Evaluation in spatial planning aims to raise effectiveness of plans as well as efficiency in planning processes. Given that research regarding evaluation of performance and especially plan implementation is sparse, this study presents a minimal set of indicators for a task-sheet based performance evaluation approach for Swiss cantonal comprehensive plans. Thematic task-sheets are a promising characteristic of cantonal comprehensive plans. They translate the comprehensive planning strategy into concrete evaluable tasks. The presented indicators allow assessing procedural efficiency of coordination and implementation of planning tasks (performance). We argue that if task-sheets comply with certain plan quality characteristics, a task-sheet based performance evaluation approach can support the effectiveness of plans and promote the objectives of the planning strategy. We point out plan content and characteristics necessary for effective execution of our approach. As a result, our findings can serve as a framework for designing evaluation processes for comprehensive planning documents beyond Switzerland.  相似文献

This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality.  相似文献

One of the primary challenges in resource and environmental planning is successful implementation of plans. Plan implementation is a complex process influenced by many factors. This study identifies 19 criteria affecting implementation success and tests the impact of these criteria through a case study of collaborative plan implementation in British Columbia, Canada. The significance of criteria and degree to which they are met is assessed by a survey of senior officials responsible for plan implementation. An implementation evaluation index (IEI) is constructed to assess the quality of plan implementation systems and best practices for effective implementation are identified.  相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively.  相似文献

Monitoring is essential to track the long-term recovery of endangered species. Greater emphasis on habitat monitoring is especially important for taxa whose populations may be difficult to quantify (e.g., insects) or when true recovery (delisting) requires continuous species-specific habitat management. In this paper, we outline and implement a standardized framework to facilitate the integration of habitat monitoring with species recovery efforts. The framework has five parts: (1) identify appropriate sample units, (2) select measurable indicators of habitat requirements, (3) determine rating categories for these indicators, (4) design and implement appropriate data collection protocols, and (5) synthesize the ratings into an overall measure of habitat potential. Following these steps, we developed a set of recovery criteria to estimate habitat potential and initially assess restoration activities in the context of recovering an endangered insect, the Karner blue butterfly (Lycaeides melissa samuelis). We recommend basing the habitat potential grading scheme on recovery plan criteria, the latest information on species biology, and working hypotheses as needed. The habitat-based assessment framework helps to identify which recovery areas and habitat patches are worth investing in and what type of site-specific restoration work is needed. We propose that the transparency and decision-making process in endangered insect recovery efforts could be improved through adaptive management that explicitly identifies and tracks progress toward habitat objectives and ultimate population recovery.  相似文献

This article investigates the determinants of plan implementation by applying a recently‐developed Plan Implementation Evaluation methodology. The lack of methodology to assess the implementation of plans has so far precluded any systematic analysis of the determinants of the implementation of local environmental plans. The article focuses on the implementation of plans in New Zealand. The key factors of implementation are: the quality of the plan; the capacity and commitment of land developers to implement plans; the capacity and commitment of the staff and leadership of planning agencies to implement plans; and the interactions between developers and the agency. The analysis is based on 353 permits implementing six local environmental plans in New Zealand, and on surveys of the developers who obtained the permits and of the planning agencies that granted the permits. The analysis finds that plan implementation is mainly driven by the resources of the planning agencies and by the quality of the plans, rather than by the characteristics of developers. Investments in plan writing and agency and staff capacity building thus improve the implementation of plans in the long‐run.  相似文献

Active adaptive management is the centerpiece of a major species recovery program now underway on the central Platte River in Nebraska. The Platte River Recovery Implementation Program initiated on January 1, 2007 and is a joint effort between the states of Colorado, Wyoming, and Nebraska; the U.S. Department of the Interior; waters users; and conservation groups. This program is intended to address issues related to endangered species and loss of habitat along the Platte River in central Nebraska by managing land and water resources and using adaptive management as its science framework. The adaptive management plan provides a systematic process to test hypotheses and apply the information learned to improve management on the ground, and is centered on conceptual models and priority hypotheses that reflect different interpretations of how river processes work and the best approach to meeting key objectives. This framework reveals a shared attempt to use the best available science to implement experiments, learn, and revise management actions accordingly on the Platte River. This paper focuses on the status of adaptive management implementation on the Platte, experimental and habitat design issues, and the use of decision analysis tools to help set objectives and guide decisions.  相似文献

