International negotiations on the inclusion of land use activities into an emissions reduction system for the UN Framework Convention on Climate Change (UNFCCC) have been partially hindered by the technical challenges of measuring, reporting, and verifying greenhouse gas (GHG) emissions and the policy issues of leakage, additionality, and permanence. This paper outlines a five-part plan for estimating forest carbon stocks and emissions with the accuracy and certainty needed to support a policy for Reducing Emissions from Deforestation and forest Degradation, forest conservation, sustainable management of forests, and enhancement of forest carbon stocks (the REDD-plus framework considered at the UNFCCC COP-15) in developing countries. The plan is aimed at UNFCCC non-Annex 1 developing countries, but the principles outlined are also applicable to developed (Annex 1) countries. The parts of the plan are: (1) Expand the number of national forest carbon Measuring, Reporting, and Verification (MRV) systems with a priority on tropical developing countries; (2) Implement continuous global forest carbon assessments through the network of national systems; (3) Achieve commitments from national space agencies for the necessary satellite data; (4) Establish agreed-on standards and independent verification processes to ensure robust reporting; and (5) Enhance coordination among international and multilateral organizations.  相似文献

One of the largest sources of global greenhouse gas emissions can be addressed through conservation of tropical forests by channeling funds to developing countries at a cost-savings for developed countries. However, questions remain to be resolved in negotiating a system for including reduced emissions from deforestation and forest degradation (REDD) in a post-Kyoto climate treaty. The approach to determine national baselines, or reference levels, for quantifying REDD has emerged as central to negotiations over a REDD mechanism in a post-Kyoto policy framework. The baseline approach is critical to the success of a REDD mechanism because it affects the quantity, credibility, and equity of credits generated from efforts to reduce forest carbon emissions. We compared outcomes of seven proposed baseline approaches as a function of country circumstances, using a retrospective analysis of FAO-FRA data on forest carbon emissions from deforestation. Depending upon the baseline approach used, the total credited emissions avoided ranged over two orders of magnitude for the same quantity of actual emissions reductions. There was also a wide range in the relative distribution of credits generated among the five country types we identified. Outcomes were especially variable for countries with high remaining forest and low rates of deforestation (HFLD). We suggest that the most credible approaches measure emissions avoided with respect to a business-as-usual baseline scenario linked to historic emissions data, and allow limited adjustments based on forest carbon stocks.  相似文献

Despite the economic and environmental significance of the world’s forests, we have limited data about them. Estimates of deforestation in tropical countries and rates of reforestation or afforestation in boreal and temperate countries are inconsistent. Accordingly, estimates of emissions released in deforestation vary widely and range from 7% to 17% of all sources of greenhouse gas (GHG) emissions. The lack of good data severely hampers efforts to shape climate policy because it is difficult to model the role of forests both in the physical global carbon (C) cycle and in cost-effective regimes to abate GHG. Data limits strain the capacity of even the best models to estimate marginal cost functions for forest carbon (C) sequestration. It is technically possible to obtain better information, but for institutional and economic reasons these technologies have not yet been fully deployed. The emergence of carbon (C) trading or tax policy in which forest carbon (C) storage becomes valued would strengthen incentives to supply better data, as would nonmarket regulation if it elicited a shadow value of forest carbon (C) in substituting for reductions in greenhouse gas emissions. “Geo-wiki” may provide a short-term solution to at least part of the data problem. The ultimate solution is the development of a comprehensive forest monitoring system involving remote sensing and on-the-ground truthing. This paper briefly discusses the role of forests in climate policy and then describes data gaps, the capability of technology to fill them, the limits of institutions and budgets in realizing this capability, and possible near-term solutions.  相似文献

