Most CDM (Clean Development Mechanism) opportunities exist in some large industrializing developing countries. For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.  相似文献

Since the Clean Development Mechanism(CDM) under the Kyoto Protocol was initiated,China and India have overwhelmingly led other developing countries regarding CDM projects development.A comparative study of the CDM in India and China is conducted as there are many similarities between both India and China with regard to the CDM implementation due to the fact that India is another major developing country with a large population and a potential source of GHG emissions rivaling China in the near future.Through examining the development of and legal issues for CDM projects in India,its experience and lessons regarding developing and managing CDM projects that China can critically learn are discussed.  相似文献

The ecological carrying capacity, an important indicator to evaluate the sustainable development of the ecosystem, means the potential ability of the natural ecosystem to carry socioeconomic development while the ecosystem is healthy. It is limited by the carrying capacity of natural resources and environment and the elasticity of the ecosystem. It will be greatly significant to study the ecological carrying capacity of Hainan Province, the first ecological province admitted by the State Environmental Protection Administration in China. Not only is the natural ecosystem reflected, but also the effects of human activities are emphasized by integrating the ecosystem health analysis into the ecological carrying capacity research. The research results, using the Factor Analysis tools of software SPSS, indicate that the ecological carrying capacity of Hainan Province fluctuated obviously from 1996 to 2005. The level of the ecological carrying capacity of Hainan Province was relatively high in 1996, and reached into trough from 1997 to 1999. It has steadily ascended to be above the middle level since the 21st century. The results also show that policy factors, especially the implementation of the 'Ecological Province' strategy, were important driving forces to influence the ecological carrying capacity. With the population rapidly increasing, the land and water resources per capita have decreased quickly. The amount of the ecological carrying capacity was promoted remarkably by socioeconomic development especially economic growth and technology applications. All of these will provide useful suggestions to establish and enact regional development policies, especially for protecting and reconstructing the ecology and environment of Hainan Province.  相似文献

The core issue for China transition development in the next 30 years is to shift from the quantity growth model to the quality improvement model. The paper introduces the research progress in three key areas of sustainable development studies since the 1990s. It is pointed out that there is a well-being thresh-old at which the margin utility of economic growth for human well-being will decline, that there is an ecological limit beyond which more economic growth in terms of physical scale will be impossible, and that the creation of human well-being is related not only to the amount but also to the structure and efficiency of public expenditure from government. After an in-depth discussion on facts, origins and policy implications of each issue, some theory and policy thinking with long-lasting significance are raised for the transition development of China.  相似文献

This study aims to investigate the effect of the impact mechanism of climate change on the livestock production at small watershed level and county level with the Multi-level Model(MLM)in Qinghai Province.The result indicated that the gross livestock output value was greatly influenced by the climatic factors of the small watershed level.Higher temperature promoted also by the increase of precipitation,relative humidity and sunshine duration was found to be beneficial to the development of livestock production,except in some areas where temperature rise restrained the development of local livestock production to some degree when exceeding a certain level;besides,the impact of the socioeconomic factors on the livestock output value is obvious at the county level.The gross economic output measured with GDP has some inhibitory effects on the reinvestment of livestock production,while population growth promotes development of livestock production to some degree.The results not only provide scientific basis for the management of livestock production in Qinghai Province,but also provide reference for formulating the policies and adaptation measures targeted at climate change to promote the sustainable development of livestock production in other regions.  相似文献

With the effect of the human trade doctrine in the international trade field, almost all the countries have paid more attention to the sustainable development of international trade. This article chose the export sustainable development as the research object. On the basis of the analysis of the theoretical connotation of the export sustainable development, this article tried to establish an evaluation indices system and set up an evaluation model of the export sustainable development level, and finally made some empirical research on China. The result indicates that the comprehensive level of the export sustainable development in China showed a tendency to rise from 1985 to 2003 and the export sustainable development level of China in these years can be divided into four grades: excellent, good, moderate and poor. In most years, the social economic benefits of export was obtained at the cost of the deterioration of environment and the depletion of resources, and the economic profit of export did not increase with the enlargement of the export scale because of the deterioration of the terms of trade. Therefore, China should be careful about the problem of poverty accompanied by the increase of export.  相似文献

