ABSTRACT: A model consisting of closed water reuse and productive use of various types of wastes for energy generation is presented. The sewage after treatment would be used as the cooling water for power plants, and the condenser discharge therefrom be used as heating water for sludge digesters. The water is then purified for municipal water supply for continuous use. The advantages of this system are that water resources and energy are conserved while various types of wastes including waste heat are controlled. With a preliminary system analysis, it appears that the design for power plant based on the total heating value of wastes and digester capacity based on sewage sludge generation is feasible in terms of acquisition and full utilization of various types of wastes as generated in a single metropolitan area. The system as shown in this design is in balance among various factors such as the generation rate of municipal refuse, municipal sewage, waste heat in the condenser discharge, and raw sewage sludge.  相似文献

以1979—2020年我国中央政府颁发的411份城市生活垃圾治理政策文本作为研究对象,运用共词与聚类分析方法研究了我国不同时期城市生活垃圾治理公共政策焦点的演变规律。结果发现:纵观我国城市生活垃圾治理公共政策焦点的演变轨迹,在"技术路线"、"垃圾属性"、"管理手段"、"治理结构"和"保障机制"方面发生了显著的政策主题变迁,呈现出垃圾治理朝更加绿色、更加经济方向发展的趋势。未来,应从监管体系、资源评估、财政补贴、空间布局4个方面保障生活垃圾零污染、高价值资源化治理。  相似文献

ABSTRACT. A multiple-outfall system for cooling water disposal which is distributed along the direction of stream flow is analyzed. The results provide a simple method of preliminary design of a cooling water discharge outfall system and for a quick extimate of water quality of a polluted stream. It is shown that a properly designed distributed discharge system is capable of preventing serious pollution due to localized discharge of wastes and waste heat; however, the final design of the discharge system should take into account alternative schemes of waste heat disposal and their economic consequences.  相似文献

This paper synthesizes the English literature on current issues, policies and practices, and their effects on environmental and resource sustainability in China's ongoing urbanization. Aspects of urban sustainability reviewed include air, water, solid waste, energy efficiency, transportation and land use. It shows that Chinese cities have been and probably will continue to be struggling with issues such as air pollution, scarcity of clean water, solid waste and greenhouse gas emissions. But there are many opportunities for improvement. It suggests shortages of existing policies and major gaps in knowledge and practice, which can be helpful to policy makers, planners and researchers in China and other developing countries.  相似文献

In most industrialized countries, environmental standards exist which prescribe the maximum allowable man-made increase in water temperature of a river. Together with flowrate and weather conditions, these standards determine the rate at which waste heat may be discharged into a river at any moment. Power generating stations with variable cooling systems can adjust their heat discharge into the river in compliance with environmental standards and by doing so exert an influence on power generation capacity. In this paper, a scheme is developed that allows a chain of power stations discharging into the same river to operate their cooling systems such that the output of total electricity is maximized and water temperature standards are accomodated. The optimum balance between stations is determined through dynamic programming. From the results of a simulation model using historical data, simple decision rules for day-to-day operation are abstracted. These rules are based solely on the river flow rates at each power station.  相似文献

Discharge of heated waste water may affect the entire aquatic ecosystem–the interrelated biological, chemical, physical system–and, if the temperature change is large, may destroy the capacity of the ecosystem to serve a variety of beneficial purposes. However, it is possible to discharge heated waste water in carefully controlled amounts without seriously degrading the aquatic ecosystem. There are four basic alternatives which are open to us with regard to the heated waste water problem which we may choose singly or in various combinations: (1) Placing all heated, waste water in streams, lakes, and oceans without regard to the effects. Thus considering the environmental damage as a necessary consequence of our increased power demand. (2) Using, but not abusing, existing ecosystems. This means regulating the heated waste water discharge to fit the receiving capacity of the ecosystem. (3) Finding alternative ways to dissipate or beneficially use waste heat. (4) Modifying ecosystems to fit the new temperature conditions. We are all dependent upon a life-support system which is partly industrial and partly ecological. Unfortunately, we have reached a stage of development where the non-expandable, ecological portion of our life-support system is endangered by the expanding industrial portion. Optimal function and full beneficial use of both portions of our life-support system will only be possible if a variety of disciplines and diverse points of view can cooperate and work together effectively. Since wastes in amounts that are acceptable taken one at a time may be lethal collectively, environmental management should be on a regional basis.  相似文献

我国危险废物处置收费政策在十多年的发展历程中逐步建立健全,促进了危险废物处置行业的发展壮大。本文基于对我国各省份危险废物处置收费政策的定价主体、分档方式、收费标准、调整情况等制定和执行状况的梳理分析发现,各省份以不同形式出台了危险废物处置收费政策,然而,重要内容缺失、动态调整滞后、有效监管不足等问题较为普遍。针对这些问题,文章提出了因地制宜健全收费政策、科学开展处置价格核算、加快建立动态调整机制、实施部门联动管理监督等建议,可为完善我国危险废物处置收费政策提供参考。  相似文献

