There is continuing activity among regulatory bodies to assess and prioritize chemicals used in commerce based on their potential to be persistent, bioaccumulative, and toxic (PBT). Reliable data needed to perform a PBT hazard or risk assessment, however, may not always be readily available. Consequently concern may arise regarding the potential for false positives and false negatives to be wrongly classified. In order to more effectively classify substances, adequate time is needed to acquire the necessary data to support the overall PBT assessment. Of particular interest is the question of whether or not restrictions on the use and manufacture of a substance can be delayed to allow time to conduct the necessary field and laboratory studies of a particular substance? To address this question it is demonstrated that chemical partitioning property and environmental persistence information can be effectively combined to provide guidance for regulatory priority setting. Specifically, it is argued that substances that have media specific half-life values that exceed the regulatory threshold value for persistence under the EU chemicals REACH program, for example, are more likely to have a ‘legacy’ associated with their use when the log KOA > 8, and when they are emitted to air or soil. Thus, precautionary actions limiting the use and manufacture of the substance may be warranted. Whereas substances emitted to air with log KOA < 6 and log KAW > ?2 are less likely to have a ‘legacy’ associated with their use. Thus precautionary actions in the absence of data may not be warranted.  相似文献

Different institutions for many of reasons develop environmental programs. Many aspects are taken into consideration in order to make alternative decisions that concern them. Environmental decision makers usually use experts’ opinion on the subject, and in any case they must conform to the strict development requirements and the specific features of the situation at hand. In this paper, a formalized approach towards expert panel subjective opinion processing is presented, which allows a criteria hierarchy to be structured and different environmental program alternatives to be ranked taking into consideration not only the total marginal indicators, but also their deviation with the use of the Bootstrap modification of the Monte Carlo computer intensive simulation method. Developed procedure, called REPOMP (Randomized Expert Panel Opinion Marginalizing Procedure) is applied in order to estimate two alternative technologies for waste treatment. Because it is generic, REPOMP can be used for solving a wide range of problems that envisage similar input data structure.  相似文献

As part of an aircraft fleet fatigue life improvement program, investigation has been carried out into the effect pitting corrosion has on bare 7075-T651 which had undergone split sleeve cold hole expansion. Constant amplitude sinusoidal loading was applied to fatigue test coupons which had pitting corrosion induced upon them by a modified cyclic immersion process using a 3.5% NaCl solution. A pit depth of 39–58 μm was found to significantly reduce the increased fatigue life gains achieved by carrying out cold hole expansion. At 137.9 MPa fatigue life was reduced from achieving run out of ten million cycles to an average 371 × 103 cycles, while at 165.5 MPa average fatigue life was reduced from 810 × 103 to 65 × 103 cycles. The fracture surfaces were analysed under a scanning electron microscope where each displayed an individual crack initiation site located on the material surface within the zone of residual circumferential stress.  相似文献

The Enviroclub initiative was developed by three federal government agencies (Canada Economic Development for Quebec Regions, Environment Canada and the National Research Council Canada) to assist small and medium sized enterprises (SMEs) in improving their profitability and competitiveness through enhanced environmental performance. An Enviroclub consists of a group of 10–15 SMEs, each of which carries out one profitable pollution prevention project. To support this practical experience, business participants attend 4 days of workshops on various themes related to environmental performance, spread out over a period of about 6 months. Enviroclubs have been undertaken in several regions of Quebec, and are delivered by not-for-profit organisations, mainly Enviro-Access and the Centre québécois de développement durable. Projects implemented in seven Enviroclubs brought annual savings of CAD$5.1 million and multiple environmental benefits including annual reductions in resource use, such as water (536,000 m3), petroleum products (225,000 litres), wood (11,300 m3) and emissions, such as greenhouse gases (17,100 tonnes equivalent CO2), hazardous wastes (708 tonnes) and toxic substances (53 tonnes).  相似文献