The Resource Management Act (RMA) legislates the management of most natural resources in New Zealand. The RMA invokes ecosystem-based management by requiring that regulation be based on managing the effects of resource according to “the life supporting capacity” of the environment. The management of water resources under the RMA is carried out at the regional level by regional councils. Regional councils can develop regional water plans to establish objectives and criteria for water management. Regional water planning under the RMA has been problematic, and regional plan objectives developed under the RMA have been criticized as too broad and not sufficiently quantified. As a consequence, many resource users are unconvinced of the need for the regulatory criteria promulgated by plans, whereas other groups are concerned that the environment is inadequately protected. This article proposes that a lack of ecologically relevant management units has prevented regional water plans from fulfilling their intended function under the RMA. Then it introduces the use of River Environment Classification as a means of defining units for assessment and management, and provides three case studies that demonstrate its potential to support regional water management planning. The discussion shows that the specificity of regional assessments can be increased if ecologic variation is stratified into distinctive units (i.e., units within which variation in the characteristics of interest is reduced) as part of the assessment process. The increased specificity of the assessments increases the possibility that regional objectives and criteria for water management can be derived that are quantitative and justifiable and that provide certainty for stakeholders. The authors conclude that greater choice and meaning can be generated in regional planning processes if regional variation in ecologic characteristics is stratified using a classification, and if classes are used as units for assessment and management.  相似文献

ABSTRACT: A user-oriented research plan is presented herein. Its principal components are: (1) a mechanism for identifying social goals and translating them into research objectives; (2) procedures for setting priorities; (3) a program planning technique for designing projects to impact on important research objectives; (4) a mechanism for coordinating research activities of important research producers; (5) a structure for encouraging and establishing interdisciplinary team efforts when they are required; (6) a well-coordinated technology transfer plan; and (7) an effective method for promoting and sustaining user-researcher cooperation. Both basic and applied research designs are examined and criteria presented. / An approach to evaluating the effectiveness of management of protected areas is proposed. This approach has been used in developing an evaluation strategy for the Fraser Island World Heritage Area in Australia. The main component of the strategy is built upon the desired outcomes specified in the management plan for the area and thus provides a basis for assessing the extent to which the plan's objectives are being achieved. A series of monitoring programs have been proposed to enable this assessment. Examples of monitoring programs developed as part of the evaluation strategy are presented. A second component of the strategy monitors the implementation of the management plan. A management information system has been developed to record and report on the extent to which the specific actions specified in the management plan have been implemented. Ensuring the persistence of at-risk species depends on implementing conservation actions that ameliorate threats. We developed and implemented a method to quantify the relative importance of threats and to prioritize recovery actions based on their potential to affect risk to Mojave desert tortoises (Gopherus agassizii). We used assessments of threat importance and elasticities of demographic rates from population matrix models to estimate the relative contributions of threats to overall increase in risk to the population. We found that urbanization, human access, military operations, disease, and illegal use of off highway vehicles are the most serious threats to the desert tortoise range-wide. These results suggest that, overall, recovery actions that decrease habitat loss, predation, and crushing will be most effective for recovery; specifically, we found that habitat restoration, topic-specific environmental education, and land acquisition are most likely to result in the greatest decrease in risk to the desert tortoise across its range. In addition, we have developed an application that manages the conceptual model and all supporting information and calculates threat severity and potential effectiveness of recovery actions. Our analytical approach provides an objective process for quantifying threats, prioritizing recovery actions, and developing monitoring metrics for those actions for adaptive management of any at-risk species.  相似文献

Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritize TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritization efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources.  相似文献