Under the United Nations Framework Convention on Climate Change, more than 160 countries are required to report their national greenhouse gas inventories. To help countries meet this requirement, the Intergovernmental Panel on Climate Change (IPCC) prepared guidelines for inventorying greenhouse gases. These guidelines are regularly reviewed to ensure that they are based on the best scientific knowledge. In May 1998, in Dakar, Senegal, an IPCC expert meeting reviewed and evaluated three approaches for accounting for carbon from forest harvesting and wood products. They are the atmospheric-flow, stock-change and production approaches. In the future, governments may decide to include one of the three approaches in the land-use change and forestry module of the IPCC Guidelines for National Greenhouse Gas Inventories. Here, we demonstrate how such approaches can be evaluated using technical, scientific and policy criteria. The purpose of this evaluation is to help policy-makers potentially choose an approach for the IPCC Guidelines. This paper presents the framework of the evaluation by separating the technical and policy issues of each approach, but it does not make policy recommendations. On technical and scientific grounds, a group of experts found that the three approaches gave similar results at a global level. Data availability is not a critical factor in choosing between the approaches. However, at the national level, the approaches can differ significantly, for example, in terms of their system boundaries. Depending on technical features of each approach, credits and debits for CO2 flows or changes in carbon stock in wood products are accounted for differently among countries that produce or consume wood. This leads to differing incentives for conserving or enhancing carbon stocks in forests, the use of imported wood products and woodfuels and waste minimisation strategies. The possibility of adopting national targets for carbon dioxide (CO2) emissions from tropical deforestation in a future international climate treaty has received increasing attention recently. This attention has been prompted by proposals to this end and more intensified talks on possible commitments for developing countries beyond the United Nations Framework Convention on Climate Change Kyoto Protocol. We analyze four main scientific and political challenges associated with national targets for emissions from tropical deforestation: (1) reducing the uncertainties in emission inventories, (2) preserving the environmental integrity of the treaty, (3) promoting political acceptance and participation in the regime, and (4) providing economic incentives for reduced deforestation. We draw the following conclusions. (1) Although there are large uncertainties in carbon flux from deforestation, these are in the same range as for other emissions included in the current Kyoto protocol (i.e., non-CO2 GHGs), and they can be reduced. However, for forest degradation processes the uncertainties are larger. A large challenge lies in building competence and institutions for monitoring the full spectrum of land use changes in developing countries. (2 and 3) Setting targets for deforestation is difficult, and uncertainties in future emissions imply a risk of creating ‘tropical hot air’. However, there are proposals that may sufficiently deal with this, and these proposals may also have the advantage of making the targets more attractive, politically speaking. Moreover, we conclude that while a full carbon accounting system will likely be politically unacceptable for tropical countries, the current carbon accounting system should be broadened to include forest degradation in order to safeguard environmental integrity. (4) Doubts can be cast over the possible effect a climate regime alone will have on deforestation rates, though little thorough analysis of this issue has been made.

National governments that are Parties to the United Nations Framework Convention on Climate Change (UNFCCC) are required to submit greenhouse gas (GHG) inventories accounting for the emissions and removals occurring within their geographic territories. The Intergovernmental Panel on Climate Change (IPCC) provides inventory methodology guidance to the Parties of the UNFCCC. This methodology guidance, and national inventories based on it, omits carbon dioxide (CO2) from the atmospheric oxidation of methane, carbon monoxide, and non-methane volatile organic compounds emissions that result from several source categories. The inclusion of this category of “indirect” CO2 in GHG inventories increases global anthropogenic emissions (excluding land use and forestry) between 0.5 and 0.7%. However, the effect of inclusion on aggregate UNFCCC Annex I Party GHG emissions would be to reduce the growth of total emissions, from 1990 to 2004, by 0.2% points. The effect on the GHG emissions and emission trends of individual countries varies. The paper includes a methodology for calculating these emissions and discusses uncertainties. Indirect CO2 is equally relevant for GHG inventories at other scales, such as global, regional, organizational, and facility. Similarly, project-based methodologies, such as those used under the Clean Development Mechanism, may need revising to account for indirect CO2.  相似文献

