Mercury, a toxic metal known to have several deleterious affects on human health, has been one of the principal contaminants of concern in the Great Lakes basin. There are numerous anthropogenic sources of mercury to the Great Lakes area. Combustion of coal, smelting of non ferrous metals, and incineration of municipal and medical waste are major sources of mercury emissions in the region. In addition to North American anthropogenic emissions, global atmospheric emissions also significantly contribute to the deposition of mercury in the Great Lakes basin. Both the USA and Canada have agreed to reduce human exposure to mercury in the Great Lakes basin and have significantly curtailed mercury load to this region through individual and joint efforts. However, many important mercury sources, such as coal-fired power plants, still exist in the vicinity of the Great Lakes. More serious actions to drastically reduce mercury sources by employing alternative energy sources, restricting mercury trade and banning various mercury containing consumer products, such as dental amalgam are as essential as cleaning up the historical deposits of mercury in the basin. A strong political will and mass momentum are crucial for efficient mercury management. International cooperation is equally important. In the present paper, we have analyzed existing policies in respective jurisdictions to reduce mercury concentration in the Great Lakes environment. A brief review of the sources, occurrence in the Great Lakes, and the health effects of mercury is also included.  相似文献

Abandoned mines are an important global concern and continue to pose real or potential threats to human safety and health including environmental damage/s. Very few countries had government mine regulation and reclamation policies until the latter part of the century where legal, financial and technical procedures were required for existing mining operations. Major reasons for mine closure may be mainly due to poor economies of the commodity making mining unprofitable, technical difficulties and national security. If the mine is abandoned, more often than not it is the government that shoulders the burden of clean-up, monitoring and remediation. The topic of abandoned mines is complex because of the associated financial and legal liability implications. Abandoned mercury mines have been identified as one of the major concerns because of their significant long-term environmental problems. Primary mercury production is still ongoing in Spain, Kyrgzystan, China, Algeria, Russia and Slovakia while world production declined substantially in the late 1980s. In the Philippines, the mercury mine located southeast of Manila was in operation from 1955 to 1976, before ceasing operation because of the decline in world market price for the commodity. During this time, annual production of mercury was estimated to be about 140,000 kg of mercury yearly. Approximately 2,000,000 t of mine-waste calcines (retorted ore) were produced during mining and roughly 1,000,000 t of these calcines were dumped into nearby Honda Bay to construct a jetty to facilitate mine operations where about 2000 people reside in the nearby three barangays. In October, 1994 the Department of Health received a request from the Provincial Health Office for technical assistance relative to the investigation of increasing complaints of unusual symptoms (e.g. miscarriages, tooth loss, muscle weakness, paralysis, anemia, tremors, etc.) among residents of three barangays. Initial health reports revealed significant elevation of blood mercury levels exceeding the then recommended exposure level of 20ppb in 12 out of the 43 (27.9%) residents examined. The majority of the volunteers were former mine workers. In this study the abnormal findings included gingivitis, mercury lines, gum bleeding and pterydium. The most common neurologic complaints were numbness, weakness, tremors and incoordination. Anemia and elevated liver function tests were also seen in a majority of those examined. The assessment also revealed a probable association between blood mercury level and eosinophilia. The same association was also seen between high mercury levels and the presence of tremors and working in the mercury mine. To date, there are very limited environmental and health studies on the impact of both total and methylmercury that have been undertaken in the Philippines. Thus, this area of study was selected primarily because of its importance as an emerging issue in the country, especially regarding the combined effects of total and methylmercury low-dose and continuous uptake from environmental sources. At present the effects of total mercury exposure combined with MeHg consumption remain an important issue, especially those of low-dose and continuous uptake. Results of the study showed that four (4) species of fish, namely ibis, tabas, lapu-lapu and torsillo, had exceeded the recommended total mercury and methylmercury levels in fish (NV>0.5 microg/gf.w., NV>0.3 microg/gf.w., respectively). Saging and kanuping also exceeded the permissible levels for methylmercury. Total and methylmercury in canned fish, and total mercury in rice, ambient air and drinking water were within the recommended levels, however, additional mercury load from these sources may contribute to the over-all body burden of mercury among residents in the area. Surface water quality at the mining area, Honda Bay and during some monitoring periods at Palawan Bay exceeded total mercury standards (NV>0.002 ng/mL). Soil samples in two sites, namely Tagburos and Honda Bay, exceeded the EPA Region 9 Primary Remediation Goal recommended values for total mercury for residential purposes (NV>23 mg/kg). The hand to mouth activity among infants and children is another significant route for mercury exposure. Statistically significant results were obtained for infants when comparing the results after one year of monitoring for methylmercury levels in hair for both exposed and control sub-groups. Likewise, comparing the initial and final hair methylmercury levels among pregnant women/mothers in the exposed group showed statistically significant (p<0.05) results. Comparing the exposed and control sub-groups' mercury hair levels per sub-group showed statistically significant results among the following: (a) initial and final total mercury hair levels among children, (b) initial and final methylmercury hair levels among children, (c) final total mercury hair levels among pregnant women, (d) initial and final total mercury hair levels among mothers, and (e) initial and final methyl hair levels among mothers.  相似文献