This paper presents an economic evaluation of three typical recycling processes for the five main types of waste electronic home appliances (EHA) (TV set, refrigerator, washing machine, air conditioner and personal computer) in Beijing, the capital of China. The main purpose is to identify the formal management framework with economic feasibility for the waste EHA generated in large municipalities of China. It is found that the advanced technologies, which have mechanical processing units, should be introduced to recover more valuable materials from the waste appliances. Net revenues with a range of 90–240 RMB (Chinese currency unit, 1.0 USD  8.0 RMB) per unit, depend on the type of appliance, could be expected in case of using the most complicated procedures which can separate both metals and plastics from the shredded mixtures. However, the recycling of waste refrigerator and waste washing machine will, respectively, spend about 100 and 6 RMB per unit if solely by simple manual dismantling. Revenues from recycling of the other three types of appliances are positive but quite low in this case. Although positive revenues could be achieved from the isolated evaluation of recycling, the entire management system, which also covers the phases of collection and transportation, is economically infeasible if the waste appliances are bought from the households still at current prices. Based on a survey of the householder's attitude to the cost for waste EHA management, which was conducted earlier, the practical way to construct a formal management system for waste EHA in Beijing is to reduce the citizen's traditional expectation to the values of waste appliances and encourage their transfer to the formal collection system at lower prices.  相似文献

Developing countries situated mostly in latitudes that are projected for the highest climate change impact in the twenty-first century will also have a predictable increase in demand on energy sources. India presents us with a unique opportunity to study this phenomenon in a large developing country. This study finds that climate adaptation policies of India should consider the significance of air conditioners (A/Cs) in mitigation of human vulnerability due to unpredictable weather events such as heat waves. However, the energy demand due to air conditioning usage alone will be in the range of an extra ~750,000 GWh to ~1,350,000 GWh with a 3.7 °C increase in surface temperatures under different population scenarios and increasing incomes by the year 2100. We project that residential A/C usage by 2100 will result in CO2 emissions of 592 Tg to 1064 Tg. This is significant given that India's total contribution to global CO2 emissions in 2009 was measured at 1670 Tg and country's residential and commercial electricity consumption in 2007 was estimated at 145,000 GWh.  相似文献

Industrial energy programs such as energy audit programs and long-term agreements (LTAs) are one of the most common means of promoting energy efficiency in industry. As a result of the European Energy End-Use Efficiency and Energy Services Directive from 2006, the Swedish Government Bill proposed a national energy program towards industrial small- and medium-sized enterprises (SMEs) using more than 500 MWh energy annually. The aim of this paper is to present the structure and design of the program, adopted in 2010, the logics in brief behind the structure, as well as an ex-ante evaluation of the program’s cost-effectiveness. The paper is aimed towards the part of the program involving industry, i.e. not the part involving companies within service and sales etc. The proposed design primarily includes a subsidized energy audit with some minor LTA-elements, such as the need to report results from the energy audit, to present a plan over which measures to conduct, and after three years present which measures that were implemented. The ex-ante evaluation of the program shows a cost-effectiveness of 0.25–0.50 Eurocents/kWh, yielding savings of about 700–1 400 GWh annually.  相似文献

In studies of commercial fishing, little attention has been paid to the use of bait. We examined lobster fishery bait-to-catch ratios in St. Margaret's Bay and Mahone Bay, Nova Scotia. Data were obtained from the Fishermen and Scientists Research Society's Lobster Recruitment Project. Local ecological knowledge of the resource users from within the study area was also gathered using semi-structured interviews. The estimated amount of bait required to catch each lobster, weighing about 480 g, ranged from 185 g (November) to 1455 g (April) for average months during the 2002/3, 2003/4 and 2004/5 fishing seasons. We estimated the overall ratio of bait-to-catch to be about 1.9 units of bait per unit of catch. The eco-efficiency and food-supply implications of consuming more bait than product in a fishery are outlined.  相似文献