The UN Framework Convention on Climate Change and the Kyoto protocol made under the Convention, aim at controlling the greenhouse gas emissions and their concentrations in the atmosphere. The contributions of fossil fuel use in industrial and developing countries to the atmospheric CO2 concentration are calculated using estimates for emission developments and a simple carbon cycle model. The contribution of the industrial countries to the CO2 concentration increase, above the preindustrial level, is estimated to be about 50 ppm in 1990 if only the emissions from fossil fuels are considered. The contribution from developing countries is about 15 ppm. The contribution from industrial countries would increase by about 20 ppm between 1990 and 2010 if no emission reductions were assumed and by about 15 ppm in the considered rather strict reduction scenario. According to the Kyoto protocol the emissions from industrial countries should be reduced by 5.2% from the 1990 level in about 20 years. This development of the emissions would cause a concentration increase of 18 ppm. The concentration increase due to developing countries between 1990 and 2010 would be about 15 ppm. In order that the present global increase rate of CO2 concentration 1.5 ppm/a would not be exceeded, steeper reductions than those made in Kyoto should be agreed. Increasing global emissions and slow removal of CO2 from the atmosphere makes it difficult to reach the ultimate objective of the Climate Convention, the stabilisation of the atmospheric concentration.  相似文献

Emission inventories (EIs) are the fundamental tool to monitor compliance with greenhouse gas (GHG) emissions and emission reduction commitments. Inventory accounting guidelines provide the best practices to help EI compilers across different countries and regions make comparable, national emission estimates regardless of differences in data availability. However, there are a variety of sources of error and uncertainty that originate beyond what the inventory guidelines can define. Spatially explicit EIs, which are a key product for atmospheric modeling applications, are often developed for research purposes and there are no specific guidelines to achieve spatial emission estimates. The errors and uncertainties associated with the spatial estimates are unique to the approaches employed and are often difficult to assess. This study compares the global, high-resolution (1 km), fossil fuel, carbon dioxide (CO2), gridded EI Open-source Data Inventory for Anthropogenic CO2 (ODIAC) with the multi-resolution, spatially explicit bottom-up EI geoinformation technologies, spatio-temporal approaches, and full carbon account for improving the accuracy of GHG inventories (GESAPU) over the domain of Poland. By taking full advantage of the data granularity that bottom-up EI offers, this study characterized the potential biases in spatial disaggregation by emission sector (point and non-point emissions) across different scales (national, subnational/regional, and urban policy-relevant scales) and identified the root causes. While two EIs are in agreement in total and sectoral emissions (2.2% for the total emissions), the emission spatial patterns showed large differences (10~100% relative differences at 1 km) especially at the urban-rural transitioning areas (90–100%). We however found that the agreement of emissions over urban areas is surprisingly good compared with the estimates previously reported for US cities. This paper also discusses the use of spatially explicit EIs for climate mitigation applications beyond the common use in atmospheric modeling. We conclude with a discussion of current and future challenges of EIs in support of successful implementation of GHG emission monitoring and mitigation activity under the Paris Climate Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) 21st Conference of the Parties (COP21). We highlight the importance of capacity building for EI development and coordinated research efforts of EI, atmospheric observations, and modeling to overcome the challenges.