In this paper, the utilisation of zeolites synthesised from fly ash (FA) and related co-disposal filtrates as low-cost adsorbent material were investigated. When raw FA and co-disposal filtrates were subjected to alkaline hydrothermal zeolite synthesis, the zeolites faujasite, sodalite and zeolite A were formed. The synthesised zeolites were explored to establish its ability to remove lead and mercury ions from aqueous solution in batch experiments, to which various dosages of the synthesised zeolites were added. The test results indicated that when increasing synthesised zeolite dosages of 5-20 g/L were added to the acid mine drainage (AMD) wastewater, the concentrations of lead and mercury in the wastewater were reduced accordingly. The lead concentrations were reduced from 3.23 to 0.38 and 0.17 microg/kg, respectively, at an average pH of 4.5, after the addition of raw FA zeolite and co-disposal filtrate zeolite to the AMD wastewater. On the other hand, the mercury concentration was reduced from 0.47 to 0.17 microg/kg at pH=4.5 when increasing amounts of co-disposal filtrate zeolite were added to the wastewater. The experimental results had shown that the zeolites synthesised from the co-disposal filtrates were effective in reducing the lead and mercury concentrations in the AMD wastewater by 95% and 30%, respectively.  相似文献

Emission inventory is one of the required inputs to air quality models. To assist in the urban and regional modeling efforts, United States Environmental Protection Agency (EPA) has compiled a National Emission Inventory (NEI) for criterion pollutants, and the precursors of ozone and particulate matter (PM). In December 2002, EPA released the 1999 NEI estimates (NEI99), which represent the most recent national emission data. However, the data sets are not in model-ready format for air quality simulations. This present work converts the NEI99 Final Version 2 data sets into Inventory Data Analyzer (IDA) format and processes the data using the Sparse Matrix Operator Kernel Emissions (SMOKE) modeling system to generate a gridded emission inventory in a domain covering the west Gulf Coast Region, USA. The spatial and diurnal emission characteristics of the gridded emission inventories are then assessed and compared with those of the National Emission Trend 1996 (NET96). The NEI99 database contains more complete emission records in both area and point sources. It is also found that NEI99 data exhibit greater emissions with respect to point and mobile sources but smaller emissions with respect to area sources when compared to the corresponding gridded NET96 data in the same study domain. The most distinct differences between the NEI99 and NET96 databases are CO emission of mobile sources, SO2 emissions of point sources, and VOC/PM/NH3/NOx emissions of area and non-road sources. The gridded NEI99 data show low VOC/NOx ratios (<2-5) in the urban areas of the study domain.  相似文献

The twentieth century saw a dramatic increase in the production of urban solid waste, reflecting unprecedented global levels of economic activity. Despite some efforts to reduce and recover the waste, disposal in landfills is still the most usual destination. However, landfill has become more difficult to implement because of its increasing cost, community opposition to landfill siting, and more restrictive environmental regulations regarding the siting and operation of landfills. Moreover, disposal in landfill is the waste destination method with the largest demand for land, while land is a resource whose availability has been decreasing in urban systems. Shortage of land for landfills is a problem frequently cited in the literature as a physical constraint. Nonetheless, the shortage of land for waste disposal has not been fully studied and, in particular, quantified. This paper presents a method to quantify the relationship between the demand and supply of suitable land for waste disposal over time using a geographic information system and modelling techniques. Based on projections of population growth, urban sprawl and waste generation the method can allow policy and decision-makers to measure the dimension of the problem of shortage of land into the future. The procedure can provide information to guide the design and schedule of programs to reduce and recover waste, and can potentially lead to a better use of the land resource. Porto Alegre City, Brazil was used as the case study to illustrate and analyse the approach. By testing different waste management scenarios, the results indicated that the demand for land for waste disposal overcomes the supply of suitable land for this use in the study area before the year 2050.  相似文献