The need for enhanced environmental planning and management for highland aquatic resources is described and a rationale for integrated action planning is presented. Past action planning initiatives for biodiversity conservation and wetland management are reviewed. A reflective account is given of integrated action planning from five sites in China, India and Vietnam. Eight planning phases are described encompassing: stakeholder assessment and partner selection; rapport building and agreement on collaboration; integrated biodiversity, ecosystem services, livelihoods and policy assessment; problem analysis and target setting; strategic planning; planning and organisation of activities; coordinated implementation and monitoring; evaluation and revised target setting. The scope and targeting of actions are evaluated using the Driving forces, Pressures, State, Impacts and Responses framework and compatibility with biodiversity conservation and socio-economic development objectives are assessed. Criteria to evaluate the quality of planning processes are proposed. Principles for integrated action planning elaborated here should enable stakeholders to formulate plans to reconcile biodiversity conservation with the wise use of wetlands.  相似文献

ABSTRACT: Drought has been a common feature in the United States during the past decade and has resulted in significant economic, social, and environmental impacts in virtually all parts of the nation. The purpose of this paper is two fold. First, the status of state drought planning is discussed to illustrate the significant increase in the number of states that have prepared response plans - from three states in 1982 to 27 in 1997. In addition, six states are now in various stages of plan development. Second, mitigative actions implemented by states in response to the series of severe drought years since 1986 are summarized. This information was obtained through a survey of states. The study concludes that states have made significant progress in addressing drought-related issues and concerns through the planning process. However, existing plans are still largely reactive in nature, treating drought in an emergency response mode. Mitigative actions adopted by states provide a unique archive that may be transferable to other states. Incorporating these actions into a more anticipatory, risk management approach to drought management will help states move away from the traditional crisis management approach.  相似文献

The actions of governments, customers, and competitors are influencing corporate environmental management in unprecedented ways. Market requirements are affecting both revenues and costs in ways that individual firms cannot control. The uncertainty that these new requirements create underscores the critical importance of planning and implementing a systematic approach to the design of products and the processes used to build, ship, support, and recover them. In this article the author shows how Total Quality Management offers a useful framework for aligning a company'S market focus, its business plans, and its management of critical business processes. Sectoral planning on water, agriculture and urban development has not been able to prevent increased flood risks and environmental degradation in many deltas. Governments conceive strategic delta planning as a promising planning approach and develop strategic delta plans. Such plans are linked to actions and means for implementation in the short-term, in line with long-term strategic choices. This paper introduces an analytical framework that focuses on the role of actors, innovative solutions and participatory planning tools in negotiating consent for the strategic choices in a delta plan and its implementation. Cases of Bangladesh, the Netherlands and Vietnam are discussed as a plausibility probe to explore the framework's potential. The probe reveals that the framework is promising to explain the process and outcomes of strategic delta planning in urbanizing deltas. The paper ends with an initial research agenda to stimulate research and discussion on this new delta planning approach.  相似文献

The proliferation of environmental, health, and safety regulations in recent years has increased the complexity and cost of regulatory compliance for companies. In response to the growing complexities of environmental management, many firms are turning to information systems for tracking, managing, and automating their environmental activities and information. An environmental management information system (EMIS), however, is not an end in itself. A successful EMIS supports and facilitates the integration of environmental management into business functions. Effective planning is essential for placing short-term information system development in the context of a long-range comprehensive environmental management strategy. This article presents specific pitfalls to avoid when purchasing environmental management software. Numerous companies have discovered that the true costs of EMIS implementation stem from the political and organizational costs of getting employees to use systems, particularly when they require alterations in existing work processes. The up-front purchase price often represents less than 50 percent of the total system implementation cost. Failure to adequately research and plan frequently results in costly training, high modification or user fees, incompatibilities with other applications, or vendor dependence. The article then discusses the range of options in the EMIS marketplace and offers many practical suggestions to approach and plan effective implementation of an EMIS.  相似文献

Countryside strategies, particularly for nature conservation, are part of a growth in non‐statutory strategic planning. They are largely integrative, and set the context for, and are able to cover subjects normally beyond the scope of, statutory development plans. Specifically for nature conservation, this paper summarizes the limitations of policies in structure plans and reviews four countryside strategies to assess the extent to which they overcome these limitations. Whilst providing a renewed focus for nature conservation, such strategies lack information and guidance in assisting plan formulation, are not accountable, have problems in their adoptability and lack the resources for implementation.  相似文献
