The Water Framework Directive is the most significant piece of European water legislation to date. This paper looks at the Directive's stakeholder participation requirements, which are crucial to its successful implementation, and represent one of its most novel and potentially far-reaching elements. The Ribble catchment in northwest England is part of a European pilot river basin network tasked by the European Commission with testing the Directive's common implementation strategy guidance, which is designed to aid member states in meeting its requirements. The Ribble pilot, managed by the Environment Agency, is responsible for testing the stakeholder participation element of this guidance. This paper provides an overview of the early stages of the Ribble pilot'sapproach, and discusses stakeholder participation in the context of the Water Framework Directive more broadly.  相似文献

It is well established that trees help to reduce air pollution, and there is a growing impetus for green belt expansion in urban areas. Identification of suitable plant species for green belts is very important. In the present study, the Air Pollution Tolerance Index (APTI) of many plant species has been evaluated by analyzing important biochemical parameters. The Anticipated Performance Index (API) of these plant species was also calculated by considering their APTI values together with other socio-economic and biological parameters. Based on these two indices, the most suitable plant species for green belt development in urban areas were identified and recommended for long-term air pollution management.  相似文献

Guidelines for implementation of the National Environmental Policy Act state that environmental impact statements (EISs) shall use “appropriate graphics.” We examined one component of graphics, typography, identifying applicable criteria from the literature and applying them to 150 EISs prepared by seven agencies. We found that the EISs ranged widely in typographic quality. The average EIS met fewer than seven of ten criteria; 12% were considered unreadable. The results suggest that weak typography may seriously limit public review of EISs. Agencies are encouraged to make typography a serious component of their public participation programs.  相似文献

In South Asian countries such as Nepal, India, and Bangladesh, pollution of rivers is more severe and critical near urban stretches due to huge amounts of pollution load discharged by urban activities. The Bagmati River in the Kathmandu valley, the Yamuna River at Delhi, and peripheral rivers (mainly Buriganga River) of Dhaka suffer from severe pollution these days. The observed dry season average of biochemical oxygen demand (BOD) in all these rivers is in the range of 20–30 mg/liter and total coliform are as high as 104–105 MPN/100 ml. Per capita pollution load discharge of urban areas has been estimated to be about 31, 19, and 25 gBOD/capita/day in Bagmati, Yamuna, and the rivers of Dhaka, respectively. Regression analysis reveals pollution loads steadily increasing nearly in step with the trend in urbanization. The dissolved oxygen (DO) level of the Bagmati and Buriganga rivers is declining at an average annual rate of nearly 0.3 mg/liter/year. Unplanned urbanization and industrialization occurring in these cities may be largely responsible for this grave situation. Inadequate sewerage, on-site sanitation, and wastewater treatment facilities in one hand, and lack of effective pollution control measures and their strict enforcement on the other are the major causes of rampant discharge of pollutants in the aquatic systems.  相似文献

In response to continued public concern sparked by the loss of open space and greenbelts around American cities, greenways have gained nationwide popularity as a land conservation strategy. This study examines the socioeconomic, demographic, and locational characteristics of greenway users. Three hundred twenty users on four trails of the Capital Area Greenway System in Raleigh, North Carolina, were surveyed. The Raleigh system is extensive, providing 43.7 km (27 mi) of trails, thus allowing examination of greenway use in a variety of settings. The survey findings indicated that most patrons were drawn from within an 8.05-km (5-mi) radius of the greenway. The typical Capital Area Greenway user is a white female between the age of 16 and 34 with no children. Socioeconomically, greenway users are employed, well-educated, and have above average incomes. A disproportionate share of greenway visitors belong to an environmental group.  相似文献

Policy-makers and public participation analysts face the question of who should be involved in environmental decision-making. Participants are often representatives of organized groups who share similar demographic and other characteristics. This raises concerns about the degree to which the interests and opinions of others are represented. The research presented here investigates the nature and degree of differences in environmental attitudes, specifically those toward water resource management efforts, among people who do and do not participate in place-based groups in metropolitan Portland, Oregon. Neighborhood associations and a watershed council were the focus of this research due to their involvement in land-use planning and resource activities. Thirty-four individual attitudinal judgments were evaluated, along with four indices representing attitudes toward resource protection goals, government, regulations, and economic measures. Survey findings revealed watershed council participants were more supportive of resource protection compared to others on all attitudinal dimensions except anthropocentric goals. In contrast, neighborhood association participants are relatively representative of non-participants except for heightened support for economic strategies. Participants in both groups exhibited higher socioeconomic status than non-participants. Written survey comments highlighted the perceived value of on-the-ground projects incorporating local input and feedback while interviews provided insights on how to expand participation in place-based groups and resource protection efforts.  相似文献