ABSTRACT: Electric generation facility water requirement will increase substantially in the future in the Western United States because new power plants are to be constructed at inland sites rather than on the coast. At the inland locations, power plants will have to compete with agriculture and public users for fresh water supplies, and will be constrained by environmental legislation to dispose of cooling waste water in lined evaporation ponds. The various options for power plant cooling are analyzed in respect to cost, water consumption, and environmental hazard, and also in respect to their compatibility with existing state and federal regulations. Several proposals for balancing the water requirements of various users in water-scarce areas are reviewed and criticized.  相似文献

Tobacco and its associated products are known to be harmful for health. Moreover, the waste emanating out of the production, processing, packaging, and consumption of these products is equally harmful for humans as well as other biotic/abiotic agencies. Taking into account the toxic nature of these waste products, it is necessary to have a well-defined approach to deal with this waste. Consideration of tobacco products’ waste as municipal solid waste has serious implications in the long-term as it results in dumping of these wastes mixed-up with domestic waste in landfills. With time, toxic components become part of the leachate which contaminates water and soil, further leading to the contamination in food chain. Therefore, many countries are now considering this waste under the hazardous category and evolving various measures to safely dispose it off. In the light of recent researches and policies, it is time to re-consider this important public health issue.  相似文献

ABSTRACT: The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the Nation for waste water reuse. Overriding all of these conditions is the long-term inadequacy of the existing water supplies. The Salt River Valley has a ground water overdraft of about 700,000 acre feet per year. To help alleviate this situation, the Corps of Engineers in conjunction with the MAG 208 is looking at ways to reuse a projected 2020 waste water flow of 340,000 acre feet per year. Reuse options identified include ground water recharge, agricultural irrigation, turf irrigation, recreational lakes, fish and wildlife habitats, and industrial cooling. These look nice on paper but before they can be implemented, some hard questions have to be answered, such as: How acceptable are local treatment plants when 15 years ago there was a major push to eliminate local plants; is the Phoenix area ready for reuse in urban areas; what are people willing to pay for water; who benefits if a city goes to ground water recharge; how much agriculture will be left in the area by 2020? These and other questions must be resolved if reuse is to become a viable option in water resource planning in the Phoenix area. Summary. Large scale reuse of waste water conforms with the national goal of better resource management through recycling. The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the nation for waste water reuse. Some of the most notable conditions are: the existence of a large and rapidly growing urban area which is in the process of planning for future waste water management systems; the existence of agricultural areas which are projected to be farmed well into the future, and the existence of constructed and planned major recreational systems such as Indian Bend Wash which can use recycled waste water; the existence of extensive depleted ground water aquifers; the need for a dependable source for the cooling of the Palo Verde Nuclear reactors; and finally, overriding all of this, the long-term inadequacy of the existing water supplies. Given this, one would expect to find total reuse within the Phoenix metropolitan area. Reuse is taking place with irrigation and nuclear power cooling to the west but there is no long term plan which looks at the Valley as a whole and considers waste water as part of the Valley's water resources. The Corps 208 plan is looking at waste water in this manner but initial analysis shows that although reuse is technically feasible there are many financial, social, institutional, and political questions still to be answered. These include: determining the value of existing diminishing water sources and what people are willing to pay for the next source of water; are people willing to identify priority uses of water for the area so that water of varying quality is put to its highest and best use; will the present institutional boundaries remain to create water-rich and water-poor areas; and will legislation be forthcoming to simplify the complex surface and ground water laws that presently exist? The Corps 208 study will not be able to answer these questions, but the goal at the moment is to identify feasible reuse systems along with decisions the public, owners, agencies, and politicians must make to select and implement them. If some sort of logical process is not developed and public awareness not increased, the chance for a long-term plan to utilize waste water as a major element in the Phoenix area water resource picture, may be missed.  相似文献

Waste wood recovery by thermal treatment with energy recovery or by recycling allows the substitution and conservation of primary resources. Swiss government notes the potential presence of tensions between policies which simultaneously encourage the cascade use of wood, the recycling or the energy recovery by thermal treatment of waste wood. The aim of the present research is to assess the coherence of waste wood management in Switzerland by a quantitative and qualitative approach. First, a material flow analysis allows to model the wood resources and waste wood metabolism over one century. The simulation results of various scenarios of waste wood management establish that the additional impacts of the immediate thermal treatment are less significant for the reduction of CO2eq emissions but more significant for the energy production than its cascade treatments on Swiss territory. Secondly, a documentary analysis examines the determinants of the current waste wood treatments prevailing in Switzerland. Thus, the causes of the strong presence on Swiss territory of the sector of thermal treatment, the export of almost half of waste wood generated and the sub-exploitation of Swiss forest act as barriers or drivers that result in introducing a crowding-out effect where no amount of waste wood is available for recycling in Switzerland. The comparison of the results of the two approaches leads to the conclusion that the current waste wood management is coherent in relation to the various goals of the Swiss federal policies but the waste wood potential for energy production is not fully exploited. The recommendations on the waste wood management and the possibilities to use the model for other case studies are given in the conclusion.  相似文献