The concerns over climate change negotiation, decision texts and links to domestic policy interests of countries to keep warming within an acceptable limit have become the ‘hotspot issues’ of the United Nations Framework Convention on Climate Change (UNFCCC). Hotspot issues are the human – political economy factors which have evolved over time from negotiation texts or phrases, principles or behaviors with tendencies to influence climate negotiations yet cannot be identified with the scientific literature. Whilst big emitters have been accused as having hegemony over the negotiations, the effects of disunity amongst the parties over domestic policy interests have been overlooked. Hence the article examines the emergence of hotspot issues and how they manifest within the international climate policy regime. The Intended Nationally Determined Contributions (INDCs) of 130 countries submitted before the Paris agreement, were analyzed using the following texts: Adaptation, Mitigation, Co-benefits, Finance, Land use, Food security, Poverty, Resilience, Green growth, Green economy, Sustainable development, Biodiversity, Ecosystem services and Conservation. Of these, ‘adaptation’ was cited 2780 times, 1956 for ‘mitigation’ and 32 for ‘ecosystem services’ in the nature conservation category. Ten phases of the climate policy regime and historical hotspot issues were identified for the period 1980–2030. ‘Adaptation’ and mitigation appeared more frequently in the INDCs and correlated with each other (r = 0.56), as the two correlated further with ‘land use’ (0.50 < r < 0.60), and similarly with sustainable development (0.40 < r < 0.70) where ‘r’ is the Pearson Rank Correlation. Therefore the success of the ‘ambitious targets’ for mitigation will depend on similar ambitious goals for adaptation, land use and sustainable development. Several differences existed in the correlation of the hotspot issues within the regional geographical blocs (Africa, Asia, Europe, North America, Oceania, South America) and split along the hotspot issues yet Europe mostly oriented towards mitigation and land use, and Oceania on resilience building. These differences provide favorable conditions for increased cooperation and true multilateralism if they are properly diagnosed.  相似文献

The empirical evidence of decline in ecosystem services (ES) over the last century has reinforced the call for ES quantification, monitoring and valuation. Usually, only provisioning ES are marketable and accounted for, whereas regulating, supporting and cultural ES are typically non-marketable and overlooked in connection with land-use or management decisions. The objective of this study was to quantify and value total ES (marketable and non-marketable) of diverse production systems and management intensities in Denmark to provide a basis for decisions based on economic values. The production systems were conventional wheat (Cwheat), a combined food and energy (CFE) production system and beech forest. Marketable (provisioning ES) and non-marketable ES (supporting, regulating and cultural) ES were quantified by dedicated on-site field measurements supplemented by literature data. The value of total ES was highest in CFE (US$ 3142 ha−1 yr−1) followed by Cwheat (US$ 2767 ha−1 yr−1) and beech forest (US$ 2328 ha−1 yr−1). As the production system shifted from Cwheat - CFE–beech, the marketable ES share decreased from 88% to 75% in CFE and 55% in beech whereas the non-marketable ES share increased to 12%, 25% and 45% of total ES in Cwheat, CFE and beech respectively, demonstrating production system and management effects on ES values. Total ES valuation, disintegrated into marketable and non-marketable share is a potential way forward to value ES and ‘tune’ our production systems for enhanced ES provision. Such monetary valuation can be used by policy makers and land managers as a tool to assess ES value and monitor the sustained flow of ES. The application of ES-based valuation for land management can enhance ES provision for maintaining the productive capacity of the land without depending on the external fossil-based fertilizer and chemical input.  相似文献

No mandatory national program currently exists to mitigate climate change in the US Consequently, voluntary programs and mandatory state-level programs are multiplying to allow users to register emission-offset activities, creating multiple often contradictory measurement and recording standards.For the land use sector we examined a hypothetical project: tree planting on rangelands in California. We apply four sets of protocols from the following registries – the California Climate Action Registry, the Chicago Climate Exchange (CCX), the Regional Greenhouse Gas Initiative and the USDOE 1605(b) program – and compare the results to the ‘actual’ net sequestration and also briefly compare them to international protocols such as the relevant Clean Development Mechanism methodology. Carbon in land use can be estimated accurately, precisely and cost-effectively, but to achieve this requires good protocols. As predicted, the consequence of applying different protocols for reportable carbon was significant. The choice of measurement pools, the handling of the baseline and the issue of uncertainty led to a baseline estimate of 0–66,690 t CO2-e, and final sequestered carbon totals (after 60 years) that varied between 118,044 and 312,685 t CO2-e—a factor of 2.5 difference. The amount reported under 1605(b) is the closest to “actual” with CCX entity reporting the most divergent.  相似文献

