“Eco-efficiency” is a term that does not yet appear in dictionaries but has already gained considerable force in shaping the environmental policies and practices of leading corporations. The Business Council on Sustainable Development (BCSD) sounded a trumpet call with their 1992 manifesto, “Changing Course.” Due to the credibility of the companies that constitute BCSD's membership—including Dow Chemical, 3M, Northern Telecom, Ciba-Geigy, Volkswagen, Nissan, Mitsubishi, and many others—their message has had a substantial influence on the strategic thinking of company executives around the world, BCSD's concept of eco-efficiency suggests an important link between resource efficiency (which leads to productivity and profitability) and environmental responsibility. Eco-efficiency makes business sense. By eliminating waste and using resources wisely, eco-efficient companies reduce costs and become more competitive. As environmental performance standards become commonplace, eco-efficient companies will be at an advantage for penetrating new markets and increasing their share of existing markets. The quality revolution is sweeping its way through most companies globally. It has focused on improving the quality of products and services delivered to the customers and on companies' internal processes. The success of these programs has led to the realization that the same principles need to be applied to the area of environmental management. AT&T has fully embraced TQM as witnessed by the many products and services that have received the International Organization for Standardization (ISO) 9000 certification and awards such as the Malcolm Baldrige Award and the Deming Prize for Quality. We have been utilizing the TQM methodologies for the past few years to turn our environmental focus from end-of-pipe waste management to proactive and preventive TQEM and have made significant progress in reducing our wastes, emissions, and impact on the environment. This article shows how TQEM is now driving Design For Environment (DFE) programs and procedures, recognizing that addressing environmental issues in the initial design process is the most cost-effective means for minimizing environmental impact.  相似文献

Industrial ecology is a new multidisciplinary field of study requiring that economic activity be integrated with, and have minimal impact on, surrounding natural systems. This systems-based approach is beginning to be implemented in private firms through the development of Design for Environment (DFE) methodologies and tools which support the integration of technological and environmental considerations in all economic activities. As part of this development process, a matrix system is proposed by the author by which the environmental and energy costs embedded in materials as used in generic applications may be identified, facilitating environmentally and economically efficient selection of materials. This Material Environmental Evaluation Matrix is supported by checklists which inform the evaluation process. A set of completed matrices for major materials in common applications forms the basis for an Environmentally Efficient Materials Database (EEMD). Once completed, the EEMD would inform consumers, product and process designers, business planners and managers, regulators and government purchasers, public interest groups, and others in their choice of optimal, environmentally and economically efficient, material options.  相似文献

As federal agencies and businesses rely more on cyber infrastructure, they are increasingly vulnerable to cyber attacks that can cause damages disproportionate to the sophistication and cost to launch the attack. In response, regulatory authorities call for focusing attention on enhancing infrastructure resilience. For example, in the USA, President Obama issued an Executive Order and policy directives focusing on improving the resilience and security of cyber infrastructure to a wide range of cyber threats. Despite the national and international importance, resilience metrics to inform management decisions are still in the early stages of development. We apply the resilience matrix framework developed by Linkov et al. (Environ Sci Technol 47:10108–10110, 2013) to develop and organize effective resilience metrics for cyber systems. These metrics link national policy goals to specific system measures, such that resource allocation decisions can be translated into actionable interventions and investments. In this paper, a number of metrics have been identified and assessed using quantitative and qualitative measures found in the literature. We have proposed a generic approach and could integrate actual data, technical judgment, and literature-based measures to assess system resilience across physical, information, cognitive, and social domains.  相似文献

Sustainable development poses challenges and opportunities to the development and management of business and technological systems. Most significantly, sustainability moves beyond meeting an economic and environmental bottom line to a triple bottom line of integrated economic, environmental, and social factors. Over 30 years there has been a paradigm shift that has led to the greening of industrial practices with regards to the environment. As evidence continues to demonstrate linkages between environmental causes and effects, problem-solving techniques have been developed to meet both economic and environmental goals along with metrics to measure environmental performance. Today, sustainable development presents another paradigm shift and adds social considerations as a third element to the bottom line. Designing chemical processes for the environment requires consideration of several indexes of environmental impact including ozone depletion, global warming potentials, human and aquatic toxicity, photochemical oxidation, and acid rain potentials. Current methodologies, such as the generalized waste reduction algorithm (WAR), provide a first step towards evaluating these impacts. However, to address the issues of accuracy and the relative weights of these impact indexes, one must consider the problem of uncertainties. Environmental impacts must also be weighted and balanced against other concerns, such as their cost and long-term sustainability. These multiple, often conflicting, goals pose a challenging and complex optimization problem, requiring multi-objective optimization under uncertainty. This paper will address the problem of quantifying and analyzing the various objectives involved in process design for the environment. Towards this goal, we proposed a novel multi-objective optimization framework under uncertainty. This framework is based on new and efficient algorithms for multi-objective optimization and for uncertainty analysis. This approach finds a set of potentially optimal designs where trade-offs can be explicitly identified, unlike cost-benefit analysis, which deals with multiple objectives by identifying a single fundamental objective and then converting all the other objectives into this single currency. A benchmark process for hydrodealkylation (HDA) of toluene to produce benzene modeled in the ASPEN simulator is used to illustrate the usefulness of the approach in finding environmentally friendly and cost-effective designs under uncertainty.  相似文献