In its Article 2, the U.N. Framework Convention on Climate Change policymakers gave themselves a long-term dynamic mandate under uncertainty. Taking the example of forestry activities in developing countries, the present article discusses whether land-based climate change mitigation measures in the context of compensation mechanisms for human-induced greenhouse gas emissions are covered under the UNFCCC's ultimate objective. Both the problem of climate change and human intervention act over long, yet finite timeframes. The article argues for taking a dynamic 100-year timeframe as reference for present-day activities. It concludes that increasing biotic carbon storage is legitimate for measures that contribute to biodiversity conservation, as long as it does not serve as a pretext for neglecting technological change. Among all forestry options, the list of priorities should be avoiding deforestation and devegetation, sustainable forest management, and afforestation. The problem of saturation can be encountered by the combination of forestry with the increased use of wood products and bioenergy. REDD+ (reducing emissions from deforestation and forest degradation and related forest activities) is a climate change mitigation mechanism currently being negotiated under the United Nations Framework Convention on Climate Change (UNFCCC). It calls for developed countries to financially support developing countries for their actions to reduce forest-sector carbon emissions. In this paper, we undertake a meta-analysis of the links, if any, between multiple and diverse drivers of deforestation operating at different levels and the benefits accruing from and being shared through REDD+ projects. We do so by assessing the nature of this link in (a) scholarly analysis, through an in-depth analysis of the posited relationship between drivers and REDD+ benefit-sharing, as examined in the peer-reviewed literature; and (b) in policy practice, through analysing how this link is being conceptualised and operationalised, if at all, in REDD+ project design documents. Our meta-analysis suggests that while some local, direct drivers and a few regional indirect drivers of deforestation and forest degradation are being targeted by specific REDD+ interventions and associated benefit-sharing mechanisms at the project-level, most national and international indirect drivers are not. We conclude that the growing academic analyses of REDD+ projects do not (as yet) advance viable theories of change, i.e. there is currently little focus on how REDD+ benefits could play a transformative role in catalysing action on drivers.  相似文献

In the last few years, nearly all industrialized countries have submitted estimates of national inventories of methane and other greenhouse gases as required under the Framework Convention on Climate Change. National inventories of methane emissions in industrialized countries are fairly complete but give some suggestion of underestimation when inventory totals are compared with recent atmospheric measurements and global budgets. In this paper, possible discrepancies are assessed for fossil fuel sources and landfills based on comparisons between independent estimates and national communications. The Kyoto Protocol to the Framework Convention and the European Union make new provisions to develop procedures for technical review of national inventories and projections, and requirements for more thorough documentation from parties, which should improve accuracy. Limits to accuracy and the political implications of underestimation are discussed in this article, along with suggestions for improving inventories through better analysis, documentation and review procedures.  相似文献

The Kyoto Protocol was agreed on by more than 150 nations in December, 1997 and (if and when ratified) will establish international commitments to reduce emissions of greenhouse gases to the atmosphere. Under the Kyoto Protocol, some of the carbon emissions and removals within the land-use change and forestry sector can be counted toward a country's commitments for greenhouse gas emissions reductions. In addition to the impacts that land-use practices have on CO2 emissions from fossil-fuel combustion, changes in the carbon stocks of forests (possibly including forest soils) caused by the direct human activities afforestation, reforestation and deforestation and taking place in the `first commitment period' (2008–2012), are to be accounted for under the Kyoto Protocol. Credits for carbon sinks in the biosphere are limited to projects initiated since 1990. A modified version of the model GORCAM has been used to assess eligible emission-reduction credits under the Kyoto regime and to illustrate how the optimal forest-based strategy for carbon dioxide mitigation might change under the provisions of the Kyoto Protocol. The Kyoto Protocol offers rewards for only some of the changes in carbon stocks that might occur and hence the forestry project that produces the most emission reduction credits under the Kyoto Protocol is not necessarily the same project that produces the greatest benefit for net emissions of carbon dioxide to the atmosphere. Supplementing the Protocol with appropriate definitions, interpretations and agreements could help to make sure that it does not provide incentive for activities that run counter to the objectives of the Framework Convention on Climate Change.  相似文献

In the present paper, national and externally organized projections of greenhouse gas emissions for Austria were compared to gain insight on the underlying scenario data assumptions. National greenhouse gas emission trends extend until 2030, an assessment of European Union (EU) countries to 2050. In addition, data for 2000–2100 was extracted from the global emission database described by the Representative Concentration Pathways (RCP). By identifying trends in these projections, it was possible to produce (a) a long-term assessment of national scenarios until 2100, (b) an assessment of the ambition level toward national climate strategies, and (c) a standardized method to compare trends across countries. By extracting RCP data, Austrian’s methane, nitrous oxide, and carbon dioxide emissions up to 2100 could be projected for all sources as well as specific sectors. With respect to the RCP scenario emission data, national projections did not seem to employ the mitigation potentials available for the most stringent RCP scenario, RCP2.6. Comparing projections that supported the EU Climate Strategy 2030 with national projections revealed similar trends. Because RCP2.6 is the only scenario consistent with a 2 °C global warming target, and it is much more ambitious than any of the national or European projections, further measures will be required if Austria is to adequately contribute to this widely accepted policy goal.  相似文献