Various approaches have been proposed for allocating commitments to countries regarding the mitigation of greenhouse gas emissions. One of these methods is the ‘contraction and convergence’ approach, which defines emission permits on the basis of converging per capita emissions under a contracting global emission profile. The approach is unique in its simplicity. Only two major issues need to be negotiated and agreed upon: the target atmospheric concentration of CO2 and the date when the entitlements are to converge at equal per capita allocations. According to the contraction and convergence approach, developing countries can continue their current emission trends, whereas industrialized countries should reduce their emissions quite dramatically. This regime represents a shift away from the current approach towards defining commitments for all parties and their evolution over the long term. This article analyses how allocation schemes determined by the contraction and convergence approach might affect certain OECD and non‐OECD countries. Results for eleven countries selected for analysis (United States, United Kingdom, Germany, France, Japan, China, Venezuela, Thailand, Brazil, India and Indonesia) reveal that trends observed in the past few decades in most industrialized countries will lead to the contraction and convergence target.  相似文献

Recent measurements at different locations suggest that the emission of mercury from soils may play a more pronounced role in the global mercury cycle as suggested by global emission inventories and global mercury cycling models. For up scaling and modelling of mercury emissions from soils a comprehensive assessment of the processes controlling the emission of mercury from soils is imperative. We have developed a laboratory flux measurement system (LFMS) to study the effect of major environmental variables on the emission of mercury under controlled conditions. We have investigated the effects of turbulent mixing, soil temperature and solar radiation on the emission of mercury from soils. The emission of mercury from soils is constant over time under constant experimental conditions. The response of the mercury emission flux to variations of the atmospheric transfer parameters such as turbulence requires a rapid adjustment of the equilibrium that controls the Hg(o) concentration in the soil air. It has been shown that the light-induced flux is independent of the soil temperature and shows a strong spectral response to UV-B.  相似文献

Fire is a primary agent of landcover transformation in California semi-arid shrubland watersheds, however few studies have examined the impacts of fire and post-fire succession on streamflow dynamics in these basins. While it may seem intuitive that larger fires will have a greater impact on streamflow response than smaller fires in these watersheds, the nature of these relationships has not been determined. The effects of fire size on seasonal and annual streamflow responses were investigated for a medium-sized basin in central California using a modified version of the MIKE SHE model which had been previously calibrated and tested for this watershed using the Generalized Likelihood Uncertainty Estimation methodology. Model simulations were made for two contrasting periods, wet and dry, in order to assess whether fire size effects varied with weather regime. Results indicated that seasonal and annual streamflow response increased nearly linearly with fire size in a given year under both regimes. Annual flow response was generally higher in wetter years for both weather regimes, however a clear trend was confounded by the effect of stand age. These results expand our understanding of the effects of fire size on hydrologic response in chaparral watersheds, but it is important to note that the majority of model predictions were largely indistinguishable from the predictive uncertainty associated with the calibrated model - a key finding that highlights the importance of analyzing hydrologic predictions for altered landcover conditions in the context of model uncertainty. Future work is needed to examine how alternative decisions (e.g., different likelihood measures) may influence GLUE-based MIKE SHE streamflow predictions following different size fires, and how the effect of fire size on streamflow varies with other factors such as fire location.  相似文献

Groundwater is an essential drinking water source in the city of Konya, Turkey. Approximately 75% of the city's water consumption has been supplied from 198 groundwater wells for the last six years. Nitrate (NO(3)(-)) is one of the important water quality parameters and was measured in the water samples taken from 139 wells in 1998 and from 156 wells in 2001 within the study area of 427.5 km(2). To evaluate the nitrate data, a vector-based GIS software package ArcView GIS 3.2 was used. A hardcopy map of the city was digitized in the UTM projection system. The locations of the wells were obtained by a hand-held Global Positioning System (GPS) receiver. According to the maps produced, nitrate concentrations generally tend to increase in the city center, the average concentrations being 2.2 and 16.1mg/L for the years of 1998 and 2001, respectively. A statistical correlation procedure was also applied to well depths and nitrate concentrations. As a result, correlation coefficients of 0.259 and 0.261 were obtained for data collected in 1998 and 2001. It is concluded that the distribution of nitrate concentrations is not correlated with well depths within the study area.  相似文献

The study presents an approach that combined objective information such as sampling or experimental data with subjective information such as expert opinions. This combined approach was based on the Analytic Network Process method. It was applied to evaluate soil erosion risk and overcomes one of the drawbacks of USLE/RUSLE soil erosion models, namely that they do not consider interactions among soil erosion factors. Another advantage of this method is that it can be used if there are insufficient experimental data. The lack of experimental data can be compensated for through the use of expert evaluations. As an example of the proposed approach, the risk of soil erosion was evaluated in olive groves in Southern Spain, showing the potential of the ANP method for modelling a complex physical process like soil erosion.  相似文献