Lawrence Livermore National Laboratory (LLNL), one of the nation's three national security laboratories, is initiating a major research effort in industrial ecology with the goal of increasing the economic and environmental efficiency of the U.S. and global economies. Closer to home, ongoing efforts to reduce LLNL's environmental impact on the surrounding community provide an example of how the environmental efficiency of a major research facility can be systematically improved. In the late 1980s, LLNL initiated its waste minimization and pollution prevention program, changing its focus from end-of-pipe waste management to a proactive and preventive strategy—total quality environmental management (TQEM). LLNL's success in integrating pollution prevention with R&D and operational activities is well illustrated by the waste reduction and energy and water conservation accomplishments described in this article. LLNL represents a model of how industrial ecology, design for environment, and pollution prevention can be incorporated into a comprehensive R&D and operational program. This article describes LLNL's developing industrial ecology program, gives some specific technical accomplishments that have application to many industrial facilities, and presents a case study of TQEM at LLNL's remote experimental test facility, Site 300. The integration of TQEM philosophy with LLNL's scientific capabilities holds much promise for new ideas and creative solutions to national and international industrial ecology concerns.  相似文献

Today, environmental managers are learning new ways of adding value to their organizations. Before, the environmental department was an overhead expense—an indirect support group required for complying with burdensome regulations. Now, such departments add insights and value during strategic planning sessions, identify efficiency improvement opportunities, provide a superior return on investment, and—bottom line—improve profits. The primary approach to meeting the challenge is a new environmental management system (EMS) that identifies, measures, and manages a diverse set of internal and external customer needs. These needs include environmental cleanups, regulatory compliance, pollution prevention, and design for the environment—and each represents a potential improvement opportunity. Unfortunately, most organizations have so many such needs that all cannot be addressed at once, given the resource constraints of a competitive business climate. Thus, priority is a key concept of an effective EMS. This article describes an innovative application of consensus-building tools that quickly identify and set priorities for diverse environmental programs. The article also shows how appropriate performance measures will align these programs with corporate goals and objectives.  相似文献

以可持续发展理论为指导,结合南充生态城市建设的要求,对南充城市生态环境进行定量评价并提出改进对策。采用城市空气污染指数API等23个指标,应用层次分析法对四川省第二座大城市南充的生态环境质量进行定量评价,2010年南充城市的生态质量综合值P为0.67,达到Ⅲ级标准,城市生态可持续发展水平状况良好。伴随着快速的城市化和人口激增,南充城市生态问题日益突出。主要问题表现为:老城区交通拥堵、绿地面积小、建筑屋间距不够,城市环境指数低,工业园区建设与城市房地产开发占用较多土地,城市原生态的生态-地貌景观被人为过度的破坏与改造,城市经济有待进一步发展。  相似文献

The streamlined, matrix approach to environmental Life-Cycle Analysis (LCA) developed originally at AT&T by Graedel and Allenby can be adapted to manufacturing processes to produce a useful tool for Design for the Environment (DFE). Pollution prevention in manufacturing has typically focused on the environmental impact of processes at a manufacturer's site. However, it is important to recognize that a process has a “life cycle,” albeit not precisely like the life cycle associated with a product. Modification of processes can also have upstream and downstream effects. In this article, the authors show how, by using a streamlined LCA matrix, it is possible to evaluate the environmental impact associated with a process over the process's life cycle. This approach also allows managers to allocate resources to improve processes that have greater environmental impact and to assess process improvements.  相似文献

In the light of sustainable development requirements, environmental psychology has an increasing role to play in addressing people–environment congruity. People–environment congruity refers to the interrelation between the individual and his or her (especially: residential) environment, considering the match between individual life satisfaction and objective standards of living. Promoting human well-being requires looking beyond singular effects of environmental features and considering people's overall relationship to their environment. This leads us to look at the residential environment as the place where people–environment congruity is crucial, and to propose a framework of analyses of the conditions of congruity between objective and subjective assessment of environmental stressors in relation to the individual and social expression of well-being. The paper concludes with the implications of people–environment congruity for research and policy-making about sustainable development.  相似文献

