the delivery and management of traditional environmental services such as grounds maintenance are considered. The paper concludes that the ongoing processes of local government restructuring, together with the removal of many functions from local democratic control, are reducing the capacity of local communities to respond positively to the demands of Local Agenda 21. 相似文献

In the Autumn 1994 issue of Total Quality Environmental Management you learned about Project RENEWAL, a cooperative business project to investigate and promote the linkages between ecology, technology, and business economics. Project RENEWAL stands for Resource Efficiency Network to Eliminate Waste and Liability. This collaborative effort focused on equipment and inventory assets, exploring how better capital asset management can benefit profitability and improve environmental protection. Participants in the project included representatives from industry, consulting, local and state government, environmental agencies, trade groups, and academia. This article describes three specific activities conducted by the RENEWAL participants and suggests ways to improve the success of future projects looking to improve the investment recovery of “impaired” capital assets. 相似文献