A modified transient version of the Streeter-Phelps model along with the energy balance equation is employed to analyze the effects of waste heat discharge from power plants on stream water quality. Analysis is also made to examine the effects of the upstream water quality and stream velocity on the downstream DO concentration level. The resulting coupled nonlinear hyperbolic partial differential equations representing the energy, BOD and DO concentrations are solved by the method of characteristics and simulated on a digital computer. Final numerical results indicate that the allowable quantity of thermal discharge does heavily depend on the upstream quality.  相似文献

绿色发展是我国"十三五"时期五大发展理念之一,是解决我国发展与保护矛盾的根本途径。系统动力学是模拟宏观社会经济发展趋势和政策效力的常用分析工具,本文对系统动力学在中国区域绿色发展政策仿真中的应用进行了梳理。研究显示:系统动力学应用的区域范围方面,该方法全面应用于从国家直至县域等各个尺度的区域绿色发展研究,区域绿色发展通常被分解为经济、社会、资源、环境等子系统;应用的主要领域方面,水土资源、能源、水环境、固废治理、绿色产业等领域应用较多,大气环境、绿色消费等领域应用相对较少;方法的改进和完善方面,软系统分析法、各类优化方法和地理信息系统与系统动力学的集成应用日益普遍。文末根据文献梳理情况,提出未来应在决策变量设计、历史数据挖掘、环境系统对经济系统的反馈等方面进行方法改进。  相似文献

根据氧化铝行业生产用水及排污特点,结合某氧化铝生产企业生产废水的处理实践,推荐采用逆向洗涤赤泥和氢氧化铝,节约用水量;综合利用赤泥洗液和含碱废水;对生产用水设置循环水系统和二次利用水系统;设置生产废水处理站,氧化铝系统和热电厂的生产系统排水、循环水系统的排污水,以及化验等废水全部排入生产废水处理站处理,废水经处理后作为二次利用供水返回生产系统使用,通过综合利用生产废水,可以实现厂区废水的零排放,节约资源的同时,提高清洁生产水平,避免对环境造成污染。  相似文献

This philosophical review of 2 arguments about responsibility for and solutions to environmental degradation concludes that both sides are correct: the ultimate and the proximal causes. Ultimate causes of pollution are defined as the technology responsible for a given type of pollution, such as burning fossil fuel; proximate causes are defined as situation-specific factors confounding the problem, such as population density or rate of growth. Commoner and others argue that developed countries with low or negative population growth rates are responsible for 80% of world pollution, primarily in polluting technologies such as automobiles, power generation, plastics, pesticides, toxic wastes, garbage, warfaring, and nuclear weapons wastes. Distortionary policies also contribute; examples are agricultural trade protection, land mismanagement, urban bias in expenditures, and institutional rigidity., Poor nations are responsible for very little pollution because poverty allows little waste or expenditures for polluting, synthetic technologies. The proximal causes of pollution include numbers and rate of growth of populations responsible for the pollution. Since change in the ultimate cause of pollution remains out of reach, altering the numbers of polluters can make a difference. Predictions are made for proportions of the world's total waste production, assuming current 1.6 tons/capita for developed countries and 0.17 tons/capita for developing countries. If developing countries grow at current rates and become more wealthy, they will be emitting half the world's waste by 2025. ON the other hand, unsustainable population growth goes along with inadequate investment in human capital: education, health, employment, infrastructure. The solution is to improve farming technologies in the 117 non-self-sufficient countries, fund development in the most unsustainable enclaves of growing countries, break institutionalized socio-political rigidity in these enclaves, and focus on educating and empowering women in these enclaves. Women are in charge of birth spacing and all aspects of management of energy, food, water and the local environment, more so than men, in most countries.  相似文献

This study employs a unique household-level data-set to investigate the effectiveness of various waste separation policies under consideration of local socioeconomic contexts. Our results confirm previous findings that most demographic factors are generally not statistically significant. The findings suggest that waste separation knowledge, social capital, free provision of sortable containers and community collecting recyclables are positively associated with household involvement in waste separation. More importantly, while an increase in the garbage fee motivates non-sorting households to separate their waste into two categories of recyclables and non-recyclables, it also crowds out households’ preexisting motivations for sorting waste into three or more categories. The introduction of a garbage fee indeed substitutes rather than complements free provision of sortable containers and community collection of recyclables. Apart from actively fostering the creation of social capital, local authorities should, therefore, comprehensively design a compatible policy mix to adjust and optimize current management schemes for enhancing waste management practices.  相似文献

All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献