This paper focuses on the creation of a Centre for the recycling of stone materials. The Centre will be able to offer a range of activities amongst which is the improvement of the production chain of the Orosei Marble district in Sardinia, Italy. Several companies operate within the marble producing area, specializing in both quarrying and stone processing. They have formed a Consortium in order to rehabilitate an area of more than 17 ha. The restoration will be carried out through an environmentally sustainable procedure. The area was previously used as a landfill for waste deriving from marble quarrying and processing. At that time unshaped blocks of various sizes (which are unsuitable to block-cutter sawing), waste deriving from both block sawing and slab/strip cutting (such as broken slabs, strips, tiles) and microfine dust from filter presses of water treatment plants were representing an environmental problem. The local administration was struggling to find new areas which could be used for landfills, resulting in an additional cost for the landfill, ultimately affecting the variable production costs. The project involves the building of a venue to be used for temporary storage, treatment of wastes produced by both quarrying and primary processing, in order to make them suitable as secondary raw materials. The project also deals with the catch basin hydrology of the area involved in the project, the building of a multifunctional centre, the landscaping and other environmental features such as vehicle traffic and slopes greening.  相似文献

Although relations between direct investors and host countries must steadily evolve to meet continually changing circumstances, this should be within a broadly stable framework. The basic technical and economic characteristics of mining should dictate the nature of that framework. In contemplating their experiences during the past decade many international mining companies might ruefully agree with Benjamin Franklin that: ‘in this world nothing can be said to be certain except death and taxes’. The aim of this paper is to highlight some of the important factors that must be taken into account by governments, international agencies and private investors contemplating large-scale mining projects. When water supply improvements are coupled with opportunity to create income through micro–enterprises, time released from water collection is converted into income earned. This brings several benefits: reduced drudgery, higher household income, and, consequently, greater women's empowerment through changing gender relations within the household. This article documents the performance of one such scheme in Banaskantha District in the state of Gujarat in India, one of poorest districts in the state and the country. Here, due to the efforts of the Self–Employed Women's Association (SEWA), an Indian NGO, poor women are reaping the social and economic benefits of a government–run regional piped water supply scheme, a project funded by Dutch bilateral aid, focusing on women's development. If government policy–makers took the cue and formulated programmes and schemes that combined these two aspects, viz., actions that release time for rural women from daily chores (e.g., collecting water, fuel wood and fodder)and opportunities for sustainable micro–enterprises to convert time saved into income, this could become a reliable route out of rural poverty into gender–sensitive sustainable development.  相似文献

In this paper we employ a stated preference environmental valuation technique, namely the choice experiment method, to estimate local public’s willingness to pay (WTP) for improvements in the capacity and technology of a sewage treatment plant (STP) in Chandernagore municipality, located on the banks of the River Ganga in India. A pilot choice experiment study is administered to 150 randomly selected Chandernagore residents and the data are analysed using the conditional logit model with interactions. The results reveal that residents of this municipality are willing to pay significant amounts in terms of higher monthly municipality taxes to ensure the full capacity of the STP is used for primary treatment and the technology is upgraded to enable secondary treatment. Overall, the results reported in this paper support increased investments to improve the capacity and technology of STPs to reduce water pollution, and hence environmental and health risks that are currently threatening the sustainability of the economic, cultural and religious values this sacred river generates.  相似文献

Water is a resource that is essential for all life on Earth. An exponentially growing human population, in addition to unprecedented industrial and technological development, threaten the availability and quality of this resource. Climate change and ozone depletion are two major environmental problems facing mankind today. These problems have the potential to further strain currently available freshwater resources. Recent research has shown that climate change and ozone depletion are linked phenomena and their interaction exacerbates their impact. Changes in precipitation, surface runoff, solar UV radiation, temperatures, and evaporation are some of the predicted outcomes of climate change and ozone depletion. They influence the biogeochemical cycles and aquatic ecosystems in lakes and rivers, and alter the character of natural organic matter (NOM) and, consequently, they have the potential to affect the quality, quantity and treatability of our water resources. Given these uncertainties, and the need to mitigate the consequences of climate change and ozone depletion, the issues of changing water quality, quantity and treatability cannot be ignored by Australian governments and water utilities.  相似文献

This essay considers the arenas of advocacy, politics, and self-reflection in strengthening conservation and resource management initiatives. It frames key questions that reflective conservation practitioners may address in seeking to enhance the results of conservation projects, including equity and more inclusive participation by nonprivileged groups. The essay touches on the importance of understanding conservation work within particular political and historic dynamics, including the need to understand non-Western and/or indigenous or traditional perspectives on conservation. The author makes the case that Western or privileged conservation practitioners are uniquely situated to advocate effectively for change.  相似文献

This article presents a study of land-use politics at the local level in Hobart, capital of the small island state of Tasmania. It is concerned with the politics of local place in the Mt Wellington Skyway cable car dispute and the tactics employed by the state government, in contravention of sustainability principles, to prioritise development over public concern for a local environment. The dispute is reviewed in terms of ideological contention, planning and decision making, and the role of the state in facilitating development. It is found to be characteristically Tasmanian in terms of state legislative support for the project and attitudes in the local community and local government polarised firmly against it. The management of the Mt Wellington Range itself is found to have been hindered by a history of non-decision making and neglect of intrinsic natural values, and the management of the Skyway approval process to have been expediently driven by utilitarian concerns. The article closely scrutinises the type of local environmental issue that Rainbow (1993) suggests has catalysed green politics at the state level in Tasmania. But more generally, it also presents a classic study of the ideological contention that continues to inspire natural resource conflict wherever communities face the degradation of local places defined by significant natural areas.  相似文献