While fossil fuels greatly contribute to human society,they pose great challenges to natural resources,the environment,and climate change.Developed countries,like the United States,formulated strategic measures to ensure their sustainable development and leading positions in the world.These measures include new green policies,development of shale gas,revitalization of nuclear power,energy independence,reindustrialization,and new low-carbon development based on a combination of Internet technology and renewable energy.Developing countries are also trying to introduce balanced strategies of poverty alleviation and sustainable development.Globally,industrial civilization is being transformed to ecological civilization and green,low-carbon development is a global trend.Addressing climate change provides new strategic factors to further this development.China should take substantial actions to realize sustainable development in a new road:China is in the critical stage of changing its development mode,so it is vital to choose an appropriate development path.This extensive development comes at the high price of consuming too much resources and scarring the environment.Mitigation and adaptation strategies for addressing climate change can help the transition of development.Based on the analysis of the development data of developed countries,the author introduces the concept of"two-type developed countries"with an understanding that not all developed countries must take the same development mode.He also holds the view that China should achieve modernization in a more energy-saving and more carbon-efficient manner compared with that of two-type developed countries.An analysis of"two competitions"that China is facing shows that changing the developing mode is urgent and China should grasp this opportunity in the next five to ten years,which is a key period for this transition.This paper discusses the low-carbon development goals and the three-step process.Low-carbon development does not necessarily restrict economic development.It,however,can expedite the transition of the development mode and this is a low-carbon and green development path.Transition of the development mode includes implementation of China’s green and low-carbon energy strategies,low-carbon society construction,development of agriculture and forestry,garbage sorting and utilization,innovation of urbanization,etc.Improvement of national infrastructure construction includes water safety,environment and climate monitoring system,intelligent energy web,basic database,etc.Addressing climate change can significantly improve the nation’s basic research level.In summary,it mitigates backward production capability,extensive development,and environmental damage while promoting technological advancement,scientific development,and ecological civilization.  相似文献

China is going through a rapid development stage of industrialization and urbanization.Although tremendous achievements have been made in the aspects of energy conservation,improvement of energy effectiveness and development of new and renewable energies,because of the rapid development of economy,it is difficult to change the huge total amount and fast increase of CO2 emission in the near future.China has to confront the tough challenge to address global climate change.China plans to reduce carbon intensity,that is,CO2 emissions per unit GDP,by 40 to 45% by 2020 compared with the 2005 level.It is a strategic option to coordinate domestic sustainable development with coping with global climate change on the basis of China’s national circumstances,representing the core content and key measures for transforming development pattern and realizing low-carbon development.To achieve the target,more capital and technology inputs are required for energy conservation and low-carbon development during the twelfth and Thirteenth Five Year Plan period than in the Eleventh Five Year Plan period.In addition,energy conservation achieved by structural adjustment,industrial upgrading and product value-added improvement is also expected to play a greater role.Therefore,China should strengthen technological innovation,make greater efforts to transform the development pattern,take advantage of the synergistic effect of policies and measures while coping with global climate change and building a domestic tow-oriented society.China should also establish an industrial system characterized by low-carbon emission.Then China will ultimately achieve a win-win situation in both domestic sustainable development and coping with global climate change.  相似文献

China is the only nation that uses DDT in antifouling pain at present, approximately 5% of DDT is applied as the additive of the antifouling paint production. Therefore, actions shall be taken urgently for banning the use of DDT and substituting with non-POPs alternatives in antifouling paints. The paper researches the social and economic backgrounds of DDT booster antifouling paint production and usage, analyzes the social and economic impact assessment of the alternatives to DDT usage for antifouling paint. The implementation of the project of alternatives will completely eliminate the adverse impact of DDT booster antifouling paint on terrestrial, marine ecosystem and human health. The broad use of alkali silicate and pepper alkali as substitutes will be feasible if appropriate measures will be taken to encourage their development, and the social and economic risk will be reduced to accepted levels.  相似文献