Forests are believed to be a major sink for atmospheric carbon dioxide. There are 158.94 million hectares (Mha) of forests in China, accounting for 16.5% of its land area. These extensive forests may play a vital role in the global carbon (C) cycle as well as making a large contribution to the country’s economic and environmental well-being. Currently there is a trend towards increased development in the forests. Hence, accounting for the role and potential of the forests in the global carbon budget is very important.In this paper, we attempt to estimate the carbon emissions and sequestration by Chinese forests in 1990 and make projections for the following 60 years based on three scenarios, i.e. “baseline”, “trend” and “planning”. A computer model F-CARBON 1.0, which takes into account the different biomass density and growth rates for the forests in different age classes, the life time for biomass oxidation and decomposition, and the change in soil carbon between harvesting and reforestation, was developed by the authors and used to make the calculations and projections. Climate change is not modelled in this exercise.We calculate that forests in China annually accumulate 118.1 Mt C in growth of trees and 18.4 Mt in forest soils, and release 38.9 Mt, resulting in a net sequestration of 97.6 Mt C, corresponding to 16.8% of the national CO2 emissions in 1990. From 1990 to 2050, soil carbon accumulation was projected to increase slightly while carbon emissions increases by 73, 77 and 84%, and net carbon sequestration increases by −21, 52 and 90% for baseline, trend and planning scenarios, respectively. Carbon sequestration by China’s forests under the planning scenario in 2000, 2010, 2030 and 2050 is approximately 20, 48, 111 and 142% higher than projected by the baseline scenario, and 8, 18, 34 and 26% higher than by the trend scenario, respectively. Over 9 Gt C is projected to accumulate in China’s forests from 1990 to 2050 under the planning scenario, and this is 73 and 23% larger than projected for the baseline and trend scenarios, respectively. During the period 2008–2012, Chinese forests are likely to have a net uptake of 667, 565 and 452 Mt C, respectively, for the planning, trend and baseline scenarios. We conclude that China’s forests have a large potential for carbon sequestration through forest development. Sensitivity analysis showed that the biggest uncertainty in the projection by the F-CARBON model came from the release coefficient of soil carbon between periods after harvesting and before reforestation.  相似文献

For addressing climate change, public support for changes in policy is needed, as well changes in individual lifestyles. Both of these appear to be intimately related with people’s worldviews. Understanding these worldviews is therefore essential. In order to research and ‘map’ them, we translated the theoretical ‘Integrative Worldview Framework’ (IWF) into an empirical, quantitative approach. We constructed a worldview-scale aiming to distinguish between four major worldviews – labeled traditional, modern, postmodern, and integrative – and explored their interface with opinions and behaviors with respect to climate change. The survey was conducted with representative samples of citizens in the Netherlands and the USA (n = 527 and n = 556). The hypothesized worldviews were found in the data with a reasonable degree of reliability, especially in the Dutch sample. We also found consistent relationships between these worldview-clusters and a range of opinions, political priorities, and behaviors. In both countries postmoderns and integratives displayed significantly more concern about climate change as well as more sustainable behaviors, compared with moderns and traditionals. The implications of these findings for environmental policy and social science are noteworthy.  相似文献