In relation to fluoride in ground water, dental fluorosis is studied in seven villages, viz., Nasipur, Vabanandapur, and Deshnabagram under Nalhati I block and Kamdebpur, Chalk Atla, Nowapara, and Junitpur under Rampurhat II block, of Birbhum district, West Bengal, India. Water samples (N = 70) were collected from the tube wells of the mentioned villages in the months of December 2010 to February 2011 and analyzed for fluoride and other water parameters. The study result revealed that the fluoride levels of almost all the water samples (95.7%) were higher than 1.5 mg/L, with mean values of 3.15 and 3.83 mg/L in Nalhati I block and Rampurhat II block, respectively. Dental fluorosis of 490 respondents was visually determined by a competent dentist using Dean’s index (DI) and the tooth surface index of fluorosis (TSIF). According to the DI, the percentage of severely affected respondents was lowest in Chalk Atla (0%) and highest in Deshnabagram (50%). The percentage of severely affected respondents was lowest in Kamdebpur and Chalk Atla (0%) and highest in Nowapara (20%) according to the TSIF score. The age group 10–20 years showed the highest percentage of severe DI (40.8%) and the age group 21–30 years showed the highest percentage of severe TSIF (22.51%) compared to the other age groups in the study. The positive relationship between the fluoride level in water and the severity of dental fluorosis has been proved statistically. The high mean score of dental fluorosis indicates that dental fluorosis is endemic throughout the study area.  相似文献

Community participation, ownership and cost sharing are key components of Tanzania's water policy, in common with the broad international consensus on water governance. However these policy goals are difficult to achieve, beset with paradoxes and their benefits may be overstated, both in terms of efficiency of resource management and equality of outcomes. This article draws on longitudinal ethnographic research of a village water supply in Tanzania to explore two issues: the contested nature of community ownership and the complex evolution of a ‘community‐owned’ institution. The evidence from the Uchira Water Users Association leads us to question some of the simplistic assumptions made concerning the capacity of local communities to manage service delivery and to balance equity and sustainability principles. The limitations of ‘bottom‐up’ and demand led approaches need to be recognised without discrediting their potential for challenging inequalities. The article concludes with a consideration of some of the tensions in community‐driven development, which raises some important questions about the role of the State and external agencies in setting and enforcing equity criteria in community‐managed initiatives.  相似文献

This article shows how social capital impacts fisheries management at the local level in Chilika Lake, located in the state of Orissa in India. In Chilika, the different fishing groups established norms and “rules of the game” including, but not limited to, spatial limits that determine who can fish and in what areas, temporal restrictions about when and for how long people may fish, gear constraints about what harvesting gear may be used by each group, and physical controls on size and other characteristics of fish that may be harvested. A survey of the members of fishing groups has shown that the bonding social capital is strong within the Chilika fishing groups. Bonding and bridging social capital keeps the fishers together in times of resource scarcity, checks violations of community rules and sanctions, and strengthens the community fisheries management. In contrast, linking social capital in Chilika appears to be weak, as is evident from the lack of trust in external agencies, seeking the help of formal institutions for legal support, and increasing conflicts. Trust and cooperation among fishers is crucial in helping to build the social capital. A social capital perspective on fisheries governance suggests that there should be a rethinking of priorities and funding mechanisms, from “top-down” fisheries management towards “co-management” with a focus on engendering rights and responsibilities for fishers and their communities.  相似文献

Although theorists have suggested that aquatic environments or “blue space” might have particular restorative potential, to date there is little systematic empirical research on this issue. Indeed the presence of water has, unintentionally, been a confounding factor in research comparing people’s reactions to built and natural environments. Whereas aquatic features (rivers, lakes, coasts) are frequently present in visual stimuli representing natural environments they are rarely incorporated in stimuli portraying built environments. As many towns are, for good reason, located near water this is a potentially significant oversight. The current research collated a set of 120 photographs of natural and built scenes, half of which contained “aquatic” elements. Proportions of “aquatic”/“green”/“built” environments in each scene (e.g. 1/3rd, 2/3rds) were also standardised. Two studies investigated preferences (attractiveness, willingness to visit and willingness to pay for a hotel room with the view), affect and perceived restorativeness ratings for these photographs. As predicted, both natural and built scenes containing water were associated with higher preferences, greater positive affect and higher perceived restorativeness than those without water. Effect sizes were consistently large. Intriguingly, images of “built” environments containing water were generally rated just as positively as natural “green” space. We propose a number of avenues for further research including exploration of the mechanisms underlying these effects.  相似文献