Abstract

Participatory GIS (geographic information systems) is designed to use community mapping exercises to produce spatial representations of local knowledge. The ideals of Participatory GIS revolve around the concept of public participation in the use of spatial data leading to increased community involvement in policy-setting and decision-making (Weiner et al., Community participation and geographic information systems, in: Craig et al., Community participation and geographic information systems, London: Taylor & Francis, 2002). This paper reports on findings from two case studies, one relating to assessments of air quality and how Participatory GIS has been used in the UK to improve local government policy, and the second on assessments of noise pollution. It concludes by discussing a caveat on the use of Participatory GIS for environmental governance, which is that, ideally, only issues on which participants are likely to have direct experiential knowledge should be targeted.  相似文献

Concern about mercury pollution from atmospheric deposition has risen markedly in the last decade because of high levels of mercury in freshwater fish from relatively pristine waters. Whereas high concentrations have been found principally in Canada, the northern United States, and Scandinavia, they have also recently been observed throughout much of Florida. Recent surveys of the Tennessee River system, however, have found no locations where fish levels exceed EPA guidelines for fish consumption. This paper evaluates a number of factors that may cause certain regions in the northern hemisphere to experience unacceptable fish mercury levels while other regions do not. Relevant regional differences include: (1) Waters of the Tennessee River system are generally nonacidic (pH>6) and well buffered, whereas 16%, 22%, and 40% of the lakes in upper Midwest, Northeast, and Florida, respectively, have acid-neutralizing capacities below 50 μeq/liter. Acidity correlates highly with fish mercury levels in a number of lake surveys, and experimental manipulations of acidity have significantly raised fish mercury levels. (2) The ratio of land area to water surface area in the Tennessee Valley averages about 30, whereas it is 15 in the upper Midwest and 6 in Florida. Low ratios allow mercury in precipitation to be directly deposited to aquatic bodies, without an opportunity for the mercury to be sequestered by terrestrial ecosystems. (3) Stream organic matter concentrations in Florida, the upper Midwest, and Sweden are 2–10 times those in the Tennessee Valley. Mercury binds strongly to organic matter, and organic matter transport in runoff is a major pathway by which mercury enters aquatic ecosystems.  相似文献

A tension exists at the heart of efforts to support collaboration with GIS. Many scholars and practitioners seek to support two separate objectives: (1) problem solving and (2) the exploration of diverse problem understandings. GIS applications designed for problem solving often pre-define the problem space by structuring the kind of information that can be considered or the way in which the problem is conceptualized. In doing so, they necessarily privilege particular perspectives and understandings of the problem while marginalizing others. As a result, these initiatives undermine their second objective. This is problematic in the context of contentious environmental decisions which have broad-reaching impacts on people with diverse perspectives and interests. In such contexts, I argue that equitable collaboration is impossible without first emphasizing the exploration of diverse problem understandings. I support this argument theoretically by turning to the literatures on collaborative planning and spatial decision support, and empirically in my analysis of a case study of an effort to construct a GIS for supporting collaborative water resource management in rural Idaho. Reflecting upon the case, I provide a set of recommendations to those seeking to better negotiate the tensions of supporting collaboration with GIS in the context of contentious environmental and natural resource decisions.  相似文献

/ Geographic information systems (GIS) allow users to explore possible spatial relations that may exist within their data. At the Missouri Department of Conservation (MDC), GIS data is being used to help make management decisions. Thirteen geographic data layers of the Meramec River Basin, Missouri, were used to help demonstrate the usefulness of GIS for making fisheries management decisions. The data were used to help identify potential acquisition areas within the Meramec River Basin. The basin was separated into 22 strata based on ecoregion boundaries, watershed boundaries, and stream order. Suitability for acquisition was determined for each stratum based on species richness, habitat characteristics, percent of public land, and number of human impacts, such as gravel and ore mining. Eleven strata scored high enough to be recommended as potential acquisition areas. After further evaluation of the 11 strata, three were chosen as areas where available land and willing sellers should be considered. Four strata needed more sampling before land within them should be considered for acquisition. The final four were considered low priority because there was already a considerable amount of public land present in the strata. The analysis was helpful in allowing managers to focus in on a smaller area for acquisition consideration; 91% of the area was eliminated from the analysis. Instead of having to survey every parcel of land that becomes available, parcels that don't fall within the recommended strata can be eliminated without further investigation.  相似文献