The aim of this paper is to examine the environmental consequences of beef meat production in the EU, using a life cycle approach. Four beef production systems were studied – three from intensively reared dairy calves and one from suckler herds. According to the results of the analysis, the contributions from the production of 1 kg beef meat (slaughter weight) to global warming, acidification, eutrophication, land use and non-renewable energy use were lower for beef from dairy calves than from suckler herds (16.0–19.9 versus 27.3 kg CO2e, 101–173 versus 210 g SO2e, 622–1140 versus 1651 g NO3e, 16.5–22.7 versus 42.9 m2year, and 41.3–48.2 versus 59.2 MJ, respectively). The breakdown analysis helped identify the key areas in the “cradle to farm gate” beef production system where sustainable management strategies are needed to improve environmental performance. The study also included a sensitivity analysis to preliminarily estimate GHG emissions from beef production systems if land opportunity cost and land use change related to grazing and feed crop production for beef were taken into account. If so, the contribution from the production of 1 kg beef to global warming would increase by a factor of 3.1–3.9, based on a depreciation period of 20 years. This highlights the importance of taking into account the impacts of land use in assessing the environmental impacts of livestock production.  相似文献

The Government of Eritrea gave priority status to the energy sector immediately after the country's independence in May 1991, as manifested by the rapid improvement in electricity and oil supplies. Electricity generation capacity has increased from a total of 30 MW in 1991 to over 130 MW at present. The lengths of transmission and distribution lines have similarly increased from 150 km to 400 km and from 800 to 1300 km respectively. However, as in most Sub-Saharan Africa, this public utility is characterised by inefficient managerial, technical and financial performances, an inability to mobilize the funds needed for expansion, low repair and maintenance capacity, inappropriate tariff rates, and inadequate revenue collection mechanisms. This has led the government to take appropriate reform measures in recent years, including the restructuring of the Eritrea Electric Corporation (EEC) to operate on commercial principles, setting tariffs based on real costs and reasonable profits, effective collection of revenues, the minimization of wastage and loss in the delivery of energy services, facilitating the private sector participation, and ring-fencing the interests of the poor by setting up a Rural Electrification Fund. A Regulatory body has been established to enforce these reform measures. Recognising the role of modern energy in poverty reduction and achieving the Millennium Development Goals (MDGs), the Government with the support of its development partners is expanding energy services to rural areas in an innovative manner. The Government's commitment to diversify energy sources is exemplified by its agreement with the Global Environment Facility (GEF) to share the costs of an on-going pilot wind energy project. It has also established an Energy Research and Training Centre to promote the application of renewable energies and improved biomass stoves throughout Eritrea.  相似文献

Land use intensification on shrinking forage resources characterizes many livestock producing communities. Remotely sensed images can show land cover change, but how household decision making is reflected in images had not been synthesized. For eight areas in the US, Africa, and Mongolia (>340,000 km2), we ranked constraints in decision making, and quantified vegetation greenness trends from 1981 to 2004 and land cover change using 1990 and 2000 Landsat images. Constraints in decision making varied across the sites, but ecological settings ranked highest. Five sites showed increasing greenness (2.4–8.0% increase per decade; P  0.01); the African sites showed no change or declining greenness (−2.5%; P = 0.048). Land cover change in the US sites was modest, with most sites suitable for cultivation already converted by 1990. Cover change was minor in Mongolia, despite profound changes in government and economy. The Kenyan site showed the largest change in land cover. We hypothesize a humped relationship, where households in undeveloped regions lack the resources to convert land cover. Developed regions have reached some stasis in land use. Developing regions with high human population growth and residents with access to machinery show the greatest land cover change.  相似文献

The projected increase of atmospheric CO2 concentration [CO2] is expected to increase yield of agricultural C3 crops, but little is known about effects of [CO2] on lodging that can reduce yield. This study examined the interaction between [CO2] and nitrogen (N) fertilization on the lodging of rice (Oryza sativa L.) using free-air CO2 enrichment (FACE) systems installed in paddy fields at Shizukuishi, Iwate, Japan (39°38′N, 140°57′E). Rice plants were grown under two levels of [CO2] (ambient = 365 μmol mol−1; elevated [CO2] = 548 μmol mol−1) and three N fertilization regimes: a single initial basal application of controlled-release urea (8 g N m−2, CRN), split fertilization with a standard amount of ammonium sulfate (9 g N m−2, MN), and ample N (15 g N m−2, HN). Lodging score (six ranks at 18° intervals, with larger scores indicating greater bending), yield, and yield components were measured at maturity. The lodging score was significantly higher under HN than under CRN and MN, but lodging was alleviated by elevated [CO2] under HN. This alleviation was associated with the shortened and thickened lower internodes, but was not associated with a change in the plant's mass moment around the culm base. A positively significant correlation between lodging score and ripening percentage indicated that ripening percentage decreased by 4.5% per one-unit increase in lodging score. These findings will be useful to develop functional algorithm that can be incorporated into mechanistic crop models to predict rice production more accurately in a changing climate and with different cultural practices.  相似文献