An interactive optimization methodology for allocating the number and configuration of an Air Quality Monitoring Network (AQMN) in a vast area to identify the impact of multiple pollutants is described. A mathematical model based on the multiple cell approach (MCA) was used to create monthly spatial distributions for the concentrations of the pollutants emitted from different emission sources. These spatial temporal patterns were subject to a heuristic optimization algorithm to identify the optimal configuration of a monitoring network. The objective of the optimization is to provide maximum information about multi-pollutants (i.e., CO, NO(x) and SO(2)) emitted from each source within a given area. The model was applied to a network of existing refinery stacks and the results indicate that three stations can provide a total coverage of more than 70%. In addition, the effect of the spatial correlation coefficient (R(C)) on total area coverage was analyzed. The modeling results show that as the cutoff correlation coefficient R(C) is increased from 0.75 to 0.95, the number of monitoring stations required for total coverage is increased. A high R(C) based network may not necessarily cover the entire region, but the covered region will be well represented. A low R(C) based network, on the other hand, would offer more coverage of the region, but the covered region may not be satisfactorily represented.  相似文献

黑龙江大庆市作为典型的资源型城市,是人地关系作用最强烈的区域之一,也是生态环境发生急剧变化且具有特色的区域。采用以栅格数据结构为主的多源空间信息,建立了评价生态环境质量的数字环境模型,生成了大庆市生态环境综合评价图。根据评价结果将生态环境质量分为4级,分级结果显示:大庆市生态环境质量以Ⅱ等和Ⅲ等为主,分别占总面积的50.14%和42.65%,而Ⅰ等和Ⅳ等则分别占总面积的2.45%和4.76%。  相似文献

With the growing importance of environmental sustainability in the corporate sector, businesses are compelled to progress from assessing and benchmarking their environmental impact to making decisions on how to prioritize impact reduction alternatives. Most often, business decisions are driven by financial metrics, but with sustainability improvements becoming a business goal, it is also important to assess metrics from environmental and social spheres; nevertheless, practically and systematically performing such an assessment is challenging. We present an application of a multi-criteria decision analysis (MCDA) method that addresses the aforementioned challenges in a corporate setting. Our case study company – one of the largest inland marine freight carriers in the United States – promotes a business culture focused on financially viable, yet socially and environmentally responsible solutions. Thus, we combine life cycle analysis (LCA), financial calculation methods, and corporate surveys to quantify environmental, economic, and social performance measures, respectively. Multiattribute utility theory is integrated with analytic hierarchy processes (AHPs) and fuzzy analysis to create a carefully designed framework for corporations with diverse groups of stakeholders. With company leadership, implementation is feasible and successful at prioritizing alternatives among diverse stakeholders. The process provides a platform for negotiation and promotes discussions on decision drivers. The use of MCDA methodologies promoted the inclusion of a suite of metrics that aligned with the company's sense of social and environmental responsibility, generating an in-depth analysis of the alternatives that factored in other things besides economics. Return-on-investments (ROI) calculations, the typical approach used in the corporate setting, would have required significantly less time and effort from the company, but the results of our MCDA application indicated that inclusion of triple bottom line metrics delve deeper into stakeholder preferences. Thus, our case study company gained a holistic view of the candidate alternatives, in addition to creating a platform for structured discussions about company goals and priorities.  相似文献

In this paper, the energy and environmental dimensions of several proposed energy strategies for Senegal are explored. An analytical framework to compare the energy and measurable environmental impacts of a set of scenarios is developed, and the limitations of the quantitative approach are discussed. It is found that policies to promote substitution of liquid petroleum gas (LPG) for charcoal use in households may actually reduce greenhouse gas emissions, while also improving more important near-term environmental problems. Substitution of LPG for charcoal would not necessarily lead to a significant increase in Senegal's oil import bill, since other petroleum product usage will continue to dominate. Despite past industrial sector initiatives, considerable potential for energy efficiency investment remains, and presents additional opportunities for minimizing environmental impacts.  相似文献

The relation between Kohlberg's cognitive moral reasoning and concern for the environment was measured in 158 college students. Rest's Defining Issues Test and Thompson and Barton's measure of environmental attitudes were administered. Principled moral reasoning, the weighted ranking of responses at the most advanced level of moral development, correlated positively with ecocentrism (belief in the intrinsic importance of nature), negatively with environmental apathy, and was unrelated to anthropocentrism (belief that nature is important because it is central to human wellbeing). Ecocentrism, the only attitude that has been found in previous research to correspond with environmentally friendly behavior, was predicted by principled moral reasoning, gender, and college major.  相似文献