The present paper reviews the UN important efforts to promote global sustainable development in the chronological order since UN Conference on Human Environment in 1972, and analyzes the progress and gap. The results show that the UN system has made great efforts for global sustainable development since the UN Conference on Human Environment, especially since UN Conference on Environment and Development, promoted the formation of important consensus and multilateral international conventions on many fields, boosted the development of partnership in the field of sustainable development, and accelerated actions for sustainable development of many countries and regions. However, at present, the progress made is still far below the level required, prominently reflected in the slow progress toward the millen- nium development goals, the difficulties in negotiations in the field of environment and development, insufficient fulfillment of international agreements and conventions, and undesirable effects of partnership in the field of sustainable development. Based on these, the paper puts forward four suggestions for UN Conference on Sustainable Development in 2012(Rio+20):(1) to revitalize the "spirit of Rio" and accelerate the implementation of existing politi- cal commitments; (2) to make new political commitments focusing on climate change and other major global challenges under the Rio principles; (3) to lay out a blueprint of green economy under the Rio principles; and (4) to promote South-South cooperation as the focus of international cooperation.  相似文献

A growing body of literature has documented the rapidly increasing income disparities that accompanied China's economic growth in the 1980s and 1990s, and the driving factors behind this. Growing income inequality in its turn may have important implications for the accumulation of physical capital, human capital, and natural capital and as a consequence for sustainable economic development. The purpose of this paper is to investigate the potential impact of income inequality on savings, human resources and the environment in China. It starts with an overview of the different causal mechanisms through which income inequality may affect the accumulation of physical capital, human capital, and natural capital, and discusses to what extent these causal relationships may be relevant in the case of China. Next, provincial data for the year 2002 are used to explore the relationship between income inequality and different elements of sustainable development in China. It is found that income inequality does not affect aggregate savings levels. Rising inequality, however, contributes to lower health and possibly also to higher fertility levels. It also lowers the use of chemical fertilizers in agriculture and therefore is likely to reduce water pollution. Other types of environmental degradation are not affected.  相似文献

Increasing populations are causing an increase in food demands, and the area of cultivated land expands every year. Inappropriate land transition from ecology to production results in the constant decline of the ecological security level and influences the regional sustainable development. Adjusting unreasonable land use mode and reconstructing natural land cover are important ways to maintain and improve the ecological environment. Also reclaiming farmland as areas for forests and grasslands (FRFG) is another way. Successful implementation of FRFG in China is the result of comprehensive effect of the multi-scales driving forces. This paper analyses the driving forces of FRFG in China on a national (country) -regional (province) - local (county) - household (farmer) level scale, and the results are: driving forces at the national scale include ecological and food security and the western development of China; at the regional scale, ecological and economic benefits become the main factors to influence the dimension of FRFG under the same policy. The driving forces can be divided into 6 types: industrial structure adjustment, water source protection, flood prevention, the Three-Gorge Project protection, reduction of the amount of sediment flowing into the Yellow River and wind erosion desertification prevention. The driving forces at the local scale can be divided into 12 types with developing leading industries, increasing farmers' income and improving agricultural production conditions as the main types; at the household scale, the national policy meeting farmers' demands and the optimization of individual interests are all driving forces.  相似文献

This paper summarizes, from a global perspective, the major progress in the implementation of the Agenda 21 since the UN Conference on Environment and Development. The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people’s livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.  相似文献

Recently, there has been growing concerns about environmental issues related to urbanization in China. The intense natural resources utilization and increasing population has brought great pressure, especially in coastal areas, consequently affecting the sustainable development of coastal cities. In 2002, Environmental Impact Assessment Act (EIA Act) was enacted in China. Environmental impact assessment targeted at planning, one level of strategic environmental assessment (SEA), thus became a legislative requirement. This paper considers SEA to be one of the important approaches not only to control coastal pollution, but also to conserve coastal ecosystems and finally to achieve sustainable development during urbanization, thus it will be a set an example for other areas of China. The experience of SEA in Xiamen, a coastal city in southeast China, illustrates the potentials of SEA. This paper first briefly introduces the concept and potentials of SEA, then compares two SEA cases and a project EIA case in Xiamen, and finally identifies the key characteristics of SEA.  相似文献