This paper develops a framework for regional scale flood modeling that integrates NEXRAD Level III rainfall, GIS, and a hydrological model (HEC-HMS/RAS). The San Antonio River Basin (about 4000 square miles, 10,000 km2) in Central Texas, USA, is the domain of the study because it is a region subject to frequent occurrences of severe flash flooding. A major flood in the summer of 2002 is chosen as a case to examine the modeling framework. The model consists of a rainfall-runoff model (HEC-HMS) that converts precipitation excess to overland flow and channel runoff, as well as a hydraulic model (HEC-RAS) that models unsteady state flow through the river channel network based on the HEC-HMS-derived hydrographs. HEC-HMS is run on a 4 x 4 km grid in the domain, a resolution consistent with the resolution of NEXRAD rainfall taken from the local river authority. Watershed parameters are calibrated manually to produce a good simulation of discharge at 12 subbasins. With the calibrated discharge, HEC-RAS is capable of producing floodplain polygons that are comparable to the satellite imagery. The modeling framework presented in this study incorporates a portion of the recently developed GIS tool named Map to Map that has been created on a local scale and extends it to a regional scale. The results of this research will benefit future modeling efforts by providing a tool for hydrological forecasts of flooding on a regional scale. While designed for the San Antonio River Basin, this regional scale model may be used as a prototype for model applications in other areas of the country.  相似文献

Our paper explores the effect of economic performance variables on the carbon intensity of human well-being (CIWB) for 13 countries in the Middle East and North Africa (MENA) region over the period (1995–2013). We use a time-series cross-sectional Prais–Winsten regression model with panel-corrected standard errors (PCSEs). We find that economic performance has a statistically significant positive influence on CIWB over the period in question; thus, economic performance harms the environment, but the final effect deviates to a constant level after a while. This finding is not encouraging from the economic sustainability point of view. On the contrary, we find that total health expenditure has a statistically significant negative impact on CIWB by increasing life expectancy, which means less stress on the environment.  相似文献

Interbasin transfers (IBTs) are manmade transfers of water that cross basin boundaries. In an analysis of 2016 data, this work identified 2,161 reaches crossing United States (U.S.) Geological Survey hydrologic unit code 6 boundaries in the U.S. The objectives of this study were to characterize and classify IBTs, and examine the development drivers for a subset of 109 (~5%) of the IBT reaches through examination of samples from different climate regions of the U.S. The IBTs were classified as being near irrigated agricultural lands, near cities, or rural IBTs not near cities or irrigated land. IBTs near both cities and irrigated agricultural land were designated as city + irrigated agriculture. The 109 samples were selected, based on approximate proportional distribution to the total number of IBTs within each climate region, with representation of areas having a high density of IBTs. Analysis of the samples revealed that in the U.S., there have been four major drivers for basin transfers: irrigation for agriculture, municipal and industrial water supply, commercial shipping or navigation, and drainage or flood management. The most common has been drainage or flood management, though IBTs at least partially driven by agricultural needs are also prevalent. The majority of the sampled IBTs were constructed between 1880 and 1980, with peaks in development between 1900–1910 and 1960–1970. The samples also showed the drivers of IBT development evolved over time, reflecting changes in regional economies, populations, and needs.  相似文献

Conserving genetic diversity requires an assessment of the distribution of genetic variants in relation to patterns of land use and environmental variation at a regional scale. This assessment requires a novel approach to integrating and analyzing the genetic and environmental data across spatial scales. To explore the integration of genetic data with other geospatial data sets, we developed a GIS-based approach for examining patterns of genetic diversity for several species of salamanders in southern Appalachians. The genetic data, from allozyme surveys in the genetics literature, were integrated into a GIS database along with related attributes including population identifications and spatial locations. Using existing geospatial data, we classified sample locations as being either protected from anthropogenic disturbance (e.g., National Parks, Wilderness Areas) or as unprotected (e.g., private lands, multiple-use lands in National Forests). We used multidimensional scaling of allelic frequencies and contributions of populations to interpopulation differences in allelic richness to determine which populations had genetic characteristics most different from other populations in the sample. Measures of genetic differentiation were integrated into the GIS database to facilitate spatial analysis and visualization of the indices in relation to land use. This approach was useful for both identification of populations with components of genetic variation that were not well represented at protected sites and for identifying areas of species distributions where more genetic sampling would be necessary to make informed management decisions. Our approach could be readily adapted for use by managers and geneticists working with other species and types of genetic markers.  相似文献

The linear dose-response model is considered a conservative, nonthreshold relationship. This is based on a confusion between the sufficient condition (that is, zero slope at zero dose) and the necessary condition (that is, response distinguishable from zero).