Climate change is a global phenomenon that affects biophysical systems and human well-being. The Paris Agreement of the United Nations Framework Convention on Climate Change entered into force in 2016 with the objective of strengthening the global response to climate change by keeping global temperature rise this century well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 °C. The agreement requires all Parties to submit their “nationally determined contributions” (NDCs) and to strengthen these efforts in the years ahead. Reducing carbon emissions from deforestation and forest degradation is an important strategy for mitigating climate change, particularly in developing countries with large forests. Extensive tropical forest loss and degradation have increased awareness at the international level of the need to undertake large-scale ecological restoration, highlighting the need to identify cases in which restoration strategies can contribute to mitigation and adaptation. Here we consider Brazil as a case study to evaluate the benefits and challenges of implementing large-scale restoration programs in developing countries. The Brazilian NDC included the target of restoring and reforesting 12 million hectares of forests for multiple uses by 2030. Restoration of native vegetation is one of the foundations of sustainable rural development in Brazil and should consider multiple purposes, from biodiversity and ecosystem services conservation to social and economic development. However, ecological restoration still presents substantial challenges for tropical and mega-diverse countries, including the need to develop plans that are technically and financially feasible, as well as public policies and monitoring instruments that can assess effectiveness. The planning, execution, and monitoring of restoration efforts strongly depend on the context and the diagnosis of the area with respect to reference ecosystems (e.g., forests, savannas, grasslands, wetlands). In addition, poor integration of climate change policies at the national and subnational levels and with other sectorial policies constrains the large-scale implementation of restoration programs. The case of Brazil shows that slowing deforestation is possible; however, this analysis highlights the need for increased national commitment and international support for actions that require large-scale transformations of the forest sector regarding ecosystem restoration efforts. Scaling up the ambitions and actions of the Paris Agreement implies the need for a global framework that recognizes landscape restoration as a cost-effective nature-based solution and that supports countries in addressing their remaining needs, challenges, and barriers.

According to the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol under it, industrial countries have to estimate their greenhouse gas emissions annually, and assess the uncertainties in these estimates. In Finland, agricultural methane (CH4) and nitrous oxide (N2O) emissions represent 7% of anthropogenic greenhouse gas emissions, and globally the share is much higher. Agriculture is one of the most uncertain emission categories (representing over 20% of greenhouse gas inventory uncertainty in Finland), due to both high natural variability of the emission sources and poor knowledge of the emission-generating processes. In this paper, we present an uncertainty estimate of agricultural CH4 and N2O emissions from Finland in 2002. Uncertainties were estimated based on measurement data, literature and expert judgement, and total uncertainty in agriculture was calculated using Monte Carlo simulation. According to the calculations, agricultural CH4 and N2O emissions from Finland were 3.7 to 7.8 Tg carbon dioxide (CO2) equivalents, 5.4 Tg being the mean value.Estimates of CH4 emissions are more reliable than those of N2O. N2O from agricultural soils was the most uncertain emission category, and the uncertainty was not reduced by using available national measurement data of N2O fluxes. Sensitivity study revealed that the uncertainty in total agricultural inventory could be 7% points lower, if more accurate emission estimation methods were used, including 1) improved data collection in area estimates of organic soils, 2) climate-specific methods for N2O from agricultural soils as already presented in literature, and 3) more detailed CH4 estimation methods for enteric fermentation which can be achieved by investigating national circumstances and digestible systems of animals in more detail.  相似文献