The discovery and use of fossil fuels have not only helped the evolution of human society from agricultural civilization to industrial civilization,but also caused serious environmental and climate problems.The earth is calling for a sustainable future,and a change from industrial civilization to ecological civilization based on the new"energy revolution".A macroscopic quantitative analysis of China’s environmental capacity and climate capacity shows that China is in urgent need of changing the extensive developing mode and having an energy revolution.It is foreseeable that fossil fuels will remain the most consumed source of energies in China now and in the next few decades.Although the efficient and clean use of fossil fuels are very important,this is not an energy revolution or the fundamental solution to environmental and climate problems.Unconventional gases including shale gas play an important role in the mitigation of environmental problems and climate change,but"shale gas revolution"or"shale gas era"is not suitable to China since the proportion of natural gas in primary energy structure in China can only be increased by a maximum of 20%.The transition of Chinese energy structure from fossil-fuels-dominating stage to multiple-energy-sources stage and then to a nonfossil-fuels-dominating stage is the inevitable future,with the help of great contribution from renewable energy and nuclear energy.Among renewable energies,the proportion of non-hydro renewable energies will gradually increase.Improvement of their market competitiveness(economic efficiency)relies on technological innovation.Renewable energies will be the main energy source for the earth in future.Despite the impact of the Fukushima nuclear disaster,the whole world,including China,will not give up nuclear energy development.Safe,steady,and large-scale development of nuclear power is a rational choice of China.Transition from nuclear fission power plant to nuclear fusion power plant is the inevitable future.Nuclear energy will be a sustainable energy source and another main energy source of the earth in future.China needs to enhance energy security consciousness,promote energy saving,and change the energy supply-demand patterns,that is the transition from"meet a too-fast-growing demand with an extensive supply"to"meet a reasonable demand with a rational supply".All countries need to work together to address global environmental problems and climate change.Energy revolution is the foundation for a sustainable future.With a wide range of international cooperation,the win-win cooperation is the only way of overcoming these challenges.  相似文献

Currently, the progress of science and technology has become a key factor in promoting economic development. And the backwardness of science and technology at the grassroots level has undoubtedly restricted the process of China's construction of socialist new countryside. Taking socio-economy and the development of science and technology in Jiaxing as a breakthrough point, and based on the related data of Jiaxing during 1998-2004, this paper analyzes thoroughly the interactive relationship between socio-economy and the development of science and technology. The paper took the human-land relations as a basic point, and the theories of tourism industry system and sustainable development as the guidance, with Gannan Tibetan Autonomous Prefecture (Gannan) as the case study area. From microcosmic and macroscopic viewpoints, the author carded out function orientation and evaluation to the tourism industry development, and research on the comprehensive tourism industry development pattern of Gannan. Results show that the fragile ecological environment and the traditional economic growth pattern have restricted regional sustainable development, and made Gannan to become a representative of the periphery minority areas in Northwest China. Tourism development of Gannan is at the primary phase, with the characteristics of short industry chain and low economic efficiency. It is an inevitable choice to transform the way of regional economic growth and the development pattern of tourism industry from the traditional pattern to the pattern of sustainable development. Simultaneously, Gannan's natural, national and religious culture makes Gannan a broad prospect on the comprehensive tourism development. Gannan should choose the comprehensive tourism industry as its scientific pattern to realize sustainable development, promote harmonious social, economic and ecological development, alleviate the human-land contradictory, and realize dual goals in terms of ecology construction and economical development. For Gannan and the similar areas in China, studies on the sustainable development pattern of tourism have extremely important strategic sense with respect to tourism development and the sustainable development of regional economy.  相似文献

Evidence shows that some conceptual ideas relevant to both local and global sustainability have been adopted in some official documents in northeast Asian nations, particularly China, South Korea, and Japan. This seems to be a very positive signal for the future development of sustainability science in this region. However,studyes show that there are still some major gaps there. One is the problem of how to build up the regional research capacity of sustainability science among northeast Asian research institutes across different disciplines as well as different political systems. Another is how to shift the conceptual frameworks of sustainability science into the operational policy frameworks. There are four major obstacles to the enhancement of regional research capacity-building in sustainability science.
