This paper was prepared in 1978 on the basis of a review of sociological and anthropological fieldwork conducted up to that time. Although theoretical in presentation its conclusions are formulated in accordance with the author's own extensive observations of organizational response to natural disasters in developing countries, especially those having sudden onset. Practical implications for co-ordination agencies and pre-disaster training are drawn.

Especially since the terrorist attacks of 11 September 2001, governments worldwide have invested considerable resources in the writing of terrorism emergency response plans. Particularly in the United States, the federal government has created new homeland security organisations and urged state and local governments to draw up plans. This emphasis on the written plan tends to draw attention away from the process of planning itself and the original objective of achieving community emergency preparedness. This paper reviews the concepts of community preparedness and emergency planning, and their relationships with training, exercises and the written plan. A series of 10 planning process guidelines are presented that draw upon the preparedness literature for natural and technological disasters, and can be applied to any environmental threat.

Framework for integrating indigenous and scientific knowledge for disaster risk reduction
A growing awareness of the value of indigenous knowledge has prompted calls for its use within disaster risk reduction. The use of indigenous knowledge alongside scientific knowledge is increasingly advocated but there is as yet no clearly developed framework demonstrating how the two may be integrated to reduce community vulnerability to environmental hazards. This paper presents such a framework, using a participatory approach in which relevant indigenous and scientific knowledge may be integrated to reduce a community's vulnerability to environmental hazards. Focusing on small island developing states it presents an analysis of the need for such a framework alongside the difficulties of incorporating indigenous knowledge. This is followed by an explanation of the various processes within the framework, drawing on research completed in Papua New Guinea. This framework is an important first step in identifying how indigenous and scientific knowledge may be integrated to reduce community vulnerability to environmental hazards.

IAN DAVIS 《Disasters》1992,16(3):259-265
The UK Science, Technology and Engineering Committee for the International Decade for Natural Disaster Reduction (IDNDR) was jointly established by The Fellowship of Engineering and The Royal Society, in 1990. Its purpose is to promote the aims of the IDNDR with particular reference to disaster risk reduction within developing countries.
In order to provide a forum for people with a wide range of experience in this field to meet and exchange views, the Committee convened a one-day Workshop, held at The Royal Society in London on 27 March 1992. The following is a shortened version of a position paper (originally drafted by Ian Davis and subsequently approved by the Committee), setting out seven 'priorities' for the IDNDR, which formed the basis of discussion at the Workshop.