A comparison is made of national greenhouse gas inventories for the Climate Convention, (including US country study results) and an emissions database for global atmospheric research (EDGAR). The comparison pointed to some gaps in reporting and some large differences within sectors. In most cases the differences can be traced down to the use of different emission factors or the use of national statistics that differed from the internationally available ones. Comparison of inventories may stimulate the scientific exchange of data and increase the consensus on emissions. This comparison of semi-independent databases may therefore reduce uncertainties in emissions estimates. The exercise illustrated the usefulness of standard reporting formats and the availability of background information other than the official National Communications to the Climate Convention. The comparison may lead to major revisions of officially reported methane emissions in several countries.  相似文献

In this paper we examine the trends of nitrous oxide (N2O) emissions of the Spanish agricultural sector related to national production and consumption in the 1961–2009 period. The comparison between production- and consumption-based emissions at the national level provides a complete overview of the actual impact resulting from the dietary choices of a given country and allows the evaluation of potential emission leakages. On average, 1.5 % of the new reactive nitrogen that enters Spain every year is emitted as N2O. Production- and consumption-based emissions have both significantly increased in the period studied and nowadays consumption-based emissions are 45 % higher than production-based emissions. A large proportion of the net N2O emissions associated with imported agricultural goods comes from countries that are not committers for the United Nations Framework Convention on Climate Change Kyoto Protocol Annex I. An increase in feed consumption is the main driver of the changes observed, leading to a remarkable emission leakage in the Spanish agricultural sector. The complementary approach used here is essential to achieve an effective mitigation of Spanish greenhouse gas emissions.  相似文献

Climate change is one of the most severe global problems in the 21st century. Main drivers are the combustion of fossil fuels, the emissions of industrial gases, emissions from agricultural sites and animal husbandry as well as deforestation. A new cooperative climate regime is necessary to meet the World’s energy and environmental problems against the background of China’s and India’s energy consumption growth. For the second commitment period of the Kyoto Protocol after 2012, a successor regime has to be agreed on. The current approaches, however, have a common weakness. They at the same time (a) do not acknowledge the historical responsibilities of the industrialized countries for the historical greenhouse gas emissions and the responsibility of developing countries for a large fraction of the current future emissions, and (b) do not provide for a fair distribution of emission rights. Against this background, this article aims at forecasting China’s and India's CO2-emissions up to 2050 and developing a new suggestion for a post Kyoto climate regime based on a cumulated per capita CO2-emission rights taking the weaknesses of the currently discussed post Kyoto approaches into account.  相似文献

This paper summarises the findings of an Intergovernmental Panel on Climate Change (IPCC) Expert Meeting on Methods for the Assessment of Inventory Data Quality held in Bilthoven, The Netherlands, 5–7 November 1997. Under the Kyoto Protocol of the Climate Convention, reliable inventories of national greenhouse gases (GHG) are needed for verifying compliance. Four approaches are suggested for assessing and improving the quality of greenhouse gas inventories: inventory quality assurance; inventory comparisons; model comparisons; and direct emission measurements. The paper presents recommendations for improving the quality of emission estimates of carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O).  相似文献

Agriculture is one of the major sources of greenhouse gas (GHG) emission. It accounts for approximately 15% of the total global anthropogenic emissions of GHGs. Emissions could be twice as much if indirect emissions are also taken into the consideration. However, unlike other high emitting sectors such as transport or energy, agriculture is potentially a significant carbon “sink”. It has high technical potential as a carbon sink and if tapped, can substantially enhance global sequestration efforts. The technical potential, however, may not translate into actual GHG reduction because of the capital assets and institutional constraints faced by the smallholder farmers in the developing countries. In this paper we develop a capital assets based framework of physical, financial, social, human and natural barriers to agricultural carbon mitigation initiatives and through analysis of current initiatives, we set out policy based options to reduce each of these barriers. Fundamentally, barrier removal will entail designing agricultural carbon mitigation initiatives in collaboration with farmer communities, through strengthening local institutions, understanding land tenure and natural resource cultures, ensuring legitimacy and equity in payments and fast tracking training and information. We provide a framework that simultaneously aids the dual objectives of alleviating poverty in the poor farming communities of developing countries and lowering global greenhouse gas emissions.  相似文献