Screening methodologies for Strategic Environmental Assessment have been developed for the rapid evaluation of the environmental impact of land use change and infrastructure development plans. To be useful, screening methodologies must be fast, simple and unambiguous. Environmental screening should also be done as early as possible to facilitate integration of the screening into the plan itself. It is difficult in practice to conduct environmental screening for plans covering large geographic areas. Our objective was to develop an environmental screening tool for evaluating very large infrastructure plans. Our approach makes use of Geographic Information System (GIS) tools to develop map-based outputs that can be efficiently incorporated back into the planning processes. We analyzed a region of 500 000 km2, using 15 cartographic layers as a basis for the screening assessment. The final screening tool was easy to use and produced plan evaluations that could easily be understood by all those involved in the planning processes.  相似文献

This paper presents a study on the resource and environmental profile of leather for communicating to the consumers about the environmental burdens of leather products. The results indicate that significant environmental impacts were caused during the tanning and finishing of leather as well as the electricity production and transportation required in the life cycle. The use of fossil fuels in the production of energy has greater impact with increased emissions leading to about 15190 kg CO2 equivalent of global warming and about 73 kg SO2 equivalent of acidification while producing 100 m2 of leather for shoe uppers. Further resource use of 174 kg of coal, 6.5 kg of fuel oil, 17.4 m3 of water and 348 kg of chemicals of which about 204 kg are hazardous are consumed, and wastewater of about 17 m3, BOD of 55 kg, COD of about 146 kg, TDS of 732 kg and solid waste of about 1445 kg are generated during the life cycle for the production of 100 m2 of leather. The total solid waste generated is 1317 kg, out of which about 80% is biodegradable contributed by slaughtering, tanning and finishing stage, 14% is non-biodegradable contributed by tanning, finishing and electricity production stages and 6% is hazardous mainly from tanning and finishing stage of leather.  相似文献

Nutrient balances aggregated at the continental, national, or regional levels for African farming systems are usually reported as strongly negative. At the landscape or farm scale, the most commonly reported variability is the gradient of decreasing soil fertility from intensively managed “home” fields to more extensively managed “bush” fields. Case study evidence from an agro-pastoral community of southern Mali’s cotton zone showed that “home” and “bush” fields differed significantly in nutrient balances and soil fertility status but that inter-household differences related to household practice and social factors were even more important.Plot and household-level soil nutrient balances were calculated in 1996–1997 from participatory exercises such as resource flow mapping, participant observation, and soil sampling. The overall community-level nutrient balances averaged −9.2 kg N ha−1, +0.8 kg P ha−1, and −3.4 kg K ha−1, with significant inter-household variation. Soil analysis confirmed significant variation in soil nutrient status at both the landscape and plot levels. Comparing the scale and patterns of input use inequality using Gini coefficients showed the range of coefficients attributable to household behaviours matched or surpassed those attributable to distance factors alone. Input use intensity declined with increasing distance from nutrient sources but field level nutrient balances were better explained by household practice than by distance. Systemic differences in household asset ownership, use, and resource allocation behaviour suggested that much of the diversity seen in the nutrient balances and soil analyses was due to persistent inter-household inequality and the consequent exchanges of agro-pastoral resources. Inter-household negotiations for inputs (such as exchanges of manure and carts) and household-level decisions about input allocation created, exploited, and reinforced a mosaic of soil fertility “hotspots” surrounded by less fertile and less intensively managed patches.  相似文献
